[01] MEETING OF COUNCIL OF MINISTERSTIRANA, JUNE 17 (ATA) - The press office close to Prime minister said that the cabinet organised Monday morning a meeting headed by Prime minister Aleksander Meksi.The meeting approved the future development of railways. According to this program the activity of railway transport of goods will cover all the railway network. A priority in the future development will be the widening of railway network in the West-East corridor. The meeting also approved the ratification of Loan Agreement for the reconstruction of the Rinasi airfield. Its value is about DM48 million. Council of Ministers also approved an amendment of its former decision on the law "On the declaration of wealth of the elected and some officials of the public service." According to the amendments the wealth declaration will cover secretaries, inspectors, directors and chiefs of the prefecture's departments, municipalities and communes as well as officials of all levels in central or local organs who have been or are members of commissions who deal in different auction-sale. ake/jz/fh/z/ Albanian Telegraphic Agency[02] PRESS RELEASE OF CENTRAL ELECTORAL COMMISSION IN 17 CONSTITUENCIESTIRANA JUNE 18 /ATA/ - The Central Electoral Commission (CEC) had observed serious irregularities in polling process and vote counting in 17 constituencies and so decided the re-run of the elections on June 16, 1996.The CEC after examined the process-verbaux from the polling commission noticed that in 17 constituencies the voters turnout was 244681 out of 362416 registred in the voting lists, which constitutes 69,43 percent of the registered electors or 76,4 percent of the electors which have participated on the elections of May 26, 1996. Two are the main features of last years: increase of cars and constructions without permission, especially in parks. The great number of cars that has entered the country during the last years, 300000 in a period of five years, have caused pollution. Air pollution is worsened also from industrial activities in cities or inhabited areas and the dust of roads, caused by cars and constructions.Settlement of environment problems, new and old ones, starts from the institutional organization and the legal framework. During the last years environment institutions were fostered and the legal framework was improved. The Committee of Environment Protection was created. In local level, regional environment agencies have been created in the main Albanian districts. In the legal aspect, a number of laws such as the "law on environment protection", the law on administration of forests, pastures, wild animals, hunting, fishing, administration of urban garbage, water and others have been approved. Strategy of environment protection in Albania aims to improve the medical existing situation and to prevent its worsening. Sewage system has a special importance. Three projects in this regard in Vlora, Pogradec and Tirana, with PHARE funds and the Japanese government will start soon. They will be followed by other projects in five other Albanian cities. Implementation of these projects will influence in the quality of underground and on ground water. On the other side, a considerable part of cities are working to improve the drinkable water system and the sewage system, influencing in the quantity and quality of water. Environment problems in Albania should be treated in the context of "National Plan of Action for the Environment". In the future, the policy of urban planning will be coordinated with environment protection. A.Lazaj Albanian Telegraphic Agency[04] DP VICTORY SHOWS THE RIGHT-WING AND PROGRESSIVE ORIENTATION OF ALBANIANSTIRANA, JUNE 17 (ATA) By A Sakja - The DP victory in Sunday's elections clearly showed the right-wing and progressive orientation of Albanians and its determination never to turn back in its way of progress, said yesterday in a press conference the DP chairman Tritan Shehu.He said that "June 16, 1996 election results although close to the first one and those of the second round confirm the validity of May 26 elections." According to the data, the DP won in all 17 constituencies of June 16 elections with results ranging from 61-78 per cent. After the rerun of elections in these constituencies the whole cycle of political elections closed in Albania. The DP chairman was open for coalitions although he underlined "like in the last Parliament we have a crushing majority." We will find possibilities to widen the coalition with forces of the centre and of the right wing. As cooperation possibilities except governing coalition, Shehu mentioned the cooperation in different governing levels and cooperation in election of local government. Albert Brojka the DP Secretary for International Relations reported to the press conference about the last stand of the EUCD parties during a Conference this Union held in Malta some days ago. The resolution of this conference said that all EUCD parties support the results of May 26 elections in Albania "as results reflecting the vote of the people" and said that they will express the same opinion in European Parliament where they will ask the ODIHR "to clarify its different reports on elections in Albania." Brojka voiced the stand of the representative of the Greek "New Democracy" Party Tzitzikostas, which was the same with that of 48 other EUCD parties. (Neritan Ceka, leader of the Democratic Alliance Party had declared some days ago that "Tzitzikostas will express an opinion opposite to the DP in Malta.") "I have a cassette recorded in Malta meeting, said Brojka, and I will put it in disposition of media as well as an official document referring to the resolution signed by 49 EUCD parties. The representative of the "New Democracy" had been against new elections in Albania and for a political dialogue among the political Albanian parties to find a consensus among them." EUCD, said Brojka will see its stand towards Ceka because he is collaborating with a left-wing grouping and they would not accept a party having the observer status in this grouping to collaborate with a socialist party. jz/fh/z/ Albanian Telegraphic Agency[05] ALBANIAN DEFENCE COLLEGE VISITS GERMANYTIRANA, JUNE 17 (ATA) - The second course of the Albanian Defence College paid a working visit to Germany from June 11-16, 1996.The team of 27 people comprising officials of different ministries, directors of banks and INSIG and journalists followed a seminar on the compilation of defence and security strategy in "Marshall" centre of Garnish, Land of Bavaria. Members of the Defence College were also acquainted in this seminar with issues connected with the role of economy in defence and security policy of a country and its army modernisation. This is the second visit to Germany after that of the first course of Defence College last year. Albanian Telegraphic Agency[06] CHAIRMAN OF CEC ASKS ODIHR FOR OPEN DEBATE ON ELECTIONS IN ALBANIATIRANA, JUNE 17 (ATA) By Jerina Zaloshnja - In a special letter addressed Saturday to Audrey Glover, ODIHR's director, the chairman of the Central Electoral Commission (CEC) Edmir Kapidani proposed that experts of this organisation and CEC have an open debate in Albania or a group of this Commission be sent to this organisation in a proper time to discuss the chapter "ODIHR's report on conclusions and observations of parliamentarian elections in Albania."In a second letter to her, the CEC chairman informs that a group of observers which came to Albania as observers of the Socialist Party, had at the same time the status of the ODIHR observer. Kapidani mentioned the case of Mr Magnusson who had early relations with the former communist regime in Albania. "Our observations should not be considered as an opposition to ODIHR. They just imply that such a way of organising ODIHR's missions compromises the seriousness and reputation of this institution", the second letter of Kapidani concludes. A group of ODIHR reporters expressed some complaints on the organisation of elections in Albania.
