INTRO: BOSNIAN-SERB LEADER, RADOVAN KARADZIC, HAS CALLED FOR THE
RE-NEGOTIATION OF THE DAYTON PEACE AGREEMENT TO ELIMINATE THE
HANDOVER OF SERB-HELD PARTS OF SARAJEVO TO BOSNIAN-GOVERNMENT
CONTROL. DAVID FOLEY REPORTS FROM THE BOSNIAN CAPITAL, MR.
KARADZIC CALLED FOR THE CHANGE AFTER THREE DAYS OF DEMONSTRATIONS
BY THE CITIZENS OF SERB-HELD SARAJEVO.
TEXT: SPEAKING ON BOSNIAN-SERB RADIO, MR. KARADZIC SAID THE MAIN
STICKING POINT TO IMPLEMENTING THE DAYTON PEACE AGREEMENT WAS THE
STATUS OF SERB-HELD PARTS OF SARAJEVO WHICH UNDER THE PLAN MUST
BE RETURNED TO BOSNIAN GOVERNMENT CONTROL.
HE SAID HE HOPED TO RENEGOTIATE THE PEACE AGREEMENT. HE SAID
SARAJEVO COULD BECOME A LONG-LASTING PROBLEM LIKE THE MIDDLE
EAST.
THE ANNOUNCEMENT CAME AFTER THREE-DAYS OF PROTEST DEMONSTRATIONS
BY BOSNIAN SERBS IN A NUMBER OF SERB NEIGHBORHOODS OF THE
CAPITAL. FRIDAY, MR. KARADZIC SPENT TWO HOURS ON TELEVISION
TRYING TO EXPLAIN AND JUSTIFY THE AGREEMENT. BUT HE WAS ROUNDLY
CONDEMNED AT THE DEMONSTRATIONS AND BOSNIAN SERBS SAID THE ONLY
MAN THEY COULD NOW TRUST WAS MR. KARADZIC'S RIVAL, BOSNIAN-SERB
MILITARY COMMANDER RATKO MLADIC.
IT IS STILL UNCLEAR IF MR. KARADZIC'S STATEMENT WAS DESIGNED ONLY
TO COOL THE ANGRY DEMONSTRATIONS IN SARAJEVO, OR IF HE REALLY
MIGHT BE PREPARING TO REJECT THE PEACE AGREEMENT.

WITH THE EXCEPTION OF ANY NEW SOLUTION, THIS IS WHAT THE DAYTON
SOLUTION CALLS FOR.
DESPITE THE DEMONSTRATIONS, IT IS POSSIBLE THE PROTECTIORLINER OVER
SCOTLAND AND THE 1989 BOMBING OF A FRENCH AIRLINER OVER NIGER.

THE IDEA BEHIND THE EURO-MEDITERRANEAN PARTNERSHIP IS TO FORGE
CLOSER COOPERATION TO EASE POLITICAL AND ECONOMIC STRAINS ON BOTH
SIDES. EUROPEAN NEIGHBORS HAVE LONG COMPLAINED ABOUT THE
NON-STOP FLOW OF ECONOMIC REFUGEES FROM NORTH AFRICA AND THE LACK
OF FISCAL REFORMS THAT WOULD ATTRACT FOREIGN INVESTORS TO BUILD
INDUSTRIES AND KEEP THE LABOR FORCE AT HOME.
NORTH AFRICAN AND MIDDLE EASTERN STATES WANT BETTER ACCESS TO THE
EUROPEAN MARKETPLACE. THE GROUP WILL BE LOOKING AT CREATING
FINANCIAL MECHANISMS FOR MOBILIZING MORE PRIVATE SECTOR
INVESTMENTS ON BOTH SIDES.
THE EUROPEAN UNION HAS ALREADY PLEDGED ABOUT SIX-BILLION DOLLARS
DURING THE NEXT FIVE YEARS FOR EDUCATION AND INFRASTRUCTURE.
THERE ARE ALSO NAGGING SECURITY CONCERNS, ESPECIALLY AFTER THE
TERRORIST BOMBINGS IN FRANCE, WHICH WERE CLAIMED BY ALGERIAN
MUSLIM EXTREMISTS. THE MINISTERIAL MEETING IN BARCELONA WILL
LOOK AT STRENGTHENING LINKS IN FIGHTING CROSS-BORDER TERRORISM,
ILLEGAL IMMIGRATION, AND DRUG TRAFFICKING.
THE FINAL COMMUNIQUE IS ALSO EXPECTED TO CALL FOR A NUCLEAR-FREE

INTRO: THE UNITED STATES HAS RULED OUT THE IDEA OF REOPENING THE
BOSNIAN PEACE TREATY, AS BOSNIAN-SERBS DEMAND. THE CLINTON
ADMINISTRATION IS ALSO LAUNCHING A CAMPAIGN TO BUILD PUBLIC
SUPPORT FOR THE USE OF THOUSANDS OF U-S TROOPS AS PEACEKEEPERS.

PROTESTING THE NEWLY-INITIALED PEACE ACCORDS, AND DECLARING THEY

HAVE BEEN CALLS FOR MORE TALKS. BUT IN A SUNDAY TELEVISION

THE SIGNING CEREMONY.
MEANWHILE, THE ADMINISTRATION IS TRYING TO PERSUADE CONGRESS, AND
THE PUBLIC, U-S GROUND TROOPS SHOULD JOIN THE NATO PEACEKEEPING
FORCE IN THE FORMER YUGOSLAVIA. PRESIDENT CLINTON PLANS A

MANY REPUBLICAN LAWMAKERS STRONGLY OPPOSE THE MISSION. SENATOR
JOHN WARNER SAYS HE IS KEEPING AN OPEN MIND, BUT THE PRESIDENT
HAS A DIFFICULT TASK AHEAD.
