  • [01] ALBANIAN PRESIDENT MEETS JOINT VETERANS ORGANISATION PRESIDENCY

    TIRANA, SEPT 13 (ATA) - President of the Republic Sali Berisha received Friday chairman of Joint Veterans Organisation Ymer Dishnica and his deputy chairmen Josif Zegali, Skender Malindi and Lavdosh Dule, President's Press and Information Office said.

    He expressed his great respect and appreciation for all veterans of Albania.

    The Presidency of the organisation assured Berisha for their firm support for democracy and its consolidation in Albania. They put forward some demands which are important, so that veterans accomplish their role in Albanian society today.

    Berisha after guaranteeing their fulfilment, voiced his desire that two veteran organisations be joint in a single one, by defending each its own political viewpoints.

    Berisha said that it is your duty, as the biggest grouping of veterans in Albania, to attract with endurance, tolerance and dialogue all veterans in your organisation. You are a living symbol of freedom and united in one single organisation you would better offer your contribution in the construction of democracy. ake/kled/fh/sh/

    [02] ALBANIAN DEFENCE MINISTER RECEIVES GREEK AMBASSADOR IN TIRANA

    TIRANA, SEPT 14 (ATA) By A Frasheri - Albanian Defence Minister Safet Zhulali received Friday the Extraordinary and Plenipotentiary Greek Ambassador in Tirana Costandin Prevenderakis.

    Zhulali said that, in the context of very good relations between the two countries, notable progress has been realised in the military relations and cooperation.

    Then he pointed out the fact that Greece as a member of the Euro- Atlantic bodies may support Albania's membership in them.

    Zhulali underlined that "it is in the interest of both countries to show a good example in the region, further contribute in problems of security and reciprocal confidence."

    Prevendorakis called his coming to Albania, at the period of democratic developments a productive period in the bilateral relations between two countries.

    Albania's selection in the strategic aspect will surely contribute the promotion of good relations in the future he said. ssh/jz/fh/sh/

    [03] ALBANIAN DEPUTY PREMIER AND FOREIGN MINISTER MEETS ENVOYS OF CE PARLIAMENTARY ASSEMBLY

    TIRANA, SEPT 14 (ATA) - Albanian Deputy Prime Minister and Foreign Minister, Tritan Shehu, received Friday envoys of the Council of Europe (CE) Parliamentary Assembly Gian Paolo Castenello and Frieda Jamal, Foreign Ministry spokesman reported.

    Castenello confirmed the readiness of the CE Parliamentary Assembly to monitor Albanian local elections of October 20.

    "The Albanian government is completely ready to cooperate with the CE Parliamentary Assembly and at the same time to ensure the necessary transparence and optimal conditions for a successful accomplishment of your mission", Shehu said.

    Further on, Shehu acquainted the CE Parliamentary Assembly envoys with recent amendments made to the election law by the Albanian Parliament.

    "We respected the consensus reached at the round table of political parties, headed by President Berisha and eleven topics we agreed on. They were all reflected in the new law", stressed Shehu.

    Shehu explained in details the amendments made by bringing to the fore in the law two new elements, that of the immunity of the members of the commissions and the responsibility they have to the law, so that the unprecedent boycott of the electoral procedure be not repeated again.

    "We also amended the anti genocide law according the CE recommendations and always respecting the will of the majority reflected at the round table meeting".

    Shehu guaranteed the CE Parliamentary Assembly envoys that elections of October 20, will be free and fair and according to international standards.

    Castenello, after thanking Shehu for the complete picture of the pre electoral situation, appreciated the necessity of the preparation and training of members of election commissions, a job that has already been started by the Secretariat of Local Government, "Konrad Adenauer" Foundation and the American Republican Institute, but is expected to be intensified by CE in the future. /s.sh/kled/mt/fh/sh/

    TIRANA, SEPT 14 (ATA) - Rilindja Demokratike carries an interview of President Berisha with Albanian TV under the title "October 20 - Free and fair elections." Under the headline "Anti Nano resolution of the SP Leading Committee in the capital" the paper publishes the article "Tirana against Nano."

    Socialist of Tirana branch undertook yeasterday concrete steps for revenge warned at the SP congress against him says the article. "Socialists within boycott criteria" is the title of another article of the paper. The visit of the DP delegation to Italy is highlighted under the title "Support for the DP in the local election campaign."

    Zeri i Popullit entitles its editorial "The SP seriously preparing for elections." "Penal proceedings for Sali Kelmendi" is another article of the paper. Attached to the denauncation of the State Control is a voluminous file with the acts of the head of Tirana municipallity, writes the paper. It also publishes the meeting of Tirana SP Leading Committee under the title "The municipality of the capital will be a socialist one".

    Poli i Qendres carries the article "Sali Berisha shows the limits". It also publishes an interview of the Social democrat leader, Skender Gjinushi, entitled "Socialist International: New, fair elections".

    Lajmi i Dites informs that the Albanian Telegraphic Agency and the Austrian News Agency signed an agreement on the exchanges of the interior and international news.

    Rilindja paper publishes the press conference of Kosova leader, Ibrahim Rugova in the article "The support of the idea for a second Dayton". It also publishes article entitled "The Greek-Serbian strategy to mine the autosephal orthodox church.

    "The socialists of Tirana condemn Nano", writes "Albania" paper regarding the yesterday's activity of the socialists in the capital.

    Under the headline "Socialists disprove themselves", the paper publishes the article "Majko: We haven't decided yet".

    Representatives of SP signed a day ago a declaration demanding the postponement of the election day and some other conditions to participate in the elections of October 20, underlines the paper.

    Koha Jone publishes the editorial "Berisha's quarantine". The electoral meeting of the SP Presidency is highlighted in the article "SP: We will win the elections". The socialists give a warning: We have the right of making a decision in cases that the normal procedure of free and fair election is intruded through manipulations violence on the electorate", writes the paper.

    "Socialists: No boycott for the present", writes Dita Informacion, regarding the meeting of the SP Presidency. It also publishes an interview of the German Cultural Attache to Albania, Gerald Wolf, under the title "...Albania, an emotional country".

    Under the heading "The tribune of the intelectuals", bashkimi paper publishes the article "The teacher and the culture".

    "Investments from the world: Each Albanian belongs 70 USD", writes Gazeta Shqiptare. During the last four years over 200 million dollars. November '96, the International Conference of the Foreign Investments in Tirana, writes the paper. /kled/fh/mt/sh/

    [05] EVERY INVESTMENT OF EUROPEAN COMPANIES IN KOSOVA IS INVALID WITHOUT APPROVAL OF ITS LEGAL ORGANS -Press conference of President Rugova-

    PRISTINA, SEPT 14 (ATA) - By B. Jashari The president of Kosova, Dr. Ibrahim Rugova, warned yesterday the European companies that every investment made by them in Kosova will be invalid without taking the approval from its legal organs.

    During the talks in the press conference in Pristina, President Rugova declared that "every agreement related to the state companies of Kosova, without its legitimate organs will be considered invalid".

    Rugova supported the idea for a second Dayton, where Kosova and other problems and centres of crises in the Former Yugoslavia would be included.

    Kosova, which had once the federal status, has the right and must be included in the successions of the Former Yugoslavia even now in the new reality, established with the proclamation of the independence, added Rugova.

    Talking about the Serbian press notices that "the Assembly of Serbian will declare the elections for the Assembly of Kosova", Rugova said that the elections for Kosova Assembly can be declared only by the leadership of Kosova.

    President Rugova added that after the agreement for education, the talks will continue to reach other agreements like that of health, coming back to work of the health employees and other employees, fired out violently.

    In regard to the latest provocations by the Serb civilians towards the Albanians in Kosova, Rugova called upon the Serbs "not to provoke their Albanian neighbors in this grave situation in Kosova and not to maltreat their tolerance. /p.ta/pas/mt/

    [06] BORDEAUX MAYOR VISITS VLORA

    VLORE, SEPT 14 (ATA) By H Koci - Mayor of Bordeaux, France, Guy Riffaud paid recently a visit to Vlora town.

    Mayor of Vlora town Elham Shara received him and exchanged opinions about the beginning of contacts in the level of local relations between two cities.

    Culture was valuated effective for the first steps and they agreed to exchange cultural groups and later the creation of possibilities for economic relations.

    Both Mayors expressed their pleasure for the good relations between the two countries. They are a positive factor for bilateral relations between Vlora and Bordeaux. ake/kled/fh/z/

    [07] SERBIAN POLICE CONTINUES TO MALTREAT ALBANIAN STUDENTS AND TEACHERS

    PRISTINE, SEPT 14 (ATA) - Albanian students and teachers in Kosova continue to be object of daily maltreatment of the Serbian Police.

    The Serbian police stopped on September 6, at 13.00 hours, at the bus station in Pristine a group of students from Malisheva and Rehoveci and after identification, heavily beat them, said the Center of Information for Kosova.

    Two days ago the Serbian police heavily beat Albanian teacher Hajdar Mujaj from Small Jabllanica of Peje, while walking to Peja market. pta/kled/fh/Z/

    [08] KOSOVA LIBERAL PARTY DELEGATION VISITS ALBANIAN, US, SWISS AND ITALIAN EMBASSIES IN BELGRADE

    PRISTINE, SEPT 14 (ATA) - A delegation of the Liberal Party of Kosova (LPK) headed by its chairman Gjergj Dedaj was recently received by senior diplomats in the Albanian, US, Swiss and Italian Embassies in Belgrade reports Center of Information for Kosova.

    Dedaj asked for a greater engagement of the US and Europe in favour of the right solution of Kosova issue through an equal dialogue between President Rugova and Milosevic, at the presence of an authorised international party.

    "This role could be played by the US, because of its authority and the possibilities it has for the creation and implementation of peaceful democratic relations in the region" said Dedaj.

    The elections which are due to be held in Serbia and those for the so- called Federation, were called by him as "elections of a neighbouring country, which has invaded Kosova by force." pta/kled/fh/z/

    [09] MEETINGS OF DP DELEGATION IN ITALY

    TIRANA, SEPT 14 (ATA) - The DP delegation made up by Ylli Vejsiu (the DP Secretary General) and Afrim Krasniqi, leader of the DP Youth Forum (FRDP) recently met, in the context of a visit to Italy, with Senator Mirko Tremaglia of the "Alleanza Nazionale" Party, leader of the parliamentary group of this party in the Italian Parliament and director of foreign relations of the party.

    Tremaglia expressed his desire to strengthen bilateral relations between the two parties and complete readiness to support and help the DP during the campaign of local elections in Albania.

    He was interested about political situation in Albania and condemned the left opposition stand towards Albanian Parliament and its efforts to hinder local election.

    The DP delegation met Mr Pietro Kierki, Secretary General of Christian Democratic Centre (SDC) of Mr Cassini.

    The delegation also met leaders of Youth Forums of "Forza Italia", CDC, Alleanza Nazionale and the PPI who after expressing their readiness in the deepening of cooperation with FRDP, confirmed their presence in the national Convention of the FRDP. ssh/jz/fh/Z/

    [11] ARBNORI MEETS GREEK AMBASSADOR TO ALBANIA

    TIRANA, SEPT 14 (ATA) - Speaker of Albanian Parliament Pjeter Arbnori received Saturday Extraordinary and Plenipotentiary Greek Ambassador to Albania Constandin Prevenderakis, said Parliament's press and information office.

    Arbnori said that all Albanian political parties are interested for good relations with Greece, underlining the fact that exchange of experience would be of interest for both respective parliaments.

    Prevenderakis expressed his considerations for the level of bilateral relations and said that cooperation policy followed by two countries find approval of both nations.

    "Positive cooperation and our contribution for its widening will increase stability not only in the Balkans but in a wider region" concluded the Greek Ambassador. ssh/jz/fh/Z/

    [12] IRI APPRECIATES PROGRESS OF ELECTORAL REFORMATION IN ALBANIA

    TIRANA, SEPT 14 (ATA) - The US International Republican Institute (IRI) appreciated today the electoral reformation in Albania from the Parliamentary elections of last May and incites the government to conclude the reformation started by the Parliament and issues all political parties agreed on, during IRI's Electoral Conference in August of this year.

    "IRI is proud for serving like a catalyst for the reopening of political dialogue in Albania and is pleased with the first signs of the concrete progress in the electoral reformation," said IRI's President Lorne Craner. "IRI incites the government and all political parties to continue the dialogue and assure a successful realisation of these electoral reformation."

    IRI issued 31 recommendations on the electoral reformation after May 26 elections. Eight were forcefully addressed to the legislation which the Albanian Parliament passed during its sessions of September 11-12, 1996. IRI asks further additional actions by the Central Election Commission or government for the fulfillment of many other IRI's recommendations agreed in principle in the conference.

    The Parliament has specifically passed a law which regulates public gatherings, total amendments on local election law, amendments on parliamentary elections and a decree of the President of the Republic about the CEC. IRI considers these changes as important steps taken by the Albanian government in the improvement of electoral proceedings and in the growing of people's confidence.

    Government has also agreed to issue regulations and recommendations to fulfill some other IRI's recommendations on issues which do not ask legislative actions, most important of which is the publishing of regulations about police position in the polling day (Recommendation 4), assuring of the training for members of the election commission (Recommendation 10), easing of the procedure of assuring observer's card for local and foreign observers (Recommendation 11) and creation of regulations which have to do with the division of government and party financial sources (recommendation 12).

    IRI will continue to observe the observation of the law, development of the election campaign and activities during the polling day. IRI will specially realise the international mission of observing local elections of October 20. ssh/lz/fh/Z/
