[01] GJEBREA - AFTER PRESENTING "MISS EUROPE '96" - 'LIVE' IN EUROPETIRANA, SEPT 29 (ATA) -By Flora Nikolla - The well-known Albanian composer and singer, Ardit Gjebrea, 33, presenter of "Miss Europe '96", at the end of this spectacle said that "All these was a beautiful dream which ended very quickly. It will remain for me a wonderful and fantastic experience which I can never forget".Gjebrea, who presented the contest of the 36 European beauties together with Mrs California, said that during the "contest" he was a fan of Miss France and Miss England, who had the chance to win this beauty competition. It was not the first time for Gjebrea to present a beauty show in Albania. After three successive years, '93, '94, '95, presenting the beauty competitions held in Tirana, Gjebrea knew how to combine his art of singing and composing mastered in the conservator of Santa Cecilia, Rome, with his fluency as a presenter. His last album "Verses for myself", is one of the most preferable ones of the Albanian youth for more than a year. Gjebrea is also known in composing soundtracks, where in many national activities he is honored with prizes. He is winner for two times as a composer and singer in Songs' Festivals during 1991 and 1995. Ardit Gjebrea has represented Albania even in activities such as "Mediterranean night in Palermo", Italy, in the well-known festival "The golden deer", Rumania and others. Soon after the end of "Miss Europe '96", Gjebrea will start a tour in Germany, Belgium, Switzerland, Austria, France, Holland. He said that "in these performances, which are planned to be given in well-known halls of these countries, mainly for the Albanian community, I will sing 'live'". Gjebrea will perform 45 times during his two months- tour. /s.sh/kled/mt/k Albanian Telegraphic Agency[02] ENGLISH CONSERVATIVE DELEGATION VISITS DEMOCRATIC PARTY SECTION IN DURRESDURRESI, SEPT 30 (ATA) - An English conservative delegation of the Party of Premier Major, payed a visit to Durresi district, 45 km far from Tirana.He met the chairman of DP section in this district, Ferdinand Xhaferi. Deputies of the city, as well the democratic candidature for Durresi Municipality, attended also the meeting, DP press and information office reported. The English delegation was acquainted with the functioning of party organization of the electoral campaign and its propoganda strategy. Zekthi - The European Community (EC) and World Bank (WB) gave 600 000 dollars for the education in Peqini district, sources from the education department in this district reported.During this new school year new schools will be constructed withe these funds, as well as existing schools will be repaired. s.sh/kled/mt/sh/ Albanian Telegraphic Agency[04] FULL MEASURES FOR VACCINATION CAMPAIGN AGAINST POLIOTIRANA, SEPT 30 (ATA) - By A. Milo - The officials of the Ministry of Health and Environment and the Institute of Public Health were sent today in all Albanian countries to help in the organization and realization of the national vaccination campaign against polio.The first dose of 3.5 million vaccines is expected to come on October 2, spokeswoman of the Ministry of Health and Environment reported. An order of the Minister of Health and Environment, Maksim Cikuli, defines in details all the phases of the campaign to eradicate polio. The first phase, which has started and will continue till October 6, has to do with the instruction of the staff, storage of the vaccine, sensibility of the public opinion and the improvement of the organizational scheme. The vaccination aged between 0 and 50 years old is predicted to start on October 7, and the first dose of the vaccine (two oral drops) will end on October 14. Vaccination centers, which will work non stop from 8.00 till 21.00 will be set up in all the polyclinics, health centers, out-patient clinics and hospitals. The campaign will be crowned with the third phase, on 11-18 November, during which it will be given the second dose of the vaccine at ages 0-50 years old. Specialists from the World Health Organization are helping to accomplish this campaign in Albania. /kled/mt/sh/ Albanian Telegraphic Agency[05] PRESS AND INFORMATION OFFICECLOSE TO THE PRESIDENT OF THE REPUBLIC PRESS RELEASEThe Presidency responds to the complaint of the Socialist Party regarding the implementation by the Finance Minister of the legal provision for state financing of the political party electoral campaign.Concerning the complaint addressed to the President of the Republic by the Socialist Party we note that article 49 of the law 7573, dated June 16, 1996 "On the elections to the local government bodies", changed by the law 8151, dated September 12,1996 "On changes to the law 7573, dated June 16, 1996, "On elections to the local government bodies", which defines the way the state finances the electoral campaign of the political parties for local government elections, stipulates a mechanism for distributing the budgetary funds in two phases and based on two measurable and controllable criteria. During the preparation and development of the electoral campaign the political parties are provided with a sum of money, which is allocated by the Council of Ministers and distributed to the parties based on the results attained in the latest elections to the district councils. This sum benefits all those parties which in these elections have won more than one percent of the votes for the district council. This low percentage enables the financing of a large number of electoral subjects and constitutes a real assistance to cope with the electoral expenditures of these subjects. This rule is set in accordance with the agreement reached at the meeting held by the President of the Republic with political parties and perfectly meets the demands for state financing of the electoral campaign of the parties that have taken part in the latest local government elections. On the other hand, these elections also include parties which are joining this electoral contest for the first time and do not benefit financing based on section 3 of article 49 which says:"The Council of Ministers allocates an amount of money in the form of advance-money to the parties that in the latest local government elections won more than one per cent of the vote for the district council". If after the elections the state does not also cover a part of these parties' electoral expenditures, then this will run counter to the essence of this article, which, while sanctioning the right to profit state funds, also sanctions the principle of equality of the electoral subjects and of respect for their political force, principles affirmed in the continental legislation and political tradition. For these reasons, the respective article stipulates the rule of distributing the funds the government accords to the political parties based on the results attained by them in the elections for the district councils. Precisely on this basis are the funds accorded as advance-money redistributed, as sanctioned by the last sentence of the article's section 3 which says that: "After the end of the elections, if the political parties that have received money do not meet the conditions of the aforesaid paragraph, then they should return the advance-money or the surplus money". This meets the demands of section 2 of article 49 which says that:"The sum accorded by the state budget for the political parties, which participate in the local government elections, is provided to these parties in accordance with the vote percentage won in the elections to the district council. This rule does not benefit the political parties which, on a country scale, fail to win two percent of the votes for the district council". This solution on one hand values the political parties that have carried out a successful campaign and attained high results, that is, the parties that have made an efficient use of the funds accorded in the form of advance- money, and on the other hand protects the state bank against possible misappropriation of these funds. The establishment of this criterion is certainly in full conformity with the objectives and hopes of all the elections participating parties which seriously consider this electoral campaign. The aforesaid draws the conclusion that the activity of the Government and especially of the Finance Minister in implementation of article 49 of the law "On the elections to the local government bodies" is in full conformity with the respective law, the spirit and principles sanctioned in this article as well as the accord reached with the political parties. Taking into consideration the opinion expressed in the complaint of the Socialist Party, despite its inaccurate interpretation of the legal provisions and its strategy on whose function the complaint is compiled, the President of the Republic, fully convinced in the legal and institutional ways, which guarantee the defence of the electoral subjects' legal rights, expresses once again the unshakable will of the Albanian state to guarantee free and democratic elections.lm Albanian Telegraphic Agency[06] SESEJL WARNS ESTABLISHMENT OF FIVE TCHETNIC DIVISIONS IN KOSOVAPRISTINA, SEPT 30 (ATA) - Vojsllav Sesejl, leader of the Serbian Radical Party and head of the Serb pre-military troops "White Eagles", who committed massive crimes in Bosnia and Croatia, held a meeting of his party in Pristina today. Sesejl declared his plan on Kosova:"We, the Serbian radicals, will set up in Kosova five tchetnik divisions and settle them in five major cities of Kosova. The Tchetnics, their beards to the knees, with shields and swords, with modern arms like those in the film 'The furious Max' will move all over Kosova", said Sesejl. The Serbian criminal stressed that this is the way in which the "order" will establish in Kosova and threatened that the Albanians who did not "respect" the Serbian state would be deported "beyond the Bjeshket e Namuna", in Albania. "The Albanians, at least 200 000 of them, will leave Kosova immediately upon hearing that the radicals have come to power", said Sesejl. Attending the meeting were also many Serbian colons, war refugees from Croatia, settled in Kosova by the Serbian state./b.j/lind/mt/k Albanian Telegraphic Agency[07] EUROPEAN DEMOCRATIC UNION TO OBSERVE LOCAL ELECTIONS IN ALBANIATIRANA, SEPT 30 (ATA) -The European Democratic Union (EDU) will observe the local elections in Albania. Representatives of parties participants in the meeting of the committee no5 of EDU, , declared this during the separate talks with the delegation of the Albanian Democratic Party, DP press and information office reported.The meeting was held in Sevilje, Spain, on September 27-28. The DP organizational Secretary, Ylli Vejsiu, and Secretary General of the DP parliamentarian group, Fatos Bejtja, took part in this meeting. The Albanian delegation held separate talks with representatives of the participating parties, in which they pointed out the measures that are taken in Albania to better organize the elections of October 20, as well as the DP preparations to win these elections. The victory of the Democratic Party in the elections of May 26, was estimated once again in these meetings and was expressed the promptness to observe the local elections /s.sh/kled/mt/k Albanian Telegraphic Agency[08] ALBANIAN-GERMAN JOINT EXERCISE TO START SOONTIRANA, SEPT. 30 (ATA) - The Press and Information Office of the Albanian Defence Ministry reports that it has adopted all preparatory measures for the beginning of the Albanian-German joint exercise named Mati '96, to be held in the context of the initiative of the Partnership for Peace of the NATO. It reports that forces of the Albanian army have set up the camping for the effectives who will take part in the exercise, that the German Frejburg warship has reached the port of Durres and helicopters of the Land Forces of Germany have arrived.The office also reports that during his visit to the exercise zone, the chief of the General Staff of the Albanian Army, General Sheme Kosova and the deputy chief of this staff, Major General Armand Vincani met with the co-commandants of the air defence regiment Colonel Matoka and the operational chief of the 50th German engineers Brigade, Lieutenant Colonel Wettzi. They saw concretely the scenario of the exercise. Appreciating the preparatory work, General Kosova instructed that everything made so far would help reach NATO standards. About 700 Albanian and German soldiers will take part in the exercise, the first of this kind conducted between the two countries. The troops will carry out humanitarian operations to help civilian population in case of natural calamities. Also some village roads will be rehabilitated during the exercise. ksh/xh/ Albanian Telegraphic Agency[09] BALLOTS FOR LOCAL GOVERNMENT ELECTIONS FIXEDTIRANA, SEPT. 30 (ATA) - The Council of Ministers fixed today in its meeting the form, size and colour of the ballots according to article 62 of the law "On Local Government elections." According to the decision adopted, the ballots will be three kinds: ballots for the election of the mayors of communes and municipalities, ballots for the election of the municipal and commune councils and ballots for the election of the district councils.The Council of Ministers also decided to postpone two months the end of the activity of the commissions of land restitution in the municipalities of Tirana, Durres, Fier, Shkodra, Vlora, Korca and Berat because of the great number of materials to be examined by these commissions. The Minister of Health and Environment, Maksim Cikuli informed the Council of Ministers that all the necessary funds have been ensured and all measures have been taken for the vaccination of population against poliomyelitis. ksh/xh/ Albanian Telegraphic Agency[10] GREEK COMPANY "MIHALIDHIS" INTERESTED TO EXPAND ITS ACTIVITY IN MATBURREL, SEPT. 30 (ATA) - By H Ruspi: Renowned in the tobacco processing and trading, the Greek company "Mihailidhis" has voiced its interest to expand its activity in the Mat district too.So far, this company has contacted twice with the specialists of agriculture in this district through their representatives in its branch Mika in Albania. They have discussed climatic-land conditions and the offers of farmers for the cultivation of tobacco. The representative of the Greek party, director of agronomy Stathi Nikolaidhis and the specialist of this firm, Thoma Xhango, have guaranteed selected seeds and cooperation with farmers for a good tobacco harvest. In another meeting the activity of this firm in Mat is expected to be concrete.
