AS SERBIAN INTELLECTUAL MILAN PROTIC TOLD DEMONSTRATORS, "THIS GOVERNMENT HAS SHAMED US IN FRONT OF OURSELVES, IN FRONT OF GOD AND IN FRONT OF THE WHOLE WORLD." REFERRING TO SERBIAN ATROCITIES COMMITTED AGAINST KOSOVAR ALBANIANS, PROTIC SAID, "THEY DID EVIL AGAINST THOSE WHO LIVE BY OUR SIDES, AND THEY NEVER ASKED US. . . . MILOSEVIC'S EARLIER AGGRESSION IN BOSNIA LED TO UNITED NATIONS ECONOMIC SANCTIONS AGAINST YUGOSLAVIA. THEN THE REPRESSION AND TERROR AGAINST ALBANIANS IN KOSOVO BROUGHT THE DEVASTATING NATO BOMBING CAMPAIGN. FOR THESE CRIMES, HE AND FOUR OF HIS TOP AIDES HAVE BEEN INDICTED BY AN INTERNATIONAL WAR CRIMES TRIBUNAL. AS ETHNIC ALBANIAN REFUGEES STREAM BACK INTO KOSOVO AND TRY TO REBUILD THEIR HOMES AND LIVES, THE UNITED STATES AND OTHER COUNTRIES ARE DISCUSSING HOW BEST TO HELP THEM.
