[01] DIPLOMACY TO HELP REALISE TEMPORARY ELECTIONS IN KOSOVA - CFRTIRANA, JULY 27 (ATA)- The New York based Council for Foreign Relations (CFR) made public recently the proposals stemming from a study by its center for preventive action entitled:"Towards comprehensive peace in the Southern Balkans", the Kosova Center of Information reports.Follow the proposals addressed to the U.S. administration regarding the Kosova issue: "Bearing in mind the principles for the stabilisation of the Southern Balkans, the U.S. should see to the appointment of the special envoy on regional problems in the former Yugoslavia, including Kosova, other ethnic issues in Serbia, Macedonia and the issues not covered by the Dayton accord. Even in the absence of the special envoy, we should engage in the intensification of diplomacy, either secrete or public, to reach temporary solutions for Kosova as well as to support the new government's initiatives in resolving inter-ethnic tensions in Macedonia". "It is of vital importance to continue the outer wall of sanctions against the FRY, until an obvious progress in the solution of the conflicts in Kosova is achieved", the report says. Regarding the possibility of reaching an Albanian-Serb agreement on Kosova, the CFR study says: "Given the two sides, the Serbs and Albanians, are actually far from reaching any agreement on the final status of Kosova, we engage in a temporary solution to ease tension. The new situation to be created then would enable discussion which today seems impossible". The CFR analysis highly appreciates the Serbs' allowance of a larger international presence in Kosova, including the resumption of the OSCE mission and the opening of other international offices of governmental and non governmental organisations (information bureaus and consulates). CFR is a non governmental organisation influencing in the formation of the U.S. foreign policy. It includes diplomats of the rank of Warren Christopher, Richard Holbrooke and Stron Talbot, (who until late has been chairman of this Council ). a.ca/pas/lm [02] DRAMA "DARK STAINS" CRITICISED BY HOXHA TO BE REPLAYED IN PARISDURRES, JULY 27 (ATA)-Albanian dramatist Minush Jero was recently invited to Paris by the Association "Alliance Francaise" where his drama "Dark Stains", translated by Christian Monteco, was read to the public.Attending were figures of French culture and art, translators Robert Elisier, Aleksander Zoto, producer Dominique Dolmier and others. The drama will be played at the Paris Theater by a French troupe in September this year. Although the drama was awarded prize in 1973 in the Theatres' Festival, it was declared "harmful and reactionary" and banned to be played as it did not comply with the literary method of socialist realism. The writer, Jero, was later imprisoned and interned. During his stay in France, Jero also reached a contract with the troupe of the Ljubjana Theatre, which will also play this drama in Slovenia. On this occasion, Jero was addmited member of the "Beaumarchais" Dramatists' Association, founded in 1847. a.m/lm [03] "ILIRIA ISLAND" INAUGURATED BY VEFA HOLDINGDURRES, JULY 28 (ATA)- By R. Floqi,The VEFA Holding company made its first step in direction of its investment in tourism and hostelry, inaugurating the "Iliria island" at the Durres beach. Tourism and hostelry will be of special priority, Gjergj Titani, the company's spokesman, said on behalf of its president, Vehbi Alimucaj. VEFA is one of the major companies created in Albania after the establishment of democracy and has carried out large investment in light and food industry and construction. Attending the inauguration ceremony were Justice Minister Kristofor Peci, Secretary of State for Local Government Njazi Kosovrasti and the Tirana Prefect Rexhep Karapici. Also present were heads of diplomatic missions accredited to Tirana, representatives of Albanian and foreign media and local and foreign partners of the company. s.sh/lm [04] PRESS REVIEWTIRANA, JULY 28 (ATA)- Today's newspapers carry chronicles from yesterday's funeral of Bujar Kaloshi, Head of Albania Prisons, who was killed on July 26 by unidentified persons.Several newspaper including Rilindja Demokratike, Liria A, Tribuna, Gazeta Shqiptare, Albania, Balli i Kombit and others also write on his life and activity as a democrat. Rilindja Demorkatike and other newspaper also carry the announcement of the Public Prosecutor's office according to which the persons responsible for the killing of the Pogradeci Police commissar, Agron Gjyrezi, are now known. Under the titles:"There is no room for the motion's supporters in the SP", "Shocking drama of the Albanian left" and "SP reformation is only a fictive mask", the newspaper Rilindja Demorkatike carries articles and analyses on the latest developments in the Albanian major opposition party. Rilindja Demokratike, referring to several articles in yesterday's Koha Jone by several small parties' representatives, reports that the leaders of the Democratic Alliance Party and the Social-Democratic Party "are preparing to boycott the local elections", due in October this year. Zeri i Popullit carries the article :"Reformation-natural way of development", stressing that the SP reformation process is completely organic, result of its internal developments. The paper also carries another letter of SP leader Fatos Nano, sent from the Benca prison, where he is serving sentence on charges of corruption. The letter calls on the SP to reconsider its stand. The paper reports that the DAP and SDP leaders declared yesterday that :"We will take part in the local elections but not under Berisha's joke". Under the title:"Europe and the opposition", Albania carries an editorial saying that Europe made clear its stance on the legitimacy of the May 26 elections in Albania through its Foreign Commissioner, Van den Broek, causing perplexity among certain segments of the Albanian opposition. The paper reports that the trial against nine ex-senior officials of the Party of Labour of Albania and communist state will be held in Tirana on Monday. Republika says in its editorial that the lifting capital punishment will be a blow to the Albanian state. The paper comments the third letter of fatos Nano addressed to the SP. it says that: "Nano declares life or death war" and "The socialist chairman deals another blow to his own party, now with names". Poli i Qendres says that the the State department declared on Friday the official stand of Washington for fresh parliamentary elections in Albania. The paper reports that the DAP Assembly convened in Tirana yesterday under the title:"Our political compass :return of the power's legitimacy through fresh elections". It also reports that the expanded meeting of the SDP branch of Tirana was held yesterday, starting the campaign for the local government elections. Koha Jone comments the letter of SP leader Nano. It also carries an article citing SP deputy chairman, Ilir Meta, as saying that :"The Greek lobby of Gramoz Pashko, one of the DAP leaders, wants to split the Socialist Party".
