    HIS ARREST WAS THE THIRD OF ITS KIND IN RECENT MONTHS BY MEMBERS OF THE NATO-LED STABILIZATION FORCE. WHITE HOUSE SPOKESMAN MIKE MCCURRY SAID IT IS EVIDENCE OF THE DETERMINATION OF S-FOR TROOPS, ACTING WITHIN THEIR ESTABLISHED RULES OF ENGAGEMENT, TO BRING WAR CRIMINALS TO JUSTICE.

    DURING THE BOSNIAN WAR, GERMANY TOOK IN MORE THAN 400-THOUSAND BOSNIAN REFUGEES. WITH THE WAR OVER AND THE COST OF CARING FOR THE REFUGEES ESTIMATED AT ABOUT EIGHT-BILLION DOLLARS, GERMAN HOSPITALITY HAS BEGUN TO WEAR THIN.

    HOWEVER NORTHERN IRELAND'S SENIOR POLICE CHIEF -- RONNIE FLANAGAN TOLD BRITISH RADIO HE BELIEVES THREE OF THE RECENT KILLINGS CAN BE LINKED TO ONE OF THE MAJOR PRO-BRITISH PARAMILITARY ORGANIZATIONS, "THE ULSTER FREEDOM FIGHTERS" -- OR "U-F-F."

BUT IF IT CAN BE PROVEN IT IS INDEED RESPONSIBLE FOR SEVERAL RECENT KILLINGS, IT WILL MEAN AN END TO ITS TRUCE -- AND HAVE SERIOUS RAMIFICATIONS FOR ITS POLITICAL REPRESENTATIVES AT THE CURRENT TALKS ON NORTHERN IRELAND, THE "ULSTER DEMOCRATIC PARTY."

    FOR ITS PART, THE "IRISH REPUBLICAN ARMY" -- WHICH ADVOCATES RETURNING CONTROL OF NORTHERN IRELAND TO DUBLIN -- HAS BEEN ENGAGED IN A TRUCE SINCE LAST JULY, THUS ALLOWING ITS POLITICAL WING, "SINN FEIN," TO TAKE PART IN THE TALKS.

    ALL THE POLITICAL PARTIES INVOLVED IN THE NORTHERN IRELAND NEGOTIATIONS HAVE SIGNED UP TO DEMOCRATIC PRINCIPLES DRAWN UP BY THE CHAIRMAN OF THE TALKS, FORMER U-S SENATOR GEORGE MITCHELL. ONE OF THOSE PRINCIPLES REQUIRES PARTIES TO RENOUNCE THE USE OF VIOLENCE. IF THEY DO NOT, THEY MAY BE EXPELLED FROM THE TALKS.

    JOHN ALDERDICE IS LEADER OF NORTHERN IRELAND'S MODERATE "ALLIANCE" PARTY. HE SAYS THERE IS ENOUGH EVIDENCE NOW FOR THE BRITISH AND IRISH GOVERNMENTS TO EXPEL THE ULSTER DEMOCRATIC PARTY FROM THE TALKS -- AND ANY OTHER POLITICAL PARTY NOT RENOUNCING VIOLENCE.
