    Prishtina, 17 août/ATA/ Jeudi dernier vers 15 h.00 un convoi militaire serbe, transportant des centaines de troupes armées, a traversé les rues de la ville de Malisheva, informe le Centre d'Information de la Kosove.

    Le convoi militaire, accompagné d'une artillerie lourde et d'autres moyens blindés, était stationné il y a quelques jours à proximité du village de Ostrozub. Comme informe le Conseil d'Information de la Section de la Ligue démocratique de Kosove à Malishevë, durant leur séjour dans la région les forces militaires serbes ont provoqué les habitants albanais .

    Entre-temps on informe que durant la nuit de 12 à 13 août, dans l'endroit appelé "La plaine de la réconciliation", dans l'ancien Kaçanik, un groupe de 4 personnes armées ont attaqué et perquisitionné les passants. Les personnes inconnues parlaient en langue serbe", est-il dit dans la communication précitée qui ajoute que ces derniers jours dans ce village "ont été constatés d'intenses mouvements de la police serbe".

    Une action pareille de la police était aussi celle réalisée le 15 août à Istog. Dans l'information donnée au Conseil pour l'Information, de la section de la LDK à Istog, il est dit que le commandant de la police serbe de cette ville, connu sous le nom de Lushiç, accompagné d'unités de la police, a perquisitionné tous les hôtels de cette ville et menacé qu'il allait les fermer./pta-tt

    [02] SP SPLIT REACHES USE OF FISTS

    - SP deputy chairman Servet Pellumbi declares he will resign - TIRANA, AUGUST 17 (ATA) By A Frasheri - The split inside the Socialist Party (SP) in its Conference for Tirana branch was reflected until it reached the use of fists.

    Servet Pellumbi, first SP deputy chairman declared he was "ready to resign."

    The apparent calmness, the Conference opened with, broke up at the end, when two clans did not find the unity at the moment the SP presidency introduced the two candidates for SP chairman for Tirana branch.

    Some of the delegates, supporters of Fatos Nano, began to shout and quarrel using their fists about the way the candidates should be chosen. The meeting offered different opinions for the number of candidates who were to be voted.

    According the list of the introduced candidates, names of Kastriot Islami, who became an SP member only two months ago in Durres, supporter of Nano and that of Enver Reci had been removed. Two other candidates were proposed to the Conference, the present chairman Musa Ulqini and Spartak Poci both opponents of the SP leader.

    The nervousness and quarrelling went so far that some delegates in a protest against the presidency's acts left the conference saying "this are like the PLA conferences.

    "The presidency offered for candidates two Enverists" said a delegate while leaving the hall. Another delegate said that "Ulqini had the great merit of organising the SP gathering on July 30, 1993" when the former prime Minister Fatos Nano was arrested under the charge of abusing the office.

    This aggravated situation came right after the quietness which followed the report and the discussions.

    The report only described the SP activity in Tirana, stressing that important achievements were to be noted. It gave no suggestions and made no objections as decided in the SP Leading Committee of Tirana branch, just to cover the SP splits inside it.

    Opposing opinions were presented and many objections were made during the discussions on the report. The SP deputy chairman Servet Pellumbi at the beginning of his address opposed Nano's expression in his motion, saying that "the SP has not remained in stagnant waters." He continued saying "I congratulate the resignation of the SP Secretary General Gramos Ruci" adding that "I have prepared a statement like it and think to keep my word."

    In his opinion about the last developments inside the SP he said, "the experience of the public debate is being introduced in the party and this is not a sign of a deep crisis. In the motion and the proposals for deep changes in the statute there are often contradictory opinions."

    Speaking about the local elections and the boycott of the multi-party round table Pellumbi said "when elections are discussed Berisha, government and the DP are not to be trusted and we will not tolerate them. Unless all our requests are fulfilled, we will boycott the elections."

    According to political analysts the SP has boycotted the talks because of its inner split.

    As Mico Papadhopulli in his discussion was saying "the SP renovation is being carried out by approaching the Marxist-Leninist and Enver Hoxha's ideas with the European social democratic ones" an Enverist from one of the galleries said "here are gathered all cowards, who do not defend the figures of Enver and Ramis Alia."

    Ferdinand Arapi, in his discussion said that "the SP is the main political opposition force in Albania, but Nano's motion after elections has disturbed the party's quietness."

    While Arben Duka said that "the leaders are uttering slanders against each other to create clans of supporters, and the opinion we lost the elections because we have a conservative presidency is getting shape."

    "I do not see any change in the statute" said another one "except leaders' rotation. We should avoid the quarrels Nano-presidency."

    The conference also discussed about FRESH (Albanian Youth Eurosocialist Forum) which, according to those who discussed had not worked well. "Zeri i Popullit" newspaper was also criticised and called "Sleeping and super bureaucratic, because it has lost itself and the edition which had greatly decreased compared with previous period."

    After many discussions at the end of the voting procedure the conference reelected Musa Ulqini its chairman. ksh/fh/

    [03] DEMONSTRATIVE MOVEMENTS OF SERBIAN MILITARY FORCES IN MALISHEV

    PRISTINE, AUGUST 17 (ATA) - Several military lorries transporting some hundreds of armed troops, moved Thursday at about 15.00 hours, on the roads of Malishev, said the Centre of Information for Kosova.

    The military lorries, accompanied by heavy artillery and other armoured means have been stationed some days ago near Ostbrozub. The Information Council of the LDK (Kosova Democratic League) in Malishev, said that during their stay the Serbian military forces have provoked the Albanian inhabitants.

    A unit of four armed people, is reported to have attacked and raided, in the midnight of August 12-13, on the place called "Fusha e pajtimit" (Reconciliation field) in Old Kacanik occasional pedestrians. "They spoke Serbian " said the above report, adding that "movements of the Serbian police have been noted" during the last days.

    A similar police action was that of August 15, in Istog. The LDK Centre for Information of Istog said in its statement that the Serbian police commander, named Lushic, accompanied by a 7-police unit conducted a control in all hotels of the town and threatened their closure." pta/fh/

    [04] POLICE DESTROYS GREAT QUANTITIES OF NARCOTIC PLANTS

    TIRANA, AUGUST 17 (ATA) - The Albanian police discovered cultivators of narcotic plant, cannabis sativa, in the district of Mat, and destroyed over 400 plants in the villages Macukull and Gurre.

    Inspector of the Police Commissariat in Lushnja Agim Hazizi was detained because he is alleged to have allowed for 10000 leks cannabis sativa to be planted in a garden of Zharzhan, Lushnje. In this garden police discovered narcotic plants which were destroyed.

    Skrapari police arrested in the village Prishte, Cake Toto and his son Ilir Toto, both hunted down by police as authors of a murder. During a control in their house police found a considerable quantity of dried narcotic plant "cannabis sativa." ksh/fh/

    TIRANA, AUGUST 18 (ATA) - Rilindja Demokratike under the titles "Socialists hit each other in their conference in the capital" and "The battle for Tirana ends. Motionists defeated" writes comments and a chronicle from the SP conference in Tirana, which was held Saturday.

    Regarding this event it also carries an editorial entitled "Putsch of Enverists" where it says that Tirana Conference was a tragical end for an all-round and deep reformation of the SP.

    The paper republishs an interview of the main Austrian newspaper "Die Presse" on August 16, with president Sali Berisha where he excludes the tendencies for a unification with the Albanians of Kosova and says that he respects the present borders but will not tolerate an ethnical cleansing of the Albanians from the Serbian government.

    Zeri i Popullit occupies most of its pages with reports from the SP Conference for Tirana branch. It gives a coverage of its workings entitled "Party's reformation is to include not exclude" and the address of deputy chairman Servet Pellumbi under the title "No defence under the word 'Unity'."

    Republika publishes a coverage of the SP conference for Tirana with two articles entitled "Tirana shows the door to Nano" and "Ulqini wins, Pellumbi resigns."

    It also writes about a future visit of the Greek diplomacy Pangalos to Albania where it says that a good diplomatic climate exist between the two countries.

    "Socialists warn numerous resignations", "Nano loses the capital" and "Socialists in Tirana quarrel with fists" are some titles of the articles on the daily Albania today about the SP Conference in Tirana.

    Tribuna writes "Presidency wins a battle but not the fight" where it says that for the unity the SP will continue to have in it representatives of the red politicians, people of the former secret police, criminals, Enverists and all those who destroyed this country.

    Koha Jone carries a chronicle of the SP Conference in Tirana entitled "Fists on the motionists." In this context it carries the article "The Conference headed by a former chief of police and two spies."

    Poli i Qendres writes "The great split avoided" and "Critics on both sides, but by the end a resolution for the release of Nano."

    Dita Informacion in its article "Opposite ideas in Tirana Conference" writes that 75 per cent of the delegates in the conference were retired.

    Regarding the Conference of Tirana Gazeta Shqiptare says that the proposed candidates in the Conference and the names left out of voting were the hottest points of this conference. ksh/fh/
