EARLY MONDAY, OTHER VERIFIERS WERE REFUSED GASOLINE BY SERBIAN WORKERS WHO TOLD THEM THEY WERE ACTING UNDER ORDERS NOT TO SERVE THEM. THE ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE REPORTED A PATTERN OF HARASSMENT TO THE PEACE NEGOTIATIONS IN RAMBOUILLET, FRANCE. SATURDAY, TWO LOCAL FIELD OFFICES FOR THE MONITORS WERE SURROUNDED BY ANGRY SERB CIVILIANS WHO THREW STONES AND SHOUTED SLOGANS AGAINST THE VERIFIERS. ONE OF THE OFFICES HAD TO BE EVACUATED. THE ACCORD WAS NEGOTIATED LAST MONTH IN SWITZERLAND AT A MEETING OF WHAT'S CALLED THE WORLD ECONOMIC FORUM.
