[01] MILOSEVIC RECIEVES SHATTUCK

Shattuck is visiting Belgrade for consultations with Yugoslav Foreign Minister Milan Milutinovic to discuss issues on cooperation and joint efforts for consolidationg the peace process and stability in the region.

Attending the talks were Milutinovic and U.S. Charge d'Affaires in Belgrade Richard Miles.

[02] OFFICIAL PARLIAMENTARY ELECTION RESULTS

According to complete and official results made public on Wednesday by the Federal Election Commission, Parliamentary seats were won by representatives of ten parties or coalitions.

The Opposition Coalition 'Zajedno' ('Together') of four parties won 22 seats, the Democratic Party of Socialists of Montenegro (DPS-CG) 20, Serbian Radical Party (SRS) 16, National Party of Montenegro (NS-CG) 8, Alliance of Vojvodina Hungarians (SVM) 3, Coalition Vojvodina 2, and the List for Sandzak, the Social-Democratic Party of Montenegro (SDP-CG) and Montenegrin Democratic Action Party (SDA-CG) 1 seat each.

Commission President Rajko Nisavic said that 4,605,783 voters (60.7%) took part in November 3. elections in all 36 Election Districts (29 in Serbia and 7 in Montenegro). About 95% of voting slips were valid, he added.

The SPS-JUL-ND-Slobodan Milosevic Coalition won 1,847,610 votes, Coalition 'Zajedno' 969,198, SRS 779,126, and DSP-CG 146,221. SVM won 81,310 votes, NS-CG 66,165, List for Sandzak 61,500, Coalition Vojvodina 57,645, SDP-CG 26,128 and SDA-CG 12,327 votes.

Run-off elections will be held in eleven polling stations, but they will not have much influence on the definite results due to the small number of voters (4,000), Nisavic said.

Nisavic said elections were well organized, free and democratic and added that foreign observers had no objections on their regularity.

[03] YUGOSLAV AND RUSSIAN CUSTOMS ADMINISTRATIONS SIGN COOPERATION ACCORD

On the Yugoslav side, the Accord was signed by Customs Administration Director Mihalj Kertes, and on the Russian, by Chairman of the State Customs Committee Alexander Kruglov.

The document defines the foundations for direct and long-term cooperation between the two states' Customs Services and is seen also as a good legal basis for promoting overall bilateral economic cooperation. It envisages for a direct exchange of information and mutual expert assistance, especially in combatting illegal trafficking in drugs, arms, munitions, archaeological and historical artifacts and pollutants.

[04] U.S. SETS CONDITIONS FOR POLITICAL AND ECONOMIC AID TO CROATIA

Shattuck was speaking during his one-day visit to Zagreb following talks with Croatian Foreign Minister Mate Granic. He also said that U.S. - Croat relations also depend on the degree of the respect of human rights and the freedom of the Press in Croatia. 'The promotion of U.S. - Croat relations depends on the overall improvement of the human rights situation in Croatia,' Shattuck said underscoring three key issues: the return of Serb refugees, an end to attacks on the independent media and cooperation with the Hague Tribunal.

Shattuck said he had come to Zagreb to show that 'the United States have taken a decisive position regarding the human rights issues in Croatia. The time has come for Croatia to bring those accused of war crimes to face justice,' he said.
