[02] PRESIDENTIAL BALLOT
During the ballot carried out yesterday at the Turkish Grand
National Assembly (TGNA) to elect the 10th president of the
Republic of Turkey, Ahmet Necdet Sezer obtained more votes than
the total votes of the other nine candidates. The candidates and
their votes are as follows: Ahmet Necdet Sezer, 281; Nevzat
Yalcintas, 61; Sadi Somuncuoglu 58; Yildirim Akbulut, 56; Dogan
Gures, 35; Ahmet Iyimaya, 10; Rasim Zaimoglu, 7 and A. Oktay
Guner, 5; Oguz Aygun, 4; Mail Buyukerman, 3 votes. As the A.
Necdet Sezer couldn't get the 367 votes in the first vote, a
second round of balloting will be held on Monday, May 1. The
candidate Sezer, nominated by the leaders, is expected to be
elected as president during the second round of voting. The
Motherland Party's Leader, Mesut Yilmaz, asked the other nominess
to withdraw their candidacies. While evaluating the result of the
ballot, Premier Bulent Ecevit stated that the result was as
expected and he was hopeful that the second ballot would benefit
Sezer. Meanwhile, in regards to the ballot, Ahmet Necdet Sezer
stated, "It is up to the Parliament's discretion." Sezer's
candidacy has been widely covered in the foreign press also and
viewed as a positive development. The European press emphasizes
especially his secure and democratic stance. /Milliyet/
[03] DEMIREL'S LAST NSC MEETING TODAY
The regular monthly meeting of the National Security Council
(NSC), chaired by President Suleyman Demirel, will convene today
at the Presidential palace. Since Demirel's term in office ends
on May 16, this should be his final NSC meeting. He is expected
to say his farewells. /All papers/
[04] PRESIDENT OF CHAD IN TURKEY
The President of Chad, Idris Deby, arrived in Turkey yesterday as
the guest of President Suleyman Demirel, and Deby was welcomed at
Ankara's Esenboga Airport by State Minister Ramazan Mirzaoglu and
other officials after which he attended an official ceremony at
the Presidential Palace. The Foreign Ministry stated that Deby
would have meetings in line with Turkey's policy of opening up to
Africa. Regional relations will also be discussed during the
visit. Deby will go to Istanbul from Ankara, where he will tour
historic and touristic sites. This visit is the first from Chad
at the presidential level. /All papers/
[05] EUROPEAN PARLIAMENT: "SEZER IS THE CONTEMPORARY VOICE OF TURKEY"
Ahmet Necdet Sezer, a presidential candidate, has been known well
by the European Parliament. A speech delivered by Ahmet Necdet
Sezer during the 37th anniversary of the establishment of the
Constitutional Court last year has caused great interest within
the European Parliament and this speech has been noted in the
text of three decisions taken concerning Turkey. These decisions
have described Sezer as the 'contemporary voice of Turkey'. Sezer
had pointed out in his speech that Turkey should harmonize with
universal norms in the field of human rights and should make
amendments to its Constitution and laws. /Hurriyet/
[06] CORANTIS: "EXTREMISTS CAN'T DAMAGE TURCO-GREEK RELATIONS"
Greek Ambassador to Ankara, Ioannais Corantis, said that Turkey
and Greece were improving relations, something that radical
groups cannot prevent. Corantis sent a letter to Ankara Chamber
of Commerce (ATO) Chairman Sinan Aygun, who went to Athens last
week with Turkish businessmen to take part in the Turco-Greek
Friendship and Cooperation Fair. Corantis said in his letter that
the fair was a big success and that the Greek people were very
pleased, adding that he is looking forward to another fair to be
held in Istanbul next April. The Ambassador also said that he was
very disturbed by an incident in which a Turkish flag was burned
near a hotel where Turkish businessmen were staying. Corantis
stated that those had burned the flag did not represent the Greek
citizenry and added that nothing could destroy the improving
relations between the two countries. /All papers/
[07] FRANCE APPOINTS NEW AMBASSADOR TO TURKEY
France's government has appointed Bernard Garcia as Ambassador to
Turkey. Garcia is attached to the Foreign Ministry and previously
served as Ambassador to Switzerland. Outgoing Ambassador
Jean-Claude Cousseran has been named Head of the French
Intelligence Service. Garcia is expected to take up his new
posting next month. /All papers/
[08] ONGOR ELECTED HEAD OF TURCO-AMERICAN BUSINESS COUNCIL
Private lender Garanti Bank board senior member Akin Gungor was
elected Head of the Turco-American Business Council, the Foreign
Economic Relations Board announced yesterday. ARGE's Yilmaz
Arguden, Disbank's Vural Akisik and Shenco's Serif Egeli were
elected as deputies. /All papers/
[09] ARMENIAN LOBBY WRITES TO CLINTON TO STOP SALE OF COPTERS
Some 29 members of the US House of Representatives, who are also
members of Greek Cypriot and Armenian lobby groups, have written
a letter to President Bill Clinton asking him to stop the sale of
Bell-Textron King Cobra attack helicopters to Turkey should the
contract be awarded to the US. The letter was written on the
initiative of Republican Senator for Florida and member of the
Greek Cypriot lobby movement Michael Bilirakis and states that
refusing to supply the helicopters to Turkey will increase
stability in the Balkans, the Caucasus and the Middle East, and
contribute to an improvement in Turkey's human rights accord.
Cypriot Armenian lobbyists are also suggesting that Turkey's
financial resources should be put to better use repairing the
effects of the earthquake. /All papers/
[10] ARMENIANS CAUSE DIVISION IN PKK
The allegations concerning the so-called Armenian genocide have
caused a division in the PKK terrorist organization. According to
information received from intelligence services, Osman Ocalan and
Duran Kalkan, members of the PKK terrorist organization, claim
that if the PKK supports Armenians, this would make the PKK gain
sympathy throughout the world. On the other hand, other PKK
members, Ali Riza Altun and Cemil Bayik, suggest that it would
not be right for the PKK to support allegations concerning the
so-called Armenian genocide. /Turkiye/
[11] NUCLEAR NON-PROLIFERATION TREATY MONITORING MEETING
Addressing a Nuclear Non-Proliferation Treaty (NPT) meeting in
New York, Foreign Ministry International Security Affairs
Director Omur Orhun said that Turkey had ratified the NPT and the
Comprehensive Test Ban Treaty (CTBT) but that other countries had
yet to do so. He praised Russia for ratifying START and CTBT and
called upon four other unnamed countries to step forwards and
sign the NPT. He also called for an international effort to stop
the smuggling of nuclear materials. /Turkish Daily News/
[12] DEMIRALP: "INCREASE IN RATING GAVE US MORALE"
The Undersecretary of Treasury, Selcuk Demiralp, said that the
increase in the credit rating of Turkey in the 3.5th month of
programme, was delightful and encouraging. Stating that they were
expecting an increase in the credit rating in May or June,
Demiralp stressed, "This development shows that Turkey is on the
right path". /Sabah/
[13] ORAL: "IMPROVEMENTS ARE UNDERWAY"
Finance Minister Sumer Oral said that the targets focused on for
the first three months of the three-year economic programme have
been achieved and added that these improvements would also affect
the prosperity of the people. Oral delivered a speech at a
session on "Globalizing Capital, Changing Monetary and Financial
Policies" yesterday and stated that the inflation rate in April
would be lower than that in March. Oral also pointed out positive
developments as regards the increases in Turkey's rates
determined by international rating institutions. He added that
there would a great influx of foreign capital to Turkey.

[14] SECOND RATING UPGRADE IN A WEEK
Fitch IBCA yesterday upgraded Turkey's long-term foreign currency
rating to BB- from B+. In a statement the rating agency said that
while the long-term foreign currency rating is now taken off
rating alert positive, the short-term foreign currency rating of
B is unchanged. Fitch IBCA has also issued a long-term local
currency rating for Turkey for the first time, assigning a rating
of BB. These ratings apply to senior unsecured debt issues of
Turkey. The report indicted that the upgrade reflects both the
success of the reform and stabilization programme undertaken by

[15] IS BANK-TIM SET TO SEAL MOBILE PHONE CONTRACT ON MAY 4
The government will sign a contract to the Is Bank-Telecom Italia
Mobile (TIM), the winner of the first GSM 1,800 license,
Transport Minister Enis Oksuz announced yesterday. Oksuz also
said that announcement of a block sale in Turk Telecom,
originally expected for today, might be delayed by a few days.
The second GSM license will be auctioned off on May 2. However,
it is not yet clear which of the four invited consortia would bid
for it. The prospective operator of the second GSM 1,800 must
offer at least $2.5 billion. A third GSM 1,800, to be operated by
the state-owned telecommunications concern Turk Telecom will be
installed at the same time as the private operators. /All papers/
[16] ELECTROLUX: "WE CANNOT BE A LEADER WITHOUT TURKEY"
Michael Treschow, the Chairman of a giant world company in
durable goods, Electrolux, stated that their company cannot keep
its positon as a leader in Europe without the Turkish market.
Declaring that Turkey was an important market with its young
population and geographical position, Treschow said that it was
not possible to exclude Turkey. He added, "Unfortunately, while
we couldn't manage our situation in Turkey properly, our struggle
is on-going and we are open to every opportunity and venture."

[17] GERMAN BANK IN IMKB
The German Deutsche Bank AG, a leading bank in the world, has
entered the Istanbul Stock Exchange (IMKB) by purchasing 40 % of
the shares of the Bender Stock Exchanges. The Head of the
Deutsche Bank, Rolf Breuer, said that the Turkish capital market
was very attractive and added that they wanted to be a part of
this market. Breuer held a conference yesterday in Istanbul and
stated that they trusted in Turkey. He also expressed his
pleasure over the strong stance assumed by the government in the
struggle against inflation. /Hurriyet/
[18] SUCCESS OF TURKISH STEEL IN THE U.S.
The U.S. International Trade Commission (ITC) has rejected
demands to impose taxes reaching 56 % on the imports of steels
coming from Turkey and Venezuela. Thus, Turkish steel producers
have attained a great success. Following this decision by the
U.S. ITC, the taxes which have been paid to the U.S. to date will
also be repaid to Turkey. /Hurriyet/
[19] GSM REVENUES FOR THE DISASTER REGION
The Transport Minister Enis Oksuz attended a seminar on 'Project
for the Development of Students from the Turkish-Speaking
Republics and Turkish Communities' coordinated by State Minister
Abdulhaluk Cay yesterday in Ankara. Oksuz delivered a speech and
said that the greatest investment would be in the people, adding
that revenues to be received from the GSM tenders would be used
to overcome the damage caused in the earthquake disaster region.

[20] TURKEY IMPOSES ANTI-DUMPING TAXES
Turkey has imposed 50 and 95 % anti-dumping taxes on iron and
steel pipe connection elements imported from Brazil and China
respectively, according to a communique published by the Foreign
Trade Undersecretariat in yesterday's Official Gazette. The
undersecretariat has further started investigations into the
suspected dumping of Taiwanese sheet and drilling screws. It is
maintaining anti-dumping taxes on iron and steel logs imported
from Russia, Moldovia and Ukraine. Meanwhile, anti-dumping taxes
on citric acid and non-rechargable lighters of Chinese origin

[21] SAUDI BUSINESS DELEGATION CALLS FOR TURKISH INVESTMENTS
A business delegation from Saudi Arabia visited the Turkish Union
of Chambers and Commodity Exchanges (TOBB) yesterday. TOBB
General-Secretary Sefik Tokat said at the meeting that volatility
rather than steady progress has prevailed in Saudi-Turkish
relations. He said that Turkish entrepreneurs' dynamism exceeded
Turkey's borders, adding that 856 Turkish companies have
investments in 47 countries. Abdullah Sarig Al-Dahlan, the Head
of the Saudi delegation, said that the Saudi Arabian Union of
Chambers would do its best to bring about a joint cooperation
programme with the TOBB. He added that a Turkish-Saudi business
council should be established between the two countries. /Turkish

[22] ERDEMIR PLANS $15 MLN STEEL SERVICE CENTRE
State-run iron and steel concern Erdemir plans to build a $15
million steel service centre in the Gebze Organized Industrial
Zone, the Anatolia News Agency reports. The plant is to have an
annual capacity of 150,000 metric tons and will produce steel
sheets as required by the durables, automotive sub-industry and
manufacturing industry sectors. It is due to begin operations in
October 2001.
[23] UNITED GARANTI RECEIVES (BB-)
Standard and Poors increased the credit rating of United Garanti
Bank International (UGBI), which was established by Garanti Bank,
from (B+) to (BB-) in terms of the long-term credit and the
guarantee of deposits. The bank's general situation was upgraded
from 'positive' to 'stable.' /Aksam/
[24] EU-KOBI CENTER IN IZMIT
It was stated that the European Union (EU) Small and Medium Scale
Enterprises (KOBI) Business Development Centre would be
established in Izmit. General Secretary of Kocaeli's Chamber of
Industry (KSO), Hamdi Dogan, stated that they were trying to
establish three business centres under the title of 'EU-KOBI
Business Centre" for four months, one of which will be
established in Izmit and the other in Kocaeli. Dogan added that
they have not decided yet where to establish the third one. He
said, "This business centre, which will serve as a technical
advicing establishment, will provide educational instruction and
guidance concerning the ensuring of finances." /Cumhuriyet/
[25] EXECUTIVE BOARD OF THE IMF TO MEET
International Monetary Fund (IMF) will hold the meeting of its
executive directors council in Washington today and discuss the
developments that occurred since December 1999 in the Turkish
economy and the letter of intention comprising 13 articles. IMF
determined the date of this meeting as 26 April before but then
postponed this date to 28 April due to the fact that Turkey could
not finish some of its preparations. /Cumhuriyet/
[26] DEMIREL'S STATEMENT ON THE SOUTHEASTERN ANATOLIA PROJECT
President Suleyman Demirel stated that the Southeastern Anatolia
Project (GAP), which is to be implemented within the next 10
years by spending 16 billion dollars, did not depend on the make
up for the government and added, "No matter which government
comes to power, this project will be implemented." Demirel
delivered a speech during the panel entitled 'Accelerating the
Improvement of Sanliurfa, GAP's Centre of Attraction' during
which he said, "The societies, who consider their life to be a
fate and who cannot imagine leading a better life, will never
attain a better way of life. Turkey has improved by 5% and made
very important developments, each of which can be considered a
revolution. We expect Turkey will soon look like the Western
countries. GAP could turn the important resources of Turkey into
benefits for all." Demirel also pointed out that when Turkey was
having economic problems, it could collect 16 billion dollars of
32 billion dollars, which were necessary for the GAP.

[27] ITU'S EARTHQUAKE REPORT
A report, prepared by Istanbul Technical University, of a
possible earthquake in Istanbul, was issued yesterday. The report
stated that the probability of an earthquake in Istanbul area in
30 years was between 47 and 77 percent, as the 17 August Izmit
quake increased the stress of the fault lines in the Marmara Sea.

[28] SEISMOGRAPHES LAID BENEATH THE MARMARA SEA
Ten seismographes sent from Japan have begun to be laid down
beneath the Marmara Sea in order to determine the condition of
the fault line in the region. The Dean of the Mining Faculty of
the Istanbul Technical University (ITU), Prof.Naci Gorur, said
that within three or four months' time, information concerning
the condition of the fault line in the region will have been

[29] ENGINEERING AWARD FOR TURKISH ENGINEER
Memduh Guney, who lives in Australia, was presented the
"Engineering Design Award" with his "mobile terminal" explorer
which is used in payments with credit cards. The product is the
smallest equipment of its type. After his graduation from the
Middle East Technical University's Mechanical Engineering
Department, Memduh Guney immigrated to Australia in 1988 and he
is still working at a leading company's product design

[30] DIRECTORATE OF RELIGIOUS AFFAIRS' PREPARATION FOR THE EU
The Directorate of Religious Affairs will gather the Council of
International European Union between 3 and 7 May in order to
prepare Turkey for entry into the European Union. During this
Council, officials from the Directorate of Religious Affairs,
many scientists from the Turkish and foreign universities, the
representatives of the political parties and many experts will

[31] RONA AYBAY: "HUMAN RIGHTS ARE AN IDEAL"
Bosnia-Herzegovinan Human Rights Court's Judge and the lecturer
at the Istanbul Bilgi University, Prof. Rona Aybay, stated that
that human rights were an ideal and pointed out that everyone
should benefit from the protection of human rights without regard
to race, language, or religion and that ideal of human rights was
expressed within the general principles that direct the legal
code. Prof. Rona Anbay attended the Wednesday Meetings, which are
being held in the memory of Prof. Tarik Zafer Tunaya, as a guest
and gave a conference entitled "The International Protection of
Human Rights and the Position of Human Rights Documents in
Turkish Law." Aybay stated that the human rights were
multi-dimensional concept, which should be taken into very
serious consideration. Aybay added, "The only condition for
benefiting from these rights is to be a human." /Cumhuriyet/
[32] 15,000 SOLDIERS IN THE OPERATION
The Spring operation, which was started in Tunceli with 15,000
soldiers is continuing. These operations are intensified
particularly in the triangle of Ovacik, Hozat and Pertek, with

[33] 10 BILLION DOLLARS FROM FRANCHISING IN ONE YEAR
It has been noted that the franchising sector, which attracted
attention as the most popular opportunity in the business
establishment, will reach a volume of 10 billion dollars and give
job for nearly 100,000 people. Deputy Chairman of Franchise
Association, Recep Ali Aksoylu, stated that the era of making
money from money had come to an end and that now it was time for
initiation implemented thanks to the franchising system. Aksoylu
added that this sector was contributing an income of 3 billion
dollars to the sector and employing 30,000 people. /Aksam/
[34] NAIM SULEYMANOGLU IN BULGARIAN PRESS
Bulgarian newspapers have devoted wide coverage to Naim
Suleymanoglu, a noted weight-lifter who has recently won the
bronze medal in the European Weight-Lifting Championship. The
'Trud' Newspaper's headline was as follows: "If Naim wins the
fourth Olympics Championship in Sydney, he will receive $5

[35] MEDALS IN WEIGHT-LIFTING
Turkish weight-lifter Yasin Aslan, competing in the 69 kilos
weight class, won the silver medal in snatch with 150 kilos and
bronze medal in total weight with 325 kilos, at the fourth day of
the 79th European Weight Lifting Championship in Sofia. Another
Turkish weight-lifter, Ekrem Celil, showing a great performance
than expected, won silver medal in clean and jerk with 180 kilos
and he came fourth in Europe with his 325 kilos in total. Today,
Turkish weight-lifters Mehmet Yilmaz and Ayhan Cicek will compete
in the 77 kilo weight class at the championship. /Milliyet/
[36] PACIFIC NORTHWEST BALLET TO COME TO ISTANBUL
Pacific Northwest Ballet will perform William Shakespeare's play
entitled 'A Midsummer Night's Dream' at Ataturk Cultural Centre
on 11, 12, 13 June in Istanbul. This group, which will perform as
part of the 28th International Music Festival, will stage this
play with the interpretation of Russian choreographer George

[38] PRESIDENT'S MANNER SHOULD BE CLEAR BY HIKMET BILA

Hikmet Bila is a columnist at the daily 'Cumhuriyet'. In his
article, he comments on the latest situation in the presidential
election in Turkey. A summary of his column is as follows:
"The first round for bulloting for the presidential election
resulted as was expected. It was not expected that 367 votes
would be achieved in the first round. If the five leaders' common
candidate, the Head of the Constitutional Court, Ahmet Necdet
Sezer, collected a very low number of votes, then we could have
talked about a suprise. This candidate, which was determined by
the five leaders during the signing ceremony, three of whom were
Prime Minister at one time, could not collect 367 votes but the
difference of votes between him and his closest follower is very
high. It is very likely that the parties will keep their promises
and elect Sezer the President if an extraordinary development
does not occur.
Head of the Constitutional Court, Ahmet Necdet Sezer, delivered a
speech, which changed his life and opened the way to Cankaya
Presidential Palace. Sezer was not the only jurist who argues for
the supremacy of law and he was not the only Head of the
Constitutional Court who defended democratization. The reason for
the acceptance of Sezer's candidacy was the fact that he not only
signed the decision that closed the Welfare Party (RP), but also
he agreed with the RP on some issues.
When the five leaders came together and signed Sezer's candidacy,
this news was announced with the descriptions such as 'the
victory of democracy,' 'historic signature' and the 'picture that
was longed for.' However, was it not both Sezer's weakness and
the power which allowed him to be elected? Were those who think
that 'the candidate who is the candidate of everyone is the
candidate of noone' wrong? In just the same way, those who
applaused as soon as they heard the candidacy of Sezer, thought
that it was necessary to wait for a period of time because there
were these words uttered from the two wings of the Turkish Grand
National Assembly (TGNA): "We should be more careful when we
embrace Sezer as a rescuer, who closed the RP." Sezer's
misfortune was the fact that he was wished to be put in a
position, which everyone could shape as he_she wants. Some
circles wanted to show Sezer's Presidency as the 'return match of
28 February' and some people considered the common signature of
