    US / BOSNIA -- THE CLINTON ADMINISTRATION SAYS ELECTRICITY HAS BEEN RESTORED TO PARTS OF SARAJEVO AND RUSSIA HAS PROMISED NATURAL GAS WILL FLOW INTO THE BOSNIAN CAPITAL ON TUESDAY. REPORTER VICTOR BEATTIE NOTES THAT THE BOSNIAN GOVERNMENT HAS DEMANDED THE UTILITIES BE RESTORED TO THE CAPITAL BEFORE A US-BROKERED CEASE-FIRE CAN GO INTO EFFECT. (10/9)

    BOSNIA / SITUATION -- HEAVY FIGHTING IS REPORTED IN NORTHWESTERN BOSNIA HOURS BEFORE A NEW CEASE-FIRE IS TO TAKE EFFECT THROUGHOUT BOSNIA-HERZEGOVINA. THE BOSNIAN PRESIDENT SAYS THERE WILL BE NO CEASE-FIRE UNTIL UTILITIES ARE RESTORED IN SARAJEVO AND TWO ROADS TO THE MUSLIM ENCLAVE OF GORAZDE ARE OPENED. CORRESPONDENT WAYNE COREY REPORTS. (10/9)

    BOSNIA / UTILITIES -- UNITED NATIONS OFFICIALS NOW SAY THEY ARE OPTIMISTIC UTILITIES WILL BE RESTORED TO SARAJEVO IN TIME FOR A BOSNIA-WIDE CEASE-FIRE TO GO INTO EFFECT LATE MONDAY NIGHT. OFFICIALS HAD SAID EARLIER THAT DELAYS BY THE BOSNIAN CROATS IN REMOVING MINES FROM AROUND DAMAGED ELECTRICAL POWER LINES COULD CAUSE THE CEASE-FIRE TO BE POSTPONED. A SHELL STRUCK A REFUGEE CAMP NEAR TUZLA IN NORTHERN BOSNIA, KILLING AT LEAST SIX PEOPLE, AND INJURING DOZENS OF OTHERS, MANY OF THEM CHILDREN.     BOSNIA / SERB ATTACKS -- NATO WARPLANES HAVE ATTEMPTED TO BOMB BOSNIAN SERB HEAVY GUNS NEAR THE NORTHERN BOSNIAN CITY OF TUZLA, BUT THE PLANES WERE UNABLE TO SPOT THE TARGETS DUE TO BAD WEATHER AND DARKNESS. THE MOVE COMES AFTER THE BOSNIAN SERBS LAUNCHED A ROCKET ATTACK ON A REFUGEE CAMP KILLING SIX PEOPLE, INCLUDING FOUR CHILDREN. THE BOSNIAN SERBS ALSO SHELLED THE UN-CONTROLLED AIRPORT AT TUZLA.     WORLD BANK / BOSNIA -- INTERNATIONAL FINANCIAL OFFICIALS, MEETING IN WASHINGTON, HAVE EXPRESSED WILLINGNESS TO PROVIDE BOTH DEBT RELIEF AND RECONSTRUCTION AID TO BOSNIA-HERZEGOVINA IF AND WHEN A PEACE AGREEMENT IS REACHED.
