  • [01] CONSTITUTIONAL COURT EXAMINES THE CLAIM OF SP DEPUTY, GAFUR MAZREKU

    TIRANE June 12 /ATA/ By S.Spahiu Albania's Constitutional Court, presided by chairman Rustem Gjata, examined on Wednesday the claim of Socialist Party deputy, Gafur Mazreku, on "the statement considering the result of the election May 26 in constituency no.14 of Hasi district, where he has put his candidacy, as invalid."

    Members of the Court told ATA that this is the first and the only claim presented to the Constitutional Court by candidates or other political subjects. The court examined the claim within three days.

    Mazreku had before presented the same claim to the Central Electoral Commission (CEC). The lawyers of the commission present to the court room declared that "Mazreku's complaints didn't prove true during the verification conducted by CEC and upheld the decision of the polling commission of no.14 constituency."

    Maxhun Peka, of DP was the winner of constituency 14 with 53,4697 percent of suffreges during the elections of May 26.

    The SP candidate for deputy Gafur Mazreku did withdraw his candidacy, contrary to the decision of the electoral subject he represents, whom three hours before the closure of the voting process, announced the withdrawal of his candidacy and the commission members from the polling stations through a statement make public by the TV.

    The panel of the Constitutional Court demanded from Mazreku to prove his claims with facts and deposits the materials presented by him.

    SP members of the commissions in 16 constituencies of this zone and its observers has signed the process-verbaux and hadn't presented any complain or irregularity in these polling stations during the process of voting and suffrage counting.

    Constitutional Court decision on this issue will be announced after same days.

    Only five candidates of SP won in the elections of May 26.

    SP stirred up a lot of noise (and other opposition left parties) on the irregularities and other grave violation in the election procedures. This is the the first complain that a memebr of this party (or other parties) submittes to this court on such basis. JZ/gen/k

    [02] SP DEPUTY CHAIRMAN DOESN'T EXLUDE NEGATIVE CONSEQUENCES OF CRISIS WITHIN SP

    TIRANA, JUNE 12 (ATA) - The deputy chairman of Socialist Party (SP), Ilir Meta, doesn't exclude the possibility of negative consequences within the opposition, "caused by the political crisis which has included whole Albania". He adds that "potetially the possibility is not excluded for such effects within SP too", Meta says in a interview the daily Koha Jone publishes on Wednesday.

    Regarding the possibility to elect a new leader for SP, as the current chairman is imprisoned on charge of corruption and forging of documents, Meta says: " I don't think SP is suffering a leader crisis". The future Congress will decide about the new leadership of the Party, he adds.

    The SP and the other left opposition parties, boycotted the parlamentary elections of June 26, three hours before polling procedures was over, claiming the elections were rigged by the ruling party, Democratic Party, who won the majority.

    On the same claim SP boycotted the second round, the ballot of June 2, and declared this Party will boycott the re-run of elections of June 16, in 17 constituencies. There have been irregularities in these constituencies, mainly in the suffrage counting, caused by the withdrawal of left parties represesentatives from voting comissions.

    "I will not take part in the parliament set up by president Berisha"- Meta declares.

    [03] ALBANIA'S OPPOSITION DEMANDS A MEETING WITH THE AUSTRIAN CHANCELLOR VRANITZKY

    Tirana, June 12/ATA-Rafael Flloqi/_ The two Albanian parties of opposition, the self-called Pole of the Center, the Socialdemocratic Party, SDP and Democratic Alliance Party, DAP, which boycotted in coalition with the Socialist Party, SP, the elections of May, 26, had sent a letter to the Austrian chancellor, Franz Vranitzky, demanding an audience with him, in order to present their viewpoints and to ask his interference "for the settlement of the crises".

    "In the name of the main Albanian opposition parties... We have faith that under these extremely difficult circumstances, an European personality as Mr. Vranitzky should play a major role for the settlement of the crises", a fax that the chairman of SDP, Skender Gjinushi, and the president of ADP, Neritan Ceka sent yesterday to Mr. Vranitzky says.

    Both opposition parties, together with the Socialist Party had refused to take part in the rerun of elections in 17 zones in June 16. From the preliminary information, it comes out that these two parties have not met the four per cent quota necessary to have e seat in the parliament. These parties also have not reacted about the call made yesterday by EU, and the statement of the spokesman of the American State Department, Richard Burns, which made an appeal to them to take part in the rerun of elections.

    "This crises demand an impartial and immediate solution ", the letter to Vranitzsky says, where the reasons why this role may be played by the Austrian chancellor have been presented. SDP and ADP addressed to Vranitzsky not only as a president of Austria, but also as the vice chairman of the Socialist International and chairman of the SDP of Austria.

    During the recent days, especially after the EU statement, an activity of the above mentioned parties is noticed in their efforts to find a support from outside about their viewpoints. Today, a delegation of three members of the Albanian opposition is paying a visit to Greece, where they are holding talks in order to promote the socialist Greek government not to accept the results of elections in Albania.

    A separate activity of these parties from the Socialist Party, which has not been accepted to the Socialist International, is noticed. The united front of oposition which is boycotting the elections, experienced a real shock last weekend, when the imprisoned leader of SP, Fatos Nano, declared that the decision to pull over elections was " hastily taken".

    The leaders of SDP and ADP referring to a letter where the chairman of SP, Nano criticized the withdrawal of the leaders from elections, underlined that Nano "does not have a clear image of the reality because of his isolation in prison".

    "I hope, the chairman of DP Tritan Shehu said to ATA last night, that the opposition will respond to such statements. But it is true that our opposition is so paradoxal and so ill motivated in its stands and have only one purpose: to create an bad image on Albania, something it has made historically during the last three years".

    [04] AGREEMENT OF COOPERATION BETWEEN THE ACADEMIES OF KOSOVO AND ALBANIA

    TIRANA June 12 /ATA/ - A meeting between the Academies of Sciences and Fine Arts of Albania and Kosovo headed by their chairmen prof. dr. Shaban Demiraj and prof. dr. Idriz Ajeti respectively took place from 11-12 of June in Tirana.

    Talks held in a cordial atmosphere were materialised with the signing of a scientific and research cooperation agreement for a two year period.

    Both sides agreed to expand and deepen comprehensive scientific cooperation in the field of study of culture and traditions of the Albanian people. Likewise, both sides were committed to undertake scientific projects and activities, joint publications and other activities. JZ. GC.

    [05] FINAL CONFERENCE OF PLANNING OF MULTINATIONAL TRAINING " PEACE EAGLE 96" ENDS

    TIRANA, June 12/ATA/- After the conclusion of the conference on planning, reconnaissance and measures for the construction of the necessary objects in the terrain where the multinational training "Peace Eagle 96" , the Final Conference on Planning of Training was hold in Tirana for two days, with the participation of 8 military teams of the NATO member countries and of the partner countries.

    At the final conference of this training, organized in the context of Partnership for Peace initiative, representatives of the military teams of Albania, USA, Bulgaria, Greece, Rumania, Turkey, former Yugoslav Republic of Macedonia and Italy discussed and exchanged opinions.

    This conference will be followed next week by an practical important activity in Vincenco of Italy, where alongside participants of the "Peace Eagle 96 " training, tens of high military authorities of the Albanian army will take part.JZ.La/Z/

    [06] U.S COLONEL VISITING ALBANIA

    Tirane June 12 /ATA/ - The director of the Program on Contacts among the armies at the U.S. Command Forces in Europe, Colonel Allowey is visiting Albania in the context of the program for contacts between the Albanian and U.S. armies.

    The aim of the visit is to inform on everything achieved and on the prospective of boosting the cooperation between the two armies.

    Colonel Alloway was received by the Chief of General Staff, Army General Sheme Kosova and deputy Defence Minister, Luan Lazimi.

    Alloway said that with the recent instructions, signed by U.S. Secretary of Defence, William Perry, the program of contacts between Armies has experienced changes, so the activities will be increased. The duration of the director of the Program on Cooperation, attached to the Ministry of Defence will change too. jz/g/Z/

    [07] ALBANIA'S PRESIDENT PARTICIPATES AT UN CONFERENCE ON HUMAN SETTLEMENTS -HABITAT II

    TIRANA June 12 /ATA/ Albania's President Sali Berisha is in Instanbul, participating at the U.N. Conference on Human Settlement, Habitat II.

    At the airport, Berisha told journalists keen on Albania, that the country is progressing in the path of democracy and development and towards the European Community too.

    Albanian President gave an exclusive interview to the "Daily News" newspaper, which is published in English and also the American TV channel CNN Responding to questions of the people interested on the political and economic situation in Albania, Berisha said that Albania is the country with the highest rites of GDP in Europe, with two digits and that his country is ranked among the countries with the lowest one digit inflation.

    Asked about elections in Albania, Berisha responded that they were hold in a regular way. He denounced as marxist the decision of some Albanian opposite parties to pull out of elections three hours ahed of the agreed closure, while 2/3 of the representatives of these parties did not withdrew from polling stations. With their free vote-Berisha said, Albanians demonstrated that they belong to democracy. Partial rerun of elections in some zones are more a political decision, another opportunity for the opposition- the president underlined.

    President Berisha was invited for a dinner by the Israeli president, Vaisman.

    The Albanian president met today the Turkish president, Demirel and later the UN Secretary general B.B.Ghali. President Berisha will speak in today's afternoon session. JZ. GC/LA/Z/
