  • [01] SEZER APPROVES JOB SECURITY LAW

    President Ahmet Necdet Sezer yesterday approved a Job Security Law passed last week by Parliament in an extraordinary session. In a separate action, Sezer applied to the Constitutional Court to annul a provision of the recently passed European Union harmonization package entailing fines on radio and TV stations. /Turkiye/

    [02] CABINET MINISTERS MEET

    The Cabinet ministers chaired by Prime Minister Bulent Ecevit convened yesterday. Newly appointed ministers, including State Minister for the Economy Masum Turker, were present at the meeting. Among the topics taken up during the meeting were various economic matters along with measures to repair damage from recent floods in the Black Sea Region and forest fires in Balikesir. /Turkiye/

    [03] BAYKAL: “LET’S UNITE UNDER THE CHP’S UMBRELLA”

    Appearing on television yesterday, Republican People’s Party (CHP) leader Deniz Baykal made a historic call to former Economy Minister Kemal Dervis and former Foreign Minister and New Turkey (YT) leader Ismail Cem to unite under his party’s umbrella. Baykal stated that his party supported Dervis’s efforts to forge alliances, adding that the CHP was ready to embrace everybody. “It is important, for the sake of Turkey’s future, to bring together people who share common values,” said Baykal. Baykal remarked that Turkey needed an effective administration to get out of its current crisis, adding that the parties he mentioned should establish an administration together. /All Papers/

    [04] CEM AND OZKAN MEETS WITH DERVIS

    New Turkey (YT) leader Ismail Cem and founding YT member Husamettin Ozkan yesterday met with former Economy Minister Kemal Dervis in order to evaluate Republican People’s Party (CHP) leader Deniz Baykal’s recent call to unite under the CHP’s umbrella before coming elections. Cem, Ozkan and Dervis told reporters afterwards that Baykal’s call was a very important step. /Sabah/

    [05] KEMAL DERVIS MEETS WITH TOBB CHAIRMAN

    Former Economy Minister Kemal Dervis visited Turkish Union of Chambers and Commodities Exchanges (TOBB) Chairman Rifat Hisarciklioglu yesterday reportedly in order to seek his support in early elections. Speaking to reporters after the meeting, Hisarciklioglu said that the TOBB wouldn’t endorse any political party in November’s elections. /Milliyet/

    [06] DERVIS: “EUROPE SHOULD OPEN ITS DOORS”

    Speaking to Italian daily La Republica yesterday, former State Minister for the Economy Kemal Dervis said that he would like to bring modern, secular Turkey to Europe. Dervis also stated that after Parliament’s recent passage of the European Union harmonization laws, it was incumbent on the EU itself to take a step forward. “Turkey is a bridge between the Islamic world and the Western world,” added Dervis. /Cumhuriyet/

    [07] ECONOMY MINISTER TURKER: “THE PROGRAM IS PROCEEDING WELL”

    State Minister for the Economy Masum Turker yesterday attended a meeting of the Consultation Board for Production and Finance. Speaking to the press after the meeting alongside a number of economy bureaucrats and private sector representatives, Turker remarked that the meeting was very important to him as it brought together the representatives from both financial and manufacturing sectors. He also stated that the representatives of the two sectors had reached agreement to continue the economic program, displaying their resolve to further improve the Turkish economy. /Aksam/

    [08] ANKARA: “NO CONCESSIONS ON THE ISSUE OF NORTHERN IRAQ”

    Turkey recently stated that it would never accept the establishment of an independent Kurdish state in northern Iraq. The Turkish Foreign Ministry yesterday announced that the Iraqi opposition leaders who met last week in Washington to discuss strategies of toppling Saddam Hussein had not taken up the issue of the establishment of an independent Kurdish state in the region. Turkey, a staunch US ally, has previously expressed concern that a US intervention in Iraq could lead to the creation of an independent Kurdish state on its border and encourage terrorist movements within its own territories. Foreign Ministry Spokesman Yusuf Buluc told a press conference yesterday that the main goal of the Washington meeting was to smooth out differences of opinion between the Iraqi opposition leaders, denying recent rumors that the US administration supports the formation of an independent Kurdish state in the region. Meanwhile, Iraqi National Congress (INC) leader Ahmed Celebi, who also attended the meetings with US officials in Washington, yesterday stated that he was also opposed to an independent Kurdish movement in northern Iraq and that the INC wanted to improve its dialogue with Turkey. Celebi also proposed that a conference be held in Turkey to discuss the future of Iraq in a post-Saddam period. /Cumhuriyet/

    [09] AZERBAIJANI PRESIDENT ALIYEV MEETS ARMENIAN COUNTERPART KOCHARYAN

    Azerbaijani President Haydar Aliyev yesterday met with his Armenian counterpart Robert Kocharyan in Sederek, a village in Azerbaijan. The two leaders discussed the issue of Upper Karabakh, a region illegally occupied by Armenia, and exchanged views on improving economic relations between their two countries. Speaking to the press before the meeting, Aliyev stated that they would take up once again all the solution proposals which have been previously developed. “Such gatherings are of great importance for the betterment of relations between Azerbaijan and Armenia,” said Aliyev. Meanwhile, Turkish Foreign Ministry spokesman Yusuf Buluc told a press conference that Turkey appreciated the efforts of both leaders to normalize bilateral relations, stressing that Armenia should immediately end its occupation of Upper Karabakh. “Turkey wants to secure Azerbaijan’s territorial integrity and sincerely hopes that the two leaders can reach a settlement towards this end at the conclusion of their meeting,” said Buluc. /Cumhuriyet/

    [10] KARAYALCIN: “THE SHP WILL SUPPORT NEW PROJECTS TO FORGE ALLIANCES BETWEEN LEFTIST PARTIES”

    Social Democratic People’s Party (SHP) leader Murat Karayalcin said yesterday that his party would support new projects to make alliance between leftist parties before November’s elections. “We think that mutual outreach between leftist parties should continue,” he said. “We hope that Dervis’s efforts to forge alliances between leftist parties meet with success as soon as possible.” /Milliyet/

    [11] TWO RESIGNATIONS FROM ANAP, OKSUZ JOINS THE BBP

    Two parliamentarians yesterday resigned from the Motherland Party (ANAP) and then joined New Turkey (YT), namely Izmir Deputy Rifat Serdaroglu and Antalya Deputy Ibrahim Gurdal. With their resignations, the number of YT deputies in Parliament reached 63, while those of ANAP fell to 77. Meanwhile, Enis Oksuz, former transportation minister and ex-Nationalist Action Party (MHP) Mersin deputy, yesterday joined the Great Union Party (BBP) in a ceremony held in Parliament. With Oksuz, the number of the BBP’s deputies in Parliament rose to four. /All Papers/

    [12] GOVERNMENT, CIVIL SERVANT BARGAINING BEGINS

    Civil servants’ unions are set to begin collective bargaining talks with the government this afternoon at the Prime Ministry. Kamu-Sen Chairman Bircan Akyildiz and KESK Chairman Sami Evren will represent the civil servants’ unions at the meetings, which will be chaired by State Minister Mehmet Kececiler. Under the Constitution, the meetings on workers’ salaries and fringe benefits should be concluded within 15 days. Following the government’s approval, the resulting collective bargaining decree will be put into force on Jan. 1, 2003. /Turkiye/

    [14] BAYKAL’S BREAKTHROUGH AND DEMIREL’S OPERATION AGAINST ANAP - BY MUSTAFA BALBAY (CUMHURIYET)

    Columnist Mustafa Balbay comments on the two basic issues in Turkish politics today. A summary of his column is as follows:

    “Our political edifice, which collapses on a daily basis and then is built anew, currently has two main issues before it: Baykal’s call for unity under his party and defections from the Motherland Party (ANAP). Republican People’s Party (CHP) leader Deniz Baykal had been content to stay a spectator to the scenarios swirling around Dervis and Cem, but then yesterday he made his move. He said, ‘I call on everybody who has both the means and the desire to join us. Let’s all unite under the CHP’s roof.’ He explained why he hadn’t made such a call up to now by saying, ‘I wanted to see the future and where the politicians are going. We are ready to embrace everybody.’ We asked Baykal his definition of ‘everybody,’ which appears to be very broad. ‘There are certain politicians in the DSP with whom we can work,’ he replied. There are also very valuable people in the YT. We cannot say no to those who favor us.’ Now we are in the midst of an election season and everybody is preparing to make their best play. We can consider Baykal’s call in this light, too. Baykal’s call has emerged in the following atmosphere:

    The YT has lost some of its initial steam. It looks like a plane which made an excellent takeoff but is now having difficulty reaching the altitude it wants. - Dervis is continuing to make efforts to look for the thing that he will look for. As he lost a very important shield after his resignation, now he is in the media’s crosshairs. Ecevit’s final act lies as yet before him. His role in this act remains unclear.

    Even as Baykal tries to open a broader umbrella against the possibility of the YT strengthening itself, there are certain defections from ANAP into the YT. What an interesting circle. Let’s examine ANAP’s current situation. Mesut Yilmaz, who has been searching for an alliance in the elections, is finding it difficult to do this even within his own party. ANAP, which gained ground in the conditions after the Sept. 12, 1980 coup, experienced a transformation at the beginning of the 1990s. When Suleyman Demirel was elected president and came on strained terms with his own party (the DYP), a rapprochement was reached between Yilmaz and Demirel. At that time, Tansu Ciller’s goal was to become an Ozal, and Yilmaz’s was to become a Demirel. During the last two elections, Demirel made it possible for politicians who are close to himself, or, better put, with whom he could form alliances in the future, to be elected deputies not from the DYP, but from ANAP. Yilmaz and Demirel came on strained terms during the presidential elections of 2000. During the discussions on extending Demirel’s term in office, Yilmaz searched for a way to pave his own path to the Presidential Palace. Nor did Demirel forget this! Now it’s clear that Demirel’s team is withdrawing from ANAP. Ibrahim Gurdal and Rifat Serdaroglu, who were among the founders of the DYP, joined the YT yesterday. If we also consider that DTP leader Mehmet Ali Bayar, who is seeking an alliance with the YT, was for many years Demirel’s foreign relations advisor at the Presidential Palace, we wouldn’t exaggerate by concluding that Demirel is now taking his revenge on ANAP. When we take into account that Osman Muftuoglu is also participating in the YT, then the picture becomes complete. Yasar Okuyan and Murat Basesgioglu, who is practicing politics by taking religious tendencies in the election campaigns into consideration, are preparing to leave ANAP as well. To sum up, it’s clear that Yilmaz’s efforts to postpone the elections have definite reasons.”

    [15] GIVING CIVIL SOCIETY IN THE TRNC ITS DUE BY SAMI KOHEN (MILLIYET)

    Columnist Sami Kohen writes on A civil initiative in Turkish Republic of Northern Cyprus (TRNC) concerning the island’s future. A summary of his column is as follows:

    “Although the media paid little attention to it, a very meaningful and important joint declaration called ‘Common Vision’ was issued in the Turkish Republic of Northern Cyprus TRNC this week by over 80 nongovernmental organizations (NGOs) and prominent figures, among which there were trade unions as well as women, youth, and business organizations plus writers and artists. This movement, which is the very first of its kind in the TRNC, represents some 80,000 people. Thus, the views and proposals stated in the declaration must be given serious consideration both by Lefkosa and Ankara. Two very basic matters are underlined in the declaration: a solution to the Cyprus issue and the European Union. The solution proposal is initially built on the criteria of equality and sovereignty, which the Turkish side has also put forward. Accordingly, a common state composed of two component states, one in the north and the other in the south, both of which have certain sovereign rights as well as clearly defined obligations, must be formed. This common state should be represented as one in the international community and also should have the adequate legislative, executive and judicial organs sufficiently empowered to deal with the EU. This general framework is actually in line with the Turkish stance; the strategy and targets are similar. But in the declaration, a different kind of tactic and a flexible attitude to the issue is proposed. The head of this movement, Ali Erel, the chairman of the Turkish Cypriot Chamber of Commerce, states that a solution cannot be reached unless the Turkish side abandons its insistence that the TRNC first be recognized and its sovereignty over the north of the island be accepted. This tactic, Erel says, has been used for years but it has proved fruitless; thus, instead of this, the Turkish side should display a flexible attitude and by so doing it will be able to direct international pressure and expectation to the Greek side. On Sept. 6, UN Secretary-General Kofi Annan, will meet Turkish Cypriot President Rauf Dentas and Greek Cypriot leader Glafcos Clerides. It seems to me that after this meeting important steps can be taken towards a solution on the island. Yet, Ankara should also make an attempt to encourage the civil initiative’s effort. We don’t have the luxury of missing any more opportunities.”
