OTHERS CONTEND THE WAR HAD TOO MANY SETBACKS TO BE CALLED SUCCESSFUL AND COULD NOT BE REPEATED AGAINST A TOUGHER ENEMY. V-O-A'S ED WARNER REPORTS.

    TEXT: AIR POWER WORKED TOO WELL FOR THE KOSOVO WAR TO BE DISMISSED AS ONE OF A KIND, SAYS EDWARD LUTWAK, A MUCH PUBLISHED ANALYST AND MEMBER OF THE NATIONAL SECURITY STUDY GROUP OF THE U-S GOVERNMENT. IN HIS OPINION, KOSOVO ILLUSTRATES WHAT HE CALLS POST-HEROIC WAR.

    BUT AS LONG AS THERE WERE NO U-S CASUALTIES, SAYS MR. LUTWAK, AMERICANS SEEMED INDIFFERENT TO THE PLIGHT OF THE ALBANIANS.

AMERICANS ACCEPTED THAT. AMERICANS, FOR EXAMPLE, WERE NOT SHOCKED WHEN SOME NON-GOVERNMENTAL ORGANIZATION WANTED TO HIRE UKRAINIAN PILOTS TO DROP FOOD BECAUSE OUR AIR FORCE REFUSED TO DO IT ON THE GROUNDS THAT THERE MIGHT BE SOME RISK.

    FOR THIS REASON, MR., LUTWAK EXPECTS THIS TYPE OF REMOTE, RELATIVELY PAINLESS WARFARE TO BE WAGED AGAIN. HE BELIEVES IT WOULD FIT MOST CIRCUMSTANCES, SHORT OF AN OUTRIGHT INVASION OF THE UNITED STATES. IN TIME, IT MIGHT END THE NEED OF TRADITIONAL ARMED FORCES IN AMERICA.

    KOSOVO IS ONE OF A KIND, SAYS CARL FORD, PRESIDENT OF "FORD AND ASSOCIATES," A WASHINGTON CONSULTING FIRM ON DEFENSE AND INTERNATIONAL SECURITY ISSUES. THE U-S AIR FORCE PERFORMED DIFFICULT MISSIONS ALMOST FLAWLESSLY, HE SAYS, BUT THE BATTLE WAS QUITE LIMITED.

    THE PROBLEM WITH USING KOSOVO AS AN EXAMPLE IS THAT YOU WILL NOT FIND VERY MANY OPPONENTS WHO HAVE LESS TO OFFER THAN SERBIA DID AGAINST U-S-NATO AIR POWER. WHEN YOU ARE BEATING UP ON A RELATIVELY INSIGNIFICANT FORCE - SURPRISE! SURPRISE! - YOU WIN. THAT IS NOT TO SAY THAT THE S-A-M (SURFACE-TO-AIR) ENVIRONMENT WAS NOT A DIFFICULT ONE FOR THE PILOTS TO NEGOTIATE. BUT THE FACT IS THE SERBS DID NOT HAVE MUCH TO FIGHT BACK WITH.

    OTHER ENEMIES COULD BE MORE OF A CHALLENGE, SAYS MR. FORD: CHINA, FOR EXAMPLE, IF THE UNITED STATES WERE DRAWN INTO A WAR OVER TAIWAN. WHILE TAIWIAN WOULD BEAR THE BRUNT OF THE FIGHTING, THE UNITED STATES WOULD HAVE A KEY SUPPORTIVE ROLE.

    THE DISTANCES ARE MUCH GREATER IN THE CASE OF TAIWAN THAN THEY ARE IN KOSOVO. THE GEOGRAPHIC AREA THAT WOULD BE OF IMPORTANCE TO U-S MILITARY FORCES IN A TAIWAN CRISIS WOULD BE FAR MORE WIDESPREAD. YOU WOULD ALMOST CERTAINLY HAVE TO RELY MORE ON NAVAL AIR POWER; THAT IS, CARRIERS. THERE IS ALSO THE NAVAL THREAT ITSELF THAT IS NOT EASILY DEALT WITH BY AIR POWER: SUBMARINES, FOR EXAMPLE. MY GUESS IS WE ARE TALKING ABOUT A MUCH LARGER COMMITMENT OF FORCES AND A MUCH LARGER CONFLICT THAN KOSOVO.

    TEXT: WORLD BANK ECONOMISTS WILL ARRIVE IN KOSOVO WEDNESDAY, FOLLOWING A MEETING ON BALKAN RECONSTRUCTION IN BRUSSELS. THAT MEETING (TUESDAY) INCLUDES THE HEAD OF THE WORLD BANK AND FINANCE MINISTERS OF THE GROUP OF SEVEN INDUSTRIAL NATIONS WHO WILL PLAY A MAJOR ROLE IN FINANCING THE AID EFFORT.

    AT A PRESS CONFERENCE IN WASHINGTON (MONDAY), WORLD BANK OFFICIALS SAY REBUILDING KOSOVO IS A HIGHLY COMPLICATED CHALLENGE. THEY SAY REACTIVATING THE KOSOVO ECONOMY REQUIRES A BROADER STRATEGY OF REPAIRING THE ECONOMIES OF NEIGHBORING COUNTRIES, PARTICULARLY ALBANIA, MACEDONIA, BOSNIA, BULGARIA, CROATIA AND ROMANIA. THE WORLD BANK AND THE EUROPEAN UNION HAVE BEEN HANDED THE CHALLENGE OF COORDINATING THE BALKAN RECONSTRUCTION EFFORT.

    BANK VICE PRESIDENT JOHANNES LINN SAYS THE KOSOVO EFFORT IS FURTHER COMPLICATED BY YUGOSLAVIA NOT BEING A MEMBER OF THE WORLD BANK. MR. LINN SAYS SINCE KOSOVO IS A PROVINCE OF YUGOSLAVIA SPECIAL PROCEDURES MUST BE FOLLOWED IN ORDER FOR THE BANK TO PROVIDE MONEY FOR KOSOVO RECONSTRUCTION.

    WE ARE ABLE TO PROVIDE FINANCIAL ASSISTANCE TO NON-MEMBER COUNTRIES OR ENTITIES OF NON-MEMBER COUNTRIES IF OUR BOARD DECIDES IT IS IN THE INTERESTS OF THE CURRENT MEMBERS OF THE BANK. SO ONCE OUR BOARD MAKES THAT DETERMINATION WE CAN PROCEED.

    BANK OFFICIALS SAY THEIR TOP PRIORITIES ARE RESTARTING ECONOMIC ACTIVITY AND PRODUCING JOBS. THE WAR IN KOSOVO AND THE NATO BOMBING OF YUGOSLAVIA THAT BEGAN IN LATE MARCH SEVERED TRADE ROUTES AND DISRUPTED EXPORTS.

    MR. LINN SAYS HE HOPES YUGOSLAVIA WILL ULTIMATELY BE INCLUDED IN THE REGIONAL RECONSTRUCTION EFFORT. BOTH THE UNITED STATES AND BRITAIN HAVE MADE CLEAR THAT THEY WILL OPPOSE ANY RECONSTRUCTION MONEY FOR YUGOSLAVIA AS LONG AS PRESIDENT SLOBODAN MILOSEVIC REMAINS IN POWER. (SIGNED)

    HALIM THACI IS THE HIGH SCHOOL PRINCIPAL IN A VILLAGE NEAR THE SOUTHERN KOSOVO CITY OF UROSHEVAC. HE SAYS THE CHANCE FOR A NORMAL SCHOOL YEAR DEPENDS ON WHERE YOU ARE.
