[01] ALBANIAN DEFENCE MINISTER LEAVES FOR U.S.TIRANA, AUGUST 12 (ATA) - The Albanian Defence Minister Safet Zhulali left Sunday for a visit to the U.S. upon the invitation of NATO General Secretary Javier Solana and the Commander in Chief of the Pacific US Armed Forces of Marine Corps Sheeshen.He will attend the military exercises code named "Cooperative Osprey '96" which will be conducted in the context of NATO's programme, in the Partnership for Peace accord in South Caroline. Military troops from three NATO member countries and 16 from its partner countries will participate in these exercises. Albania will be represented with its peace keeping troops which will try to appropriate the best experiences of NATO Armies standards. The Defence Ministry spokesman said Zhulali will inspect the Albanian troops in NATO's military exercises in South Caroline. He will also meet and hold talks with senior officials of Pentagon, US State Department and Congress. ksh/fh/k Albanian Telegraphic Agency[02] ALBANIAN TROOPS TO TAKE PART IN "COOPERATIVE OSPREY '96"TIRANA, AUGUST 12 (ATA) - The Albanian military troops after serious training in the international training centre in Bize, close to Tirana, left Sunday for the US military exercises code named "Cooperative Osprey '96", spokesman of Defence Ministry said.These exercises are organised in the context of the NATO programme in the Partnership for Peace Accord and will be conducted in US "Leyen" Camp of marine corps in North Caroline. The Albanian troops will participate in these military exercises alongside military troops of three NATO member countries US, Canada and Netherlands as well as 16 NATO partner countries. The Albanian troops during these three-week exercises of a peace keeping character will get acquainted and appropriate the best experiences of search and rescue operations in urbane areas. The Albanian Army will continuously enrich, alongside the rich experience won during "Peaceful Eagle '96", its experience in peace keeping operations aiming the high standards of NATO. These exercises will serve them to grow professionally. This is the second US training exercises the Albanian troops participate in, besides other military exercises of a peace keeping character conducted in Albania. ksh/fh/k Albanian Telegraphic Agency[03] SOME 54 HEALTH CENTERS TO BE REHABILITATED DURING 1996TIRANA, AUGUST 12 (ATA)-By A. Milo, Some 54 health centers will be rehabilitated during 1996 in 18 districts of Albania, by contribution of the Albanian government and the World Bank.Meanwhile the Phare programme's projects envisage the completion of 18 health centers in three districts of the country. The building and reconstruction of health centers in all the districts of Albania will be carried out according to a programme drafted by the Ministry of Health and Environmental Protection in cooperation with experts of the World Bank and the European Union. The Albanian government's programme stipulates that until 2000 the whole country will be provided with health centers. A survey carried out in 1993 showed that 24 per cent of health centers in Albania were completely destroyed. Experts of the Health Ministry, the World Bank and the European Union have drawn to the conclusion that some 500 health centers are needed to cover the territory of the republic. The number of the centers, newly built or rehabilitated, so far exceeds 300.kei/lm/k Albanian Telegraphic Agency[04] ALBANIAN STUDENTS TO ATTEND EASTERN EUROPEAN UNIVERSITIESTIRANA, AUGUST 7 (ATA)- By P.Shuteriqi, A considerable number of Albanian university and postgraduate students will study or promote their scientific research in various universities of several Eastern-European countries.In the new academic year 1996-1997 dozens of pupils graduating with high results from the secondary schools will continue studies at the Universities of Slovakia, Russia, Turkey, Hungary and other countries, according to Irena Bejo, inspector at the Higher Education and Scientific Research Ministry. "The granting of scholarships for Albanian youths is made possible through the application of several governmental draft-agreements and the materialisation of negotiations between the Albanian insitution with those of the respective countries," Bejo said. Some 65 scholarships for higher schools and 15 for secondary ones have also been offered to Albanian students for the new academic year 1996-1996 by Romania, through its embassy in Tirana. For three days in succession around 350 candidates were tested be specialists of the Romanian Ministry of education for these new scholarships. The number of the Albanian students in Romania has reached nearly 500. kei/lm Albanian Telegraphic Agency[05] ALBANIAN FOLKLORISTIC GROUP IN UKRAINETIRANA, AUGUST 12 (ATA) By F Nikolla - An Albanian folkloristic group with artists from Berati and Bilishti left for Ukraine, upon the invitation of some Ukrainian villages of Albanian origin.It will participate in the International Festival of the Albanian National Culture which will be organised there from 20-27 August, 1996. These four Ukrainian villages, close to Odessa, with about 2000 inhabitants initiated this festival aiming the affirmation and conservation of their cultural values. This activity is organised on the occasion of the fifth anniversary of Ukraine's proclamation of independence.ksh/fh/ Albanian Telegraphic Agency[06] KOSOVA CONSTITUTION GUARANTEES PEACEFUL CO-EXISTENCE OF ALBANIANS AND SERBS IN THIS REPUBLICTIRANA, AUGUST 12 (ATA)-The interests of the Serbs in general and of those residing in Kosova in particular are being used by the Serb propaganda and top officials as a means to justify Serb domination on Kosova.But the constitution of the Republic of Kosova, adopted in 1990, guarantees "full rights to the members of other nationalities living in the Republic of Kosova, fulfilling their wish to proceed on their own free will on the road of democracy, social justice, peace and friendship between the peoples." This juridical document of the Kosova state guarantees the Serbs 14 seats in parliament and, as President of the Republic of Kosova Ibrahim Rugova has said, "clearly sanctions all guarantees for the Serb interests in Kosova". The Serb propaganda, according to which the Serbs' life in Kosova is "at stake", is baseless. The Albanian population in Kosova is unarmed and what is more important, they have chosen the peaceful way to realise their goals, likewise peaceful at a very high cost. This is testified by the whole way followed by the Albanians at various stages to create their own state, with all its legislative and administrative institutions. In the multi-party elections for parliament and the president of Kosova on May 24,1992, in which took part Albanians, Serbs, Montenegrins, Croats, Turks, Gypsies and Moslems, 14 seats were left vacant to the Serbs. These seats were defined based on the percentage of the Kosova population and the proportional distribution of seats in parliament. This document and the peaceful policy historically pursued by Albanians are a guarantee for the Serbs living in Kosova and at the same time a guarantee for Serbia, which will have in its borders a state offering good neighbourliness with both sides respecting the rights of one another. p/ta/lin/lm Albanian Telegraphic Agency[07] ALBANIAN NURSES TO GRADUATE FROM PROFESSIONAL SCHOOL IN 2000TIRANA, AUGUST 12 (ATA) By A Milo - Albanian first nurses with higher education will graduate in year 2000.A decision of the Albanian government said that a High Professional School of Nurses will open this year in Tirana. The students in this school should have a general or professional secondary school education and will be tested in biology and organic and inorganic chemistry. This school, the first of its type in Albania, will be three years and a half long. Its complete cycle will have some 4600 hours, with 40 per cent theory and 60 per cent practice. Its programme will have a European level and is organised according the recommendation of the World Health Organisation. Albanian Ministry of Health has applied during the last four years enriched programmes with new concepts of nursery care. A EU project in process, of Phare Programme has included in its training some 1800 Albanian nurseries. eva/fh/ Albanian Telegraphic Agency[08] CRIMINALITY IN ALBANIA 45 PER CENT LOWER THAN 1992TIRANA, AUGUST 12 (ATA)- Criminality in Albania has decreased by 45 per cent as opposed in 1992, according to an interview with the Interior Deputy Minister, Agim Shehu, with the newspaper Albania on Sunday.Shehu, after reminding that uncertainty prevailed in Albania in 1990- 1992, stressed that the reform launched over the last years has greatly influenced in diminishing crime. He said that the "level of criminality per 100 000 inhabitants is comparable with major Western countries including France, Italy, England and other countries." "Crimes including abduction, abuses and sexual violence are at a lower level in Albania than in the aforesaid countries," Shehu says further on. Shehu says that "the hunting down of the persons, who commit crimes and seek to avoid investigation and trial, is one of the police priority tasks to bring these persons to court to receive the punishment envisaged by the law". He says that the police operation in this field has been substantially intensified. This is testified by the interception of the persons committing crimes in many districts of the country including Tirana, Shkoder, Durres and Vlora". "Nowadays, the police also face phenomena emerging in the transition period such as mediation in prostitution, illegal traffic of people and other phenomena. Defining the strategy in the fight against new phenomena of crime, preventing and attacking the crime since the very beginning is at the center of the police attention today, Shehu says in his interview. kei/lm Albanian Telegraphic Agency[09] MEETING OF THE COUNCIL OF MINISTERS OF ALBANIATIRANA, AUGUST 12 (ATA) - Today's meeting of the Council of Ministers adopted a decision which defines the criteria and norms for the categorization and classification of the tourist accommodation units and the improvement of their institutional activity.Besides, the meeting passed a decision for a financial support for the coal mine of Memaliaj, Southern Albania with a 14 million fund to be provided by the Enterprises Restructuring Agency. The decision for the approval of a memorandum between the Albanian Government and the European Union for the project related to the elimination of unused pesticides through a fund of 1.7 million ECU, was also approved. Additionally, the meeting adopted some changes in the administrative- land division and discussed the possibility for the opening of the port of Himara, in the Ionian sea, Southwestern Albania, as a trade port. am/kei/xh/ Albanian Telegraphic Agency[10] ALBANIAN-AMERICAN "SALVATION EAGLE 96" EXERCISE STARTSTIRANA, AUGUST 12 (ATA)- By Fatos Vladi: The joint Albanian-American exercise "Salvation Eagle 96" started today with a ceremony held in the Zall Herr commando troops unit.The exercise is being conducted in the context of the bilateral cooperation between the Albanian and the American armies in the context of the partnership for peace. The commander of the commando forces of Albania, colonel Fatos Hoxha and colonel Richard Netonski, from the U.S. marine forces, spoke in the ceremony. Colonel Hoxha said that the exercise will show the real values of the Albanian special forces. "It will once more prove of the friendship between our two armies, between our two peoples," said he, adding that the exercise and others to follow in the future will serve the protection of stability in the region and elsewhere. U.S. colonel Netonski greeted in the name of the U.S. marine troops and the Sixth U.S. Fleet." Maneuvers in the sea and the ground will be conducted during the exercise. "The Albanian army troops in cooperation with the marines of the Sixth U.S. Fleet will perform new elements and peace keeping operations, search and rescue manoeuvres in the sea and on the ground, joint actions of ships in carrying out the tasks of the coastal guard," said Albanian Defence Ministry sources. In the past four years, Albanian troops have taken part in more that 20 joint exercises with armies of NATO countries and partners. Albanian peace-keeping forces will take part in a multilateral exercise named "Cooperative Ospray," which starts in North Carolina (U.S) today, with troops from the armies of three NATO member countries and 16 partner countries. Albanian Defence Minister Safet Zhulali, who left on a visit to the U.S. yesterday, will attend the exercise. ksh/xh/ Albanian Telegraphic Agency[11] SERBIA SHOULD ACCEPT THE RIGHT OF KOSOVA FOR SELF-DETERMINATION - Obrad KesicPRISHTINE, AUGUST 12 (ATA)- Obrad Kesic, known analyst of the U.S. foreign policy and expert of Balkan questions considers the road "of continuous forms of pressure and ultimatums" towards Serbia for the solution of the Kosova question as efficient, Information Centre of Kosova reports."Forms of pressures and ultimatums should continue in order to make Serbia support the right for self-determination of the Albanians of Kosova and to cooperate more with the Hague Court," said Kesic in an interview with Telegraph paper, referring for this idea to the political platform of the U.S. republicans.
