[01] FM GUL: “THE ROTATION OF US
SOLDIERS ENDED IN 2004”
Debates on whether the Incirlik Air Base was
used during the rotation of US soldiers were
carried to the agenda of the Turkish Parliament
by the main opposition Republican People’s Party
(CHP) deputies. Foreign Minister Abdullah Gul
made a written statement to the questions
“whether the news on during ten thousands of US
soldiers’ rotation the Incirlik Air Base was
used are reflecting the truth” and stated that
one permission was given to the US for the
rotation. The statement said that the UN
Security Council demanded from neighboring
countries to Iraq to contribute to the
international force in Iraq in order to meet the
demands of security and stability of the Iraqi
people and that Council of Ministers took a
decision on June 23, 2003 to give the
possibility to use the harbors, airports,
facilities and the bases to friend and ally
countries. Gul said that one permission to use
the Incirlik Air Base was given during the
rotation of US soldiers, and added, “The
Incirlik Air Base hasn’t been used for the
rotation of US soldiers performing in Iraq since
April 1, 2004.” /Star/
[02] PARLIAMENT’S WEEKLY SCHEDULE
Parliament is due to start the week in quiet
fashion, following the holiday of the Feast of
the Sacrifice, with an expected general meeting
about annual action plans related to the
European Union accession period. The ruling
Justice and Development (AK) Party’s
parliamentary group will invite the Advisory
Board to a meeting on Wednesday and Thursday in
order to deal with inspection issues rather than
legislative action. EU chief negotiator Ali
Babacan will inform the full parliament on
Tuesday about the annual EU action plans.
Following Babacan’s presentation,
representatives of the AK Party, the main
opposition Republican People’s Party (CHP) and
Motherland Party (ANAVATAN) will voice their
opinions on the subject. The parliamentary
commission established to work on measures
designed to prevent “honor” killings and
violence against women and children will convene
on Tuesday. Parliament’s EU Harmonization
Commission will deal with bills related to
passports and public inspection at a meeting on

[03] JORDANIAN AND BULGARIAN PMS TO
VISIT ANKARA
Jordanian Prime Minister Maruf Bahit and
Bulgarian Prime Minister Serguei Stanichev will
visit Ankara this week after the visit of
Japanese Prime Minister Junichiro Koizumi.
Jordan’s Bahit will be in Ankara today for a
short working visit. During his visit, the
current developments in the region, especially
the situation in Iraq and Iran are expected to
be discussed. Diplomatic sources state that
Turkey and Jordan have a close consultation on
the regional issues. Stanichev will come to
Ankara on Jan. 17 for an official visit. /Star/
[04] GUL TO VISIT BRAZIL
Foreign Minister Abdullah Gul is set to travel
to Brazil tomorrow to pay a six-day official
visit as part of Turkish government’s desire to
further develop relations with Latin countries.
Former President Suleyman Demirel was the latest
Turkish official who visited Brazil in 1995.

[05] TURKISH CYPRIOTS COMMEMORATE FAZIL
KUCUK
Turkish Cypriots’ leader of
fight for freedom Fazil Kucuk yesterday
commemorated in Lefkosha marking 22nd
anniversary of his death. In addition to leaders
from political parties and institutions,
President Mehmet Ali Talat issued messages
underlining Kucuk’s efforts to ensure national
unity during hard times of the nation. /Turkiye/
[06] GOVERNMENT ESTABLISHES BIRD FLU
COORDINATION CENTER
As part of Turkey’s efforts to
cope with bird flu disease, the government
decided to establish a Bird Flu Coordination
Center, co-headed by the undersecretaries of the
health and agriculture ministries. The center
will be the sole body authorized to make public
statements concerning developments on the
disease. The provincial governors were asked not
to make statements on the issue. Meanwhile,
Fatma Ozcan, 12-year-old girl died yesterday in
eastern province of Van. Ozcan will be the
fourth victim of bird flu if it is confirmed.
Her 5-year-old brother who was also being
treated at the hospital for bird flu. The number
of infected people currently in the country is
19. Furthermore, the World Tourism Organization
and World Health Organization announced that the
incidents in Turkey would not make any risks for
foreigners who want to travel to the country. In
addition, German and Russian travel operators
stated that they didn’t believe that the disease
would badly affect Turkish tourism. /Milliyet/
[07] IRANIAN OFFICIALS TRY TO SAVE
TURKISH SPORTSMEN
Iran said yesterday that the
kidnappers who grabbed three Turkish paragliders
in the southern part of the country near the
Pakistani border were the same as those who
kidnapped nine Iranian soldiers earlier this
month. Speaking to reporters at a weekly press
conference, Iranian Foreign Ministry spokesman
Hamid Reza Asefi said that they were in contact
with the Turkish Embassy in Tehran, adding that
Iranian officials were exerting enormous effort
to save the kidnapped Turkish athletes and
Iranian soldiers. The Turkish paragliders,
Serdar Durna, Yurdaer Etike and Avni Ozan were
kidnapped last month by Sunni Muslim rebels
calling itself Jundallah in Iran’s southeastern

[08] VORKINK: “AN EDUCATION REFORM WILL
HELP TURKEY RESOLVE ITS UNEMPLOYMENT PROBLEM”
World
Bank Turkey Director Andrew Vorkink said
yesterday that an education reform would help
Turkey resolve its deep-rooted unemployment
problem and boost its labor competitiveness in
the European Union, which Turkey aspires to
join. “Turkey will be one of the leading
countries in the EU if it carries out an
education reform hand-in-hand with the overall
EU reform process,” said Vorkink. He further
stated that the WB was ready to provide
financial and technical assistance for Turkey to
advance its education reform efforts, adding
that this assistance would continue for Turkey’s
harmonization with the EU. Vorkink stressed that
Turkey’s education sector and labor markets
weren’t ready for Turkey’s integration to the

[09] EDUCATION MINISTER: “THE GOVT IS
PLANNING TO APPOINT 16,000 TEACHERS NEXT MONTH”
Education Minister Huseyin Celik said over the
weekend that the government was planning to
appoint some 16,000 teachers to public schools
next month. Appearing on television, Celik said
that another 11,000 teachers would be appointed
within 2006, bringing the number of newly
appointed teachers to around 27,000. He added
that some 20,000 teachers retired last year,
creating space for new teachers. Online
applications for the new reaching positions are
expected to start in early February. /Turkish

[10] TUZMEN: “OIL PRODUCT EXPORT TO IRAQ
COULD BE SUSPENDED”
State Minister Kursat Tuzmen
said yesterday that Turkish companies could
suspend export of oil products on Jan. 21 if
Iraq doesn’t pay the amount owing for previous
shipments. “It is seen that if necessary
measures won’t be taken, then the amount of
Iraq’s debt will increase considerably,” he
said. Tuzmen stated that Iraq has met an
important part of its oil need from Turkey since
May 2003, adding that Ankara exported more than
10 billion tones oil to Iraq. /Sabah/

Columnist Sukru Kucuksahin comments on
Motherland Party (ANAVATAN) leader Erkan Mumcu’s
visit to Pakistan. A summary of his column is as
follows:
“I
appreciated Motherland Party (ANAVATAN) leader
Erkan Mumcu’s decision to spend some part of
recent Sacrifice Festival holiday in Pakistan.
What’s better, he brought the activities of
Turkish aid institutions in the foreground
throughout his visit. These institutions and
their personnel already deserved this. Those
personnel have been continuing to furnish
service on behalf of Turkey, even if they suffer
another drama everyday. The distance between the
capital Islamabad and Muzaffarabad, where the
greatest destruction was experienced, is covered
with Karakurum Mountains. These mountains are
full of settlements. I showed those mountains to
two nurses and asked them how the people live
there. The said that they considered those
mountains in other way and that they saw those
mountains as the sky and the lights above them
as stars. What could I say? Isn’t the
Muzafferabad another star? I also spoke to the
Turkish Red Crescent’s (Kizilay) operation head
Tahsin Reyhan, who has established the most
organized tent cities and the second largest
hospital in the region. He said, ‘The women in
the region receive medical treatment from male
doctors only from Turkey. People’s arms and legs
are cut in most of the hospitals of certain
countries, as it seems the easy way. We have
never done that. It wouldn’t be wrong to say
that only our hospital doesn’t chose the injured
people. Only our hospital has the plastic
surgeon and only the doctors of our hospital are
borrowed by the hospital of other countries.
Reyhan is also proud that they can send aid to
such altitudes as 5,000 meters by waving the
Turkish flag. He smiled when he said that they
would stay in the region for two days more and
that they forgot how they missed their families
with the prayers they receive. Reyhan and his
friends don’t complain about the hard
conditions. In addition, Turkish Ambassador
Kemal Gür said, ‘The people whose term of duty
are supposed to be sorry, aren’t they? Some
people left here during the Sacrifice Festival.
They were all sad. They said that they hoped to
come back soon.’ Not only Kizilay, but also
other foundations should be appreciated for
their contribution.”
