  • [01] ALBANIAN DEFENCE MINISTER VISITS AUSTRIA

    TIRANA, OCT 28 (ATA)- The Albanian delegation headed by Defence Minister Safet Zhulali which is visiting Austria at the invitation of the Austrian Federal Defence Minister, Werner Fasslabend, held official talks on Monday with the Austrian delegation headed by Fasslabend.

    Zhulali made a presentation of the performance and efforts to reconstruct the Albanian army into a modern army responding to the demands of the time.

    He also dwelt on the close cooperation, in the context of the Partnership for Peace Programme, with NATO stressing that the NATO membership remains both a vital and a major issue for Albania.

    Austrian Defence Minister Fasslabend considered very positive and meaningful the results of the reform launched by the Albanian government which assumes special values in the military field. He expressed readiness to provide technical assistance to the Albanian army. This assistance would include help in legislation, qualification, hospital modernisation, scholarships, logistic assistance and other assistance.

    During the meeting they exchanged views to broaden relations in the military field between the two countries. Both agreed to materialise them in a very short awhile.

    The defence ministers shared the same view that as regards the grave situation in Kosova and the pressure to be exerted by the International Community to establish dialogue between Pristina and Belgrade in the presence of a third party.

    The talks were also attended by the Austrian Army Chief of Staff, Correr, the Forces' General Inspector, Maitzen, as well as many Austrian army generals. a.ke/kled/lm/z/

    [02] RUNOFF LOCAL POLLS IN ALBANIA ARE FREE AND FAIR - declares Council of Europe delegation -

    TIRANA, OCT 29 (ATA) - The local ballot runoff in Albania was free and fair, declared the Council of Europe delegation, Permanent Central Electoral Commission reports.

    The Council of Europe delegation stressed in a press release that it was pleased with the way local elections were held in Albania and that this ballot was free and fair, expressing citizens' preferences for mayors and communes' chairmen.

    The press release underlines the fact that the observed irregularities are related on one hand to individual faults, and on the other one to some habits of position and opposition. /kled/mt/Z/

    [03] UITUA TO STAGE TWO DAY STRIKE

    TIRANA, OCT 29 (ATA)- The Union of the Independent Trade Unions in Albania (UITUA) held Monday at its headquarters a meeting of the representatives of the independent trade unions of economy and discussed a two-day-strike to be staged by UITUA soon.

    The UITUA asks a 100 per cent compensation for the price liberalisation in bread and other basic goods and rising inflation.

    The UITUA chairman, Valer Xheka, considered the strike a further appeal to the government about the UITUA demands. The strike is a continuation of the one-hour-strike of September 16 and of the one-day-strike of October 4.

    "The message of the strike is clear: the government ignored the ongoing efforts of the UITUA. This makes the largest trade union of the country to insist on the realisation of its demands," says the newspaper Sindikalisti of UITUA today. jz/lm/Z/

    [04] ALBANIAN DEFENCE MINISTER TO VISIT UNITED STATES OF AMERICA

    TIRANA, OCT 29 (ATA) - After the successful visit in Austria, which marks the further deepening and enlarging of relations and bilateral cooperation in the military field, Albanian Defence Minister Safet Zhulali left for USA, invited by the U.S Defence Secretary, William Perry.

    During his stay Zhulali will meet the U.S. Defence Secretary, as well as other top officials of Pentagon.

    According to the visit's agenda, Mrs Perry will be awarded the Golden Medal "Mother Tereza", accorded by the Albanian President, Sali Berisha. /s.sh/kled/mt/Z/

    [05] FAO TO HELP INTERCEPT TOXIC FOOD BROUGHT IN ALBANIA

    TIRANA, OCT 29 (ATA)-The World Food and Agricultural Organisation, FAO, through its affiliate, the International Division of the Food Nuclear Control, confirms through an official document sent to the Albanian Ministry of Agriculture and Food that it will help intercept the toxic food brought to Albania from neighbouring countries.

    Sources close to the Ministry report that the ministry will be provided with considerable aid to consist in technical assistance, training of Albanian specialists and bringing modern control laboratories in Albania from Vienna. kled/lm/sh/

    [06] ITALIAN AMBASSADOR IN TIRANA APPRECIATES ALBANIAN LOCAL BALLOT

    TIRANA, OCT 29 (ATA)- By S. Spahiu, Italian Ambassador in Tirana, Paolo Foresti, has positively assessed the local election process in Albania which was followed closely by a large group of Italian observers in many areas of the country.

    "The result of this effort pleases me because in general it is a positive process".

    "We have made great efforts considering the friendly relations with Albania and the desire to contribute, as we have asked to contribute over the last years, to the consolidation of the democratic process, to a political and democratic normalisation in Albania," Foresti told ATA.

    "Certainly we have noticed irregularities, matters that should be improved, corrected, procedures that should be correct, which are part of the development. We and the European organisations are here to help overcome these difficult moments of development. We are here to provide our experience because we have undergone moments as much difficult. We know that democracy is a process growing up with each passing day and which should be nourished day by day. This food should come from all the political forces, from the opposition and the majority," Foresti said further on.

    Foresti considered important the relations of his country with Albania.

    "We consider that Albania's relations are significant, are relations of friendship to Italy, as well as relations of interest. They are relations leading to Europe, relations which should find good will in both sides", he said.

    "Therefore we have made unprecedented efforts by sending 160 observers. We have carried out 135 observations in the second round, last weekend, and 881 observations in the first round. I believe this is a record. These are figures also yielding a result, sometimes negative, but which help to correct, improve and march ahead towards the consolidation of democracy", Foresti concluded. pas.lm/Z/

    TIRANA, OCT 29 (ATA) - Rilindja Demokratike, under the title "DP- victory, SP-disintegration" covers the news conference of the DP chairman, Tritan Shehu, where he announced the landslide victory of the Democratic Party in the runoff polls. The paper carries the article "Council of Europe pleased with local polls in general", and reports on yesterday's meeting of the Council of Ministers. The paper reports on the admission of writer Ismail Kadare as associate-member of the French Academy and carries the message of President Berisha addressed to Kadare on this occasion.

    Zeri i Popullit carries the editorial "The power kills pluralism". The paper publishes a statement of the SP Press Department entitled "The political institutional crisis in Albania deepens". The paper carries the article "The DP cannot hold free and fair elections", as well as an interview of the Permanent Central Electoral Commission Deputy Chairman, Besnik Barej entitled: "The complaints on gross violations have been rejected through the power of the vote".

    Lajmi i Dites, under the title: "We kept our word when saying that our victory would be more profound than on May 26," covers the news conference of Tritan Shehu held on Monday.

    Republika carries the article "Shkodra, the political map of the future". The paper publishes the article "Shehu (DP leader) orders the SP euro-socialists: "Take over the party" Poli i Qendres carries the article "Good for Shkodra", and also the news conference of Tritan Shehu entitled: "Shehu declared Albania without opposition and ruled only by the DP". The paper publishes the article "The ruling party - a restriction of pluralism".

    Rilindja carries the editorial "Democrats promote superiority". The paper publishes the article "Recognition and international affirmation of the Kosova issue".

    Koha Jone carries an interview of the Council of Europe delegation head in runoff, Andreas Gross, entitled "Re-run of general elections". The paper covers the news conference of Tritan Shehu under the title: "Shehu: There is no constituency taken by democrats". It also publishes the article "The DP capitulates without conditions in Shkodra".

    Tribuna carries the news conference of Tritan Shehu under the title: "Complete and landslide victory on all the levels".

    Albania carries the editorial "Self-ruin of the left wing", as well as the article "France honors Kadare". It also publishes the article "Why and who attacked the usuries".

    [08] ALBANIAN PRESIDENT MEETS WITH STATE MINISTER OF CHANCELLOR KOHL

    TIRANA, OCT. 29 (ATA) - Albanian President Sali Berisha met Monday with the State Minister of Chancellor Kohl, Bernd Schmiedbauer.

    Mr Schmiedbauer thanked Mr Berisha of the important victory in local vote and said that he was pleased with the ballot turnout which confirmed that of May 26 and proves that most of the Albanians do not like communism but the democratic parties.

    By appreciating the important changes in Albania, he said that "Your country has progressed a lot in the past four years and we rejoice over the election results of this year which have created the country the possibility to progress in the future. Your visit to Bonn last year showed that you have good friends among the leaders of our country."

    President Berisha said he was pleased to welcome friends like Minister Schmiedbauer in such a moment of joy. After appreciating Germany's assistance and important support during the past four years, President Berisha expressed his gratitude to the German Government and institutions for their unflinching faith in the Albanian democracy and the efforts of the government for the consolidation of democracy. "In these elections the Albanians voted not only for the achievements reached so far but also for those values they share with their friends."

    Mr Berisha and Mr Schmiedbauer highlighted the level of the all-sided cooperation between Albania and Germany and were pleased with the projects throughout the country.

    "Germany is resolute to increase its support and aid for Albania as a friendly country," said Mr Schmiedbauer, and it considers important its successes on the road of democracy." ake/kei/xh/k
