    TEXT: SEVERAL PAPERS ARE TAKING NOTE OF NORTH KOREA'S PUBLIC APOLOGY FOR SENDING A SUBMARINE WITH COMMANDOS INTO SOUTH KOREAN WATERS. THEY SEE THE COMMENTS AS POSSIBLY SIGNALING IMPROVED RELATIONS BETWEEN THE TWO KOREAS, AS WELL AS BETWSEEN NORTH KOREA AND THE UNITED STATES.

    THE ORLANDO SENTINEL CALLS THE APOLOGY "AN ENCOURAGING SIGNAL," ADDING IT:

    SOME GERMAN POLITICIANS SAY GERMANY SHOULD FOLLOW THE EXAMPLE OF OTHER EUROPEAN NATIONS AND SCRAP THE DRAFT FOR A PROFESSIONAL ARMED FORCES. AS THE PRESSURE MOUNTS, CAN THE SERBIAN PRESIDENT STAY IN CONTROL? V-O-A'S ED WARNER ASKED TWO U-S ANALYSTS WHO CLOSELY FOLLOW EVENTS IN SERBIA.

THAT IS WHY THEY ARE OUT ON THE STREETS OF BELGRADE BY THE TENS OF THOUSANDS AND SHOW NO SIGN OF WINDING DOWN.

    I THINK THAT THE DEMONSTRATIONS AND THE DEMOCRATIC OPPOSITION AND ACTUALLY MOST SERBS HAVE NOW SEEN THAT THE NATIONALIST FERVOR THAT WAS PROPAGATED BY MILOSEVIC THAT HAD SKYROCKETED HIM TO POPULARITY HAS BROUGHT NOTHING BUT DESTRUCTION ON THEIR COUNTRY AND MADE THEM ECONOMIC AND POLITICAL OUTCASTS. THEY HAVE WATCHED WAR PROFITEERING AND CORRUPTION RUN RAMPANT, AND THEY ARE FED UP WITH IT, AS THESE DEMONSTRATIONS SHOW.

    THEY HAVE BEEN REINFORCED BY THE O-S-C-E (ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE), WHICH HAS RULED THAT OPPOSITION PARTIES WON THE 14 MUNICIPAL ELECTIONS THAT WERE OVERTURNED BY PRESIDENT MILOSEVIC.

    PRESSURES ON THE GOVERNMENT ARE BUILDING FROM THE PREVIOUSLY CAUTIOUS ORTHODOX CHURCH, WHICH NOW BLAMES THE STREET VIOLENCE ON THE GOVERNMENT.

    BUT GALE STOKES, PROFESSOR OF HISTORY AT RICE UNIVERSITY IN TEXAS, SAYS THE PRESIDENT MAY WEATHER THE STORM, AT LEAST FOR THE TIME BEING. HE NOTES A DIFFERENCE BETWEEN THE TOTTERING REGIMES OF EASTERN EUROPE IN 1989 AND CONTEMPORARY SERBIA.

    THOSE OTHER REGIMES HAD KIND OF ROTTED OUT AT THE MIDDLE IDEOLOGICALLY. THEIR LEADERSHIP WAS TIRED, DOUBTING THEMSELVES ALMOST, AND WHEN CROWDS APPEARED ON THE STREETS IN A COUNTRY LIKE CZECHOSLAVAKIA, THEY HAD THE VAST SUPPORT OF THE POPULATION, AND THE POPULAR MILITIA, FOR EXAMPLE, COULD NOT BE MOBILIZED. THIS IS NOT THE CASE IN SERBIA. I THINK THAT MILOSEVIC HAS NO INTENTION OF GIVING UP HIS POWER.

    PROFESSOR STOKES SAYS IMPORTANT SEGMENTS OF THE POPULATION HAVE NOT JOINED THE DEMONSTRATIONS; NAMELY, WORKERS AND RURAL PEOPLE, SOME OF WHOM HAVE BEEN BROUGHT TO BELGRADE TO COUNTER THE PROTESTERS.

    SOME MILITARY OFFICERS ARE SAID TO BE UNHAPPY WITH THE PRESIDENT, WHOM THEY BLAME FOR THE BREAKUP OF YUGOSLAVIA. SEVERAL UNITS ISSUED A STATEMENT SAYING THEY SIDE WITH THE PEOPLE AGAINST DICTATORSHIP. ANTICIPATING THIS, MR. MILOSEVIC HAS BEEN STRENGTHENING THE MORE RELIABLE POLICE AT THE EXPENSE OF THE ARMY.

    THE EFFECTIVENESS OF THE OPPOSITION REMAINS UNCLEAR. IT IS UNITED NOW, SAYS PROFESSOR STOKES, BUT WILL UNITY LAST? OTHER THAN HOSTILITY TO MR. MILOSEVIC, THE LEADERS OF THE COALITION MOUNTING THE DEMONSTRATIONS DO NOT HAVE MUCH IN COMMON. ONLY ONE, VESNA PESIC, HAS CLEAR DEMOCRATIC CREDENTIALS.

    PROFESSOR STOKES NOTES THAT IN THE COUNTRYSIDE, THE FAR-RIGHT RADICAL PARTY HAS SUBSTANTIAL SUPPORT.

    IF THERE WAS SOME KIND OF SHOWDOWN, IT IS NOT BEYOND THE REALM OF POSSIBILITY THAT THE RIGHT AND THE LEFT COULD TEMPORARILY, FOR A MOMENT AT LEAST, COMBINE IN AN EFFORT TO GET RID OF MILOSEVIC, EACH IN THE HOPE THAT THEY COULD OUTFLANK THE OTHER IN THE FINAL INSTANCE. IT IS NOT CERTAIN THAT IF MILOSEVIC WERE TO FALL, WE WOULD HAVE SOME KIND OF LIBERAL, ACCOMMODATING, AMELIORATIVE GOVERNMENT.

    GEORGE ZARYCKY SAYS THE OPPOSITION IS ALSO DIVIDED OVER (THE SERBIAN PROVINCE OF) KOSOVO, WHERE THE MAJORITY ALBANIANS HAVE SEIZED THE OPPORTUNITY TO PRESS FOR MORE AUTONOMY.

    AT FIRST, THE ALBANIANS SAID THAT THE PROBLEMS IN BELGRADE WERE AN INTERNAL SERBIAN MATTER. IT DID NOT MATTER TO THEM BECAUSE THEY DID NOT EVEN RECOGNIZE SERB AUTHORITY OVER THEM. BUT IN THE LAST COUPLE OF WEEKS, MANY ALBANIAN LEADERS HAVE COME OUT PUBLICLY IN SUPPORT OF THE DEMONSTRATIONS, AND THERE WERE SOME INDICATIONS THAT VUC DRASTOVIC AND OTHERS IN THE OPPOSITION HAVE MADE SOME GESTURES OF GOODWILL TOWARD THE ALBANIANS.

    INTRO: AS OF TODAY (WEDNESDAY), SLOVAK AUTHORITIES OFFICIALLY HAVE BANNED THE USE OF ALL LANGUAGES EXCEPT SLOVAK. FROM BUDAPEST, STEFAN BOSS REPORTS THE MEASURE TAKES EFFECT OVER THE OBJECTIONS FROM THE COUNCIL OF EUROPE AND OTHER WESTERN ORGANIZATIONS.

    TEXT: THE GOVERNMENT ANNOUNCED THAT FROM JANUARY 1ST CITIZENS IN SLOVAKA MAY USE ONLY SLOVAKIA AS THEIR OFFICIAL LANGUAGE.

    FOREIGN LANGUAGES AND WORDS ARE BANNED.

    EVEN WALT DISNEY AND OTHER CHILDREN'S MOVIES DUBBED IN THE CZECH LANGUAGE ARE ON THE BLACK LIST.

    ANALYSTS SAY THE LATEST MEARUES ARE PART OF A LANGUAGE LAW THAT WAS PREPARED IN 1995. SLOVAK OFFICIALS SAY THE LEGISLATION WILL BE ENFORCED BY SPECIAL INSPECTORS. THEY SAY VIOLATORS MAY FACE HIGH FINES AND IN SOME CASES EVEN PRISON TERMS.

    THE MEASURES CAME INTO FORCE ALTHOUGH THERE WAS WIDESPREAD CRITICISM FROM ORGANIZATIONS SUCH AS THE COUNCIL OF EUROPE. THEY ACCUSED SLOVAK PRIME MINISTER VLADIMIR MECIAR OF INCITEMENT OF HATRED AGAINST ETHNIC MINORITIES.

    GOVERNMENT OFFICIALS IN NEIGHBORING HUNGARY SAY THE LANGUAGE LAW DISCRIMINATES ESPECIALLY AGAINST THE ESTIMATED 600-THOUSAND HUNGARIANS LIVING IN SLOVAKIA. ACCORDING TO THESE OFFICIALS THE MEASURES MEAN THAT HUNGARIANS LIVING IN SLOVAKIA ARE NO LONGER ALLOWED TO USE THEIR MOTHER TONGUE AT WORK OR EVEN IN THEIR OWN CHURCHES.

    MOST HUNGARIANS LIVE IN A GEOGRAPHICAL AREA THAT BELONGED TO THE AUSTRIAN-HUNGARIAN EMPIRE UNTIL 1920. NATIONALISTIC TENSIONS WERE AGGRAVATED AFTER THE BREAK UP OF THE FORMER CZECHOSLOVAKIA AND THE ESTABLISHMENT OF THE INDEPENDENT SLOVALK REPUBLIC IN 1993. RECENTLY, HUNGARY AND SLOVAKIA SIGNED A FRIENDSHIP TREATY IN WHICH BOTH COUNTRIES RECOGNIZE THE CURRENT BORDERS. SOME HUNGARIAN RIGHT WING PARTIES SAY THE SIGNING OF THE TREATY WAS WRONG BECAUSE MANY ETHNIC MINORITIES IN SLOVAKIA ARE STILL SUFFERING FROM PERSEUCTION. (SIGNED)
