  • [01] ECEVIT: EVIDENCES ARE CREDIBLE

    US Ambassador to Ankara Robert Pearson presented Prime Minister Bulent Ecevit the evidences which show that recent terrorist attacks to the US were backed by terrorist Usame Bin Laden and his organization El Kaide yesterday. Following the half hour meeting, Ecevit told reporters, "Pearson informed me about recent developments regarding the Sep. 11 terrorist attack. We exchanged views on the case." Replying to a question whether he was concinced by the evidences, Ecevit said, "Evidences are credible also for us." Pearson said the US administration appreciates Turkey's and other allies' support. /Turkiye/

    [02] ECEVIT'S LETTER TO MUSHERREF

    Minister of State Sukru Sina Gurel will travel to Islamabad on Oct. 6 to present Prime Minister Bulent Ecevit's solidarity message to Pakistan Head of State Pervez Musherref. According to the diplomatic sources, during his one day visit, Gurel will be received by Musherref and meet with Minister of Foreign Affairs Abdul Settar. /Turkiye/

    [03] SECOUND ROUND OF DEBATES FOR REFORM PACKAGE

    The second round of debates was begun yesterday on the Constitutional amendment package. The Parliament General AssemBly approved the first 21 articles of the 37-article reform package in the first day of the meetings. The debates will go on today on the remaining articles. /Turkiye/

    [04] CILLER VISITS IZGI

    Leader of the True Path Party (DYP) Tansu Ciller visited Parliament Speaker Omer Izgi yesterday and presented the Constitutional amendment proposal regarding the decrease of the number of parliamentarians in the Parliament from 550 to 450. Recalling the speach of President Sezer in the opening of the Parliament, Ciller pointed out that the number of deputies were above the norms in the world. Izgi said tthe proposal reqires a constitutional amendment and 184 deputies' signatures were needed. /Turkiye/

    [05] GULAY CRITICIZES GERMAN STANCE AGAINST TERROR

    Hasan Gulay, the Democratic Left Party (DSP) Deputy and Chairman of the Parliament National Defense Commission met with German Deputy Federal Defense Minister Walter Kolbow. During the meeting, Gulay harshly criticized German stance against terrorist organizations. He asked Germany to close illegal organizations and their associations, newspapers and media institutions active in Germany, as well as to extradite heads of terrorist organizations to Turkey. /Hurriyet/

    [06] CEM: "WE ARE AGAIN A FRONT COUNTRY"

    Continuing his contacts in Germany, Foreign Minister Ismail Cem attended the 12th Armed Forces and Society Forum organized by German daily Welt am Sonntag yesterday. Delivering a speech at the forum Cem said, "Turkey should be included into the European Security and Defense Policy (ESDP). The problem is not Turkey's being a non-EU country. A way to cooperate with Turkey as a NATO country within the framework of security and defense might be found. There has to be a cooperation between NATO and ESDP." Stating that Turkey suffered great losses during the Gulf War as a front country, Cem said that Turkey was viewed as a front country again after the September 11th incident. /Cumhuriyet/

    [07] NAZARBAYEV VISITS ANKARA

    Kazakhstan President Nursultan Nazarbayev will pay an official visit to Ankara today. Nazarbayev is expected to meet with President Ahmet Necdet Sezer. They will discuss the developments in the aftermath of September 11th attacks on the US, the problems of radical Islam threatening the Central Asian countries and the newly emerging international cooperation agaisnt terrorism. /Cumhuriyet/

    [08] EU'S DOUBLE STANDARDS

    Minister of Justice Hikmet Sami Turk said that EU prepared a draft on combating terrorism and initiated a new period for the extradition of the criminals but excluded candidate countries from this period. Turk said, "If the fight against terrorism is limited to the EU countries, it will never be successful." He stated that the definition of terrorism must be the same in all countries so as to form an effective international cooperation. /Cumhuriyet/

    [09] BOZKIR: "TURKEY CAN ANTICIPATE A WARMER WEST"

    Vice Secretary-General for European Union Affairs Volkan Bozkir said yesterday that there was no way the Western world could remain indifferent to terrorism in the wake of the attacks against the US, adding, "The West is now in a position where it can understand Turkey, which has been fighting terrorism for many years." Bozkir told reporters that Turkey suffered a great loss because of terrorism and said, "It really is very sad that the Western world had to go through such a bitter experience to understand what we had to say, but these attacks have proved once again that terrorism is the biggest enemy of civilization. From this point on, Turkey will take its place by the side of its friends in their fight against terrorism. Turkey can play a very significant role sharing its experiences on terror with her Western friends and as a result, Turkey can anticipate a warmer approach and friendlier policies from the West." /Turkish News/

    [10] FOOD AID TO BE GIVEN TO 600,000 FAMILIES

    Under the joint project "Reducing Social Risk" (SRAP) between the Social Aid Fund and the World Bank, some 600,000 families will receive nearly TL 24 trillion in food aid. State Minister Hasan Gemici held a press conference for the SRAP project at the Prime Ministry and provided information. He said that a circular had been sent to all governors and money for the aid campaign would be sent to provincial social aid foundations soon. /Turkish News/

    [11] ANKARA WARNS TALABANI

    Ankara has warned Patriotic Union of Kurdistan (PUK) which argues that a terrorist group called "Islam's Soldiers" (allegedly related with Osama Lin Laden) in Northern Iraq demanded to establish a system based on rules of radical Islam. Claiming that the aim of PUK chaired by Jelal Talabani was to provoke the US, Turkey said such attempts would be prevented. Ankara stated that PUK began to express its opposition against these groups just after the September 11th while it remained silent and indifferent before the incident. Barham Salih, Prime Minister of Talabani Administration, who met with representatives from Foreign Ministry and intelligence in Ankara two days ago, could not get the response he desired in Turkey. Presenting a report on Laden's activities in and aims for Northern Iraq, Salih said that newly emerging international cooperation should take also these facts into consideration. According to diplomatic sources, Turkey conveyed the message to PUK that she believed the mentality behind PUK's sudden opposition to these groups is to provoke the US against Saddam Huseyin. The message added, "Turkey will not let these ploys be played in the region. Nobody has the right to destroy the stability in the region taking the fact into consideration that the Gulf War did bring about very negative consequences for the countries in the region." /Cumhuriyet/

    [12] TURKEY TELLS UN THERE IS NO GOOD OR BAD TERRORISM

    While the UN starts to play its part in the struggle against terrorism by initiating the "Agreement on Drying up the Financial Resources of the Terrorists," Turkey has signed the Agreement with no reservations, Turkey's UN Representative Ambassador Umit Pamir said. Pamir reiterated Turkey's position in the Security Council meeting the day before by stating that the attacks on Sept. 11 was made against humanity, and Turkey is with the US, who has been with Turkey during its long fight against terrorism. Pamir concluded, "There is no good or bad terrorism. The threat is towards our common civilization, and the UN is our common house." /Turkish Daily News/

    [13] FINANCIAL TIMES: "TURKEY IS ADVANTAGEOUS FOR FOREIGN INVESTORS"

    Stating that markets of the developing countries like Turkey would not be affected as much as expected, The Financial Times added that Turkish markets were convenient for the investors who have long-term goals. The Financial Times asserted that a possible US retaliation would not affect the markets of these countries as negatively as expected. /Cumhuriyet/

    [14] ISRAEL WANTS TO OPEN ANATOLIAN CIVILIZATIONS EXHIBITION

    Officials from the Museum of Israel have applied to the Turkish Ministry of Culture to hold an exhibition in Jerusalem covering the topic of Anatolian civilizations. The officials want to put on display some 150 items. /Turkish Daily News/

    The Turkish Air Airlines (THY) has started an "online ticket" application which enables order and purchase of THY tickets through Turkish Is Bank electronic trade service. Reportedly, passengers can buy tickets with the easy and secure way using www.thy.com.tr web site. /Turkiye/

    [16] SAINT PAULUS CHURCH REOPENED

    The Saint Paulus Church, restorated by the Ministry of Culture, was reopened with a ceremony. The Church, in the Tarsus town of Icel province, was begun to be restored four years ago. Minister of Culture Istemihan Talay and Director of the Religious Affairs Mehmet Nuri Yilmaz, as well as, Archbishop Franceschini attended the opening of the Church. During the speeches, recent terrorist attacks on the US and terrorism were condemned by the all speakers. /Hurriyet/

    [17] BARMENBEK ON THE LIST OF FORBES

    A Turkish woman, Imre Barmanbek, included on the list of the "Most Successful Women in the World" , issued by the American the Forbes Magazine. Barmanbek was graduated from Ankara University Faculty of Political Sciences and has been working as the General Coordinator in the Dogan Holding Company since last June. /Hurriyet/

    [19] BALANCE BETWEEN SECURITY AND FREEDOMS BY SAMI KOHEN (MILLIYET)

    Columnist Sami Kohen writes on the balance between security and fundamental freedoms when dealing with terrorism. A summary of his column is as follows: "The threat of terrorism is forcing Western democracies to take security factor into consideration and leading them to take some measures regarding the issue. Since these measures restrict individual freedoms to a degree, heated discussions are taking place in the US., Britain and other Western countries. The essence of the debate is how to carry out the fight against terrorism without infringing on human rights and freedoms or can it be really carried out without violating them? The new measures imposed and the legal changes planned for the future are forcing the West to make a new assessment regarding the balance between 'security' and 'democracy'. For example, the freedom to travel is being restricted due to security reasons. Since it is not known when, where and how the terrorists will strike, people are expected to tolerate these restrictions. However, the issue does not end there. Implementations restricting human rights and freedoms are on the agenda. For example, in the US close to 400 foreigners are taken into custody for an indefinite period, bank accounts in the names of those suspected are frozen, the authority to tap telehones when necessary is given to the police upon a decision issued by President Bush. At present the people are not protesting these policies followed in the fight against terrorism. However, it is also stressed that the measures taken for security should not infringe on fundamental human rights and freedoms. The US has to protect the security of the people without eradicating the values she has attached great importance until today. In short, Western democracies will have to bring some restrictions because of terrorism, but will take care not to impair the foundations of democracy."
