[01] PROMOTION OF RELATIONS WITH ZIMBABWE VITAL FOR YUGOSLAVIA

Speaking at a reception in Harare, Lilic praised in high terms President Robert Mugabe and Zimbabwe for their brave and principled attitude adopted at the very outbreak of the crisis in the former Yugoslavia.

'Zimbabwe was one the few countries to have grasped the essence of the issue in our region, bravely opposing the United Nations, the non-aligned movement and other international bodies by its firm and unequivocal commitment to defending the principles of truth and justice, and offering Yugoslavia inestimable support in that way,' he said.

Lilic said Yugoslavia's relations with the majority of the African, Asian and Latin American states had been stable throughout the crisis in the former Yugoslavia, and said the lifting of the U.N. sanctions against Yugoslavia had created conditions for the resumption of economic cooperation.

Mugabe welcomed the fact that a number of agreements on cooperation, specifically those on civilian air traffic, the spurring and protection of investments and avoidance of double taxation, would be signed during Lilic's visit. Stressing that Zimbabwe still needed Yugoslavia's investments and assistance in knowledge and technology, Mugabe said he hoped a growing number of Yugoslav businessmen would start arriving in Zimbabwe as partners from another developing country.

[02] YUGOSLAVIA, GREECE AGREE TO PROMOTE ALL FORMS OF COOPERATION

Speaking after the talks with Pangalos, Milutinovic said they had agreed with pleasure that the stands of the two countries were identical or close on all considered issues.

'We have signed the Protocol on cooperation between the two Ministries of Foreign Affairs which should encourage even more regular exchanges of views on bilateral, regional and other international questions of common interest,' he said.

'We have also exchanged views on the need for a full and speedy normalization of relations and restoration of cooperation of the F.R. of yugoslavia with the european union, which would provide an additional impetus to cooperation of our country with Greece and the other members of the Union,' said Milutinovic.

'It is my pleasure to be able to state that we enjoy full support by Greece in this endeavour,' he added.

'We have agreed that the successful holding of elections in Bosnia-Herzegovina and the positive results of the recent Paris Agreement between Presidents Slobodan Milosevic and Alija Izetbegovic have created conditions for the consolidation of peace, lasting stabilization and democratic development in the region,' Milutinovic said. 'We have emphasized the foremost responsibility of the elected leaders in Bosnia-Herzegovina for a continued implementation of the Dayton-Paris Agreement, with the support and engagement, yet without tutorship, of the international community,' said Milutinovic.

'We have confirmed the commitment of the F.R. of Yugoslavia and the Republic of Greece to render their full contribution to this end by mutual cooperation also in the future,' he said.

It has been agreed that, following the stabilization of the overall situation and consolidation of peace in the region, conditions have been created for the overall relations between Yugoslavia and Greece to be raised to a considerably higher level, said Milutinovic.

'We have also agreed to initiate talks soon on the conclusion of appropriate agreements, aimed at creating even more favourable conditions for long-term cooperation and encouragement of Greek investments in the F.R. of Yugoslavia,' he said.

'Expert talks on regulating the Yugoslav status in the Salonica harbour will also be speeded up,' he said.

Pointing out that they had also discussed the possibility of liberalizing the visa regime, Milutinovic said he had conveyed Yugoslavia's 'commitment to a full abolition of visas' to the Greek Foreign Minister.

Minister Pangalos said Yugoslavia was making a positive contribution to the consolidation of peace and cooperation in the region. He said Yugoslavia's full integration into the international community was necessary.

We believe the discriminations against the F.R. of Yugoslavia are not justified, Pangalos said.

He pointed out that Greece would raise the issue of the F.R. of Yugoslavia's equal treatment as all other states formed in the territory of former Yugoslavia at the meeting of foreign ministers of the European Union member-states in Brussels on Oct. 28.

Pointing out that he had also discussed the promotion of bilateral relations with Milutinovic, Pangalos said he believed Yugoslavs would be able to visit Greece more easily in the future.

He said they had also discussed the promotion of economic cooperation and major projects of strategic interest in the areas of road and railway traffic.

It was agreed that a meeting of Greek and Yugoslav economists and businessmen be organized in Salonica in March next year, Pangalos said.

[03] GREECE FOR QUICKER REINCLUSION OF YUGOSLAVIA INTO INTERNATIONAL COMMUNITY

Minister Pangalos emphasized that Greece would work towards the European Union applying to the F.R.Y. the same visas regime it applies to the other states in the region, said an announcement issued by the Federal Information Secretariat after the Kontic-Pangalos talk.

Kontic assessed that Pangalos' visit was part of the continuous and intensive political dialogue and cooperation between the F.R.Y. and Greece.

It was mutually assessed that bilateral relations were good and stable, based on traditional friendship and on the historical, cultural and spiritual bonds between the Greek and F.R.Y. peoples.

Kontic and Pangalos agreed that the possibilities of and the demands for the development of economic cooperation were exceeding the relevant levels attained. By the end of this year, commodity trade between the F.R.Y. and Greece is expected to be valued at about 250 million U.S. dollars, or approximately as much as before the United Nations imposed comprehensive and mandatory sanctions on Belgrade in May, 1992.

The Yugoslav Prime Minister pointed to the extensive possibilities of developing advanced forms of trade, economic and financial cooperation, and pledged himself for a free circulation of goods, people and capital between the two countries, the announcement said.

[04] MILOSEVIC-PANGALOS: F.R.Y., GREECE COOPERATE SUCCESSFULLY

The two sides in a cordial and friendly talk emphasized that the F.R.Y. and Greece are developing all-round, successful and continuous cooperation which is relied upon the firm and traditionally friendly relations between the two countries and their peoples, upon equality and mutual understanding, and upon great joint interest, especially in the economic sphere.

The continuing political dialogue maintained by the F.R.Y. and Greece reaffirms their mutual proximity and trust and affords the possibility of attaining concrete accords on the questions of common concern.

Emphasis was laid on the significance of consistent endeavours of the F.R.Y. and Greece towards the strengthening of peace and stability in the region, within which the materialized bilateral relations and bonds between the two countries set an example of encouraging the intensive process of cooperation and association of the states and the nations.

Underscored at the talk was the need to step up economic cooperation and activities aimed at creating legal and other prerequisites for such a development.

[05] YUGOSLAV FOREIGN MINISTER TO VISIT AUSTRIA

It is expected that the talks between Milutinovic and Schuessel will resolve outstanding issues between Yugoslavia and Austria and give impetus to the renewal of bilateral cooperation, as well as intensify activities in different areas, a Federal Government statement said.

This will create conditions for the full normalization of relations between the two countries, the statement said. The Yugoslav Government adopted a platform for Milutinovic's visit and talks in Austria at a session held on Thursday.

[06] GOOD CONDITIONS FOR YUGOSLAV-ARGENTINIAN ECONOMIC COOPERATION

Zebic said that the Yugoslav economic concept is based on a stable currency, exports and stable economic conditions.

Zebic, who heads a Yugoslav state and economic delegation touring South America, thus practically opened a seminar for informing the businessment of Argentina about the situation in Yugoslavia and the economic potentials for cooperation between the two-countries' companies.

[07] U.S. SUPPORTS ECONOMIC REFORMS

The two sides exchanged viewed on the implementation of the Dayton peace accord and the presence of U.S. troops in Bosnia, said a statement released by the Montenegrin Foreign Ministry.

Lending full support to the economic reforms begun in Montenegro, the U.S. party stressed the importance of the successful implementation of privatization, as private firms were a most natural and vital ally for strengthening economic ties.

The representatives of the Foundation for National Security, headed by Executive Director Greg Hilton, expressed interest in various projects and programs and proposed concrete ways for future cooperation with the Foundation.

[08] SERBIA AGAIN IN ASSOCIATION

The decision was carried unanimously at the association's 7th conference, and Chairman Erwin Proell, the President of Lower Austria province, called it historic.

Proell expressed satisfaction that Serbia, one of the organization's founders, would continue its active participation in the organization after four years of inactivity because of the comprehensive and binding sanctions of the international community against the F.R. of Yugoslavia.

[09] REPRESENTATIVES OF SERBS, CROATS IN BOSNIA PRESIDENCY HOLD TALKS

'What is encouraging is that all the three members of the Presidency have the desire to have the crisis surmounted and the joint bodies constituted,' said Krajisnik after the talks held in Pale.

Krajisnik stressed that, for the joint bodies to be constituted, it was necessary to create prerequisites based on the equality of both entities and all the three peoples, the Serb, Croat and Muslim, in the Bosnia and Herzegovina.

Zubak confirmed that fair prospects existed to overcome the crisis in constituting the joint bodies. He added that he had exchanged information also with the President of the Presidency, the Muslim Alija Izetbegovic, that stands were brought closer together, and that the joint bodies could be expected to be constituted soon.

[10] AMNESTIED KRAJINA SERBS ARRIVES FROM CROATIA

The released Krajina Serbs had been in Croatian prisons in Split, Karlovac, Remetinac and Lepoglava since August 1995. the oldest among them was born in 1929 and the youngest in 1968.

According to President of the Yugoslav Government Commission for Humanitarian Issues and Missing Persons Pavle Todorovic, Croatia amnestied a total of 86 persons in the beginning of October. 45 of them chose to come to Yugoslavia and the rest decided to remain in Croatia as their families live there.

He recalled that another 120 Serbs remained in Croatian prisons and said that Yugoslavia would continue its endeavors for their release as soon as possible, after which they can decide where they want to live.

[11] F.R.Y. AND MUSLIM-CROAT COMMISSIONS MEET

The two Commissions met for the first time in Sarajevo on October 14-15, said on Thursday Secretary of the Yugoslav Commission Maksim Korac, adding that on this occasion also the direct contact was made between the tracking-down services of the Yugoslav Red Cross and the Red Cross of the Muslim-Croat Federation of Bosnia and Herzegovina. Now, he said, the Bosnian Commission was expected to submit information about the missing to the Yugoslav Commission.
