THE GOVERNMENT SAYS IT HAS REGAINED CONTROL OF KEY STATE FACILITIES AND MINISTRIES AFTER A VIOLENT RAMPAGE AND STRING OF LOOTINGS BY ARMED PROTESTERS ON MONDAY. ALTHOUGH MR. BERISHA HAS DENIED GOVERNMENT ACCUSATIONS OF INSTIGATING A COUP D'ETAT, HE INSISTS ON THE RESIGNATION OF PRIME MINISTER FATOS NANO. TO ENTRUST SERBIA, THE SERBIAN POLICE AND MILITARY, THOSE WHO HAVE BEEN DOING THE KILLING, TO ENTRUST THEM WITH PROVIDING SECURITY FOR THE WIVES, SONS, DAUGHTERS, RELATIVES OF THOSE THEY'VE BEEN KILLING TO COME BACK, I THINK IS COMPLETELY UNREALISTIC. I DON'T THINK THE KOSOVAR ALBANIANS WILL ACCEPT THIS, AND IT SHOWS THE LEVEL OF DESPERATION IN WESTERN POLICY AND AMERICAN POLICY ON KOSOVO, WHEN IT IS PREPARED TO REACH OUT TO SOMETHING LIKE THIS."
