[01] CONSTITUTIONAL AMENDMENT PACKAGE DEBATED IN PARLIAMENT
The Turkish Grand National Assembly (TGNA) started debates on the reform
package including amendments to 37 articles in the Constitution on Monday
following its approval by the Constitutional Commission last week. The
parliamentarians approved the first nine articles of the package with some
changes in them. The Parliament will continue the debates beginning from
article 10 today. /All Papers/
[02] CEM TRAVELS TO THE US
Minister of Foreign Affairs Ismail Cem left for Washington yesterday at the
invitation of US Secretary of State Colin Powell. During the meeting Cem
and Powell will discuss the recent developments and Cem will express
Turkey's views on a possible attack to Afghanistan, as well as Turkey's
experiences on the fight against terrorism. /Turkiye/
[03] CAKMAKOGLU LEAVES FOR BRUSSELS
Minister of Defense Sabahattin Cakmakoglu left for Brussels to attend a
NATO Defense Minister's meeting. Before his departure Cakmakoglu replied
journalists questions. He said the meeting is the first one after the
terrorist attack on the US. Stressing that the international dimensions of
terrorism and and its reflection to NATO countries will be debated at the
meeting, Cakmakoglu said NATO and Russian Federation relations will also be
discussed. He added the European Security and Defense Identity topic will
be taken up and he will reiterate Turkey's views on it. /Turkiye/
[04] TURK TO TRAVEL TO BRUSSELS
Minister of Justice Hikmet Sami Turk will travelş to Belgium to attend a
meeting which brings together EU member and candidate countries' ministers
of justice and defense on Friday. During the meeting the plan which fully
supports US decision on the fight against terrorism will be debated. Turk
is expected to inform the participants about the terrorist organizations
which are included in Turkey's "terror list."

[05] OPPOSITION GROUP IN ANAP TO ISSUE DECLARATION
A rumor about preparation of a declaration by an opposition group in the
Motherland Party
(ANAP) activated the political circles. Accordingly, the declaration,
prepared by Isın
Celebi, stresses that the country is not ruled properly. On the other hand,
an ANAP opposition member, Eyup Asık resigned from his party while a group
of members including Burhan Kara and Veysel Atasoy discuss total
resignation.

[06] TURKISH PARLIAMENTARIANS REPROACH EC MEMBER COUNTRIES
Turkish Parliamentarians stressed European countries have left Turkey alone
in her fight against terrorism. During the European Council Parliamentarians
Assembly session yesterday, Turkish Parliamentarians recalled PKK terrorist
organization caused the death of 35,000 people in Turkey, and said,
"European countries have not supported us and some of them even opened
their doors to terrorists." They pointed out democratic rights can only be
obtained through democratic ways and criticized certain countries for their
stance regarding terrorist Abdullah Ocalan and Fehriye Erdal cases.

[07] ERDOGAN: "TERROR HAS NO RELIGION"
Justice and Progress Party (AK)Chairman Recep Tayyip Erdogan said that they
totally rejected the views which equate Islam with terrorism. Erdogan
received Egyptian Ambassador to Ankara Muhammet El-Shazli yesterday.
Agreeing with Erdogan, El-Shazli said that it would wrong to relate Islam
with terrorism. /Turkiye/
[08] DIE WELT: "ANKARA LENDS ITS FULL SUPPORT TO THE US"
The German paper Die Welt stated that Ankara would lend full support to the
US retaliation. The papers said that Turkey was the country which promised
the greatest support among the Muslim countries to the US. Pointing out
that parties defending religious ideologies in Turkey also supported the
struggle against terrorism as well as Prime Minister Bulent Ecevit, Die
Welt stated that Turkish nation reached a consensus to support the fight

[09] ATATURK PRAISED
Michael Radu, one of the experts in terrorism of Foreign Policy Research
Institude, centered in Washington, pointed out that Muslim leaders in the
world should take Ataturk, who established the Turkish Republic, as model.
Radu proposed Ataturk as an example for Muslim leaders. He stated that it
was ironic that European countries viewed Turkey's crackdown on Islamic
fundamentalism was violating human rights. World famous historian Bernard
Lewis praised Ataturk in his article that compares the models of Turkey and

[10] TASAR: "TOURISM WILL NOT BE NEGATIVELY AFFECTED"
Minister of Tourism Mustafa Tasar, who is currently in Hamburg, said that
Turkey would not be negatively affected by the recent developments
regarding the recent terrorist attacks in the US. Stating that they came to
Germany to promote Turkey, Tasar said they visited Turkish and foreign tour
operators in Hamburg. Arguing that terrorist attacks in the US would not
affect Turkey as much as expected, Tasar said, "Turkey has nothing to do

[11] BRAIN STORMING IN THE UNITED STATES AND TURKEY
High ranked political and military authorities of the United States will
hold brain-storming meetings in Ankara with their Turkish colleagues. They
will hold a conference titled "The strategical and technological
developments in the world and its impacts on Turkey". In the meeting that
will be open to press, the issues on the new perceptions of threat in the
world and changes in the security field after the terrorist attacks on the
United States, Turkey-USA relations, European Security and Defence Identity
and defence industry will be discussed. /Cumhuriyet/
[12] TURKEY WILL BE ARMED AGAIN
Due to the expectations of war, Office of the General Staff takes the 19.5
billion dollars project to the agenda, which was postponed. Within the
framework of modernization of Turkish Armed Forces, Office of the General
Staff determining six projects that have priority decided that these should

[13] TURKEY CALLS FOR WAR CRIMES TRIBUNAL TO TRY TERRORISM
Turkey called on Monday for the world's first International Criminal Court
to add terrorism to the heinous crimes it will prosecute. At the opening of
a two-week meeting of the commission prepearing for the tribunal's
establishment, Turkey asked delegates to explore a way to immediately
include terrorism on the list of crimes. /Turkish Daily News/
[14] IMF: WE DO EVERYTHING FOR TURKEY
Anne Krueger, who took over the duty of IMF Deputy Chairmanship from
Stanley Fischer, said economic situation in Turkey is indefinite because of
the high interest rates. Replying a question on what IMF can do for Turkey
after that, Krueger said, "I believe for the time being we have already
done whatever we can do for Turkey." /Hurriyet/
[15] CIGAR PRODUCTION FROM CUBAN TOBACCO BEGINS
TEKA Cigar Production and Trade Company established jointly by TEKEL
Directorate General and Cuban Catec began cigar production from hundred
percent Cuban tobacco. The facility was opened by Minister of State Yilmaz
Karakoyunlu and Minister of Cuba Foreign Investment and Economic
Cooperation, Marta Lomas Morales. The factory is expected to produce10
million cigars annually. /Hurriyet/
[16] IDEF TO BE OPENED TOMORROW
The Fifth International Defence Industry, Aviation and Navigation Fair
(IDEF) is to open in Etimesgut, Ankara tomorrow. Some 243 companies will
participate at the Fair, among which 75 are national entities. Turkish
Armed Forces (TSK) Foundation General Director stated that defense Minister
Sabahattin Cakmakoglu had invited 89 defense ministers to the fair, of
which 11 responded positively. He said delegations from 44 countries will

[17] TURKEY TAKES PART IN 'CLEAN UP THE WORLD' CAMPAIGN
Turkey took part in the international environment project between Sept. 21-
23. The "Clean up the World" campaign, which was recognized by volunteers
from more than 100 countries, collected waste. The campaign which is the
biggest in the world, aims to find solutions to environmental problems by
attracting the attention of businessmen and and governments. In the seventh
year of the campaign nearly 80 people from Turkey took part in the cleaning

[18] TURKEY AND ARMENIANS SEEK RECONCILIATION
Prominent Turks and Armenians met in Istanbul yesterday hoping to
encourage a thaw in relations between the two people, who have had little
contact due to the hostile relations during the last century. Yesterday'
meeting was the first meeting of the Turkish-Armenian reconciliation
Committee since the group's establishment in July. The organization is
comprised of Armenian and Turkish academics, politicians and former
military officers. Turkish member of the committee and a former minister
İlter Türkmen said " It is not an easy process, it is not a rapid process,
but the first step has been taken". Chairman of the Armenian Assembly of
America and a founding member of the reconciliation committee, Z. Krikorian
"the more contact that takes place..the easier it is to deal with some of
the issues that separate us". /Turkish Daily News/
[19] TREASURY ON THE ROAD SHOW
Turkey's Treasury stated that the cancelled 'road-shows' in America after
the September 11 terror attacks would begin next week. Treasury calls that
they had made
a series of meetings with the international investors during September 10-
11 in America and September 17-21 in Europe to promote Turkish economy.
After
the terrorist attacks, some stages of the meetings were cancelled.

[20] TURKISH MONGOLIAN COOPERATION AHEAD
Turkey-Mongolia Joint Economic Board (KEK) Protocol was signed in Ankara,
after three days of constructive meetings between the two parties. State
Minister Abdulhaluk Mehmet Cay repeated Turkey's stance by stating the
protocol will contribute to the trade and economic relations between Turkey
and Mongolia. The Mongolian Education Science and Culture Minister Tsanjid,
who signed the agreement on behalf of the Mongolian government, told
reporters that the protocol also reflects the will to cooperate. /Turkish

[21] THE "GOLDEN ORANGE" OPENS TO THE WORLD
The 38'th Golden Orange Film Festival organized in Antalya every year, will
take place in 1-5 October. Bekir Kumbul the Mayor of Antalya, said that the
Golden Orange Film Festival will become an international festival in 2005.

[23] STRATEGIC COOPERATION WITH THE US BY SAMI KOHEN (MILIYET)
Columnist Sami Kohen writes on the effects of the developments following
the terrorist attack on the US. A summary of his column is as follows:
""How will the developments following the terrorist attack on the US,
affect Turkey? This question was debated for days. At first, it was
believed that this would create an atmosphere in favor of Turkey. A reason
for this assesment was Turkey's geostrategic location and that its
importance would further increase by the new formation. A second reason
was Turkey's experience in tackling terrorism for years and that the West
has only recently understood the threat posed by terrorism. However,
following these optimistic evaluations, recently people have begun to
discuss the new responsibilities and problems these new developments will
confer on Turkey. Particularly certain circles are recalling the Gulf
crisis and saying that the flow of the events may lead Turkey into
situations she doesn't want and she may have to adopt policies she does not
believe in. Official circles state that Turkey is standing by the US in the
fight against terrorism but will refrain from embarking on an adventure
while trying to benefit from positive dynamics. To answer this question we
have to analyze the issues Turkey is faced with one by one. For example the
Turkish-US relations; both Turkish and the US diplomats and analysts say
that the relations can turn into a real strategic cooperation. The stance
adopted by Ankara has displayed the place and importance of Turkey.
Turkish officials believe that Ankara should support the US on the issue of
terrorism. In cautious and measured steps Turkey can benefit from this
climate. Certainly it is hard to determine what the US may ask or expect
from Turkey in time. However, the analysts in the US issued the signal that
the Bush Administration is aware of Turkish sensitivity and will not
request anything Turkey cannot deliver. Therefore both in Ankara and
Washington it is believed that Turkish-American relations will grow
stronger and no serious hitches will come up during the war against
terrorism. If this happens, a favorable atmosphere towards Turkey will
reign in the US and the Bush Administration will decide to support a
'strong, stable and modern Turkey model' more actively."
