  • [01] ALBANIAN PREMIER MEETS GENERAL MAJCEN

    TIRANA, OCT 11 (ATA) - The Albanian Prime Minister, Aleksander Meksi met Thursday Chief of the Austrian Federal Army General Staff, General Karl Majcen, Premier press and information office reported.

    Meksi thanked General Majcen for the help and support that Austria has given and gives to Albania for the qualification and modernization of the Albanian Army.

    General Majcen estimated the warm welcome, as well as the fruitful talks held during the meetings with the high ranking officials of the Defence Ministry. He pointed out that partnership is very important to Austria and it may be considered the axis of the Austrian politics.

    "We are ready to increase the bilateral cooperation with the Albanian army and to build a pattern of cooperation and understanding", said Majcen. /s.sh/kled/mt/k

    [02] MEETINGS OF US AMBASSADOR IN SHKODRA

    SHKODER, OCT 10 (ATA) By Myfit Malja, The Ambassador of the United States to Tirana, Marisa Lino, held Thursday morning a meeting with the Secretary of Shkodra Prefecture, Nesti Kiri, the chairman of the district council, Mehdi Shabani and the Mayor, Filip Guraziu.

    The Secretary General of the Prefecture, Kiri, acquainted Lino with the preparations for the local elections of October 20, and with the organizing of the Prefecture to implement the laws approved by the Albanian Parliament.

    Lino also held meetings with representatives of the three religious communities, leaders of the court and attorney's office, as well as with representatives of the political parties in Shkodra district. /a.ke/jz/mt/k

    [03] ALBANIAN FOREIGN MINISTER MEETS TOP BRITISH OFFICIALS

    TIRANA, OCT 10 (ATA)- Albanian Prime Minister and Foreign Minister Tritan Shehu Thursday attended the British Conservative Party Conference in London and met with senior officials of this party, including deputy-chairman Geoffrey Patty, Foreign Minister spokesman reports.

    Shehu also met in London with top British government officials.

    According to reports from London Shehu also met Prime Minister John Major, whom he thanked for Great Britain's aid to Albania in this period of its full integration into the Euro-Atlantic structures.

    Major assured Shehu of his government's support to Albania.

    The chief of the Albanian diplomacy also met with the Defence Secretary of State, Michael Portollo, a meeting which was followed by a long joint meeting with the Foreign State Secretary, Malcolm Rifkind.

    During the Shehu-Portillo-Rifkind meeting the Albanian minister thanked the British government for the support to Albania and asked a more powerful support in the process of Albania's integration and further development.

    Shehu made a presentation of the political, economic and social situation of Albania over these years and confirmed once again the determination of the Albanian government to march ahead on the clear European oriented road.

    Both British ministers expressed their admiration for all Albania has achieved in these years and assured him of their country's full support for the future.

    Further on they discussed Albania's role as a factor of peace and stability in the Balkans, Albania's integration into Euro-Atlantic structures and the Kosova issue. They also discussed the latest political developments in Albania and the Albanian government's serious preparations for the local elections to secure the implementation of the law and a full transparence.

    Shehu's meeting with British Foreign and Defence ministers was held in a spirit of understanding and friendship.

    [04] ALBANIAN PRESIDENT INTRODUCES DP CANDIDATE FOR TIRANA MAYOR

    TIRANA, OCT 10 (ATA)- By Z.Mulaj,

    Albanian President Sali Berisha Thursday introduced the DP candidate for Tirana Mayor, Albert Brojka, at a rally in the "Demokracia" square of the Students' campus.

    "Here in the square of freedom and democracy I am proud to introduce one of the most distinguished intellectuals of the Democratic Party and Tirana," Berisha said.

    Later he stressed that 40 per cent of the DP candidatures for commune chairmen and mayors are young.

    "The Democratic Party is convinced that the Albanian youth is the promoter of Albania's development".

    Berisha told the students that: "On October 20 the Albanian electors will chose between two alternatives: The alternative of your vision for 2000, of the consolidation of democracy, which is represented by the coming Tirana Mayor, Albert Brojka, and the alternative of isolation, boycott, disbelief and intolerance, represented by the socialists' candidate, Agim Fagu.

    In conclusion Berisha called on the student youth to vote for Brojka.

    Brojka thanked the students for their backing and said:"Your support is for the Democratic Party and my strength lies precisely in this political force I represent".

    He told the students that one of the key priorities of his electoral platform was to follow closely their problems, improve their living conditions and modernise their campus. s.sh/kei/lm/k

    [05] MEETINGS OF ITALIAN DELEGATION IN TIRANA

    TIRANA, OCT 11 (ATA) - The Italian delegation, headed by Ambassador Ferraris, met Thursday the Parliament Deputy Speaker, as. prof. Margarita Qirko.

    They focused on the Italian-Albanian relations, their further strengthening and enlarging in the future, as well as on the situation before the local elections.

    The delegation met on the same day the Presidency of the Permanent Central Election Commission.

    Further on, they discussed about the different accreditation modalities of the foreign observers who will come to Albania.

    De Ferraris also met the Albanian Interior Minister, Halit Shamata.

    He informed Shamata about the number of the observers who will come from Italy, as well as about the way they will operate. Later on, he asked Shamata concrete explanations about the help that the Interior Ministry will give in order to have free and fair elections.

    Minister Shamata informed the delegation about changes regarding the work of this Ministry, compare to the elections of May 26, as well as about the amendments on the law of meetings, the police statute, the time of the campaign and elections and others. /kled/mt/k

    [06] PCEC DECIDES SIGNING OF DOCUMENTATION BY COMMISSION DEPUTY CHAIRMEN

    TIRANA, OCT 10 (ATA)- By A. Frasheri, The permanent Central Electoral Commission (PCEC) on Thursday agreed by consensus that the whole documentation be signed by the electoral commission socialist deputy-chairmen. It also agreed to the recommendation on the material basis and the PCEC cooperation with the Local government Secretariat.

    The commission also discussed several recommendations prepared by the group of the material basis. A clearer recommendation on the voting process will be issued on the next day.

    The commission also discussed issues that have to do with the PCEC cooperation with the Local Government Secretariat, to familiarise all the commission members with the documentation issued by the commission itself and the Local Government Secretariat.

    The PCEC clarified the problem of reflecting the voting process in a visual demonstrative way.

    "This will be carried out in cooperation with the Secretariat of the Local Government, but with the approval of the PCEC presidency," Tereska said.

    As regards the process-verbaux Tereska said that: "We agreed since the beginning that when important decisions are taken, like those discussed and agreed upon at today's meeting, they should be recorded in process-verbal". kei/lm/sh/

    [07] SOCIALIST PARTY COMPLAINT BEYOND CONSTITUTIONAL COURT JURISDICTION

    TIRANA, OCT 10(ATA)-By A. Frasheri, The chairman of the Constitutional Court, Rustem Gjata, said Thursday that the examination of the Socialist Party's complaint against the Permanent Central Electoral Commission "does not come within its powers and that the SP can file its complaint to the Appeals Court".

    In its complaint launched to the Constitutional Court on October 4, the SP considers unacceptable defining the age of 25 as a condition for the Albanian observers, who should also have experience in at least one election, and the age of 22 for the foreign observers who should be experienced in observing the electoral process.

    "Although according to the law the complaints of the political subjects against the PCEC are filed to the Supreme Court, the SP has filed it to the Constitutional Court, which did not intend to object the decision taken by the commission but the politicisation of its activity," said Pellumb Cela, PCEC representative in this legal proceeding.

    After the issuing of the decision the SP representative, Elmaz Sherifi, expressing himself against the decision issued by the court, said that :"A decision of this kind is not taken for the first time".

    "We issued our complaint to defend a right and not because we are a party inflicted by this regulation," said Sherifi, while according to Cela, in yesterday's sitting the SP representative said that: "The PCEC has drafted this regulation with the political intention to harm the Socialist Party".

    Asked whether the SP would file such a complaint to the Supreme Court, Sherifi said that:"Such a request has been filed to this court by the Centre Pole and we will not send our complaint to this court". kled/lm/sh/

    [08] "BATTLE FOR TIRANA FIGHT BETWEEN INDIVIDUALS" - Ceka

    TIRANA, OCT 11 (ATA) By MKora,

    The Democratic Alliance (DA) candidate for Tirana Mayor, Neritan Ceka, told ATA that "the battle for Tirana municipality, will be a battle between the individuals, more than a battle between parties, who will better realize their alternatives.

    In contrast of the other three candidatures, Brojka, Fagu and Alibali, who focus on the priorities of everyday life, Ceka considers of first priority "the political alternative in the Albanian life", thinking that all those electoral programs have the same economical possibilities, the financing from the state budget and the local incomings.

    According to Ceka, the public transportation and the new subway, always respecting the environment, besides the development of a new system of quarters, will give Tirana an European image.

    The DA candidate thinks that, compared to his opponents, he has a priority, because, according to him, he is "a political figure of December 1991, when his opponents did not exist. He has the moral force, that during these six years is not affected by corruption and by the influences of the power, which is responsible for the situation in Tirana today".

    "The civil bodies should have a greater engagement in order to fight corruption, which is said to have affected the municipality, but I have not proved it yet", said Ceka answering to the question that how will the limits of corruption be decreased in Tirana municipality.

    Ceka is in favour of the establishment of a council with party inspiration, besides the municipality one, made up of distinguished intellectuals who will keep the eye open not only on the administration, but also on the whole activity of Tirana municipality. /kled/mt/k

    TIRANA, OCT 11 (ATA) - Rilindja Demokratike highlights the meeting of President Berisha with the students fielding the candidate to Tirana Mayor, Albert Brojka, under the title: "DP - the alternative of vision 2000". The paper also carries the interview of the Albanian Deputy Premier and Foreign Minister, Tritan Shehu with BBC, entitled: "Local (elections): Full transparency".

    Zeri i Popullit under the title: "DP wants to steal Tirana", writes: Some 22 000 dead persons and others who have left the country exist in the voters' lists of the capital. Besides them, some 90 000 others are added artificially in the population of Tirana.

    Republika paper writes: "The usuries stronger than the state". The paper also quotes the DP chairman, Tritan Shehu: "The elections under the foreigners observation".

    Poli i Qendres writes: "Comedy in the Constitutional Court", and further on "The verdict on sentencing the members of the election commissions is put off". The paper reports that in the process-verbaux of the commissions will also sign the opposition.

    Albania under the title "Gllavenica operation lights the schemes of the antiquaries traffic", writes: "The police already knows most of the new addresses of the antiquaries taken from the boards of the Albanian museums, as well as those of the small items, like ancient coins or relics".

    Rilindja writes about a big protest rally in Tetova square where they condemned the authors of the criminal act of intoxicating the Albanian pupils, who are kept secret, and they asked the resignation of the Interior Minister, Cokrevski, and the Minister of Health, Filipce, as well as the removal of the Albanian Ministers from this unlucky government.

    Lajmi i Dites writes: "More possibilities of cooperation between both army", regarding the meeting of the President Berisha with the Chief of the Austrian Federal Army General Staff, Karl Majcen.

    Tribuna writes about the meetings of Berisha with the students in the presentation of the Democratic candidate to the local election under the title: "the Youth will make perfect the local government".

    Koha Jone writes: "Alarm of bombs in Tirana - mysterious phone calls in the Interior Ministry. Two police stations are threatened".

    Dita informacion writes: "Some 150 Italian observers and 90 American ones for the local elections", while Gazeta Shqiptare writes: "The Socialists denounce some 22 names of dead persons in the lists of Tirana". /kei/mt/k

    [10] PROTOCOL OF TALKS BETWEEN TURKEY AND ALBANIA FOR TRANSPORT SIGNED

    TIRANA, OCT 10 (ATA) By M. Spahivogli The State Secretary for transports, Arben Babameto and the deputy State Secretary of Turkey, Gunsoy signed Thursday in the Albanian Ministry of Industry, Trade and Transports the Meeting Protocol for transport between Turkey and Albania.

    During the talks, the Albanian side focused on the road transport, which was also the main topic on which support was asked.

    The Turkish party was ready to cooperate and extand the maritime and air lines.

    The following meeting on transports will be held in Ankara.

    Later on, the delegation met the Minister of Industry, Trade and Transports, Suzana Panariti. /kei/mt/k

    [11] FIFTH SESSION FOR ADMINISTRATION OF PROOFS OF THE TRIAL "ANTIGENOCIDE NO 5" CONTINUES

    TIRANA, OCT. 11 (ATA) - By Eva Allushi: Today, the fifth session of the trial for the administration of the proofs of the trial "Antigenocide No.5" for crimes against humanity continued in the Tirana District Court.

    All the defendants, Pali Miska, 65, Rraqi Iftica, 69 and Hysen Shahu, 48, all former senior officials of the communist regime, were present in today's session directed by Andi Celiku. The jury started the session with the interrogation of the witnesses but none was present for testimony. Then, the jury postponed the trial for October 24, 1996. kei/xh/

    [12] AGREEMENT OF COOPERATION BETWEEN ALBPETROL AND AUSTRALIAN COMPANY "KITARI OIL" SIGNED

    TIRANA, OCT. 11 (ATA) - By N Mano: Albanian Oil Company Albpetrol Friday signed with the Australian company "Kitari Oil" the fourth agreement for investment in the existing oil sources in order to increase the oil production through the introduction of contemporary methods.

    The agreement was signed by the executive directors of the two parties, respectively Afrim Jupi for the Albanian party and Dave Kenedy, for the Austrian party.

    The 25 term agreement will serve the rehabilitation of two zones, Ballsh-Cakran-Mollas and Ballsh-Hekal. For the first time the latest method, very successful in the world for the extraction of oil, the injection of bacteria in the oil bearing area, will be introduced in these two zones.

    The work is envisaged to be carried out in two stages. The first one will last 18 months and an amount of 6 million dollars will be invested. The stage consist of studies and experimentation for the rehabilitation of the oil sources.

    For the second stage, that of the massive application of the new technology, and which will last five years, 16 million dollars will be invested. This stage will open way to the total exploitation of the whole oil bearing area of Ballsh, Central Albania. kei/xh/Z/

    [13] EXERCISE BETWEEN MILITARY UNITS OF KORCA DIVISION AND KASTORIA

    KORCA, OCT. 11 (ATA) - By Behar Fejzullahu: In the context of the program of the Partnership for Peace and the cooperation between the Albanian and Greek armies a one-day- exercise was conducted today between a military unit of the division of Korca and a military unit of the division of Kastoria, Greece.

    A ceremony was held in the premises of the Albanian army division in Korca in which the commander of Korca division, Army General Shkelqim Nure and the commander of the Kastoria division, Brigade General Nikos Cakataqis, made speeches.

    The two generals highlighted the importance of the exercise in encouraging the relations of good neighborliness.

    The two units had shootings with pistol and rifle in the shooting range of Dishnica.

    The Greek army unit paid visits to the National Museum of Medieval Art and in that of Archaeology. kei/xh/Z/

    [14] SPOKESMAN OF ALBANIAN INTERIOR MINISTRY SAYS "KOHA JONE LIES"

    TIRANA, OCT. 12 (ATA) - Through a false article with a sensational title "Alarm of bombs in Tirana," published yesterday, newspaper Koha Jone seeks to create an artificial climate of terror and fear," says the spokesman of the Interior Ministry in a refutation for ATA.

    "With regard to the said article (in which KJ warns of a risk of bombs planted in the capital by unidentified people) the Interior ministry explains that the police commissariat of Tirana has not had any anonymous phone call."

    "Such phone calls exist only in the sick conscience of the leading staff of this paper and those who order these reporters to publish such lies," says the Interior Ministry refutation. ssh/jz/xh/Z/

    [15] 80-90 PER CENT OF ALBANIAN POPULATION IN 15 DISTRICTS VACCINATED

    TIRANA, OCT. 11 9ATA) - By A Milo: According to the latest reports from the Institute of Public Health in Tirana which is following closely the polio vaccination campaign, it comes out that vaccination in 15 districts of the country is made in more than 80-90 per cent of the population from 0- 50 years. A high percentage of the population has also been vaccinated in other districts.

    There was a sort of hesitation recently among some people to be vaccinated because the vaccine content changed from "rose" into "yellow." Specialists of the Public Health Institute have explained that this has been a result of the freezing of the vaccine for its preservation, and presents no problem.

    The campaign is going on well and is expected to be over on Oct.14. The second dosage of the vaccine will be made in November 11-18, 1996. kei/xh/Z/

    [16] MEETING OF FOUR CANDIDATES FOR MAYORS OF TIRANA FAILS

    TIRANA, OCT.11 (ATA) - By M Kora: Candidates for mayors of Tirana could not meet today to sign a joint request for a television debate, recently proposed by the candidate of the Republican Party, Neritan Alibali.

    "The failure of today's meeting among the four opponents shows that the expected TV debate before Tirana electorate has also failed," said the DP candidate Albert Brojka to ATA in the presence of N Alibali, the Republican Party candidate. Opposition candidates A Fagu, of the Socialist Party, and N Ceka of the Democratic Alliance were not present for the meeting. jz/xh/z/

    [17] PROJECT TO SUPPORT BUSINESSMEN OF AGRICULTURAL PROCESSING SECTOR

    TIRANA, OCT 11 (ATA) - By S Sharrexhi: A project to support the businessmen of the agricultural processing sector is being applied with a 6 million dollar credit from the World Bank and a 1 million dollar donation by the Dutch Government.

    The coordinator of this project, Rina Rodi, told ATA that two units are functioning at the same time. One of them, the consulting unit, is administering 2 million dollars from the total amount. 600 thousand dollar of this amount will be used to buy equipment which are necessary for the laboratories of the Food Researches Institute, the Veterinary Researches Institute and three regional laboratories of the Department of food quality inspection.

    The equipment assembly work will be carried out with the assistance of specialists of the Dutch company RIAS, attached to the consulting unit. They will also train the staff of the laboratories for a qualitative technical-chemical and micro-biological control of the food articles. kled/xh/Z/
