  • [01] EU CONSIDERS BENEFICIAL GAS TRANSMISSION SYSTEM FROM GREECE TO ALBANIA

    TIRANA, NOV 4 (ATA)- The ten projects approved one month ago by the European Union also include the gas transmission system from Greece to Albania.

    This was made known by the EU commissioner on Energy, Tourism and Small and Medium Enterprises, Christos Papoutsis, during a meeting with the Minister of Mineral and Energy resources, Abdyl Xhaja, last week.

    "Familiarising ourselves with the option of the Albanian government which considers more optimal the alternative of linking with the international gas network via Greece, the European commissioner appreciated the Albanian government's efforts in this direction, efforts which enjoy the EU support, according to the spokesman of the Ministry of Mineral and Energy Sources.

    On this occasion, the alternative of Russian Gas supply via Greece is more beneficial as the distance of the gas pipe from this country is some 100 kms shorter in comparison with Macedonia and cheaper than the Western alternative of linking with the Algerian gaspipe via Italy.

    The year 2000 appears to be the possible deadline to realise this project of the Albanian government considering the economic development of Albania in the next century. pas/lm/sh/

    [02] TRIAL OF SIGURIMI CHIEFS WHO DESTROYED FILES PUTS OFF

    TIRANA, NOV 5 (ATA) By Eva Allushi: Tirana Court put off Monday the legal proceeding for obtaining testimony against Irakli Koçollari, former chief of Sigurimi and Vladimir Hysi, former Interior Minister of the communist nomenclature for lack of witnesses.

    The high ranking officials of the post regime are accused of abuse of office because "they have ordered destruction of the State Sigurimi and Interior Ministry documents", while Koçollari is also accused of grave crimes against humanity.

    During the first legal proceeding for obtaining testimony, the evidence threw light on the violation exercised by Irakli Koçollari against the defendants in 1972, when Koçollari was investigator in Korça district.

    The second legal proceeding will be held on November 8. /jz/mt/sh/

    [03] FIRST SCHOOL OF ALBANIAN TRADE UNIONISTS INAUGURATES

    TIRANA, NOV 4 (ATA) By Mimoza Allushi: The Independent Trade Unions held Monday the official opening ceremony of the Albanian Trade Unionist School, the first of this kind in Albania.

    The opening of this school was due to the financing of the Great Danish Trade Union (SID). Attending the ceremony were the President of the Independent Trade Unions, Valer Xheka, officials of SID, Claus Larsen Jensen, Sten Taft Deterson, Listbec Hejne Meyner and John Laursen. Invited also was Rene Dehee, representative of the International Labour Organization (ILO).

    The school aims at promoting the activity of the trade unions, education of trade unionists, involvement in the daily school program of issues which have to do with woman, labor market, different social issues like security, health care, unemployment, education and others. /jz/mt/sh/

    [04] UITA POSTER SPARKS OFF DECLARATION OF STRIKE BY CONFEDERATION

    TIRANA, NOV 5 (ATA)- By M. Allushi, The November 4 and 5 strike staged by the Trade Union Confederation of Albania was not due to the government's non realisation of the unionists' economic demands but it was triggered off by three posters put up for humour in the environments in which the confederation carries out its activity.

    Strong divergency has been noticed of late between the Confederation and the Trade Unions both in their programme and demands as well as in the number of the respective members.

    Two members of the Independent Trade Unions several days ago plotted a poster which called for strike and posted it up in one of the surroundings of the confederation which are in the same building with the UITUA.

    "In order to show themselves as always the first and believing that this poster has been made public, the confederation hurries to declare through the press the staging of the strike, at a time when the Union of the Independent Trade Unions has not yet convened to consider a possible strike," the spokesman of the UITUA confirms .

    While the deputy chairman of the Albanian Trade Union Council, Alfred Xhomo, confirms through the press the beginning of the strike, it turns out that there is no manifestation of strike anywhere in Albania. kled/lm/sh/

    [05] NEW TRIALS ON OLD CHARGES AGAINST ALBANIANS OF KOSOVA

    PRISTINA, NOV 4 (ATA)- The Serb prosecutor's office of Peja ordered of late the resumption of legal proceeding against 13 Albanians accused of participating in peaceful protests four years ago in defence of the Albanian education.

    The 13 Albanians are expected to face trial in Peja.

    The indictment says that the demonstrations in defence of the Albanian education held on October 12, 1992 in front of the Peja secondary school "were intended against the Republic of Serbia, its laws and against integrity of the Serb state in general". The indictment also says that the accused have prevented "officials" (Serb police) from "carrying out their task", to maintain law and order. They are accused of "use of violence and of offending some policemen".

    The accused have rejected all charges and declared that the protests for the defence of the Albanian education were peaceful and the alleged violence in the indictment is completely invented. The have stressed that it were the Albanians those who were tortured by Serb secret police and inspectors during the peaceful protests.

    After signing the agreement on Albanian education between Pristine and Belgrade the pursuits, maltreatment, arrests and punishments of Albanian education activists in Kosova have been substantially increased. b.j/p.ta/pas/lm/sh/

    [06] AUTHORS OF KILLINGS ARRESTED - notice of Interior Ministry -

    TIRANA, NOV 5 (ATA) - Enton Shqypi, 21, resident of Tirana, was arrested, Interior Ministry spokesman reports. He is the author of a killing, a wounding with fire arm, as well as several robberies in Tirana and Durresi.

    Enton Shqypi and Edvin Borova are accomplices in throwing a defensive grenade in the territory of Tirana Police Commissariat no 2, in February this year.

    Altin Demiri, 23, resident of Tirana, is also arrested, reports the spokesman. He is the author of a killing with fire arm and wounding of his wife.

    The police also arrested Saimir Cela, 22, resident of Durresi, because he has often sheltered the criminal Enton Shqypi and taken from him the pistol with which Shqypi has killed Artur Hoxhati.

    Dasmen Musaraj, 46, from Tirana, is also arrested, because he has falsified Shqypi passport, and other passports as well. Many passports and other falsified documents were found in Musaraj house. /a.ke/kled/mt/sh/

    [07] ALBANIA IS MARCHING TOWARDS SURE PERSPECTIVE - Knapp

    TIRANA, NOV 4 9ATA)- The chief of the Austrian Diplomatic Press, Mag. Dr. Eduart Knapp, says in a report on the observation of Albanian local elections that Albania is marching towards a sure perspective.

    "The process of the October 20 local elections in Albania recognised the same trajectory and calmness like in Austria," the report says.

    Knapp says that he and the Austrian mass media representative, Miller, have overseen many polling stations in the districts of Lezha, Durres, Berat, Tirana and everywhere they have found regular commissions made up of all party leaders.

    "We, who came for the first time to the democratic Albania, were surprised to observe the extraordinary transformations taking place over the last four years," the report says.

    "Only few countries of Southeastern and Central Europe are so well orientated towards the open market economy as Albania. Albania, following and carrying ahead this policy full of responsibility, will surely set an example of democracy in Europe after a few years", the report says.

    The economic resources will strengthen the economic potential of Albania and this is a concrete fact for the specialists," says the report of the chief of the Austrian diplomatic press. s.sh/kled/lm/sh/

    [08] BREAD PRICE BACK TO OLD ONE

    TIRANA, NOV 5 (ATA)- Few months after price liberalisation, the bread price goes back to the old price, today's Albania says.

    This is what the specialists had predicted, the bread price would go back to its real value after an artificial hike.

    Until June 1996 bread had been sold at 40 leks and had suffered a substantial weight reduction.

    In order to solve the problem of the bread weight and to end the anomalies created in the population's bread supply, the Meksi government increased the flour and bread purchase price by 50 per cent.

    In several shops of Tirana yesterday the bread was sold 22 per cent less than a day before, the paper says adding that the specialists at the Agricultural Ministry predict that the bread price will be again 40 leks within 1996. eva/lm/E/sh/

    TIRANA, NOV 5 (ATA) - Under the headline "Communique of Permanent Central Election Commission to declare the final results of the local elections", Rilindja Demokratike carries the editorial "Victory of DP in 58 municipalities and 267 communes". With regard to the yesterday's meeting of the Council of Ministers, the paper reports: "The government protects consumers". Rilindja Demokratike also publishes two reports, one from the Austrian Institute for the Human Rights "Ludwig Boltzman" and the other from the Chief of the Austrian Diplomatic Press with regard to the conduct of the local elections in Albania.

    Zeri i Popullit entitles its editorial "Responsibilities to face the situation". The paper carries the article "The warned strike fails - Insecurity in the trade unionist movement". In the fifth page the paper publishes an article with regard to the presidential elections in USA.

    Republika focuses on the usuries in an article entitled "The kingdom of usuries betrays the secrets. The paper publishes in the fifth page pronouncements of politicians Dokle,Islami and Ulqini - SP, and Gjinushi - SDP, regarding the local elections, held two weeks ago.

    Lajmi i Dites reports on the final results of the local elections declared Monday by the PCEC. The paper publishes an article on the boycott of elections from the Albanians of Kosova in former Yugoslavia.

    Rilindja reports on the meeting of Kosova Leader Ibrahim Rugova with chiefs of Kosova Democratic League branches, under the title "Kosova people is appreciated for the tolerance and sacrifice". The paper reports: "Today the presidential elections in USA" - Who will be the President to rule in the XXI century. With regard to the boycotting of elections by Albanians in former Yugoslavia, the paper writes" "The definition for independence is testified"

    Albania paper, under the headline "Documents from Macedonia disclose the super robbery in Gorrica customs", carries the article "Smuggling tobacco, the state loses USD 450 000". The paper publishes the article "Bread price back to the old one", which reports that the specialists predict bread price to return from 60 lek to 40 lek within the end of this year.

    Gazeta Shqiptare publishes the article: "Heroine valued USD 300 000 is caught" and the pronouncement of Italian investigators who say that "it is Made in Albania". In the page of the black chronicle, the paper publishes an article entitled "Fieri terrorists under arrest".

    Koha Jone carries the article "America votes for the President - Clinton or Doll?". The paper reports that the fight of the documents for the site behind the Palace of Culture has already started. In its tenth page the paper writes: "The strike of the Federation fails".

    Dita Informacion carries the article "The daughter of Enver Hoxha brings a lawsuit against Dita Informacion". The paper publishes in its fifth page the article "SP: There is no letter of Fatos Nano against Presidency". /eva/pas/mt/E

    [10] ALBANIANS IN MONTENEGRO WIN FOUR MANDATES IN REPUBLIC'S PARLIAMENT

    PRISTINA, OCT 4 (ATA)-The Albanians in Montenegro will be represented by four deputies in the parliament of this republic, according to the ongoing information.

    Ulqini will be represented in the Montenegrin parliament by two deputies, candidates of the Democratic League in Montenegro and one of the Albanians' Democratic Union.

    Their victory was confirmed today by the electoral commission, whereas the newspaper Bujku of Pristine learns from well informed sources that the Albanians' Democratic Union has also won another mandate for the republican parliament in Malesi, Podgorica.

    The Albanian parties in Montenegro have neither had candidates nor voted for the federal parliament. b.j/lm/E

    [11] PART OF A PARK OF THE POLISH CAPITAL NAMED AFTER ALBANIAN NATIONAL HERO

    TIRANA, NOV. 5 (ATA) - The Council of the capital of Poland, Warsaw, in its 34th session on October 21, 1996 decided to name an urban green space of this city after the Albanian national hero "Gjergj Kastriot Scanderbeg" press and information department of Albanian Foreign Ministry reports.

    The park is in an open urban area and so frequented by inhabitants.

    On the basis of the decision, the department of Culture and Art of the Warsaw Municipality will place a slab in the form of a bas-relief which will be combined with the architecture of the park.

    Gjergj Kastriot Scanderbeg has fought 25 years against the Turkish occupation in Albania in the 15th century and for the time he was in the lead of the Albanian Army the Turks, could not occupy Albania. ake/kei/xh/k

    [12] SECOND POLIO IMMUNISATION ROUND TO START IN ALBANIA

    TIRANA, NOV. 5 (ATA) - The Second round of polio immunisation which includes people up to the age of 50 will take place in Albania on 11-17 November, 1996.

    In a meeting today with specialists dealing with the campaign against polio, Albanian Minister of Health Maksim Cikuli said that they have been so devoted to the work in the first round of immunisation, which covered around 95 per cent of the population.

    The first stage of vaccination held in October was over successfully. "We call on people who have not taken the first vaccine to take it now and then the second after one month. I also call on people who have taken the first vaccine to take the second as well because that is the only way they will be completely safe from this dangerous disease," said the director of the program against polio, Ibrahim Baboci.

    The Institute of Public Health, Doctors Without Borders and other epidemiologists have been directly involved in the program of the two rounds of polio immunisation.

    The distribution of the vaccine in the districts will start on Friday. Vaccines will be taken in health institutions, schools and clinics.

    The first round of vaccines was financed with 300 thousand dollars by the Italian government and some donators have contributed with consultations and the necessary material basis for the distribution and security of the vaccine in optimal conditions.

    The second round 3,4 million doses of the vaccine against polio had been ensured since October, sources of the Health Ministry report. The majority of the vaccines have been brought from Italy.

    The vaccination against polio became indispensable after cases of this disease in Albania some months ago.

    The specialised organization of the U.N. WHO through a communique published at the beginning of October stressed that "polio is not an extraordinary case in Albania." kei/xh/k

    [13] WORKSHOP IN ALBANIA ON INCORPORATION OF NATO DOCTRINES IN NATIONAL MILITARY DOCTRINES

    TIRANA, NOV. 5 (ATA) - Incorporation of NATO Doctrines in the National Military Doctrines is the topic of the Workshop to be held by NATO and Albania on November 6-8, 1996 in the Palace of Congresses in Tirana, spokesman of the Albanian Defence Ministry reports.

    Taking part in the workshop will be representatives from NATO member countries, U.S. Holland, Great Britain, Italy, Turkey, Greece, Canada and France and NATO partner countries Bulgaria, the Czech Republic, Estonia, FYROM, Hungary, Moldova, Poland, Romania, Slovakia, Slovenia and Ukraine.

    Representatives of the NATO member and partner countries will present in the workshop their experience and viewpoints on the incorporation of the NATO doctrines in their national doctrines and discussions will be made on this basis. The workshop will show the methods and mechanisms how the NATO military doctrines may incorporate in those of the partner countries so that integration of the partners in the alliance increase significantly.

    Albania will be presented with a topic by the chief of the Army General Staff, general Sheme Kosova who will treat questions on the role of the NATO Doctrines in the process of the integration of the Partners in the Alliance.

    Chairmen of the workshop will be Major General Joel Marchand, head of the Regional Cooperation Department in the NATO International Military Staff and the deputy chief of the Albanian Army General Staff, Major General Armand Vincani.

    NATO holds two of such workshops a year. For this year, this is the second workshop after that held in Austria. kei/xh/k

    [14] PHARE TO MANAGE GARBAGE OF ALBANIA

    TIRANA, NOV. 5 (ATA) - By Miranda Kora: Every Albanian actually produces 1 kg of urban solid garbage a day which means 3 176 tons of garbage on national level, which will be "managed" by PHARE program through the Belgian firm, EXCOSER.

    These garbages, which need to be processed and recycled, have 51 per cent of organic substance.

    EXCOSER has prepared the National Management Plan of Garbage in Albania estimated at 400 thousand ECU for 8 main cities of the country.

    According to the directress of the department of economy projects and information on environment, Narin Panariti, "the plan will not solve the problem of urban garbage management because this solution should be considered for special regions through detailed technical projects."

    The plan, presented in a conference today on the question of garbage, carries proposals to the Ministry of Construction and Tourism and city- halls on some projects as well as a number of laws on institutional reorganization presented by the PHARE program.

    The strategy proposed by EXCOSER envisages the creation of long term burning and recycling systems at low cost and of 12 accumulation basins and it is expected to be ready for application in 1997.

    The application of the National Plan for the Litter Administration, depending on the system of accumulation, transportation and handling of garbage, will cost 52 million ECU, whereas for the construction of three sanitary cemeteries, with a capacity of 1 900 000 cubic meters in Vlora, Lac and Durres the World Bank will finance 15 million ECU. kei/xh/k

    [15] SUPREME COURT DOES NOT CHANGE DECISION FOR GENOCIDE-3 LOW INSTANCE TRIAL

    TIRANA, NOV. 5 (ATA) - By Eva Allushi: The jury of Supreme Court today upheld the decision of Tirana Court for Genocide-3 trial.

    The sentence passed for the former senior officials of the defunct communist regime Idajet Beqiri, Lenka Cuko, Sulejman Abazi and Agron Tafa is 15 years in prison.

    Nazmi Domi, Shkelzen Bajraktarui and Llambi Gegprifti are sentenced with 20 years in jail, whereas Irakli Vero and Veiz Haderi with 16 years of imprisonment each.

    The nine former senior officials of the past communist regime are accused of and sentenced for genocide and crimes against humanity in cooperation with one another.

    They have had important posts in some border areas or near border zones such as in Shkodra, Kukes, Durres and Lushnja, at the time when the cases of genocide, internments and expulsions have been numerous. kei/xh/k
