V-O-A'S VICTOR BEATTIE REPORTS WASHINGTON VIEWS THE JUST-CONCLUDED SECOND ROUND OF U-N/SPONSORED TALKS TO RESOLVE THE MEDITERRANEAN ISLAND'S DIVISION AS USEFUL:

    TEXT: STATE DEPARTMENT SPOKESMAN JAMES RUBIN NOTED THE SWISS-BASED TALKS RESULTED IN A GOAL BY BOTH GREEK AND TURKISH CYPRIOTS OF A BI-ZONAL AND BI-COMMUNAL FEDERATION. MR. RUBIN, IN DESCRIBING THE TALKS AS USEFUL SAYS BOTH SIDES ALSO AGREED ON FUTURE HUMANITARIAN TALKS:

    TURKEY'S CYPRIOT LEADER RAUF DENKTASH INSISTS A RESOLUTION OF THE CYPRUS QUESTION MUST PRECEDE E-U MEMBERSHP WHILE GREEK CYPRIOT LEADER GLAFCOS CLERIDES SAYS ANY SUCH DELAY IN MEMBERSHIP WILL SCUTTLE THE TALKS.

    INTRO: POLICE IN GERMANY HAVE ARRESTED MORE THAN 140 SUSPECTED NEO-NAZI'S AFTER BANNING RALLIES CALLED TO MARK THE DEATH OF FORMER HITLER DEPUTY RUDOLF HESS. FROM BONN, VOA'S KYLE KING REPORTS.

    TEXT: POLICE SAY THEY CONFISCATED KNIVES, BANNED NEO-NAZI LEAFLETS AND RIGHT WING MUSIC CASSETTES DURING THE NATIONWIDE CRACKDOWN.

    MANY OF THOSE TAKEN INTO CUSTODY WERE SEIZED IN THE WESTERN GERMAN STATE OF HESSE, WHERE AUTHORITIES HAD SET UP CHECKPOINTS TO PREVENT BANNED RALLIES.

    THE RALLIES HAD BEEN CALLED TO MARK THE ANNIVERSARY OF THE DEATH OF RUDOLF HESS, WHO COMMITTED SUICIDE IN BERLIN'S SPANDAU PRISON TEN YEARS AGO. HESS, WHO HAD SPENT 46 YEARS IN PRISON AFTER BEING CONVICTED OF WAR CRIMES, HAS BECOME A CULT FIGURE FOR MANY NEO-NAZIS.

    SEVERAL STATES HAVE IMPOSED A GENERAL BAN ON RALLIES MARKING THE ANNIVERSARY. IN NEIGHBORING DENMARK, A SMALL GROUP OF RIGHT WING EXTREMISTS TOOK PART IN A MARCH TO MARK THE DATE. DANISH AUTHORITIES ARRESTED SEVERAL PEOPLE. (SIGNED)
