[01] LUXEMBOURG'S FOREIGN MINISTER POOS ARRIVES IN BELGRADE

Yugoslav Foreign Minister Milan Milutinovic received Luxembourg's Foreign Minister today. Poos is also expected to be received by Yugoslav Prime Minister Radoje Kontic and Serbian President Slobodan Milosevic.

[02] R.S. LEADERS SIGN STATEMENT ON KARADZIC'S WITHDRAWAL

The statement was signed by Radovan Karadzic, Republika Srpska Parliament Speaker Momcilo Krajisnik, Foreign Minister Aleksa Buha and acting President Biljana Plavsic.

Serbian President Slobodan Milosevic and Yugoslav Foreign Minister Milan Milutinovic witnessed the statement.

The three-item statement said that Plavsic would be Republika Srpska acting President from July 19 until the September 14 elections, when a new president would be elected.

'As of July 19, 1996, Radovan Karadzic has relinquished the office of President of the Republika Srpska and all powers associated therewith,' the statement said.

'Radovan Karadzic states that he shall withdraw immediately and permanently from all political activity. He will not appear in public, on radio or on television or other media and means of communication, or participate in any way in the elections,' the statement said.

'As of July 19, 1996, Radovan Karadzic relinquishes the office of President of the Serbian Democratic Party (SDS) and all powers and responsibilities of SDS president will be frozen until the SDS elects another president. Professor Buha will take over these powers and responsibilities,' the statement said.

[03] PLAVSIC ASSESSES POSITIVELY TALKS IN BELGRADE

Speaking for the local Radio in Kragujevac, Central Serbia, Plavsic said, 'I believe that some barriers put by the international community to the Republika Srpska's future have been removed through the Belgrade talks and agreement reached among Yugoslav, R.S. and U.S. officials.'

'I expect the international community to crown with elections the Dayton peace accords with which we are not completely satisfied, but every agreement is a compromise and the R.S. people are well aware of that,' she said.

UNTAES - SERBS

[04] EASTERN SLAVONIJA SERBS CALL FOR EXTENSION OF UNTAES MANDATE

Speaking to local Radio in the Central Serbian town of Kragujevac, Hadzic said that certain international representatives behaved 'as if our (Serb) side does not exist.'

Hadzic said that despite great promises, UNTAES had not yet invested one cent of assistance in the region, which made the people concerned about the final solution.

'We are under the impression that the international community has deceived us and we expect the fulfilment of given promises, which takes time,' Hadzic said.

YUGOSLAVIA - LONDON CLUB

[05] GOVERNMENT DESCRIBES TALKS WITH LONDON CLUB AS SUCCESSFUL

The Government adopted a report on talks between a Yugoslav delegation and officials of the International Coordinating Committee of Commercial Banks held in late June, describing the talks as successful and useful.

The Yugoslav delegation raised all key issues concerning the regulation of commercial debts, the Yugoslav Information Secretariat said.

The leading commercial banks, in their capacity as creditors, have expressed readiness to normalise relations with Yugoslavia and have stressed the importance of the country's return to the world capital market.

The commercial banks that are members of the London club are willing to reorganise Yugoslavia's debt and approve new financial arrangements that would be in the both sides' interest.

The fact that talks with the London club are to resume soon confirms the readiness on the part of about 400 leading commercial banks in the world to normalise relations with Yugoslavia.

The Yugoslav Government has determined a platform for talks that will resume in London on July 24-26 together with the National Bank of Yugoslavia and a number of Yugoslav commercial banks.

YUGOSLAVIA - ECONOMY

[06] CENTRAL BANK VICE-GOVERNOR SAYS DINAR IS STABLE

Banovic said that positive trends had been recorded in foreign-currency transactions in the past month and that an upturn in the net foreign-currency supply had resulted in a better liquidity of banks.

He further said that the Central Bank had bought and sold in the past month more than 400 million German marks to banks and through them to the economy for imports of raw materials and semi-manufactures.

Banovic told that the elimination of disparities in the prices of individual services had resulted in a stabilization of prices, especially those in the industry and agriculture.

He said the Central Bank had decided to increase the money supply only to the degree necessary to secure the stability of the dinar's exchange rate and of prices.

Banovic said the increase in the primary issue was linked solely to foreign-currency transactions and the basic criterium was to make the dinar supply dependent on the foreign-currency supply.
