[04] CHP LEADER BAYKAL: “CYPRUS IS A PRECONDITION NOW”

Main opposition Republican People’s Party (CHP) leader Deniz Baykal yesterday argued that though the Cyprus issue had not been a precondition for Turkey’s European Union accession, it was now. In a written statement, he added, “They are telling us that Turkey will deny the Turkish Republic of Northern Cyprus (TRNC) and admit Greek Cyprus as the representative of the whole island, recognize Greek Cyprus and the Cyprus issue will be solved. Just saying yes is no solution. We’ve gone through this before. If you give way, you will lose it, just like with Crete.” /Star/

[05] TALABANI CALLS FOR BRITISH TROOPS TO STAY IN IRAQ

Iraqi President Jalal Talabani yesterday said that Britain shouLd keep its troops in Iraq, warning that withdrawing them would sow "chaos and perhaps ... civil war. There would be foreign intervention -- our neighbors [Iran, Syria, Turkey] would come in." Speaking to Britain’s Sunday Telegraph, Talabani said that the British forces had liberated 50 million Muslims from Afghanistan to Iraq. “This was a noble goal,” he added. “If your troops left tomorrow, all their blood and sacrifice would be wasted.” /Aksam/

[06] PAPADOPOULOS EXPECTS NEW PROPOSAL TO REACH A CYPRUS RESOLUTION

Greek Cypriot leader Tassos Papadopoulos said yesterday that he expected a new proposal by year’s end to reach a resolution on the Cyprus issue. Papadopoulos said that in order to resume Cyprus negotiations, there should be a logical expectation that a resolution would be reached. “If new negotiations also fail, then this will send a message that there will be no resolution of the Cyprus issue,” added Papadopoulos. /Cumhuriyet/

[07] TRNC PRESIDENT TALAT: “POLITICAL EQUALITY IS OUR SINE QUA NON”

Turkish Republic of Northern Cyprus (TRNC) President Mehmet Ali Talat yesterday gave important messages prior to his visit to Washington. Talat said that he would set out the Turkish side’s red line as “political equality with the Greek Cypriots,” and that he would repeat the policy of reaching a solution in line with the Annan plan. “We aren’t against the opening of the Turkish ports to Greek Cypriot planes and ships, but we want our ports to be opened also,” he added. “The port of Magosa has been illegally blockaded by the Greek Cypriots for years.” Talat also said, “Right now the situation is good for uniting. But I don’t know how long the Turkish Cypriots will support this policy.” /Star/

[08] GREECE DEPUTY FM: “ANKARA IS BOUND BY ITS EU FRAMEWORK DOCUMENT”

Greece Deputy Foreign Minister Yiannis Valinakis yesterday said that Turkey’s European Union negotiations framework document was binding upon it and that they were happy that these written parameters obligating Turkey were present in the framework. Valinakis, speaking to a Greek Cypriot paper, said, “Ankara has to be a well-behaved child,” adding, “Once we said that the path to solving the Cyprus issue passes through Ankara. Today, we can say that Turkey’s membership to the European Union passes through Nicosia. I am proud of this.” /Cumhuriyet/

[09] BRITISH DEPUTY PM TO VISIT CYPRUS

British Deputy Prime Minister John Prescott will travel to Cyprus today to pay visits to both the Greek Cypriot administration and the Turkish Republic of Northern Cyprus (TRNC). [11] SYMPOSIUM ON “1915 OTTOMAN-TURK ARMENIAN TRAGEDY” SET FOR SCOTLAND TODAY

A symposium entitled “The 1915 Ottoman-Turk Armenian Tragedy of the War Period” is to be held in Edinburgh, Scotland today organized by the Federation to Fight Unfounded Armenian Allegations (ASEF) and the Britain Turkish Associations Confederation. Retired Ambassador Gunduz Aktan and Professor Norman Stone from Koc University in Istanbul will deliver speeches at the symposium. This June the Edinburgh City Council decided to vote on an Armenian “genocide” resolution after 18 months of Armenian lobbying, but they later reversed this decision. [13] FROM THE COLUMNS…FROM THE COLUMNS…FROM THE COLUMNS

[14] ERDOGAN, THE RECTOR AND THE EU TUFAN TURENC (HURRIYET)

Columnist Tufan Turenc comments on recent developments regarding the arrest of Van Yuzuncu Yil University Rector Yucel Askin. A summary of his column is as follows:

“Speaking at a recent fast-breaking meal for Ramadan, Prime Minister Recep Tayyip Erdogan lashed out at the heads of bars, university rectors and opposition parties, especially the Republican People’s Party (CHP), concerning the recent incident in Van.

He criticized the support given to Yucel Askin, the rector of Yuzunci Yil University who was recently arrested on charges of corruption. Stressing that everybody should look after their own affairs, Erdogan said that his case was a matter for the judiciary. On the other hand, he defended his Undersecretary Omer Dincer, whose right to teach was revoked by the Board of Higher Education (YOK) due to alleged plagiarism. He said that that the move was done as retaliation.

The premier’s stance on the matter was thought provoking.

In fact, the developments in Van are quite serious. Reactions in the public are normally even less than expected. In the history of the Republic of Turkey, for the first time a rector is being arrested and put behind bars.

Rector Askin probably was chosen as a target since he tried to prevent fundamentalists from taking hold of his university.

Furthermore, these developments were also not positive for Turkey’s position in the European Union. In a recent statement made by the Turkish Industrialists’ and Businessmen’s Association (TUSIAD), businessmen called on the government not to make concessions on secularism and democracy.

If the government backs initiatives harming secularism and the democratic regime, this will harm both stability and peace in the country and cause serious problems for its EU membership bid.”
