TEXT: MANY PAPERS ARE REACTING TO THE ARREST OF A RECLUSIVE FORMER COLLEGE PROFESSOR, THEODORE KACZYNSKI, IN THE MONTANA MOUNTAINS, A MAN THE F-B-I BELIEVES IS THE NORTORIOUS UNABOMBER. DURING THE PAST TWO DECADES THE BOMBER HAS KILLED THREE PEOPLE AND INJURED MORE THAN A DOZEN OTHERS WITH SOPHISTICATED EXPLOSIVE DEVICES SENT THE VICTIMS THROUGH THE MAIL. IN ITS LEAD EDITORIAL, "USA TODAY" WRITES: VOICE: "AS A WEAPON OF TERROR, THE BOMB INSPIRES SPECIAL DREAD. WITHIN THE RANGE OF ITS DETONATION, IT CANNOT BE AIMED. ITS FORCE IS INDISCRIMINATE AND BRUTAL -- MUCH LIKE THE LUNATICS WHO USE THEM. THIS IS ONE REASON IT'S SUCH A RELIEF TO HEAR THAT AUTHORITIES HAVE APPREHENDED A SUSPECT IN THE UNABOMBER CASE. INVESTIGATORS WILL ALSO LOOK AT POSSIBLE PILOT ERROR, A TECHNICAL MALFUNCTION, OR POSSIBLY, OTHER FACTORS. MR. BROWN'S PLANE, A MILITARY VERSION OF THE RELIABLE BOEING 737, HAD AN EXPERIENCED CREW AND EQUIPMENT THAT SHOULD HAVE ENABLED IT TO LAND SAFELY IN DUBROVNIK. BUT, U-S MILITARY OFFICIALS SAY IT CARRIED NO VOICE OR FLIGHT DATA RECORDERS. THAT COULD MAKE IT MUCH MORE DIFFICULT TO FIND OUT EXACTLY WHAT WENT WRONG. THE COMMERCE SECRETARY WAS KILLED AS HE WAS BEGINNING A VISIT TO CROATIA TO PROMOTE AMERICAN INVESTMENT AND POST-WAR ECONOMIC RECONSTRUCTION IN THE FORMER YUGOSLAVIA. THE GOVERNMENTS OF CROATIA AND OF BOSNIA-HERZEGOVINA HAVE SENT MESSAGES OF CONDOLENCE TO THE UNITED STATES OVER MR. BROWN'S DEATH.
