  • [01] ITALIAN OBSERVERS READY FOR LOCAL ELECTIONS IN ALBANIA

    TIRANA, OCT 17 (ATA) By R. Floqi: The Italian Embassy in Tirana has taken all the measures to assist the 152 observers, including some 10 employers of the Embassy, who will monitor the local elections of October 20, diplomatic sources of the embassy reported.

    "We have taken all the measures for the observers, their accommodation, movement and organisation", said Thursday the second secretary of the embassy, Giuseppe Manzo.

    The observers will come to Albania Thursday by military plane. They will monitor the local elections and will be back to Italy on Wednesday.

    The mission is travelling under the aegis of the Council of Europe, in agreement with the European Union and it has been coordinated by the Italian Society for Multirateral Organisations (SIOI).

    "Besides the volunteer observers, some six specialists for elections will also come", said Manzo.

    The observers will be split up into 50 three-person teams to work alongside volunteers from the United States and other European countries.

    "Faced with the hesitation of other international entities, Italy has decided to make a strong commitment, and believes that something must be done to help Albania to follow the road of democracy", underlined Thursday Ambassador Ferreras, quoted by ANSA agency. /mt/k

    [02] SOCIALIST CANDIDATE FOR MAYOR IN ELBASAN FAVOURS PRIVATE PROPERTY PARALLEL TO OTHER PROPERTY FORMS

    TIRANA, OCT 17 (ATA)-The Socialist Candidate for mayor in Elbasan, Dritan Cerma, has expressed himself in favour of "private property parallel to other forms of property" for the development of the Elbasan city.

    In an interview with the Albanian Telegraphic Agency, ATA, he considers the socialist alternative an alternative of a clear west social-democratic orientation.

    "My motto will be a prosperous Elbasan, of equal chances and success for all inhabitants, of local professional, uncorrupt governing after European standards and greater chances for employment, housing and support for all social categories and strata," Cerma said regarding the socialist programme for the city's future development.

    Cerma spoke of the consolidation of the reform, a program which stipulates the employment of five to six thousand people in various political and private sectors.

    I believe in victory because I believe in free and fair elections. Otherwise, I will courageously shake the hand of whoever merits it, Cerma says in his interview. kled/lm/k

    [03] SOMEBODY UNDER ARREST FOR POSSESSION OF CANNABIS SATIVA

    TIRANA, OCT 18 (ATA) By Eva Allushi: Tirana police arrested Thursday B. Agos from Vishnja village, Tirana, who had in his house six sacks of cannabis sativa.

    The accused confessed that "He had not planted cannabis in his house, but had found it in the street and then had taken it home."

    Based on the testimony available, the court ruled prison arrest for B. Agos. /eva/kei/mt/k

    [04] DP CANDIDATE FOR KORCA MAYOR PLEDGES $2 MILLION INVESTMENT

    TIRANA, OCT 18 (ATA)- The democrat candidate for the Korca mayor, Dhionis Kotmilo, a chemist, has said that for the next two years the government has secured from international bank institutions and friendly countries credits and aid worth $2 million for investment in the Korca infrastructure.

    In an interview with ATA Kotmilo says that the Albanian government has allocated $1 million for the Korca aqueduct. The German Bank is also expected to carry out the procedures for financing an investment worth 24 million marks. This financing is mainly free of charge and only a small part is in the form of a soft credit.

    Kotmilo promises that the cellular telephone network will be set up in Korca in 1997.

    He describes the DP programme as ambitious. Under the new law on the homeless the first lists are being considered, Kotmilo says adding that according to the legislation in force a part of the house cost will be covered by the state, and the rest by bank credits under favorable conditions. kled/lm

    [06] SP CHARGES ON IRREGULARITIES IN ELECTORAL CAMPAIGN DISMISSED

    TIRANA, OCT 18 (ATA)- The newspaper Rilindja Demokratike on Friday carries two refutations and a statement of the Albanian People's League Party regarding several articles in Zeri i Popullit recently.

    The Tirana Municipality press spokesman informs the public opinion that the SP Steering Committee, different from its allegation in an article on October 17, has obtained the voters' lists earlier than all the other political subjects and not on October 15 as they allege.

    Their tendency goes so far as to write that in Tirana there are nearly 90 000 voters who are not inhabitants of the capital. They make Tirana with 112 000 electors in 1996 when it is very well known that in 1992 there were some 180 000 voters, the spokesman says.

    The paper also dismisses an article published Thursday in Zeri i Popullit which alleges that the DP candidate for commune chairman in Shengjergj, Tirana village, is also member of electoral commission. The Rilindja Demokratike correspondent has asked the electoral commission of this commune about this and explains that nothing is accurate in this information.

    Zeri i Popullit and Poli i Qendres on October 16 carried two statements of six parties, include the Albanian People's League, addressed to President Sali Berisha and the Chairman of the Electoral Commission, Nestor Thereska, asking that the polls close earlier and that the voters' lists be re-examined.

    A statement of the Albanian People's League Party (APLP) says that this party has not held talks with the SP and the Centre Pole.

    "Including the name of the APLP in these statements aims at artificially increasing the number of the parties in favour of the left opposition", the APLP statement says.kled/lm/k

    [07] SOCIALIST PARTY IN ELECTION CAMPAIGN

    TIRANA, OCT 18 (ATA) - The Albanian Socialist Party continues its electoral campaign for the local elections of October 20.

    The Socialist Party's branch in Pogradeci district held Thursday a meeting with its members and supporters.

    The SP Secretary for Public Relations, Pandeli Majko, presented SP candidate for Mayor Syrja Palla, and said among others that only the SP knows how to rule in Pogradeci district. The opposition has risen and is preparing the institution of hope, institution of resistance, said Majko.

    The SP Secretary General, Rexhep Mejdani, participated in the meeting held in Kucova district to present the SP candidate for Mayor, the economist Artur Kurti. Mejdani said that Kucova will vote again for the socialists in the local elections, because its alternative defence better their vital interests and those of the country.

    In the meeting held in Berati district, the socialists of Berati expressed their enthusiasm for the sure victory in the elections of October 20.

    The SP Secretary General, Rexhep Mejdani, said among others that after the local elections, which will be won by his party, they will open way to solving the political crisis, will ask the approval of the constitution and then rerun of the parliamentarian elections. Mejdani considered the development of this process an obligation of the socialists.

    [08] AMERICAN OBSERVERS ARRIVE IN ALBANIA

    TIRANA, OCT 18 (ATA) - Two teams of observers from the two largest American institutions, U.S Republican Institute and U.S National Democratic Institute arrived in Tirana on Thursday.

    The observers teams of these two institutions have a large experience in electoral monitoring in different countries of the world. Th representative of the U.S. Republican Institute in Tirana, Piter Dickenson stressed that this institute has brought in Albania some 14 specialist observers. The observers held Thursday a meeting with all the Albanian political parties and with top officials of the Albanian government in which they discussed about the political situation in the country, said Dickenson. He added that these meetings will continue on Friday as well, then the observers will be sent to different cities to monitor the local elections and held meetings with parties' branches and electoral commissions.

    Meanwhile, the director of the Development Strategy in the U.S. National Democratic Institute, Tom Melihja, declared that the delegation of the observers is made up of 24 members from different countries of Europe, South America and Asia. He added that all these observers are very experienced people in the electoral campaign of their countries. /pas/mt/k

    [09] SP PROTESTS ITS OWN CHOSEN PLACE TO HOLD ELECTORAL RALLY

    TIRANA, OCT 17 (ATA) By Agim Baçi: The chairman of Tirana SP Leading Committee, Musa Ulqini, addressed a protest to the press, because Tirana Police Commissariat 1 has allowed the SP to hold its final electoral rally in Selman Stermasi stadium, and not in the Scanderbeg square. He considers the refusal of Tirana main square "non observation of duty by the state power" and "illegal police restriction on the electoral rights".

    Asked about this problem, the chief of Commissariat 1, Petrit Kaloshi, said that the SP has presented in its own official paper of October 14, three options for holding the final electoral rally: "Scanderbeg" square, "Italia" square and "Selman Stermasi" stadium.

    The SP has sent its protest to foreign observers and Euro-American institutions who attend the local election in Albania. /pas/mt/k

    [10] PARTIES TAKE PART IN LOCAL GOVERNMENT ELECTORAL CAMPAIGN

    KUKES, OCT 17 9ATA)-By R. Hoxha,

    The branch of the National Front Party for the Kukes district held a meeting with its members and sympathizers, recently.

    Mentor Cuku, member of the National Front Party, introduced the candidate of this party for Mayor, intellectual Isuf Cahani, and stressed that he deserved to be at the head of the local government because he represented a new alternative.

    Cahani dwelt on the problems preoccupying the Kukes town at present, especially that of employment and housing and promised he would resolve the problems if he won the elections.

    * * * Also in Kukes the Republican Party held an electoral meeting with the participation of the Secretary of State of the Ministry of Industry, Transport and Trade, Arben Babameto and the RPA presidency member, Gjok Beci.

    Babameto introduced the RP candidate for mayor, Dr. of Geological Sciences, Hamit Noka.

    The candidate said the Kukes electorate needed to be governed by honest and professionally skilled people. For the other candidates he said they were good but people should chose among the best.

    * * * PESHKOPI, OCT 17 (ATA)-By Hysen Ruspi, The Republican Party branch for Dibra introduced recently the candidate for the Peshkopia town mayor, Fejzi Duci.

    In the meeting on the occasion the deputy chairman of this party, Fatmir Mediu, said that in these elections the republican party had offered capable people, who would give new impulse to democracy. He also dwelt on the local government powers and expressed the belief that the upcoming elections would be free and democratic.

    * * * Shkoder, OCT 17 (ATA)- By M. Malja, Bahri Borici, candidate for mayor of the Shkodra Right League (The National Front and the Legality party) has recently held several meetings with Shkodra inhabitants.

    Borici promised them devotion to resolve numerous problems of the city inherited from the communist regime.

    He said that if he won he would try to substantially reduce unemployment by making active the agr.-food and textile industries which were in the tradition of the Shkodra people.

    * * * POGRADEC, OCT 17 (ATA)- By B. Fejzullai, The RP candidate for the Pogradeci town mayor, Sotiraq Ambo, currently head of the educational department in the district has recently had a series of meetings with electors.

    Ambo stressed that if he won in the October 20 elections, he would create consultative councils in the municipality to resolve problems facing the town. He especially dwelt on the solution of the town's electricity and drinking water supply problems as well as on the exploitation of the town's possibilities for the development of the family tourism. pas/lm/k

    [11] ACTIVITY OF TERRORIST ORGANIZATION IS RELATED TO FORMER INTERIOR DEPUTY MINISTER

    TIRANA, OCT 18 (ATA) - The on going investigations on the terrorist organization "Albanian justice revenge" bring to light the existence of an underground channel which has linked its activity with Bença prison, where serves the sentence the former interior Deputy Minister under the communist dictatorship, Hajredin Shyti, father of Leart and Orik Shyti, two of the leaders of the organisation, writes Albania paper on Friday.

    Some papers in sealed envelopes which have come out of prison, is thought to have inspired most of the terrorist acts of the organisation.

    Sources from the investigating group reported that there is sufficient evidence that some of the robbed money has changed destination only by order of Hajredin Shyti.

    In the criminal activity of the organization, it seems to have had an important role Luan Pobrati, uncle of Leart and Orik Shyti. According to the investigations, he has often met the members of the organization.

    According to the investigations, with some occasional exception, the members of the organisation sten from fanatic communist families. The tests passed by all the members before entering the organisation were killings, wounding and robberies.

    In cases when somebody was excluded from the organisation, (there is evidence that some of the excluded persons are killed), they immediately changed the base where they kept the munition and other compromising materials, writes Albania.

    The three other members of the organisation were arrested Thursday under the charge of storing means with which they committed the crimes. According to the evidence of Tirana prosecution office: Vullnet Spahiu, uncle of Kreshnik Spahiu, one of the leaders of the organisation, has hidden in his parking the cars with which crimes were committed; former soldier I. Mjekra, who is considered collaborator of the organisation in stealing the military base on April 7, 1992, where were robbed some 3 machine guns, 3 pistols and a considerable amount of munition; a doctor of Tirana Hospital 2, Genc Peza, who is accused of storing munition and is suspected as the person who has treated and supplied the organisation with medicine.

    The organisation "Albanian Justice Revenge" has committed more than 26 grave crimes since 1992 with protagonists members of the former communist elite.

    Its leaders have confessed that "the grudge against the present institutions and the aim to topple them through violence and crime has united them and opened the way for their terrorist activity".

    Besides brothers Shyti, also involved is the son-in-law of ex- dictator Enver Hoxha, who had hidden in his house Shyti's safe with hundreds upon thousands of stolen dollars. /kei/mt/k

    [12] OSCE PARLIAMENTARY ASSEMBLY NOT TO MONITOR ALBANIAN LOCAL ELECTIONS "FOR SOLIDARITY" WITH ODIHR

    TIRANA, OCT 18 (ATA)-The OSCE parliamentary Assembly has cancelled its plans to send observers to monitor Albanian local polls on Sunday, official sources in Vienna said on Thursday.

    This institution is acting in this way "for solidarity" with OSCE's specialised organisation, ODIHR, which announced on Wednesday a similar decision, the OSCE spokeswoman, Melisa Fleming, said.

    The OSCE parliamentary Assembly had planned to send 19 observers to monitor Sunday's local elections in Albania, the spokeswoman said.

    ODIHR issued Wednesday a communique announcing that the Albanian government had refused to accept the planned full (ODIHR) list, (37 observers) and had rejected more than 15 of them.

    Albanian Foreign Minister Tritan Shehu, during a joint news conference with the EDU chairman, Alois Mock, explained on Wednesday that during the latest visit of ODIHR's directress, Odri Glover, to Albania by the beginning of September 1996, "we agreed that ODIHR be represented by a limited number of observers and asked that ODIHR sent the list with 15 observers to be accredited to the PCEC".

    Among ODIHR's observers to the May 26 elections, 30 per cent were of double status, invited by the SP and as ODIHR's observers.

    "Therefore, under these conditions a crisis of trust was created between us and the ODIHR mission which the Albanian government tried and is trying to solve and restore mutual trust".

    "We had many constructive talks with her (Glover), open and with a mutual spirit to resolve the crisis," said Shehu referring the latest visit of Glover to Albania.

    "We said that this crisis of trust would be overcome through constant talks. On the other hand we have been waiting for the final report, which would reflect over the first report.

    As you know, the report has not so far been issued. We are waiting for the final report".

    The first ODIHR's report said nothing of the boycott of the vote counting by the left opposition. Glover, too, admitted this in her meeting with President Berisha on September 5, this year.

    "We could not but notice the contradiction existing between the first report of the 1991 elections and that of 1996. In 1991 with the SP victory, the elections were considered free and democratic (by ODIHR), while 12 DP activists were killed by the Albanian former secret service, said Shehu during the news conference. kei/lm/k

    [13] LOCAL ELECTIONS IN ALBANIA: THE COUNCIL OF EUROPE REGRETS THE ABSENCE OF OSCE OBSERVERS

    Tirana, Oct 18 (ATA)- A press release of the Council of Europe says that: Victor Ruffy (Switzerland, SOC), Chairman of the Council of Europe delegation (I) for observing the local eelctions in Albania regrets the absence of the 37 observers proposed by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) who have not been accredited by the Albanian Government. This has led to the withdrawal also of the delegation of the OSCE Parliamentary Assembly.

    The Parliamentary Assembly of the Council of Europe, which has not spared its efforts to obtain the participation of the OSCE in the observation of these elections, deplores that because of a dispute over the number of its observers ODIHR has been deprived of the opportunity of contributing to the observations.

    The Council of Europe delegation has decided none the less to pursue its mission in close cooperation with all other European and American observers. The delegation considers that the presence of international observers should help to secure the prospect of free and fair elections, which are essential to the continuation of the democratic process and the stability of the country.

    A press conference is scheduled on Tuesday 22 October 1996 at 11 a.m at the Palace of Congress, Bvd. Deshmoret e Kombit, Tirana.

    [14] PRESIDENT BERISHA MEETS WITH INHABITANTS OF SHKODRA, DURRES AND LEZHA

    SHKODRA, OCT. 18 (ATA) - By M Malja: Today thousands of inhabitants of Shkodra and people from the villages round it attended an electoral rally in the main square of Shkodra in which President Sali Berisha was also present.

    Addressing the participants in the rally, Berisha said that October 20 is of a greater importance than the previous local vote.

    "With a great wisdom the Albanians proved the world that their eastern relations were historical accidents. Therefore, on October 20, all together let us attain a greater victory than that of May 26 thus proving before Europe and the world once more that we belong to the West and that the boycott was a Stalinist anti-culture," said Berisha, pointing out the important of participation of the people in the October 20 elections.

    Then, President Berisha presented the DP candidate for Mayor of Shkodra, Mr Artur Luka, whom he described as one of the most honest and devoted boys of DP to realise its four year program, which has important projects for Shkodra.

    The DPA chairman Tritan Shehu, the Chairman of the Presidency of the People's Assembly, Pjeter Arbnori and the Premier, Aleksander Meksi also addressed the meeting.

    The candidate for the post of the mayor for Shkodra Mr Luka presented his program for the coming four years, an ambitious plan for the development of the city of Shkodra.

    LEZHE, Oct. 18 (ATA) - By Z Pergega: President Sali Berisha attended today a rally held in Lezha in support of the DP candidate for Mayor Njazi Reci.

    President Berisha appealed to the socialists to vote for the DP candidate stressing that this alternative is also in their defence. He described the socialist candidate for Mayor in Lezha as a "straight branch in a rotten trunk."

    DP chairman Tritan Shehu, the Parliament Speaker Pjeter Arbnori and Prime Minister Aleksander Meksi also spoke in support of the DP candidate for mayor in Lezha.

    DURRES, OCT. 18 (ATA) - By S Gjordeni: Albanian President Sali Berisha was among inhabitants of Durres in a rally held by DP branch there today.

    Taking the floor in the meeting, Berisha assured the citizens of Durres that the Democratic Party, like until now, will continue to be a party of their ownerships, freedom and greater prosperity. He promised the support of DP and the Democratic Government to develop business, tourism and all other sectors of the economy and life.

    President Berisha presented Arqile Gorea as DP candidate for Mayor in Durres and invited socialists to joint the democrats and vote for the DP candidate.

    Those present were also addressed by the DP chairman Tritan Shehu, the chairman of the Presidency of the People's Assembly Pjeter Arbnori and Prime Minister Aleksander Meksi, who voiced their conviction that Durres will vote for the Democratic Party candidate. ssh/pas/xh/Z/

    [15] ALBANIAN INTERIOR MINISTRY DELEGATION IN THE U.S.

    TIRANA, OCT. 18 (ATA) - In the context of the cooperation between the Albanian and the American governments and their respective institutions, a delegation of the Albanian Interior Ministry left for the U.S. today. The delegation will take part in a two week training in Glinko of Georgia, spokesman of the ministry said.

    The Albanian delegation was seen off at the Rinas airport by Deputy Interior minister General Agim Shehu and representatives of the U.S. Embassy in Tirana. ake/jz/xh/Z/

    [16] SP CALLS ON ELECTORATE TO VOTE LIKE ON MAY 26, 1996

    TIRANA, OCT. 18 9ATA) - By Agim Baci: "If elections will be fair we shall win. We call on the electorate to vote as it did on May 26, 1996," said SP Secretary General R Mejdani in a news conference today on occasion of the closing of the SP electoral campaign, together with other leaders of this party.

    "The aim of the SPA is and will be, without doubt, participation in these elections, guarantee of a free and fair vote for the SP candidates, and denunciation of manipulations through making evident any violation, even in one ballot," said a SPA press release.

    Asked on the basis of an accusation by SP that the number of the registered voters varies between 12-15 per cent more than the real number of voters, Mejdani said: "The lists have many names which do not exist, of minors and names which are repeated. Despite SP's insistence, still there are irregularities, there are even polling stations, about 47, which are not appropriate for elections."

    [17] IRI WILL HOLD POLLS ON THE ELECTION DAY IN ALBANIA

    TIRANA, OCT. 17 (ATA) - By R Floqi: Iri, International Republican Institute in the U.S. will hold opinion polls on the election day in Albania, which are called "exit pool."

    Sources of the IRI in Tirana say that this institute has sent a list with the names of 180 people who will conduct polls on the voting result on the election day.

    "The aim of the polls is not to influence on the electorate but to give predicts on the election result," said the Albanian IRI coordinator, Gjon Bardhi.

    The election law in Albania prohibits publication of polls results on elections eight days prior to the election day.

    The questionnaire presented to the Permanent Central Election Commission has, besides biographical questions, questions on party pertaining, preferences in voting, questions on the political and economic direction of the country, etc."

    [18] MEETING OF PCEC WITH PROF DR WERNER KALTERFLEITER

    TIRANA, OCT. 18 (ATA) - By Atlant frasheri: Interest in the voting procedures and publication of the election result, granting of experience for a higher level of the work of the Central Election Commission and of election commissions in lower instances were the problems discussed in a meeting that the members of the Permanent Central Election Commission had today with one of the most renowned specialists in Europe for electoral processes, Prof Dr Werner Kalterfleiter.

    "Mr Kalterfleiter wanted to know the procedures applied by the PCEC during this period," said PCEC chairman Thereska after the meeting.

    After analyzing many problems and components which influence in the election process, the German professor wanted to see the material basis. He voiced his consideration for a great and qualitative improvement of the ballots and the process of elections in general, said Thereska.

    The German professor expressed his opinion for the work that PCEC has made so far and he is having consultations with various electoral subjects. jz/xh/Z/

    [19] "I DEPLORE OSCE WITHDRAWAL. COOPERATION WITH 400 FOREIGN OBSERVERS WILL BE MAXIMAL" - Thereska

    TIRANA, OCT. 18 (ATA) - By A Frasheri: The chairman of the Permanent Central Election Commission today voiced his regret for OSCE absence in Albania poll and his confidence that cooperation with 400 other foreign observers will be maximal.

    "I, as a chairman of PCEC, express my personal regret because for us, as a commission, the presence of foreign observers who have experience in elections is rather positive," said Thereska when asked about the withdrawal of OSCE observers and its ODIHR.

    "With the great number of observers who are coming in Albania for the vote, about 400, we feel we will profit a lot. I also think that all PCEC members and those in the districts will profit from the exchange of experience and the talks with them during the monitoring process."

    "I assure the foreign observers of a maximal cooperation and support by the commissions at all levels so that they have all the possibilities to exchange opinions and to monitor the polls properly," said Thereska.

    The OSCE Parliamentary Assembly withdraw its 19 observers in the Sunday's local vote in Albania "to side" with ODHIR, a specialised organization of the OSCE. ODHIR reported Wednesday a similar decision after the Albanian government had refused the total number, no more than 15 of 37 observers that ODIHR wanted to bring in Albania despite the fact that, according to Albanian Foreign Minister Tritan Shehu, "they had agreed on the number with the directress of ODIHR, Odri Glover, in Albania at the beginning of September, 1996."

    Today the delegation head of the CE observers for the elections in Albania, Victor Ruffy, deplored the absence of 37 monitors of OSCE's ODHIR. jz/xh/z/

    [20] PRESS RELEASE OF SPOKESMAN OF THE ALBANIAN INTERIOR MINISTRY

    TIRANA, OCT. 18 (ATA) - Regarding reports published by newspaper Zeri i Popullit and Koha Jone alleging that police has put electoral limits not to allow SP to hold a rally in the Scanderbeg square, we explain:

    1. The General Police Department in the Interior Ministry has not received any request from SP asking to hold a rally in the Scanderbeg square.

    2. This department had approved a request made before by DP of Tirana to hold a rally in that square on October 18, 1996, at 18.00.

    3. The No 1 Police Commissariat in Tirana is not authorized to issue permission for rallies in the Scanderbeg square. Therefore the reply by Mr P Kaloshi (Chief of this commissariat) was in accordance with his competence.

    4. The SP leading committee has addressed a written request to the Department of the Public Order Police in the Interior Ministry asking permission for a rally in the premises of the Selman Stermasi Stadium or in the Italia square.

    On the basis of this request, the Department of the Public Order Police approved the first option, the spokesman explained.

    The Albanian state television showed in its news today a view of the original written request of the Socialist Party addressed to the to the Department Public Order Police, asking permission for the rally. ake/xh/
