  • [01] INCREASED COOPERATION OF BUNDESWEHR WITH ALBANIA'S DEFENCE MINISTRY

    TIRANA, OCT. 5 (ATA) - The joint Albanian-German exercise Mati 96, which started in Patok area (Central Albania) yesterday, was attended by State Secretary of Bundeswehr, Michaela Geiger, accompanied by Albanian Defence Minister Safet Zhulali and the State Secretary in the Defence Ministry, Leonard Demi.

    "This a joint exercise, which was an heresy some years ago, is an index of progress and devotion to peace," said Mrs Geiger.

    "The program of the next year worked out by Bunbdeswehr will mark new higher levels in the military cooperation with Albania," said Mrs Geiger.

    Minister Zhulali stressed that "Germany is a natural and historic friend of Albania."

    "We appreciate Germany's support for the transformation of the Albanian Army into a modern army after advanced NATO standards, which serves the integration as soon as possible of the army into a democratic society and makes it capable of carrying out its sacred mission and realising the cooperation in the context of the partnership for peace and in the bilateral aspect," he said in conclusion. jz/xh/k

    [02] MEETING IN ALBANIAN MINISTRY OF LABOUR AND SOCIAL ASSISTANCE

    TIRANA, OCT 4 (ATA) - Albania's Minister of Labour and Social Assistance, Arlinda Ymeraj, met Friday the Slovac delegation, headed by the State Secretary on Issues of Labour and Social Assistance and chairman of the Administrative Council of the Slovak Social Insurance Agency, Vojtech Tkac, spokesman of this ministry reports.

    During the meeting they discussed issues concerning the draft-agreement for cooperation between the two ministries on problems of social assistance and social insurances systems in the two countries.

    Both parties agreed this draft-agreement be signed during the visit that Albanian minister Ymeraj will pay to Bratislava in November. /a.ke/jz/mt/k

    [03] PERMANENT CENTRAL ELECTION COMMISSION TO VERIFY CANDIDACIES FOR LOCAL GOVERNEMNT ELECTIONS

    TIRANA, OCT. 4 (ATA) - The Permanent Central Election Commission was divided yesterday in four groups to make a detailed analysis of the lists of candidates for local government elections whose deadline is Oct. 5, according to the law.

    This is an important job because the ballots will be printed on the basis of these lists.

    The Commission also examined a complaint by Democratic Party that its time for TV coverage of its activities on elections has been given to SP.

    Today the Central Election Commission discussed with leaders of the Local Government Secretariat Njazi Kosavrasti and Ferdinand Pone issues of election material basis and defined limits of action of the CEC and of the Local Government Secretariat. kei/xh/k

    [04] "OCTOBER 20 VICTORY - CONFIRMATION OF THE MAY 26 VICTORY" - Berisha

    TIRANA, OCT. 4 (ATA) - By Agim Baci: In a meeting with inhabitants of Shijak to present the candidate of DP for the municipality of this town, Mehmet Rakipi, the Albanian President Sali Berisha stressed the importance of the Oct. 20 elections as a confirmation of the May 26 victory.

    "The Oct. 20 voting is a commitment and devotion to democracy. Shijaku will vote for democracy, the future, because in this way the past problems may be solved. On Oct.20 we shall reflect our democratic culture," said President Berisha in his address.

    "The welfare of the individual, the development of culture and education are in the essence of the DP program,' said Berisha.

    Our aim is to construct a local government for the coming four years which will be as near the people as possible. Shijaku will be more prosperous in the next four years, because we promise to tackle with all the problems which are concerning Shijak.

    Then DP leader, Tritan Shehu greeted the Shijak people as democrats and who have made a continuous contribution to the democratic developments in Albania.

    Mehmet Rakipi, DP candidate for Shijak municipality, briefed those present of what he claims to realise if he wins in the elections.

    "Justice and law will be fundamental in my job. I will represent the Shijak people for all the problems," said Rakipi. kei/xh/

    [05] ALBANIAN PRESIDENT GREETS PRESIDENT OF BOSNIA AND HERZEGOVINA

    TIRANA, OCT 4 (ATA) - The Albanian President, Sali Berisha, sent a message of greetings to the President of the Republic of Bosnia and Herzegovina, Alija Izetbejgoviç, on the occasion of his appointment to the post of the chairman of the new Presidency of Bosnia and Herzegovina.

    The message writes among others: "The beginning of the activity of the Presidency that you are leading and of Parliament of Federation is a victory of peace against the aggressor, of hope, of future and of the best tradition of the coexistence between the peoples of Bosnia, that nationalism tried to ban through barbarous means.

    The sacrifices and martyrdom of a quarter million of innocent people are a powerful appeal for the Balkan people to respect, understand and cooperate with each - other". /a.ke/kei/mt/k

    [06] PRESS REVIEW

    TIRANA, OCT 5 (ATA) - Rilindja Demokratike entitles its editorial of Saturday "Unacceptable socialists." The crisis of a party and the extreme lacking of alternatives as is the case with SP creates unlimited possibilities for misunderstanding with the electorate and problems which may be of concern for SP, says the editorial among others. The paper reflects the meetings of President Berisha and the democratic leader Shehu with the electorate of Shijak under the title "Vote for DP, a vote for the final victory of democracy."

    Mass vaccination against poliomyelitis started, writes this paper. "1.2 million dollars to fight poliomyelitis."

    "General strike of Albanian trade unions," writes Zeri i Popullit. The paper makes coverage of the meetings of Rexhep Mejdani, SP Secretary General, with the electorate, under the title "Socialists guarantee justice and progress."

    "Temporariness of the officials without status, a gangrene of the local government," writes Republika. The paper writes about the news conference of the Albanian Foreign Minister under the headline "Elections in the new century."

    "Challenge to the U.S. slap" writes Poli i Qendres regarding yesterday's news conference of minister Shehu. Concerning the strike of trade unions yesterday, the paper writes "Strikers protest the government."

    Lajmi i Dites writes about Shehu's news conference under the title "Dialogue - way towards stability in the Balkans."

    "Let us win together on Oct. 20," writes Tribuna regarding the meeting of President Berisha in Shijak. "Project of Bovilla guarantees water supply for Tirana" is another article in the same paper.

    Albania entitles one of its editorials "Europe 'unclear' about Albanian opposition." Under the headline "Berisha opens electoral campaign in Shijak," the paper carries the article entitled "Disillusioned socialists must vote for DP!" Rilindja reports on the news conference of the president of Kosova, Ibrahim Rugova, while Bashkimi carries an article entitled "The new socialist Party: a phantasm or a political reality?"

    "The strike for Meksi or for Europe?" writes Dita Informacion" in its second page.

    "Albanians and terrorism" is the title of an editorial in Koha Jone. "Yesterday's strike will be repeated," writes this paper underlining that education and health service are leading the protest.

    "Scandal of false invoices, investigation in Tirana too," writes Gazeta Shqiptare. An Italian customs official has falsified hundreds of invoices through which traders have managed not to pay off customs taxes for a considerable amount of commodities in Albanian customs houses for two years, the paper reports. kled/xh/k

    [07] CULTIVATORS OF NARCOTIC PLANTS CONDEMNED

    TIRANA, OCT 4 (ATA) E. Xhajanka - Tirana Court sentenced Friday with three years in jail Sh. Sima and B. Gjoshi accused of planting narcotic plants, after prosecutor Sajmir Hysa considered them guilty in his indictment.

    The two accused accepted the charge and asked the court a reduced judging, which was accepted. The judicial process was held only in one sitting.

    Based on the Code of Penal Procedure, the law predicts one third of the condemnation for the accused judged in a short judicial process. /a.ke/kei/mt/k

    [08] CANDIDATES FOR LOCAL GOVERNMENT PRESENTED

    TIRANA, OCT 4 (ATA) By B. Fejzullaj, R. Hoxha - The branch of the Democratic Party in Korça district, southeast of Albania, started Friday the presentation of its candidatures to the posts of commune chairmen.

    The Mayor of Korça, Pjerin Kiri, presented candidate to the post of Vreshtas commune chairman, Hektor Fejzullahu, director of the 8-year school in Sheqeras.

    The Socialist Party declared on the same day in one of the halls of Kukesi Palace of Culture, North of Albania, the opening of its local election campaign.

    Attending the meeting was also the SP Secretary General, Rexhep Mejdani, who presented the socialist candidate to the post of municipality chairman of the city, engineer Qemal Elezi. /s.sh/kei/mt/k
