[01] PRINCIPLES OF YUGOSLAVIA'S AGREEMENT WITH LONDON CLUB DISCUSSED

During talks with the London Club's executive body, the International Coordination Committee, an agreement was reached that standard commercial bank models cannot be implemented towards Yugoslavia.

The fate of the former Yugoslavia and consequences of the U.N. sanctions give Yugoslavia a specific place in relations with commercial banks, which has to be taken into consideration in the normalization process, Yugoslav Minister Vuk Ognjanovic, Head of the Yugoslav delegation, told Tanjug in London.

The entire concept of the normalization of relations and the solving of the problem of old debts must be in the service of Yugoslavia's economic recovery and development, which is in the interest of world's commercial banks, Ognjanovic said.

In this context, the unblocking of assets, especially in U.S. banks, and measures that should be taken towards those who keep them were discussed, Ognjanovic said and specified that these were not state assets.

[02] MIKELIC: CROATIAN GENERAL AMNESTY LAW CONDITION FOR RETURN OF SERBS

Mikelic told Tanjug that Croatian authorities had instituted legal proceedings against more than 30,000 Krajina Serbs in the period between 1991 and 1995. About 3,000 of them were sentenced and can be pardoned by Croatian President Franjo Tudjman alone.

Croatia has adopted a partial amnesty law, which refers only to the Serbs from the Serb region of Eastern Slavonia, Baranja and Western Srem.

Croatia is adopting a series of laws which prevent the return of Serbs to Krajina, which clashes with the commitments it has undertaken as a condition for a possible membership in the Council of Europe in November, Mikelic said.

[03] PILOT PROGRAM FOR RETURN OF SERBS TO KRAJINA

The program of the return of economically active rural population to Krajina will soon be submitted to Croatia, the Council of Europe, the Yugoslav Foreign Ministry and the U.N. Security Council, Mikelic said and noted that it would be a form of pressure on Croatia.

Mikelic said the program envisaged that 10,000 Krajina Serbs could return home this year.

[04] CROATIA'S LAW BLOCKS SERBS' RETURN TO KRAJINA

Marwan Elkhoury said that Croatia and its President Franjo Tudjman, being signatories to the Dayton Agreement, were obligated to enable all refugees to return.

Elkhoury said that his Office had so far returned to Croatia no more than 41 refugees, while it was processing 1,000 requests by persons willing to go back.

The UNHCR and the International Committee of the Red Cross were preparing a project of the Serbs' return to Krajina, Elkhoury said and added that, if the project succeeded, around 40,000 people would return to Krajina before the Winter.

[05] ZAGREB AIMS TO CREATE SERB-FREE CROATIA, SAYS SERB PARTY OFFICIAL

Djukic described as the greatest threat to Serbs in Croatia at this point President 'Franjo Tudjman's political geography' according to which he said Serbs were allowed to live in Eastern Slavonia and nowhere else. Djukic said Croatian authorities' policy of preventing Serb refugees from returning to Croatia was also based on this theory.

[06] OSCE EXTENDS DEADLINE FOR REGISTERING BOSNIA REFUGEES FOR ELECTION

The OSCE said that some 1,400,000 refugees with suffrage in about dozen countries world-wide could apply for registration for the elections until August 5, instead of July 31, as earlier said.

The relevant Yugoslav authorities have completed all the necessary preliminary work for organizing the vote of about 220,000 Bosnian refugees of age presently in Yugoslavia.

[07] BOSNIAN SERBS CALL FOR ACTION AGAINST MUSLIM AND CROATIAN LEADERS

The authorities have also called for action to be taken against Croatian President Franjo Tudjman and Muslim-Croat Federation Vice President Ejup Ganic.

[08] SARAJEVO MOSLEM GOVERNMENT PLEDGES TO STOP MALTREATMENT OF SERBS

Muratovic made the pledge in a meeting with U.N. Special Envoy for Bosnia Izbal Riza and Head of the International Police Task Force (IPTF) Peter Fitzgerald on Wednesday.

The majority of about 8,000 Serbs who have decided to remain in Sarajevo are being maltreated, evicted from their flats, and their property is being plundered.

Moslem authorities and police have done nothing to prevent persecution of Serbs in Sarajevo, because of which they have been repeatedly criticised by international organisations based in these districts.
