[01] MEETING AT THE PRESIDENTIAL PALACE
Ankara, in a state of alert, following the US
operation, discussed the possible requests from Turkey in the
following the stages of the war and the measures to be taken. In a
statement issued following the security summit in the Cankaya
Presidential Palace, it was stressed that national interests would be
taken into consideration regarding the contribution made to the
operation and added that the steps to bring stability to Afghanistan
would be supported. /Milliyet/
[02] PARLIAMENT TO DEBATE WAR
The Parliament will debate the war in Afghanistan
and the support Turkey will lend to her allies today in its Plenary
Session. Prime Minister Bulent Ecevit will inform the parliamentarians
on the issue at the beginning of the session. Parliamentarians
recalled that the authority to send troops abroad belonged only to the
Parliament. The 92nd article of the Constitution regulates the case of
declaration of war and the authority to send Turkish troops abroad.

[03] ECEVIT EXPRESSES HOPE FOR OPERATION TO END SOON
Prime Minister Bulent Ecevit said he hoped the
operation against Afghanistan ended soon, without leading to new
disasters. Ecevit also said that many countries, with the exception of
the US, had ignored the damage terrorism had done to Turkey, adding,
"It is therefore natural for us to stand by them in their time of
suffering." Ecevit assessed the operation against Afghanistan
during the opening ceremony of the METU-Halici Software House at the
Middle East Technical University (ODTU). Ecevit stated, "I hope
this operation ends without leading to great disasters. It is humane
behavior for the US to care about the humanitarian requirements of the
Afghan people. I hope this continues." /Turkish Daily News/
[04] ECEVIT MEETS DERVIS AND OZTRAK
Prime Minister Bulent Ecevit met with Minister of
State for Economy Kemal Dervis and Undersecretary of the Treasury,
Faik Oztrak yesterday. During the one-hour meeting the effects of the
US air strikes to Afghanistan on Turkey, the suspension of the $
3-billion IMF loan and preparation of a new intent letter to the IMF
to obtain additional finance support were taken up. /Turkiye/
[05] ANKARA'S MESSAGE TO THE US
During the second day of the operation against
Afghanistan, the US Ambassador to Ankara, Robert Pearson visited the
Undersecretary of the Ministry of Foreign Affairs, Ugur Ziyal. Pearson
gave information during the meeting and Ziyal pointed out two issues,
to which Ankara attaches a great importance. Ziyal wanted the US to
treat the Afghan people well. He added, "If there will be a land
operation, it should support the Northern Alliance." Meanwhile,
Pearson said, "The cooperation with Turkey is very useful and it
will continue." Pearson evaluated the meeting as a "normal
meeting of consultation" and added, "We are very pleased by
Turkey's support, particularly by Prime Minister Ecevit's strong
support." While answering a question if they have any requests
from Turkey, Pearson said, "We are informing Turkey. We do not

[06] GOVERNMENT AND THE OPPOSITION'S MEETING
Coalition party leaders and the opposition leaders,
True Path Party (DYP) leader Tansu Ciller, Justice and Progress (AK)
Party leader Recep Tayyip Erdogan and the Felicity Party (SP) leader
Recai Kutan held a meeting at the Prime Ministry to evaluate the war
last night. Besides these leaders, Deputy Prime Minister Husamettin
Ozkan, Minister of Foreign Affairs, Ismail Cem, Minister of the
Interior, Rustu Kazim Yucelen, State Minister Sukru Sina Gurel and the
Minister of Defense, Sabahattin Cakmakoglu were also present at the
meeting. Following the meeting, Tansu Ciller issued a statement and
said the parties in power and the opposition will cooperate regarding
national interests. Ciller added that the Turkish Grand National
Assembly (TGNA) should support the Enduring Freedom operation.

[07] CEM TO TRAVEL TO DOHA
Foreign Minister Ismail Cem will travel to Doha to
attend the extraordinary session of the Organization of the Islamic
Conference which will be held to evaluate the war in Afghanistan. The
summit is considered to be vital as there are divergences of opinion
among the members concerning the US retaliation to Afghanistan. Ankara
is concerned over the summit as these divergences of opinion might

[08] TURKEY TO SEND SPECIAL TROOPS TO AFGHANISTAN
Turkey has launched efforts, within the scope of
the "Enduring Freedom" operation, the US is currently
carrying out, as a retaliation to the September 11th attacks, to send
special military troops to Afghanistan to train Northern Alliance
forces fighting against Taleban Administration. At the summit attended
by President Ahmet Necdet Sezer, Prime Minister Bulent Ecevit, Chief
of the General Staff, Huseyin Kivrikoglu and various top-level
officials in Cankaya Presidential Palace yesterday, it was decided
that Turkey should ensure military training support to the Northern
Alliance. Leaders reached such a decision since Turkey had
responsibilities towards the US' retaliation, as a member of NATO
which invoked the Article V for the first time in its history. Council
of Ministers opened the note of the Office of the Prime Minister to
signature to ensure permission of the parliament to send the troops to
Afghanistan. /All Papers/
[09] THE US WARNS THE EU: "DIALOGUE WITH TURKEY IS
VERY IMPORTANT"
High-level American officials who are currently in
Brussels to meet EU officials so as to improve international
cooperation against terrorism said that the EU should attach great
importance to its dialogue with Turkey. Stating that they expressed
the importance of EU's relations with Turkey and the necessity of
further trying to overcome the problems between the EU and Turkey,
American officials pointed out that Turkey, the US and the EU should
act harmoniously regarding the European Security and Defense Identity.

[10] AWACS IN KONYA
It was stated that some of the American and British
war planes, which participated in the operation against Afghanistan,
passed through the air space in Turkey. The 3rd Jet Headquarters in
Konya will host five Awacs planes, which NATO plans to allocate for
the operation. According to the information furnished by the Air
Forces, some of the US and British war planes, which bombed the
regions controlled by Taleban, yesterday and the day before, passed
through Turkish air space on their way to Afghanistan. /Milliyet/
[11] TURKISH SECURITY FORCES: "TERRORIST LEADERS
RESIDE IN EUROPEAN COUNTRIES"
According to the Anti-Terror Department of the
Directorate General of Security, most of the members and leaders of
the terrorist groups who are engaged in terrorist activities in Turkey
reside in European countries. Deputy Director General of Security
Forces, Feyzullah Arslan said that these terrorists' residence in
European countries contradicted with the NATO decision to invoke
Article V. Stating that terrorism was not a problem belonging to one
country, Arslan said, "Terror is the enemy of all humanity.
Therefore, it is the problem of all the states throughout the world.
No country should shelter these terrorists within their borders."

[12] OECD COUNTRIES TO HOLD AN EXTRAORDINARY MEETING
Organization for Economic Cooperation and
Development (OECD) countries including Turkey have decided to hold an
extraordinary meeting in Washington within the scope of the
international cooperation in eradicating financial resources of
terrorism. The meeting to be organized by Financial Action Task Force
on Money Laundering (FATF) affiliated with the OECD between October
29-30, will be a platform to discuss the ways to prevent the abuse of
world financial system by terrorists. "The FATF, the leading
international body in the global fight against money laundering, will
provide its expertise and energy to the related combat against the
financing of terrorism," said Clarie Lo, the President of FATF.

[13] PKK BLACKLISTED BY HOLLAND
European countries, which have taken action in the
wake of terrorist attacks against the United States, are now taking
extensive measures against terrorism. After the US and various other
European countries, the Netherlands, too, is preparing a black list, a
list of terrorist networks. According to Dutch daily Volkskrant, the
coalition parties will also include the Kurdistan Worker's Party (PKK)
in the black list which they are about to prepare. The list will
include along with the PKK, fundamentalist Islamic terrorist networks,
too, and that the activities of the listed organizations will be
banned completely in the Netherlands. /Turkish News/
[14] NATO EXERCISE
A NATO exercise underway in northwest Turkey will
help prepare a highly mobile land force for rapid action in future
emergencies, a NATO official said yesterday. The exercise, called
Adventure Exchange 2001, involves 5,500 troops simulating a NATO
response to an attack on Turkey. The ground stage of the exercise
began Sunday, hours before the first US and British strikes against
targets in Afghanistan. /Turkish News/
[15] IMF DELEGATION TO ARRIVE IN ANKARA
An IMF delegation headed by Juha Kahkonen, will
arrive in Ankara this week. The delegation is expected to hold
meetings with economy bureucrats on the 10th review and the program
for 2002 and budget figures./Turkiye/
[16] A NEW LETTER OF INTENT TO BE PREPARED
Reportedly, Turkey will prepare a new letter of
intent to obtain additional financial support from the International
Monetary Fund (IMF) in 2002. New letter of intent will include reforms
in state personnel and expenditure. The loan is expected to be 5-7
billion dollars at least. /Turkiye/
[17] FOREIGN TRADE WEEK ACTIVITIES BEGINS
The activities within the framework of the Foreign
Trade Week began yesterday. In his opening speech, Minister of State
Tunca Toskay said Turkey has been trying to implement a very difficult
economic program for two years. He said during the implementation of
the program conditions both in Turkey and in the world were not so
convenient. Pointing to the importance of exports, Toskay said,
"Exports should reach the level seen in 2000." /Turkiye/
[18] TREASURY BIDDING
The Treasury Undersecretariat, which will repay a
domestic debt amounting to 671 trillion TL and foreign debt amounting
to 120 million US dollars, will also organize a 91-days-term bond
bidding today. It is estimated that the interest rate of today's
bidding will be 92-96%. /Hurriyet/
[19] FEDEX COMPANY'S SUPPORT TO TURKISH EXPORTS
The American FedEx Company, which is active in the
international area, participated in the logistic support that was
started by DHL's campaign called "Buy From Turkey" to ensure
an increase in the exports. FedEx will promote Turkey's valuable
exports goods, mostly the textiles, carpets, glass and leatherware,
through the stickers to be put on the packages. FedEx will organize a
meeting on Thursday to promote the campaign. The Company aims to make
Turkey's promotion through the packages on which photographs with the
clause of "Made in Turkey" will take place and, thus,

[20] TURKEY PREPARES ITS OWN FLORA MAP
Abant Izzet Baysal University and the Scientific
and Technical Research Council of Turkey (TUBITAK) have issued a flora
map for Turkey after a 17-year long study period. Prof. Tekin Babac
says that the studies for the flora map had been started in 1984 by
TUBITAK, and some 9,000 plant species have been determined in Turkey

[22] TURKEY AND THE US DISCUSS RELATIONS WITH IRAQ BY
TUNCAY OZKAN (MILLIYET)
Columnist Tuncay Ozkan writes on Turkey's stance
considering a possible attack on Iraq. A summary of his column is as
follows: "An important problem, has been discussed during the
security summits. America is in favour of striking Iraq after
Afghanistan. Turkey is opposed to this view and is trying to persuade
the US not to attack Iraq. At present Ankara is incredibly busy . From
Turkey's standpoint, we are on the verge of deciding on the most
critical issue probably for the next hundred years. There is great
activity in Ankara due to the 'New Order Wars' waged by the US and her
allies. America may target Iraq and other neighbouring countries in
the course of these wars. Turkey is opposed to this and says that if
the US strikes Iraq, it will be wrong and lead to critical
consequencues for Turkey. In this historical turning point, Turkey
agrees with the US on the definition of terrorists. However, she
differs in the methods and targets during the fight against it. The US
had not listened to what Turkey had to say on the Iran-Iraqi war. What
will happen now? The General Staff which is the most influential
organization in these issues, believes that the wars for the new world
order would create great troubles if they cross the borders of
Afghanistan and reach Iraq or Turkey's other neighbours. The concerns
over Pakistan may constitute an example for this. The possibility of a
war with Iraq disturbs Turkey. The territorial integrity of Iraq
cannot be maintained if there is an attack to this country . This
means new formations and consequently new clashes. Some of the allies
want to support the Kurdish fractions in the region as before and form
a new state. As their stances cannot be seen clearly by Ankara,
problems grow. It is not known how China, India, Russia or Pakistan
will react in such a situation. What is more it is not clear how
Germany and France will receive the decision to attack Iraq and other
countries besides Afghanistan. Turkey has openly declared that she
would not allow the establishment of a Kurdish state. At the moment,
Ankara is trying to stay clear away from the war, and defend the
territorial integrity of Iraq. However, the US who knows the Turkish
stance, is conveying her views to the people and is trying to apply
public opinion pressure over the Turkish Government. Will the US and
Turkey reach a compromise over the issue?"
