[01] SERBIAN PRESIDENT RECEIVES U.N. ADMINISTRATORTanjug, 1997-07-08Serbian President Slobodan Milosevic on Tuesday received U.N. Transitional Administrator of Eastern Slavonia Jacques Klein. Klein informed the President about the efforts aimed at ensuring an efficient functioning of the newly elected local organs and association of municipalities in the Srem-Baranja region, whose work should help consolidate security, freedom and equality of citizens and speedy economic recovery. Klein informed Milosevic about the course of and plans for a consistent realisation of the administration's mandate. Belief was expressed that the Erdut/Zagreb agreement, as a basis for the restoration of confidence, strengthening of citizens' freedom and overall political normalisation in the region, would be consistently implemented, primarily in the interest of citizens who live in this region and the interest of peace and stability in the region. Yugoslav Foreign Minister Milan Milutinovic also participated in the talks. [02] LIBERATION SAYS MUJAHEDIN MAINTAIN NETWORK IN BOSNIATanjug, 1997-07-07The trial of Lionel Dumont and his accomplice Mouloud Boughelane, two former French Mujahedin in Bosnia, which opens in the Bosnian town of Zenica Monday is especially "unpleasant for Bosnian President Alija Izetbegovic", the French daily Liberation said. The daily reminded its readers that Izetbegovic had pledged during the Dayton talks "to return home the Islamist mercenaries." Liberation said that, nevertheless, according to estimates of the multinational force SFOR, there were still about 500 Mujahedin in Bosnia, who it said were no longer as conspicuous as before, but constituted a network which could be reactivated in case of need, according to an unidentified SFOR officer. The French daily said the Bosnian Muslim authorities, for their part, insisted that the figure did not exceed 200. Dumont, 26, is a former member of the Roubaix gang, suspected of committing a series of terrorist attacks in the Lyons area in 1996. He converted to Islam in 1991 and was in Bosnia as a Mujahedin in the 1994-1995 period. According to Liberation, Dumont left Bosnia a day after the Dayton accords were signed, but returned later under the assumed name Abu Hamza and in the spring of 1996 married a local 17-year-old Muslim girl, who the daily said "did not know about his terrorist past." [03] MONTENEGRIN PARLIAMENT APPROVES NEW GOVERNMENT MEMBERSTanjug, 1997-07-08The Montenegrin Parliament has approved the cabinet reshuffle as proposed by Prime Minister Milo Djukanovic. Montenegrin Premier Milo Djukanovic said on Tuesday he had decided on a cabinet reshuffle in order to try to ease political tensions in the Republic. Speaking at a parliament session, Djukanovic said that he planned to do all in his power to settle the political crisis, despite feeling that the Government had not caused it. Djukanovic said that those who believed in the strategy of developing the open reform orientation of Montenegro and Yugoslavia had helped him reach this decision. The new government members are Deputy Premiers Milutin Lalic and Jovan Mihajlovic, Foreign Minister Branko Perovic, Trade Minister Branko Vujovic and Minister for Culture Branislava Lijesevic. Removed from office are Deputy Premier Slavko Drljevic and Minister for Culture Goran Rakocevic. New members of the Council for the protection of national and ethnic groups are Bishop Ilija Janjic of Kotor and President of the Branch of the Democratic Union of Albanians for Malesija Prelja Vuljaj. [04] KLEIN SAYS BORDER REGIME IN EASTERN SLAVONIA STAYS THE SAMETanjug, 1997-07-08The UN Transitional Administration in Eastern Slavonija will stay on in the region for another six months and the border regime will not change during this time, Administrator Jacques Klein said on Tuesday. Klein said he expected the UN mandate would be extended until January 15, 1998. The border regime will stay the same, despite announcements by the Croatian Consulate in Belgrade that visas would be introduced, he said. Klein said the Organization for Security and Cooperation in Europe had decided to appoint a monitoring mission over a one-year period, and that he was trying to secure funds so as to bring the UNTAES mission to a successful conclusion. [05] MILOSEVIC ADDRESSES MESSAGE TO PLAVSIC, KRAJISNIKTanjug, 1997-07-08Serbian President Slobodan Milosevic addressed Tuesday a message to the Republika Srpska member of the Bosnia-Herzegovina Presidency Momcilo Krajisnik and Republika Srpska President Biljana Plavsic. In the message, President Milosevic said he shared the concern of the Republika Srpska citizens caused by the crisis in the relations among the highest RS institutions. The crisis must be resolved through cooperation - in the interest of Republika Srpska - and not through an escalation of the dispute - to the detriment of the citizens and their future and the future of Republika Srpska, President Milosevic said in his message. Grave statements have been made by both sides, but they must not be allowed to turn into an obstacle hindering a resolution of the crisis. Instead of escalating the dispute, it is essential to achieve unity and concord in the interest of eliminating poverty as soon as possible and overcoming the weaknesses in the functioning of key institutions in Republika Srpska, the message says. President Milosevic consequently invited Krajisnik and Plavsic to come to Belgrade and discuss with him the steps necessary to overcome the crisis and ensure a smooth implementation of the Dayton Peace Agreement in the interest of Republika Srpska and its citizens. [06] YUGOSLAV CHIEF OF GENERAL STAFF PERISIC RECEIVES KLEINTanjug, 1997-07-08Chief of the Army of Yugoslavia General Staff, Gen. Momcilo Perisic received Tuesday the outgoing Transitional U.N. Administrator of the region of East Slavonija, Baranja and West Srem Jacques Klein, who will be taking over as Deputy High Representative for Bosnia-Herzegovina. Gen. Perisic and Klein discussed the situation in the region of East Slavonija, Baranja and West Srem, the extension of the U.N. mandate there, changes in the composition of the U.N. Transitional Administration and force, and possible steps which would help stabilize the situation in the region, an Army of Yugoslavia General Staff statement said.
