[01] NIKOLA TESLA EXHIBITION OPENS IN PARISA multi-media exhibition about Yugoslav scientist and inventor Nikola Tesla (1856-1943) opened in the Yugoslav Cultural Center here on Thursday.About thirty artists have displayed paintings and installations inspired by his work. The one-month exhibition, titled 'Tesla: art, light, energy' has been organized to mark the 140th anniversary of Tesla's birth and the 100th anniversary of the application of his invention on Niagara falls. Tesla's opus is made up of thousands of patents and inventions in the sphere of electric engineering, such as the multiphase current, induction motor, high frequency current dynamo and transformer, remote controlling and signalling, etc. Yugoslav Daily Survey, 1997-01-24 ; Tanjug, 1997-01-23[02] CHANCELLOR READY TO RESIGN AS MORAL ACTBelgrade University Chancellor prof. Dragutin Velickovic said Thursday he was ready to resign unconditionally as a moral act, as soon as the students return to their colleges and courses are resumed.Velickovic told the press that any other act would be a result of force and pressure, and said that the demand of the student protestors that he resign was an unfounded and unacceptable 'decree' which does not include any arguments or explanations. Advocating resolving all problems in official institutions, Velickovic said that the Chancellor's office and the University are institutions on which discussions must be held and agreement reached. Underlining that he supported the right of students to free expression, Velickovic said that he did not however agree with the stoppage of courses in some colleges. He added that students of some colleges continued attending courses and taking exams, while courses were suspended in a smaller number of colleges and said that if the students did not make up the courses they had lost they would fail the year. No one has the right to disturb courses at the University, the Chancellor said and added he had always advocated normalization of courses in the interest of all students, the doors of the University and of the Chancellor's office are always open for dialogue and it depends on the students when the dialogue will be undertaken, Velickovic said. Velickovic gave a press conference after student protest leaders refused his invitation to a meeting Thursday. Yugoslav Daily Survey, 1997-01-24 ; Tanjug, 1997-01-23[03] UNHCR ENVOY ANNOUNCES REGIONAL PLAN FOR PERMANENT SOLUTIONS FOR REFUGEESUN High Commissioner for Refugees Special Envoy for the former Yugoslavia Carrol Faubert said here Thursday that the regional plan on permanent solutions for refugees from these territories was expected in March.Faubert said at a press conference that the last meeting of the Commissioner for Refugees in Serbia, Montenegro, Croatia and the two entities in Bosnia and Herzegovina would be held in Belgrade on February 17, after what a regional plan is expected to be adopted on permanent solutions for refugees from the former Yugoslav republics. Faubert said that he talked with officials of the Federal Republic of Yugoslavia about how to accelerate the process of return of refugees, and about possibilities of local integration. 'We assess as positive the possibility given to refugees to submit a demand for FRY citizenship,' he said. Faubert added however that the UNHCR considers that the best solution for refugees would be that all former Yugoslav republics make provisions for dual citizenship. Talking about the problem of return of refugees in Croatia and in Bosnia and Herzegovina, or a small number of returners, Faubert said that the key factor was 'the readiness of political leaders to accept decisions of all agreements signed so far, from Dayton to the Erdut Agreement.' The process of transition in the territory of Eastern Slavonia is a good example and I think we should not be doubtful about its success, Faubert said. Yugoslav Daily Survey, 1997-01-24 ; Tanjug, 1997-01-23[04] UCCESS OF YUGOSLAV-FRENCH TALKS ON HEALTH CARE AND SOCIAL SECURITYTalks between the Governments of the Federal Republic of Yugoslavia and France on cooperation in the sphere of health care and social security, are being conducted successfully, Yugoslav delegation head Maksim Korac said Thursday.Korac, who is Assistant Federal Minister for Labour, Health and Social Policy, said that the talks, which opened on Monday, have focused on all the major questions of health care payments for the period 1990-1996 to Yugoslavs enjoying these rights on the basis of the existing Convention on Social Security between France and Yugoslavia. The two delegations will also discuss changes in the Heneral Convention on Social Security between the two countries, its adaption to the conditions and legal norms of France and Yugoslavia, and to international and European standards, Korac told Tanjug. The Convention was signed in 1950 and France was the first country to sign such a document with the then Socialist Federative Republic of Yugoslavia (SFRJ). Payments to Yugoslav health and social security institutes were not made in the past four years due to the halt in monetary transactions during the international sanctions against Yugoslavia, Korac said. The French delegation accepted the Yugoslav documents on the payment of the health and social security of Yugoslav workers, pensioners and members of their families. In question is a sum ranging between three to four million German marks. Yugoslav Daily Survey, 1997-01-24 ; Tanjug, 1997-01-23[05] GOVERNMENT ADOPTS PROGRAM OF WORK FOR 1997The Yugoslav Government adopted on Thursday a Program of work for 1997 which contains details of the tasks for the first three months, the Federal Information Secretariat has said.Priority has been given to measures and activities for Yugoslavia's more efficient return to international political, financial and trade organizations in keeping with the realization of the set economic policy for this year, the adapting of federal laws to the Yugoslav Constitution and the adoption of regulations necessary for carrying out the already adopted federal laws. According to the adopted Program of work, the Federal Government will consider over 100 pieces of information and analyses of foreign policy and economic activities and determine about 140 laws, regulations and decisions. The Government also adopted the balance of energy supply and consumption for Yugoslavia for 1997 which calls for the regular supply of all consumers. The Federal Government adopted the corresponding decisions which have created conditions for the application of the new law on travel documents. Determined were the foundations for conducting talks and concluding Agreements with Austria and Cyprus on the mutual promotion and protection of investments and with the Czech Republic in the sphere of social security, the statement said.
