  • [01] UNIONS' ONE HOUR STRIKE FINDS PARTIAL SUPPORT

    TIRANA, SEPT 16 (ATA)-By Eva Allushi, The one-hour-strike staged on the first school day by the trade unions was partially backed by the teachers' collectives.

    The strike aimed at making the government compensate by 100% the liberalisation of the bread, kerosene, urban transport and other prices.

    "In the Tirana district, capital of Albania, the strike was staged only in 13 secondary and eight year schools," the chairman of the Confederation's Education and Science Federation, Xhafer Dobrushi, told ATA.

    The strike, forewarned since two months ago, was staged yesterday morning from 8.00 to 9.00. According to reports provided from the trade unions, the strike assumed wide proportions in the districts of Berat and Tropoja.

    The strike was not staged in Lezha and several other cities. The strike was staged by the Independent Trade Unions and the Confederation, which for the first time since their founding come out with a joint strike.

    In Tirana the strike was largely backed in the professional schools, while in the secondary and eight year schools, in which the enrolment continued also on the first school day, it did not found support.

    According to the spokesman of the Independent Trade Unions, Arben Bllaci, the strike was staged by the education, transport, light industry and the energy sector.

    "The government, under the agreement reached with the Trade Unions, should define the level of inflation and compensate its increase", the trade unions say explaining the motives of the strike which do not have directly to do with the education problems.

    Besides the compensation for the price liberalization. the trade unions urge immediate measures to create the "National Labour Council".

    Unless a consensus with the government is reached with the government, the trade unions have forewarned an eight-hour strike on October 4. lm/z/

    [02] GOVERNMENT MEMBERS MEET UITUA REPRESENTATIVES

    TIRANA, SEPT 17 (ATA)- Government members, headed by deputy Prime Minister Tritan Shehu, met Monday at noon with representatives of the Union of the Independent Trade Unions of Albania, (UITUA) headed by its deputy chairman, Estref Mersini.

    In this planned meeting Mersini put forward UITUA's demands regarding the government-trade unions dialogue, the increase and extension of compensation following the latest price liberalisation, the definition of the minimum payment in the private sector, the inclusion of supplements and compensations in the salary and other demands.

    Shehu stressed that the main objective of the government is to constantly uplift the welfare of the individual.

    Privatisation, liberalisation and free initiative will certainly help achieve this major objective, he said.

    In this context the salaries have been constantly increased at higher rates than the increase of inflation and this will continue in the future, as well, Shehu said further on.

    Shehu expressed himself in favour of dialogue and constant contacts between the government and the trade unions. He appreciated the constructive opposition and considered the cooperation with the trade unions "one of the pillars of democracy".

    During the meeting both sides, in a spirit of understanding, treated concretely the issues raised by the trade unionists. The government members said that the project to set up the National Labour Council would be completed by the end of the month and that the trade unions would be familiarised with it and their respective remarks, suggestions and proposals would be welcomed.

    As regards compensation they decided that a joint meeting at specialist level would be held on September 20. Its conclusions would serve as reference points for another round table of the government with the UITUA.

    The government members stressed that the minimum payment was defined by law for the two categories of workers. They considered right the demand to include supplements and compensations in the salary. They also discussed the treatment of professional diseases and other issues. a/ke/pas/lm/Z/

    [03] ALBANIAN DEMOCRATIC PARTY CHAIRMAN MEETS U.S. AMBASSADOR

    TIRANA, SEPT 17 (ATA) - The chairman of the Albanian Democratic Party (DP), Prof. Dr. Tritan Shehu, received the US Ambassador to Tirana Marisa Lino, at the DP headquarters on Monday, according to the DP Press and Information Office.

    Lino showed interest in the organization, structures and preparations of the DP for the local elections.

    Shehu explained the organizational scheme of the DP with its 39 local branches, and of over 3500 sections spread all over the country with nearly 130 000 members and told Lino the reasons of DP's victory in the upcoming elections of October 20th.

    "We will continue to work side by side with the people," Shehu said, emphasizing that DP intends to use the same elements that gave it the victory of May 26th.

    The DP chairman stressed the main lines on which party mass communication with the local electors will rely and brought the fore the importance of the candidate to be proposed to the electors, the local policy new features the DP intends to add to the local governing.

    U.S. Ambassador Lino hailed the consensus reached between the political forces at the presidential round table.

    [04] ALBANIAN YOUTHS APPRECIATE NATO CONTRIBUTION -Testing of the Youth Forum of Albanian Atlantic Society-

    TIRANA, SEPT 17 (ATA) - The Albanian Atlantic Society accomplished, through its youth forum during April, a test with the school youths.

    On the answer "How do you estimate NATO's contribution?", the positive opinion is very high and obviously seen. The strong stream, which is felt in Albania in favour of integration with the democratic future and disintegration with the communist past, is also known from the viewpoint that took place soon at the Albanians for NATO membership.

    Asked "Do you feel the necessity of cooperation with Atlantic similar forums" - the young men answered that they feel the necessity of cooperation with similar structures, societies and forums of the Atlantic organization. 80 % of the tested people are in favour of this cooperation.

    The answers given on the question "What is the contribution of Albania's cooperation with NATO over the last four years?", despite the approval for the Albanian policy during these last four years, is also an approval for the strategy of integration in the Euro-Atlantic structures in the future. The approvals on NATO contribution, Albanian adherence to this organization and others predominate in these answers.

    Most of the tested people are students. Pupils from the high schools have been less inquired. In 1000 tested people, approximately, 80% are students and 20% are pupils. The spectrum of the tested reaches the age limits from 18 to 30 years old. From the geographical point of view, this testing is spread in the Albanian cities with universities, like: Tirana, Korca, Gjirokastra, Vlora, Shkodra and Elbasani.

    Albanian Atlantic Society is established in may 1994. While the Youth Forum of the Albanian Atlantic Society is found in February 1996. /pas/mt/Z/

    [05] EXPOSITION ON SCHOLAR AND ETHNOGRAPHER EDITH DURHAM OPENS IN TIRANA

    TIRANA, SEPT 16 (ATA)-By F. Nikolla, The renowned English scholar and ethnographer, Edith Durham, with her passion for Albania "replaced Albania in the memory of Europe", the participants in the opening ceremony of Edith Durham's exhibition entitled: "The Queen of highlanders", at the National Historic Museum.

    The President of the republic, Sali Berisha, who attended the ceremony on the occasion, considered Durhan a great personality.

    "Durham threw light on many aspects of the Albanian cause which although not solved according to her desires, were described with all their truthfulness - and here also stands her reputation as a personality," Berisha said.

    The British ambassador to Albania, Andrew Tesoriere, greeting the participants in the Albanian language, underlined the two countries' ties also created by many other British figures who have worked for the Albanian cause.

    The great-grand daughter, Gill Threthovan, appreciated the evaluation of Durham's deed "which even today comes as a message to all Albanians".

    [06] PHOTO EXHIBITION "THE HISTORY OF THE ALBANIAN MISS" OPENS

    TIRANA, SEPT 16 (ATA)- By F.Nikolla, Photographer Roland Tasho, who has become known over the last years with several photo exhibitions in and outside Albania, opened the exhibition "The history of the Albanian miss" on Sunday in one of the surroundings of the "Bujtina e Gjelit" restaurant (one of the most well-known premises in Tirana).

    The exhibition, opened on the occasion of the competition "Miss Europe '96", to be held in Albania, will familiarise the 37 representatives of the European beauty with the history of the Albanian MISS which started in l991.

    The first Albanian miss, in 1991, Valbona Selimllari, has actually become known also beyond Albania's borders.

    It was the persistency of spectacle producer Vera Grabocka, dubbed "the iron lady" by the Albanian media, who knew how to introduce in Albania, too, the tradition of this well-known activity in Europe, Tasho said.

    The 30 photos, showing intimate moments from the lives of the Misses, were considered by the visitors "very beautiful and attractive". jz/lm/Z/

    [07] MEETING OF ALBANIAN DEMOCRATIC PARTY WITH DEMOCRATIC PROSPERITY PARTY OF MACEDONIA'S ALBANIANS

    TIRANA, SEPT 17 (ATA) - The chairman of the Albanian Democratic Party (DP), Prof. Dr. Tritan Shehu, received Arber Xhaferi, head of the Democratic Prosperity Party of Macedonia's Albanians delegation, at the headquarters of this party on Monday, DP spokesman reported.

    Also attending the meeting was the DP deputy Chairman and Head of the DP parliamentarian group, Ali Spahia.

    Shehu expressed to the friend the will that DP nourishes for an open cooperation with Albanian political forces in Former Yugoslav Republic of Macedonia and briefed on the political developments in Albania. He also stressed the DP interest on stability in the Former Yugoslav Republic of Macedonia(FYROM).

    DP chairman showed special interest in the issue of the rights of Albanians in the FYROM, as well as in their particular aspects, like the possibility for education and others. He emphasized the necessity of exploiting the democratic legal means, the political and institutional efforts of the Albanian parties in order to have a complete framework of their rights. He said that this serves to the further strengthening of the understanding climate in that country, as well as strengthening of its stability.

    The guests acquainted Shehu with the current problems with which faces the Albanian population of FYROM and expressed him the will to strengthen the cooperation with the Albanian Democratic Party. They underlined the importance of the present moment of the upcoming local election which will be held in the Former Republic of Macedonia. /a.m/mt/z/

    TIRANA, SEPT 17 (ATA)- Today's Rilindja Demokratike under the title "A new stage for the Albanian school" covers the meeting of President Berisha with pupils of the eight year school "Edith Durham" in Tirana.

    The paper carries the editorial "The SP declares its loss". It commemorates the 54th anniversary of the Peza Conference (near Tirana). The paper also covers the meetings of the DP chairman, Tritan Shehu, with the U.S. ambassadress M.Lino and with trade union representatives.

    The paper carries the International Republican Institute, IRI, on the conditions of holding the local elections in Albania, under the title: "The conditions of the opposition-against free elections".

    Zeri i Popullit carries the article:"Berisha cannot hide" and the other article: "The triumph of Stalinism". The paper commemorates the 54th anniversary of the Peza Conference and carries the article:"The damage and preservation of culture".

    Through a special article the paper reports that the Nano question will be examined at the conference of the Inter-Parliamentary Union in Beijing".

    [09] ACTIVITIES OF COMMITTEE "SAN EDIGIO" IN LEZHA TOWN

    TIRANA, SEPT 17 (ATA) By Z Pergegaj - Fifteen members of the Italian Committee "San Edigio" of Rome organised for two weeks in succession various activities in the village Rrile of the Lezha district (Central Albania).

    The youth headed by Paolo Giani and Clara Rossi, organised with school- children of the village activities like different games, sang songs, taught the Italian language and painted.

    They brought besides presents for children garden tools and didactical equipment for the school.

    The Committee "San Edigio" has set up and equipped with its own funds a center for handicapped people in Lezha town and has financed some other projects in the field of health and education in the Kurbini district. ake/jz/fh/sh/

    [10] ALBANIAN PREMIER ORGANISES MEETING ON LOCAL GOVERNMENT ELECTIONS

    TIRANA, SEPT 17 (ATA) - Albanian Premier Aleksander Meksi organised today a working meeting with the chairman of Central Election Commission (CEC), Nestor Terecka and other ministry officials who are directly related with organisation of elections for local government, said the premier's press office.

    Meksi required information, in the context of the duties envisaged by law "On elections for local government", about the measures taken ntill now and the respective demands on them.

    They stressed that a booklet was prepared about the local elections law, a form for the candidates to help the political parties, instructions about the activities of the public order during the election campaign and others.

    Terecka appreciated the preparations and measures taken by the government and asked for more material and technical support for the CEC activity.

    Meksi said that government will take all necessary measures according the election law.

    He assured the CEC chairman that his cabinet has all possibilities and will take all measures that local elections be free, calm and fair. ake/kled/fh/

    [11] ALBANIAN PREMIER MEETS MACEDONIAN DPP DELEGATION

    TIRANA, SEPT 17 (ATA) -Albanian Premier Aleksander Meksi met Tuesday, a delegation of the Democratic Prosperity Party (DPP) of Macedonia's Albanians headed by its chairman Arber Xhaferri, said the premier's press office.

    They congratulated Meksi for his reelection in the post of Prime Minister and voiced their options about economic-political developments in Former Yugoslav Republic of Macedonia (FYROM) and the activity of the DPP. They expressed their concern about FYROM official stand towards Albanians there.

    Meksi made a briefing of present developments in Albania underlining Albania's foreign policy.

    "We have been among the first to acknowledge the Macedonian state", said Meksi. We have considered its political stability important, that is why we have and will continue to insist in the bilateral and multi-lateral meetings for the respect of Albanians' human and national rights and its treatment as a state-creating element. ake/kled/fh/sh/

    [12] TRADE UNION CONFEDERATE HAS NOT YET DECIDED ITS STAND

    TIRANA, SEPT 17 (ATA) By E Allushi - Executive Committee of Trade Union Confederate (TUC) held a meeting today after a one-hour strike staged Monday, and decided to convene the National Convention of the TUC to decide on further stand depending on the fulfillment of their demands.

    Head of the Education and Science Trade Union Federate Xhafer Dobrushi, said that some 8000 teachers, 1000 workers of health sector and about 300 workers of transport had participated in the strike.

    After a meeting with government officials, concrete steps were made with the readiness of both parties and another meeting on the level of specialists was decided to be organised.

    "The Committee asks correctness by the government in the realisation of the meeting on specialists level", said TUC deputy chairman Xhaferr Dobrushi.

    The one-hour strike staged on the first day of school by trade unions was partly supported by the teachers' collectives.

    It aimed to force the government realise a 100 per cent compensation for the liberalisation of prices of bread, kerosene, urban transport and others. Only 13 secondary and eight-year schools participated in the strike in the district of Tirana.

    The Trade Unions asked besides others the "compensation of the price liberalisation" and immediate "Creation and functioning of the National Council of Work."

    The Independent Trade Union which has not coordinated its activities with TUC has warned for an eight-hour strike on October 4. kled/fh/

    [13] DEPUTY PREMIER AND FOREIGN MINISTER MEETS UNDP REGIONAL OFFICE CHIEF FOR EASTERN EUROPE

    TIRANA, SEPT 17 (ATA) - Albanian deputy Premier and Foreign Minister Tritan Shehu received Tuesday in a working meeting Chief of the Regional Office of United Nations Development Program (UNDP) for Eastern Europe Mrs Chapelier and chief for Albanian programs Mrs Jung, said spokesman of Foreign Ministry.

    Shehu after thanking the UNDP representatives for the assistance and support this organisation has offered to Albania from the first steps in its way to democracy assured them for the efficaciousness of the programs realised in Albania. Then he appreciated the present development of Albania saying that now we have quite a different reality compared with that of 1991-1992.

    Mrs Chapelier stressed that cooperation with Albania has really been successful and it is easier for the future programs as it is oriented quite well.

    "UNDP assistance for Albania, will be present in the future and will continue to grow" confirmed Chapelier.

    Then she stressed the necessity for a further cooperation in the future programs and the promotion of Albanian reality in the world. ake/kled/fh/sh/

    [14] MEETINGS OF ALBANIAN SPEAKER IN 69TH PAN-PARLIAMENTARY CONFERENCE

    TIRANA, SEPT 17 (ATA) - A delegation made up by the Speaker of the Albanian Parliament Pjeter Arbnori and deputy Fatos Bejo is attending 69th Pan- Parliamentary Conference held in Peking.

    Arbnori conveyed to the Chinese president Jiang Zemin the greetings of Albanian President Sali Berisha and said that "we hope that your visit will be realised very soon."

    Albanian Speaker of Parliament had cordial meeting with many counterparts and friends. He met Mrs Leny Fischer who was interested about the last developments in Albania and the upcoming local elections.

    He also met the former leader of the European Council Mr Martinez who warmly congratulated him for his reelection as Speaker of the Albanian Parliament and wished him to successfully accomplish this difficult and honourable duty.

    A special place had the meeting with the Speaker of Irish Parliament which is presiding the European Union. Mr Tracy said that "we are interested for a further bilateral cooperation and in the framework of the EU as well."

    An invitation was offered to Arbnori in the meeting with chairman of the Pan-Parliamentary Union Council and Speaker of the Egyptian Parliament Ahmed Fathi Sorour for a visit to Egypt. ssh/kled/fh/sh/

    [15] CONFUTATION OF SPOKESMAN OF ALBANIAN PARLIAMENT

    TIRANA, SEPT 17 (ATA) - A spokesman of Albanian Parliament in a confutation said that "regarding the last days speculations in the media that 'the OSCE is not invited to send its observers in local elections of October 20'" we report that the Speaker of Albanian Parliament, Pjeter Arbnori, has officially invited on July 30, 1996, the OSCE Parliamentary Assembly to send its observers for the local elections on October 20, in Albania. ake/kled/fh/sh/

    [16] ONE DEAD AND ONE WOUNDED IN A SPATE OF SHOOTINGS IN TIRANA

    TIRANA, SEPT 17 (ATA) By Z Mulaj - A spate of pistol shootings has killed one woman and wounded another one.

    The event happened in Tirana at 12.30 on the "Myslym Shyri" road, close to Ministry of Job and Social affairs.

    Two drivers after moving close to each other quarreled about the breaking of road regulations. One of them in a fury has shot with a pistol against the other. Consequently a passerby Saide Idriz Kodra 49, from Tirana was killed and another one Besnike Zenel Arsula 33, also from Tirana was wounded but is hospitalised and is out of danger.

    Eye-witnesses said for the Albanian Telegraphic Agency that reason of the conflict was about the road regulations.

    Troops of Police Commissariat No 3 went immediately on the scene and took the necessary measures. Both car drivers were taken under arrest. ake/kled/fh/
