FOURTEEN OUT OF THE 15 E-U GOVERNMENTS WERE PREPARED TO SIGN UP TO THIS PROPOSAL, WHEN IT WAS FIRST DISCUSSED BY EUROPEAN FOREIGN MINISTERS.
