[01] SEZER, ARINC MEET WITH BULGARIAN PM
Bulgarian Prime Minister Sergei Stanishev, who is currently in Turkey for
an official visit, yesterday met separately with President Ahmet Necdet
Sezer and Parliament Speaker Bulent Arinc. Speaking following their meeting,
Arinc reiterated Ankara’s support for Bulgaria’s NATO membership and said
that he hoped Bulgaria, which is soon due to join the European Union, would
back Turkey’s aspirations. Arinc added that he planned to visit Bulgaria
this year. For his part, Stanishev highlighted the significance of friendly
ties between the two countries. Later, Stanishev proceeded to Istanbul to
attend a Turkish-Bulgarian Business Council meeting. Addressing the
gathering, Stanishev said that there were many fields of cooperation and
trade between the businessmen of the two countries. “It’s important to
establish mixed companies,” he said. “I’m sure that our businessmen will
find the most appropriate mechanisms.” /Turkish Daily News-Sabah/
[02] TURKEY WELCOMES ECHR RULING
Turkish officials welcomed a European Court of Human Rights (ECHR) ruling
rejecting a complaint from a Turkish applicant that he has been unable to
return his home and land in his eastern Anatolian village, which he was
forced to abandon in the last decade. The verdict on Tuesday in Aydin
Icyer’s petition is expected to open the way for the return of some 1,500
similar pending applications to Turkish authorities. Commenting on the
matter before his departure for Brazil, Foreign Minister Abdullah Gul said
that the decision was very important because it shows that domestic law is
functioning effectively in Turkey. He pointed out that Turkey put a
compensation law into force in July 2004 for losses resulting from
terrorism and anti-terror efforts. /Turkiye/
[03] ARINC VISITS MUMCU TO PRESENT DRAFT PROPOSING NEW REGULATIONS FOR
PARLIAMENT
Parliament Speaker Bulent Arinc yesterday visited opposition Motherland
Party (ANAVATAN) leader Erkan Mumcu to present a draft proposing new
regulations for Parliament. During their meeting, Arinc said that he wanted
to adopt a new regulation for Parliament within this period. The draft
aimed Parliament to work more actively and more effectively in line with
the European Union norms. /Milliyet/
[04] RELEASED TURKISH PARADIGLIERS ARRIVE IN TEHRAN
Three Turkish paradigliers who were kidnapped 24 days ago in Iran and
released on Tuesday arrived yesterday in Tehran to spend the night there.
Turkish sportsmen Serdar Durna, Yurdaer Etike and Avni Ozan, were welcomed
at the airport by Turkish Ambassador to Tehran Halit Bozkurt. Bozkurt
thanked the Iranian authorities for helping secure the release of the
Turkish paradigliers, saying that he was very glad to see them. Yurdaer
Etike told the Anatolia news agency that he would like to thank those who
exerted great efforts to save them. “We had a very difficult time. Now
we’re happy. We’ve talked to our families on the phone and we want to go to
Turkey as soon as possible,” he added. The Turks are expected to leave
Tehran for Istanbul today. /The New Anatolian/
[05] BAYKAL TO TRAVEL TO ATHENS LATE THIS MONTH
Main opposition Republican People’s Party (CHP) leader Deniz Baykal will
travel to Athens late this month to attend a Socialist International
meeting to be held on Jan. 30-31. During his stay, the CHP leader will also
hold bilateral talks with world leaders. /Star/
[06] ERBAKAN INVITED TO SURRENDER
The Edremit Prosecutor’s Office has sent a notice by mail for Necmettin
Erbakan, former prime minister and head of the now defunct Welfare Party
(RP), to surrender to police on Monday to serve a two year, four month
prison sentence for tampering with official documents in a case of missing
state money. Erbakan either has to surrender or apply for a suspension of
the sentence. His previous four applications for suspension on health
grounds were accepted. /Turkish Daily News/
[07] OZKOK VISITS FRANCE
Chief of the General Staff Gen. Hilmi Ozkok yesterday flew to Paris, France
for an official visit. During his stay in Paris, Ozkok is expected to meet
with a French delegation chaired by his French counterpart Henri Bentegeat
to discuss bilateral military relations. Ozkok is expected to return to
Ankara tomorrow. /Milliyet/
[08] RAHMANOV TO VISIT TURKEY
After completing his contacts in Iran, Tajikistan President Imamali
Rahmanov is set to arrive in Ankara today to pay an official visit at the
invitation of his Turkish counterpart Ahmet Necdet Sezer. During his four-
day stay, Rahmonov will have talks with Turkish officials to discuss
bilateral and regional issues. In addition, Ankara’s Gazi University will
present the Tajik president an honorary doctorate. /Star/
[09] ARMENIAN ALLEGATIONS TO BE DISPROVED BY ARCHIVES
So-called Armenian genocide allegations will be disproved by the Armenian
and Russian archive documents. The committee set up to disprove allegations
abiding by Armenian and Russian archives and to explain Turkish thesis has
started to be active in Istanbul. The presidency of advisory board of the
“Big Project-Talat Pasha Operation” is assumed by the First President of
the Turkish Republic of Northern Cyprus (TRNC) Rauf Denktas.
Representatives of Justice and Development Party (AKP), main opposition
Republican People’s Party (CHP), True Path Party (DYP) Nationalist Movement
Party (MHP), Homeland Party (YP) and Workers’ Party (IP) attended the first
meeting organized by Turk-Is, Kemalist (Mustafa Kemal Ataturk, the founder
of the Turkish Republic) Association and National Channel, as well as
administrators of NGOs and academicians. At the opening ceremony of the
meeting, Denktas said, “We’re not trying to create Armenian hostility.
We’re trying to turn hostility created by them into a friendship.”

[10] EU ENLARGEMENT COMMISSIONER REHN’S CYPRUS EFFORTS
It was reportedly said that European Union Enlargement Commissioner Olli
Rehn is seeking a new solution for the Cyprus issue. The EU sources uttered
that this silent period of the Turkey-EU relations is a good opportunity to
think hard for the Cyprus issue, and that Rehn nowadays is busy with this
question. EU sources stated that Rehn is working on a formula aiming to
speed up Turkey to bring in the Additional Protocol of the Ankara Agreement
and to put free trade regulations into effect. In related news, European
Union Term President Austria’s Prime Minister Wolfgang Schüssel said that
after the process of screening, full-membership talks with Turkey were
likely to begin in the first half of 2006. “A possible positive report from
the EU Commission is very likely to launch talks with Turkey as well as
Croatia,” said Schüssel during a press conference at the European

[11] 81 GOVERNORS TO MEET FOR BIRD FLU
Minister of Internal Affairs, Abdulkadir Aksu, is expected to hold a
meeting in Ankara with the governors of 81 provinces on Friday. It is
reported that, the same day, Health Minister Recep Akdag and Minister of
Agriculture and Rural Affairs Mehmet Mehdi Eker will come together with the
representatives of the media. /Turkiye/
[12] 35 MILLION USD TO BE SPENT FOR THE PROJECTS
Minister of Agriculture and Rural Affairs Mehmet Mehdi Eker attended a
meeting in Beijing, China, for the struggle against bird flu with the
representatives of 89 countries and 20 international organizations. Eker
said Turkey has only 130 thousand boxes of Tamiflu but gave an order for
additional boxes. Eker noted that Turkey presented a project worth 35
million USD to the World Bank for improving veterinary services, laboratory
and field research and for paying compensations. /Turkiye/
[13] COOPERATION PROTOCOL SIGNED BETWEEN TURKEY AND OMAN
A cooperation protocol was signed between Istanbul Chamber of Trade and
Oman’s Chamber of Trade and Industry. Speaking at the signing ceremony,
State Minister Besir Atalay said that the governments should open the way
of the private sector. Atalay said that the agreement on the prevention of
double taxation was about to be completed and signed. “Therefore obstacles
to the private sector will be overcome,” added Atalay. /Star/
[14] TUSIAD TO VISIT AUSTRIA
A delegation of Turkish Industrialists’ and Businessmen’s Association
(TUSIAD) is paying a visit to Vienna to have talks with Austrian officials
and businessmen representatives. During a two-day stay, the delegation is
scheduled also to meet with Parliament Speaker Andreas Khol and Foreign
Minister Ursula Plassnik. /Turkiye/
[15] TUZMEN ATTENDS 3RD LEATHER FAIR IN ISTANBUL
Speaking at the 3rd Leather Fair in Istanbul yesterday, State Minister
Kursad Tuzmen said that Turkey’s share in the world leather trade was 1
percent, which could later increase to 5 percent. Tuzmen said that nearly
350 firms from 21 countries attended the fair, adding that the Turks have
been in this sector for long years. Tuzmen stressed that the registered
figure in the leather sector was totally $2 billion, adding that the target
was $5 billion. /Star/

Columnist Semih Idiz comments on Turkey’s European Union bid. A summary of
his column is as follows:
“We need good news these days. Therefore, I congratulate two reporters from
the CNN Turk channel for the ‘EU in Turkey’ series which they have
prepared. The people in Turkey think of negativities, when they hear the
word EU, as if it was established to destroy us. We hear this shallow view
from some people sometimes. However, we should tell them that Ankara should
end this issue and remove this threat. Some people might consider this a
very simple stance, but this is very reasonable, considering the simplicity
of the view that the EU will destroy us. Meanwhile, obviously, the issue
isn’t as simple as that. The research on the Turkish Armed Forces’ (TSK)
march to the EU which was published on the Foreign Affairs journal and
prepared by the people in relation with the General Staff say that the EU
membership is the best choice among the bad choices against the threats of
fundamentalism and separatism. However, it’s pleasing that some people
started to see certain things, which are shown by this series. It is about
the EU funds and socio-economic projects which are encouraged in the entire
country. Turkey received more than €1 billion in the last three years only
from this unit. Of course, this amount is less than the money received by
Spain, Portugal and Greece once upon a time.
However, Turkey should have approached the issue with seriousness
appropriate to the soul of Ankara Agreement signed in 1963, in order to
participate in that league. If that was the case, it could have become a
member before these three countries and benefited from the EU funds more.
However, those days passed. EU experts say that the issue is based on the
following principle: ‘The more project, the more aid.’ Two things attracted
my attention in this series. One of them was the expression of a girl who
participated in a pottery program which was initiated with the EU funds in
Akcaova. The girl said, ‘I feel like we became an EU member, thanks to this
support. I know that we’re not a member yet, but I feel this way.’ Secondly,
a man who participated in a wood carving program in Kastamonu said, ‘I had
to leave my village due to unemployment. I came back, as soon as I heard
about this project. Who wouldn’t like to go back to the village?’ Of course,
above-mentioned discussions will continue, but people will understand the
things, as long as the EU’s penetration into our country deepens. The EU
means increasing the value of the human and the level of prosperity.
Therefore, many countries long for becoming a member. The young girl from
Akcaova and the man from Kastamonu have understood this. I wonder when the
others will understand.”
