THE IDEA IS TO PREVENT POVERTY, WHILE ALSO PLACING HEAVY TAXES ON THE WEALTHY. IT WAS A DREAM FOR MANY EAST GERMANS WHEN COMMUNISM COLLAPSED IN 1989.
