[01] PRESIDENT OF SERBIA MILOSEVIC: F.R.Y. AND CYPRUS TIED WITH FIRM FRIENDSHIP

President Milosevic said this in Belgrade in a talk with Minister of Foreign Affairs of the Republic of Cyprus Alecos Michaelides, expressing satisfaction with comprehensive advance in the two countries' relations.

In a cordial and friendly talk, it was emphasized that the F.R.Y. and Cyprus and their peoples were tied with the traditionally friendly relations, mutual understanding and nearness, upon which there relied the continuous and fruitful cooperation in the different provinces of joint interest.

Pointed out at the talk was the great mutual concern about the promotion of cooperation between economic partners of the F.R.Y. and Cyprus, while in the immediate future also intensified would be cultural, educational and sports cooperation, on which a separate Inter-State agreement would be signed.

In conveying regards from Cyprus President Cleridis, Minister Michaelides renewed the invitation to President Milosevic to pay an official visit to Cyprus.

[02] YUGOSLAV PRIME MINISTER MEETS CYPRIOT FOREIGN MINISTER

The visit of the high-level delegation from Cyprus is another proof of traditionally friendly relations and spiritual closeness between the two peoples, it was noted during the meeting, Yugoslav Information Secretariat said in a statement.

The continuation of political dialogue is the best proof of both countries' readiness to resume and step up all-round cooperation.

Prime Minister Kontic expressed his appreciation for the principled and constructive role of Cyprus in the endeavours for a peaceful settlement of the Yugoslav crisis, for the lifting of the International Community sanctions and for Yugoslavia's reintegration in all international political and financial organizations.

He especially pointed to the great humanitarian aid and help provided by Cyprus in the endeavours to resolve the problem of refugees and displaced persons.

Great prospects and need for stepping up economic cooperation and for coordinating relevant Inter-State agreements were also underlined during the meeting. In order to realize such cooperation, Yugoslavia must be enabled to resume its place within the International Community, and Cyprus will continue its endeavours to this end, Michaelides said.

On behalf of Yugoslav Government, Kontic conveyed to Michaelides the unreserved support of the Federal Republic of Yugoslavia to the sovereignty and territorial integrity of the Republic of Cyprus.

[03] MINISTERS MILUTINOVIC AND MICHAELIDES: YUGOSLAVIA AND CYPRUS STRESS FRIENDSHIP AND MUTUAL UNDERSTANDING

We had an in-depth exchange of views on a broad range of issues placing particular attention on the further promotion of bilateral relations and strengthening of comprehensive cooperation. We have taken notice of the mutual vital interest and favourable conditions to upgrade our overall cooperation which has already been developing successfully. In this respect, I have in mind in particular the fact that by the lifting of the sanctions even the last formal obstacles along this way have been removed.

We have agreed to intensify political contacts and dialogue at all levels including the highest one. We have assessed that there are significant possibilities for the promotion of economic, scientific, technical, cultural, educational and sports cooperation. We have signed a three-year Programme of cooperation in the field of education and culture which provides conditions for more intensified contacts and exchange in that field as well as for bringing closer the peoples of the two countries. We have also signed the Protocol on Cooperation between the two Ministries of Foreign Affairs in order to exchange views on a regular basis on international issues of mutual interest.

At this meeting we have pointed out again that we highly appreciate the understanding of Cyprus and its support to the positions of the FR of Yugoslavia, as well as its selfless, extensive and timely humanitarian assistance in particular, as yet another confirmation of sincere solidarity of Cyprus with our country and peoples, in the trying times we had experienced.

We assessed that the successful elections held in Bosnia and Herzegovina, which marked the end of the first stage of the Dayton/Paris Agreement and the full normalization of relations between the FR of Yugoslavia and Bosnia and Herzegovina, create conditions for further strengthening of peace and lasting stabilization in this part of Europe. The commitment of both the FR of Yugoslavia and Cyprus to render their continued and full contribution to this end in the future has been reaffirmed.

Minister Michaelides has informed us in detail on the current development of the Cypriot problem and the ways to resolve it. We have reiterated that the FR of Yugoslavia fully supports the preservation of independence, territorial integrity, sovereignty and unity of the Republic of Cyprus. On this occasion as well, we have supported the position that mutually acceptable solution be sought through negotiations of the Greek and Turkish communities, on an equal footing, in accordance with the relevant resolutions of the United Nations.

I am pleased to be able to say that on this occasion again we have noted the identity or high similarity of our views on all questions we discussed, Minister Milutinovic told the Press.

Minister Michaelides set out that relations between the two countries were excellent and remind those present that Cyprus and Yugoslavia were co-founders of the Movement of Non-Aligned Countries and that they were bound by close friendly ties.

The Cypriot Minister said the talks held and the agreements signed during his visit to Belgrade had both a symbolic and substantive significance. Michaelides said that the signed agreements were a basis for the further strengthening of cooperation between the two countries in all domains, economic, political, educational and cultural.

He said the Cypriot people respected how the people and leadership of the FR of Yugoslavia conducted themselves in the difficult years of the crisis in the former Yugoslavia.

The Cypriot Minister informed the Press that a large delegation of Cypriot businessmen would soon visit Yugoslavia.

He invited Yugoslav Foreign Minister Milan Milutinovic to pay an official visit to Cyprus in the nearest future.

[04] YUGOSLAV PRESIDENT LILIC TO TOUR AFRICA

The Yugoslav Delegation will also include Vice-Prime Minister Uros Klikovac, Federal Minister and the Chairman of the Joint Committee for economic cooperation Zoran Bingulac and Assistant Federal Foreign Minister Zivadin Jovanovic. Lilic will also be accompanied by a number of prominent Yugoslav economists.

The top level talks in Africa will contribute to the affirmation of Yugoslavia's constructive peace policy, and will be an opportunity for an exchange of views on trends in modern international relations and step up bilateral and multilateral cooperation.

Lilic's visit will also contribute to the strengthening of the traditionally friendly ties with these countries, primarily to making, in the new conditions, a major and vigorous step towards renewing economic links and the concrete forms of economic cooperation with their years-long Yugoslav partners.

During Lilic's visit will be signed Inter-Government agreements between the Federal Republic of Yugoslavia and these African countries. This will serve to ease and stimulate economic cooperation.

[05] YUGOSLAV TERRITORIAL INTEGRITY MUST NOT BE THREATENED

'Forces that offer conflicts, evil and separatism, forces that strive for their unattainable separatist goals have no chance of success,' Jokanovic told Tanjug in Prokuplje, town in the South of the Yugoslav Republic of Serbia.

Jokanovic said that the lifting of the International Community's sanctions against the Federal Republic of Yugoslavia had created new development prospects that would go towards raising the living standards and general prosperity.

'Yugoslavia has gained affirmation as an irreplaceable factor of peace, not only in the Balkans, but in the Region as a whole, and the time of full affirmation of the policy of peace is beginning,' he added.

[06] YUGOSLAV VICE PREMIER LEAVES FOR LATIN AMERICA

The Yugoslav Vice Premier, as expected, would be received by Presidents Antonio Caldera, Fernando Cardoso and Carlos Menem, and would hold talks with Presidents of Parliaments, Chambers and Business Associations of these countries, and with representatives of the organizations of Yugoslav emigrants, the Yugoslav Information Secretariat said in an announcement.

At Belgrade airport, Zebic met before his departure with the Ambassadors of Argentina and Brazil, Nikolas Adrian Sonchein and Adolf Libert Westfhalen. It was emphasized in their talk that the visit of the Yugoslav Vice Premier was taking place in the conditions of a broader international reaffirmation of the F.R.Y. and of the Latin American countries' mounted interest in renewing dialogues with Yugoslavia and in promoting all-around bilateral relations, especially in the economic field.

The visit should serve the strengthening of cooperation and immediate contacts between Yugoslav businessmen and their earlier or prospective partners in Venezuela, Brazil and Argentina.

Also pointed out was that during this visit the conclusion of agreements towards encouraging mutual cooperation would also be initiated. Concrete details would be defined during this visit about the Accords to renew the work of Mixed Committees on economic cooperation and about other forms of cooperation between business and financial circles and representatives of Yugoslavia and these countries, the announcement said in the end.

[07] OVER ONE HALF OF KOSMET HEALTH WORKERS ARE ETHNIC ALBANIANS

Rehn was checking claims by Albanian political parties, which have advocated Kosmet's secession from Serbia, and was able to see for herself that Albanians make up nearly 95% of patients in the Province's hospitals.

Belgrade daily "Politika" said on Wednesday that of the total of 500 doctors, 250 are ethnic Albanians, while at the Pristina School of Medicine and other colleges in the Province, many teachers and professors are Albanians who hold classes in the Serbian language and none of the students have ever complained about this.

The General Director of the Clinical and Hospital Centre (KBC) in Kosmet's capital Pristina, prof. dr. Stevan Boljosevic, said that KBC and all other health institutions throughout the Province, are open to all patients. Dr. Boljosevic said that patients are treated according to the highest standards of medical ethics and many of the staff (general practitioners, specialists, heads of departments, etc.) are Albanians.

"Politika" quoted dr. Boljosevic as saying that 'there is no need to open the issue regarding the presence, treatment and work of Albanians. They are present both as patients and experts who are conscientiously doing their job.'

Rehn and Kosovo District Head Aleksa Jokic on Sunday in Pristina said that the situation in the Province is heading in a positive direction, while the continued implementation of the agreement on the return of Albanian pupils to schools, reached on Sept. 1, was discussed on Monday in Belgrade.

[08] TALKS ON NORMALIZING RELATIONS BETWEEN US AND YUGOSLAVIA

Mihajlovic met Assistant Secretary of State for European issues Rudolf Perina and Assistant Secretary of the Treasury Michael Fromen. They noted that conditions now exist for normalizing and stepping up of bilateral relations to make up for at least some of the time lost in the past few years, and that this would be in the interest of both countries.

The lifting of the anti-Yugoslav sanctions has paved the way for a speedier and wider Yugoslavia's integration in International Organizations and activities and for the strengthening of democratic processes and economic reforms inside Yugoslavia, it was noted during the talks.

US officials especially pointed to the importance of the normalization of relations between Yugoslavia and the States created following the disintegration of the former Yugoslav Federation, and of the recently reached agreement on normalizing the education system in Serbia's Southern Province of Kosovo and Metohija.

[09] BOSNIAN CROATS BOYCOTT ZENICA CANTONAL ASSEMBLY CONSTITUENT SESSION

The leadership of the Zenica HDZ criticized the leadership of the Governing Bosnian Muslim Party, the Party of Democratic Action (SDA), because Muslim Army 3rd Corps Commander Sakib Mahmuljin had headed the SDA list in the Zenica Canton. 'He is most responsible for the fact that foreign mercenaries, who are members of the El-Mujahed unit, are still in the area of Zenica,' a statement by the HDZ Zenica said and added that Mujaheddin had committed many crimes against Croats in Central Bosnia.

Disregarding the absence of Croat Deputies, Bosnian Muslims, who hold the absolute majority, held the Session and unilaterally elected organs of power.

HDZ Deputies also walked out of the Saturday Session of the Sarajevo Canton Assembly because the Federal partners outvoted them during the election of Cantonal Authorities and rejected an agreement on the division of authorities in Sarajevo that would protect the Croat interests in the city.

HDZ President Bozo Rajic on Monday supported Croat Deputies who had walked out of the Session and said that the Muslim side violated all agreed norms of cooperation and pursued an ultra-islamist policy.
