    YUGO TRIBUNAL -- THE WAR CRIMES TRIBUNAL FOR THE FORMER YUGOSLAVIA HAS ISSUED AN INTERNATIONAL ARREST WARRANT FOR THE COMMANDER OF A BOSNIAN SERB PRISON CAMP WHO IS ACCUSED OF WAR CRIMES. DRAGAN NIKOLIC WAS THE FIRST INDIVIDUAL TO BE INDICTED BY THE TRIBUNAL BUT HAS REMAINED AT LARGE IN BOSNIAN SERB TERRITORY SINCE 1994 WHEN THOSE CHARGES WERE BROUGHT.
