[07] PRESIDENT SEZER NAMED 'JURIST OF THE YEAR'
The 'Jurist of the Year' award, given annually by
the Turkish Bar Association (TBB), in commemoration of the late
Gumushane Bar Chairman Ali Gunday, will be awarded to President Ahmet
Necdet Sezer this year. President Sezer received TBB Chairman Eralp
Ozgen at the Presidential Palace yesterday. Ozgen said after the
meeting that the chairmen of the Turkish Bar Associations had agreed
to name President Sezer 'Jurist of the Year' unanimously. The aim of
his visit was to convey the news to the president. /All papers/
[08] QUEEN BEATRIX INVITES PRESIDENT SEZER
The Dutch Queen Beatrix, who welcomes guests only
twice a year, invited Turkish President Sezer to Hollnad this year.
Sezer accepted this invitation and will go to Holland on 3 April. An
intensive program was prepared for Sezer, who is the recipient of an
invitation that is symbolically important due to the limited number of
guests. Sezer will tour the cities of the Hague, Rotterdam and
Amsterdam with Queen Beatrix and attend cultural activities. Sezer
will also visit the schools that have the Turkish students most and
meet with the Turkish community living in Holland. According to Dutch
diplomatic sources, Sezer is considered as a symbol in the West. A
high-ranking diplomat from Holland said, "Sezer has gained great
fame as the defender of norms, which have not previously been
mentioned in the Turkish society. The Western world is watching Sezer
with admiration. Our Queen wanted to meet him." /Sabah/
[09] LEADERS DISCUSS NEW CENTRAL BANK GOVERNOR
Coalition leaders met yesterday in the TGNA to
determine who to appoint as economy bureaucrats. The leaders agreed
that Deputy Chairman of World Bank Kemal Dervis might be the new
governor of the Central Bank. Replying to reporter's questions after
the meeting, Prime Minister Bulent Ecevit said they would hold regular
daily meetings with bureaucrats in the following weeks. Ecevit added,
"We have a busy schedule during the religious holiday. There are
certain changes to be made in the economic stability program."
Stating they would consult with Kemal Dervis, who was summoned from
Washington, Ecevit refrained from using certain statements while
talking about Dervis's possible appointment. He said "He is so
experienced- that's why he is in the World Bank. We will consult with
him and exchange views." /Cumhuriyet/
[10] CONSTITUTIONAL COURT TO REVIEW PARLIAMENTARY
REGULATIONS
The Constitutional Court decided yesterday to
review an application by the opposition Virtue Party (FP), which seeks
the cancellation of a series of amendments to parliamentary
regulations. The court started reviewing the FP's application early on
Tuesday. The court will review the application's merits after the
court reporter prepares and submits his report. The Constitutional
Court also accepted a series of applications from the lower courts and
decided to review the Release on Parole. The court found 14 of the
applications eligible and rejected the rest. Among the applications
rejected is the one concerning the Article 168 of the Turkish Criminal
Code (TCK), which makes it a crime to belong to a terrorist
organization. The Constitutional Court explained that the lower court
did not have the authority to send such an application. /All papers/
YILMAZ: "OUR TARGETS HAVE NOT CHANGED"
Motherland (ANAP) Party leader and Deputy Prime
Minister Mesut Yilmaz stated they had not given up their targets in
any way despite the developments which occurred in the economy. He
said they still supported the targets of the three-year economic
stability program. Yilmaz delivered a speech during the group meeting
of his party saying, "Let us continue moving towards our target
by changing the staff and method, by working harder, by taking bigger
risks and by bearing harsher winds. The problem is not about people,
but is structural." /Aksam/
[11] BAHCELI'S STATEMENT
Deputy Prime Minister Devlet Bahceli delivered a
speech at the Nationalist Action Party's (MHP) group meeting and said,
"Most interperations of the economic crisis are too hasty, some
of them are incomplete and far from the truth. Among the government's
prioritized tasks is the implementation of the basic aims of the
economic program. In addition, it is now obligatory for a reparations
package to be implemented immediately. Implementing such a reparation
program certainly does not mean that the things to be done by the
executive and legislative branches in the structual field will be put
aside." /Aksam/
[12] CEM MEETS WITH POWELL
Having completed his Middle East tour and attended
the NATO meeting, US Secretary of State Colin Powell met with Foreign
Minister Ismail Cem for the first time in Brussels. Speaking to the
press after the meeting, Cem said he thanked to the US Administration
for their support after the recent economic crisis. Stating they
discussed Turkey's geographical situation as well as common regional
interests, Cem said they also talked about the Iraq issue. Cem added
that he conveyed the necessity of a fresh policy over Iraq as old ones
had failed. Stating he discussed the Cyprus issue in detail with
Powell, Cem said, " I think the US stance over the issue is
rather different than the international stance which is unsuccessful
and inefficient." Cem added that his counterpart Powell invited
him to the US and stated he thought he would visit the US in the
second half of March. Later, Cem represented Turkey at the
extraordinary NATO meeting which brings together the foreign ministers

[13] CEM MEETS WITH VERHEUGEN
Foreign Minister Ismail Cem met with EU
Commissioner responsible for enlargement, Gunter Verheugen after the
NATO meeting in Brussels. In a joint press conference, Cem and
Verheugen said the process between the Turkey and the EU is going
well. Verheugen said the Accession Partnership Document period was
continuing, adding that the EU did its part by approving the Framework
Regulation. Stating he received information on Turkey's National
Program from Cem, Verheugen reminded Turkey that it has to meet the
political criteria in order to become a full EU member. He emphasized
that the political criteria was a prerequisite. /Cumhuriyet/
TANTAN: "STRUGGLE AGAINST CORRUPTION WILL
CONTINUE"
Interior Minister Sadettin Tantan emphasized that
the struggle against corruption would continue and said that all
segments of society should take part in the struggle. Legislative
immunity should be lifted when necessary, he added. Tantan delivered a
speech at a conference in Istanbul organized by the Turkish Foundation
of Economic and Social Studies (TESEV). /All papers/
[14] SHARON'S MESSAGE TO ECEVIT: PALESTINIANS SHOULD STOP
VIOLENCE
Holding a press conference at the Israeli Embassy
in Ankara, Israeli Prime Minister Ariel Sharon's special envoy Meir
Rosenne said that he conveyed Sharon's message to Prime Minister
Bulent Ecevit, which said the Palestinians should stop violent
activities in order to resume peace talks. Rosenne said Irael was
determined to continue the Peace Process. Arguing that Palestinian
leader Yasser Arafat was responsible for the violence, Rosenne said,
"Arafat violated the Oslo agreement." He stated the violence
should cease even though talks are interrupted. Rosenne also claimed
the Palestinians were not in favor of reaching an agreement on the

[15] HOPE OF 25 BILLION US DOLLARS
Now, the hope is that an urgent loan of 25 billion
US dollars will be given by the G-7 group, (comprising the US,
England, Germany, France, Japan, Italy and Canada) so Turkey can
overcome the economic crisis as soon as possible. According to
Anatolia news agency, if a guarantee by the International Monetary
Fund, World Bank and the Treasury can be ensured, the international
banking consortium will give a long-term loan, with very convenient
conditions, totalling 25 billion US dollars to Turkish banking sector.
The US and Japanese Treasuries will head the loan that will be shaped
with the support of G-7. According to the officials, the support of
the US and Germany was given. Within this framework, high-ranking
economy officials will go to Washington at the end of March/beginning
of April to ask for financial support for the banking sector. /Aksam_
[16] WASHINGTON POST AND NEW YORK TIMES EVALUATE RECENT
CRISIS IN TURKEY
An article published in a leading US paper 'The New
York Times', defended the idea that the new George Bush Administration
should assist and direct the modernization of the political system in
Turkey. The article, written by Robert Kaplan, a member of the 'New
American Foundation', stated that Turkey held a very important
strategic interest for the US. He added, "The Bush Administration
should direct Turkey in terms of modernizing her political system,
just like the Reagon Administration helped the Israeli economy and the
Clinton Administration helped Mexico." In addition, the
importance of Turkey to US interests was pointed out. The article
further stated, "An economic disaster in Turkey will cause
geopolitical results for the US. Turkey is not only one of the
political regulators of the Middle East, but also the economic and
democratic vital spot of the Caucasus. A weakening of Turkish borders
will awaken many of the problems sleeping since the World War I."
Meanwhile, columnist Stephen S. Rosenfeld wrote an article for the
prominent American daily newspaper `The Washington Post' titled
"Turkey's Long Identity Crisis" which evaluated the recent
economic crisis. Rosenfeld emphasized the US Administration should
continue supporting Turkey. Rosenfeld said, "The US must see
Turkey's importance in the region and should not forget that Turkey
has been one of the US's most important partners in the region."

ORAL: "NO NEED TO PANIC"
Minister of Finance, Sumer Oral said the situation
was under control of the government after the recent economic crisis
and said, "There is no need for panic or pessimism." Stating
there are new regulations in the monetary and exchange rate policies,
Oral said this did not mean that the economic program totally failed.
Saying Turkey would absolutely overcome the crisis, Oral said there
might be certain measures taken in the 2001 budget as well as new
macroeconomic regulations. Oral emphasized the success of the program
so far saying there would be no deviation from the main target of the
program. Stating the main targets of the program were to reach single
digit inflation and regulate the public finance in a more efficient
way, Oral said, "Today's agenda is to normalize the conditions in
the financial sector and regain the equilibrium in the market. Saying
it's all over means ignoring certain important things. The program has
not failed. Turkey will overcome the crisis." /Cumhuriyet/
[17] CLOSE RELATIONS WITH THE US
The US Administration's support for Turkey is
continuing with a banquet given by American Ambassador Robert Pearson.
Pearson and and his wife gave a banquet at the American Embassy in
Ankara yesterday Prime Minister Bulent Ecevit and his wife were in
attendance. Diplomatic sources said the banquet was given to improve
relations and had nothing to do with the recent American air attack on
Iraq or the recent economic crisis in Turkey. /Milliyet/
[18] ERDAL'S TRIAL ON 15 MARCH
The opening of a lawsuit against the terrorist
Fehriye Erdal, (currently in Belgium), by the Sabanci family for
crimes she committed in Turkey, will be discussed at the Council of
State on 15 March. Erdal, who is a member of the terrorist
organization DHKP-C, was arrested in Belgium September 1999. Belgium
has rejected Turkey's extradition demand because of the death sentence
in Turkey. Meanwhile, Belgium rejected her application for asylum.
After being in prison for more than a year and under house arrest, she
is expected to be tried for crimes she committed in Belgium. /Aksam/
[19] TURKEY EXPECTS RAPROCHEMENT FROM SYRIA
Syrian Deputy State Minister, Abdulhalim Haddam,
said Syria was attaching special importance to its relations with
Turkey. The Turkish delegation, chaired by the General Director of the
Directorate General of Press and Information, Aydin Sezgin, comprised
of members of the Ministry of Foreign Affairs, the Anatolia news
agency and the Turkish Radio and Television Corporation, was received
by the Syrian Deputy State Minister Haddam. During the reception,
Haddam delivered a speech saying, "I hope your visit will be an
opportunity to get to know Syria more closely and to recognize that
the Syrian nation and government wants to improve its relations with
Turkey. Meanwhile, Aydin Sezgin said, "The Turkish press thank
you for your warm welcome. We have noted the issues you stated. We
will express them in Turkey." While replying to a question
concerning relations between Turkey and Syria, Haddam said relations
between the two countries were better now than it had been 20 years

[20] THY TO SCHEDULE EXTRA FLIGHTS TO VAROUS DESTINATIONS
Turkish Airlines (THY) will operate extra flights
between Istanbul and New York to meet the increased demand, THY
officials said yesterday. THY has also scheduled extra flights for the
Feast of the Sacrifice, to handle the expected traffic boom during the
nine day holiday. /All papers/
[21] POLICE OPERATIONS AGAINST DHKP_C
Police captured a member of the terrorist DHKP_C
organization who had been involved in three bombings in Bakirkoy and
Bagcilar, and five people accused of providing aid and shelter to the
organization, the Istanbul Security Department Anti-Terrorism Desk
officials reported yesterday. /All papers/
[22] FINANCIAL PROTOCOL BETWEEN TURKEY AND TRNC
The decree regarding the Cabinet's approval of the
Economic and Financial Cooperation Protocol between Turkey and the
Turkish Republic of Northern Cyprus (TRNC) was put into effect after
being published in the Official Gazette. In line with the protocol,
Turkey will provide $350 million for the TRNC within a three-year
period starting from 2001. /All papers/
[23] GENERAL STAFF CONTINUES ITS 'BOOK CAMPAIGN'
The General Staff headquarters issued a wtitten
statement announcing that they had extended the campaign for books
until March 2. The campaign envisages the collection of all kinds of
books which will be sent to schools especially in East and Southeast

[24] TURKISH TOURISM HOSTS MORE IRANIANS
Tourism Agencies Association Chairman Rauf Canak
said that efforts to diversify the tourist portfolio visiting Turkey
has begun to yield its first results with a significant increase in
the number of Iranian tourists visiting Turkey. Canak stated that they
were expecting more than 2,000 Iranians to visit Antalya this year.

[25] COTTARELLI TO LEAVE TURKEY DESK AFTER 6TH REVIEW
IMF Turkey Desk Chief Carlo Cottarelli is rumored
to leave the Turkey Desk after completing the sixth review of the
standby deal and outlining the framework of a new economic program in
March, the Anatolia News Agency reported yesterday. Cottarelli is
expected to leave Turkey on Saturday, as the authorities have yet to
determine new macro-economic targets. Cottarelli is due to arrive back
in Turkey after March 15 to complete the sixth mission and to
introduce the new IMF Desk Chief. /All papers/
[26] NO RESHUFFLE IN THE GOVERNMENT
Prime Minister Bulent Ecevit said that there would
be no reshuffle in the government and that both a new Central Bank
governor and a new Treasury Undersecretary would be appointed before
the Feast of Sacrifice. The market generally went along with the
leaders' pledges that the economic stabilization program would not be
given up. The Turkish Lira appreciated 4.2 % against the US dollar and
US dollar decreased from 1,078,000 to 910,535 TL yesterday. /All

CHHIBBER: "CRISIS MAY BE AN OPPORTUNITY FOR
TURKEY"
World Bank Director in Turkey Ajay Chhibber said
yesterday that some improvements have already been observed in the
Turkish economy adding that the recent economic crisis may also be an
opportunity for Turkey. He said: "There will be a chance to
review the economy". Chhibber stated that the cost of the crisis
could not be evaluated now, but would be tallied after the Feast of
Sacrifice. Chhibber attended a seminar organized at the Treasury
Underscretariat for the "Highways Traffic Security" project
and replied to questions posed by journalists following the seminar.
He noted that the World Bank support for Turkey would continue in
2001. Meanwhile, two World Bank teams arrived in Turkey over the
weekend and are working closely with Turkish officials and the IMF on
a revised economic framework including structural reforms and
privatization. The team is focusing specifically on the impact of
recent financial developments on the banking system and assessing
future needs with a special focus on state banks. /Hurriyet/
[27] ITO SUMMIT
During a meeting organized by the Istanbul Chamber
of Trade (ITO), attended by leading figures in politics, science, the
media and bureaucracy, the so-called Armenian genocide problem was
discussed. The participants suggested Turkey should establish a
council to effectively deal with the allegations concerning this issue
and said that a common stance should be adopted. /Hurriyet/
[28] ISTANBUL STOCK EXCHANGE'S NINE DAYS HOLIDAY
The Istanbul Stock Exchange and Istanbul Golden
Stock Exchange will close for the 9-day holiday by Friday, March 2.
There will be no process in the Shares Market and Bond Market between

[29] RWE POWER COMPANY TO INVEST IN BLACK SEA REGION
It was stated that the German company, RWE Power,
wanted to make an investment totalling 4 billion US dollars in the
Black Sea Region. According to the information received, the German
RWE Power Company, known to be one of the leading European companies
in the use of solid churns and energy production, met with the
Governor of Samsun Muammer Guler, Mayor of Samsun Metropolitan
Municipality Yusuf Ziya Yilmaz, Chairman of the Chamber of Commerce
and Industry Adnan Sakoglu in Samsun concerning regional investments.
During his meeting with Yilmaz, Chairman of the Executive Board of RWE
Power Company, Dr. Gert Maichel, said they wanted to make an initial
investment of 1 billion US dollars for the production of electricity
from natural gas. Maichel further stated they were ready to make
investments in other energy fields as well, and that a technical team

[30] TURKISH ARCHEOLOGY PROFESSOR DIES
Retired lecturer from Istanbul University, Faculty
of Letters, Department of Archeology and Art History Department,
Classical Archeology Sub-department, Prof. Jale Inan died. Inan, who
won an important restoration project to the Turkish archeology, will
be buried at Zincirlikuyu Graveyard today. /Sabah/
[31] TURKISH MUSICIAN'S SUCCESS
Necdet Tiglioglu, of Turkish origin, lives in
Berlin, Germany and continues to work for the music company called
'Booya Music' in Hambourg. He has written many compositions for
world-wide known singers and music groups such as Nena, Pappa Bear,
Jan ver der Torn, N'Sync, Jonestown, and Boyz 2 Men. Tiglioglu won the
Golden Album award for song writing with the song 'Remember The Time'
when he was 23 years old. /Aksam/
[32] BOSTON TURKISH FILM FESTIVAL BEGINS
The Boston Turkish Film Festival begins tomorrow.
There are seven feature films and two documentaries to be screened at

Turkish painters Yakut Ayverdi, Aysegul Kora, Selva
Suman and Gulay Sevsevil will exhibit their paintings in the Paris

Columnist Guray Oz comments on the recent economic
crisis in Turkey and how it is viewed abroad. A summary of his column
is as follows: "German newspapers gave wide coverage to the
economic crisis in Turkey. They analyzed the crisis in the economic
sections of their papers. They agree with the Turkish dailies on the
causes of the crisis, and the commentaries published since November
all said that Turkish economy did not inspire confidence. It was
rumored that the 'mini crisis' in November stemmed from the German
Banks' sudden withdrawal of their money in Turkey. Notwithstanding all
efforts, Turkey cannot attract foreign investors to the country. We
agreed to the Customs Union, accepted arbitration and called the IMF
to the rescue. What else is there to do? Certainly, we can ensure
political stability. Maybe the reason foreign investors are avoiding
Turkey is not that complex. If Turkish businessmen do not invest east
of Ankara in their own country, and do not go to Eastern Turkey, maybe
that is why foreign investors do not go to the East of Europe, that is
to say Turkey. In fact, do they need to come here? Investors go to a
country because of cost items, and mainly because of cheap manpower.
If cheap manpower is migrating to the developed countries why should
they bother? To be serious, during the age of globalization there is
no problem like the 'development' of poor countries. Aside from fine
tuning made to fan consumption, developing countries are a source of
fear for the West. This fear stemming from the difficulty in defending
common borders maybe one of the basic reasons why Turkey is delayed at
the doorstep of the European Union. Another point Western columnists
are stressing is the question of how corruption will be fought with
from now on. President Ahmet Necdet Sezer's determination to fight
against corruption is considered laudible, but he is not given much
chance. In a fashionable idiom used recently in Germany, we may even
say they are 'secretly pleased' with the situation. They are hoping
Turkey will wait at the doorstep of the EU without uttering a word.
They do not care ifthe crisis in Turkey is overcome."
