[01] SECOND ROUND OF LOCAL ELECTIONS IN ALBANIA TODAYTIRANA, OCT 27 (ATA) - Second round of local polls is being held in Albania today. 118 minicipalities and communes will face the runoff.The runoff ballot is being held mostly between two main parties, the DP and SP, but there is also a runoff ballot between other parties, like the DP and the Shkodra Right Wing League, between an alliance of the National Front Party and Legaliteti, the DP and Social Democratic Union Party, the DP and Republican Party, the DP and Centre Pole, the DP and Human Rights Union Party. The Permanent Central Electoral Commission issued Thursday the results of the first round of the October 20 local elections, in which the Democratic Party won the majority of municipalities and communes. According to the PCEC results, the Democratic Party won in 37 municipalities and 193 communes, the Socialist Party in four municipalities and 12 communes, the Human Rights Union Party in six communes, the Christian Democratic Party in one commune, while in the Vau i Dejes municipality won the independent candidate, Nard Lazer Ndokaj. The elections are totally over in 42 out of 64 municipalities and in 212 out of 309 communes. The Democratic Party won in these elections 88 % of the municipalities, and the Socialist Party 10 %. As a whole the DP has won 91 %, the SP 6 %, the HRUP 3 % and the CDP 0 % of the municipalities. For Municipalities Councils, on which the voting was held based on proportional criterion, the DP has gained 52.49 % of the vote for 488 councillors, the SP 31.19 % of the vote for 324 councillors, while the parties who came out third include the Centre Pole (the Alliance: the Social Democratic Party and the Alliance Democratic Party) with 38 councillors by 3.09 % followed by the Republican Party with 37 councillors, the National Front Party (Balli Kombetar) by 2.39% with 25 councillors and the Human Rights Union Party 2.333% with 30 counselors, the Social Democratic Union Party 1% with 12 councillors, while the other parties have won less than 1% of the councillors. /kled/mt/sh/ Albanian Telegraphic Agency[02] "TO VISIT FRENCH PARLIAMENT IN TIRANA" - ExhibitionTIRANA, OCT. 27 (ATA) - By A Lazaj: "French Parliament" was the title of the photo exhibition which opened in the hall of Albanian Parliament under the auspices of the People's Assembly of Albania and the French Embassy.The exhibition was a result of the cooperation between the French Parliament and the Albanian Parliament," said Mr Michel Roger, adviser of the president of the French Senate, Rene Monory, who visited Tirana some months ago. "The symbolic presence of the French Parliament in the seat of the Albanian Parliament is a proof of the brilliant progress realised in Albania, illustrated mainly with the latest elections," said Mr Roger. The exhibition has photos of the National Assembly and the French Senate, halls of parliamentary sessions, working halls and others. ssh/jz/xh/sh/ Albanian Telegraphic Agency[03] PRESS REVIEWTIRANA, OCT. 27 (ATA) - "Free and calm elections" is the title of an editorial in Rilindja Demokratike, regarding the second round of local polls in Albania. Under the headline "DP claimed 22 municipalities and 88 communes," the paper carries the article "Today votes for the victory."Under the title "We may win only based on determination and mass character," Zeri i Popullit carries an interview with the SP secretary General Rexhep Mejdani, concerning today's runoff. The paper also has an article "Great economic changes seek a social market policy." "Shkodra Municipality, challenge and replica" is the title of the newspaper Republika. The most focused runoff seems to be that of the Shkodra municipality," writes this paper. Under the headline "Opposition representatives in the PCEC accuse," Poli i Qendres writes that "The polls turnover announced without asking the commission." The Albanian Helsinki Committee has nothing of Helsinki but only the name, it has neither principles, nor people, the past, the present or the future," writes Tribuna under the title "Albanian Helsinku - a legal communist party." "Today everything like on October 20," is the title of an editorial in Albania. "Five policemen attack with the aim of stealing VEFA" writes this paper. The attack was aimed at exerting pressure on people working in the company and to profit a great amount of money as a result of the whole history, the paper says. Koha Jone entitled its editorial "Policy in the runoff," which writes among others that one third of the local government facing a runoff today. "A supergang of thefts uncovered in Tirana," writes the paper. In the feature "Analysis" newspaper Dita Informacion carries an article entitled "Who has copied?!" Drita writes that by the end of November the week of Albanian Film will be organized in Poland. "Italy in alarm about Albanian refugees who land in Puglia shores every day," writes Gazeta Shqiptare. kled/xh/sh/ Albanian Telegraphic Agency[04] CALM AND CORRECT RUNOFF IN SOME DISTRICTS IN ALBANIATIRANA, OCT. 27 (ATA) - Second round of elections started in Korca, Southeastern Albania, today, in this the DP candidate Dhionis Kotmilo and SP candidate Niko Faberi compete for the post of the mayor.According to information from the polling stations, the polls have started calmly and normally. The voter lists have 49 263 names. In the first round of polls, the DP candidate won about 44 per cent of the votes whereas that SP candidate won 33 per cent. Also polls have started for the second round in Maliq in which DP candidate Behar Lumani competes with SP candidate Jovan Katundi for the post of the mayor, in Pogradec competes DP represented by Bashkim Myrtezai and SP represented by Syrja Palla. The runoff is going on also in seven communes of Korca district, in five communes of Pogradec and in one commune of the Devoll district. Candidates of DP and SP are competing for the second round in all these communes. About 7571 voters of the communes of Kolsh and Zejmen, Lezha district, northwestern Albania, are taking part in the second round of elections in 18 polling stations. Competing in the commune of Zejmen are the DP candidate and the SP candidate whereas in the commune of Kolsh the competition is stronger, because DP candidate is facing an independent candidate. In the first round of elections, on October 20, voter participation in the district of Lezha was 67 per cent. During the first round, DP candidates won 6 communes in the Municipality of Lezha whereas the Christian Democratic party won in the commune of Shengjin. According to confirmations by election commissions and the participating parties, elections in five communes in Elbasan district, Central Albania, are having a normal runoff, according to election procedures. In three communes are competing DP candidates with SP ones and only in one of them the DP candidate is facing a RP candidate. On the basis of the results of the first round on October 20, the Democratic Party won in 3 city-halls of the district of Elbasan (Elbasan, Cerrik and Belsh) and in 15 communes. ssh/kled/xh/ Albanian Telegraphic Agency[05] AN ALBANIAN MILITARY DELEGATION IN THE MULTINATIONAL EXERCISE "RESCUER '96"TIRANA, OCT. 27 (ATA) - In the context of the Partnership for Peace program, the Albanian Army was represented in another multinational exercise Rescuer 96 which was held in the former Yugoslav Republic of Macedonia from October 21-26, 1996, spokesman of Albanian Defence ministry reports.Members of the Albanian delegation were senior officers of the General Army Staff and experts of the field in which the exercise was held. The leader of the delegation, Colonel Asllan Bushati, presented some opinions about the experience in Albania also on the basis of the experience that Albanian army structures have gained in the numerous bilateral and multilateral exercises held in the context of the Partnership for Peace. In the next Rescuer exercise, to be held in the former Yugoslav Republic of Macedonia the coming year, the Albanian Army will be able to be represented by its troops, the report says. ssh/kled/xh/sh/ Albanian Telegraphic Agency[06] REPRESENTATIVES OF SOCIALIST PARTY IN DELVINA DO NOT SIGN THE BALLOT PAPERSDELVINA, OCT. 27 (ATA) - The press and information office of the Democratic Party of Albania reports that in some polling stations in Delvina, Southern Albania, deputy chairmen of some election commissions, representatives of the Socialist Party, had not agreed to sign the ballot papers before the polls started, quite contrary to the legal provisions.The Democratic Party protests forcefully to these provocations which aim at creating an artificial tension in the normal climate of the polls. It asks the Permanent Central Election Commission to intervene in order to normalize and clear up the situation, the DP office said. ake/kled/xh/sh/ Albanian Telegraphic Agency[07] SOCIALIST CANDIDATE FOR MAYOR IN POGRADEC PRESSURIZES ELECTION COMMISSION MEMBERSPOGRADEC, OCT. 27 (ATA) - Syrja Palla, SP candidate for Mayor in Pogradec, Southeastern Albania, is allegedly visiting for control all the polling stations, pressurizing election commission members and voters, press and information office of the Albanian Democratic Party reports.The Democratic Party does energetically protest to these flagrant violations of the provisions of the law "On Local Government Elections" and asks the intervention of the Central Election Commission for the observation of the law. ake/kled/xh/sh/ Albanian Telegraphic Agency[08] RUNOFF OF ELECTIONS IN ALBANIATIRANA, OCT. 27 (ATA) - According to reports from the prefecture of Berat, second round of elections in the district of Skrapar is going on normally. Competing for the municipality of Corovoda are the DP and SP candidates. In Polican, also facing each other are the DP candidate and the SP candidate.In four of the communes which are facing a runoff in this district, DP and SP candidates are to compete, whereas in the commune of Bogova, the competition is that between the candidate of the Balli Kombetar party and the Independent candidate. In the city of Shkodra too, the second round of elections is continuing normally. Competing for the post of the mayor is Artur Lika, of the Democratic Party and Bahri Borici, candidate of the Right League of Shkodra. According to the chairman of the election commission of the municipality, Pjerin Brahimaj, so far over 30 per cent of the voters have cast their ballots. Voting in 92 polling stations is going on normally and without any problem. Elections in that city are being monitored by a group of foreign observers and 80 members of the Society for Democratic Culture. Second round of polls in two communes of this district places in front of each other the DP and SP candidates and in a third one the DP candidate and the Christian Democratic candidate. In the district of Puka it is reported that so far over 40 per cent of the voters have voted in today's runoff. Competing for the post of the Mayor in this city is the DP candidate and the SP one. Whereas in four communes facing each other are the DP candidates and SP ones and in the commune of Qelza the DP candidate competes with the Christian Democratic Party candidate. ssh/kled/xh/sh/ Albanian Telegraphic Agency[09] ABOUT 30 PER CENT OF ELECTORS HAVE VOTED SO FAR IN KORCA AND VLORA DISTRICTSTIRANA, OCT. 30 (ATA) - Participation in today's runoff in the districts of Korca and Vlora was 30 per cent until 12.00, sources of the Democratic Party report.The flux of voters for the second round of polls is increasing especially after 12,.00 in other districts as well. As the elections commission of Puka district reports, about 40 per cent of the listed voters in that district had voted until 12.00. The participation in polling is expected to increase after midday. The Defence Minister will meet the Federal Defence Minister, Fasslabend. He will also meet other military high ranking officials of the Austrian Federal Army, where they will discuss the possibilities for further enlarging and deepening of the bilateral relations in the military field. Gjirokastra 55%/kei/mt/k Albanian Telegraphic Agency[15] INCIDENT IN A POLLING STATION IN NORTH ALBANIATIRANA, OCT 27 (ATA) - Today, at 10.00, in the polling station no 1 of Munella village, North Albania, Mark Ndrec Nikolli gravely wounded Ndue Gjon Pjetri with pistol for revenge motives, Interior Ministry spokesman reports.The author of the crime and the wounded person were on duty in the polling station of the village, where the second round of local elections is being held. Ndue Gjon Pjetri said in an interview for the Albanian Television that their quarrel "had nothing to do with the voting process." Both persons have had quarrels between them for a long time. The group of experts from the Interior Ministry and the attorney of the district went to the spot right after the event, while the legal proceedings have started. The special police forces are in search of the author of crime. Pjetri is out of danger in Tirana military hospital. /a.ke/kei/mt/k Albanian Telegraphic Agency[16] DEMOCRATIC PARTY WINS IN 10 MUNICIPALITIES FOR SECOND ROUND OF LOCAL ELECTIONS - according to preliminary results -TIRANA, OCT 27 (ATA) -According to the preliminary results sent by the correspondents of ATA in districts, it is confirmed so far the victory of the Democratic Party in 10 municipalities and 8 communes for the runoff of local elections.So, the Democratic Party has won in municipalities of Vlora, Libohova, Puka, Saranda, Korca, Delvina, Mamaliaj, Patos, Himara and Bajram Curri. The DP has also won in three communes of the Puka district, in communes of Lukova and Ksamili in the Saranda district, and in three communes of the Elbasani district. /kei/mt/k Albanian Telegraphic Agency[17] VICTORY OF DEMOCRATIC PARTY IN 6 OTHER MUNICIPALITIES AND 8 COMMUNESTIRANA, OCT 27 (ATA) - The Democratic Party has won in six other municipalities, Kukesi, Manza, Hasi, Gjirokastra, Corovoda and Policani in Skrapari district, according to the preliminary results of ATA correspondents.In Hasi municipality, North Albania, the DP victory is supposed to be round 60 per cent. It is also reported that the DP has also won in 4 communes of the Kukesi district, North Albania, and 4 communes of the Tepelena district, South Albania.
