[01] TASAR IN GERMANYAgriculture and Rural Affairs Minister Mustafa Tasar went yesterday to Germany to hold various contacts. Prior to his departure, he made a statement at Istanbul's Ataturk Airport, saying that he would visit Germany upon the invitation of Mayor of the Kassel District in Germany, Georg Lewandowiski. He noted that he would also participate in an exhibition on agriculture in Kassel, the Anatolia news agency reports.[02] UN GENERAL COUNCIL 53RD TERMGeneral meetings to be attended by heads of state and foreign ministers during the 53rd Term of the UN General Council will start on September 21. Turkish Prime Minister Mesut Yilmaz and Foreign Minister Ismail Cem are expected to represent Turkey at the meetings which will last for two weeks, the Anatolia news agency reports.[03] TURKISH-ALBANIAN AGREEMENTAn administrative contract regarding the implementation of the social security agreement between Turkey and Albania was signed yesterday. Labour and Social Security Minister Nami Cagan said during the signing ceremony in Istanbul that the social security agreement signed between Turkey and Albania on July 15, 1998, in Tirana, would contribute to further develop economic and political cooperation between the two countries. Albanian Labour and Social Affairs Minister Anastas Angjeli said for his part that the agreement was an indication of the friendship between the two countries, the Anatolia news agency reports.[04] FOREIGN EXCHANGE RESERVES REACH $22 BILLIONCentral Bank foreign exchange reserves have exceeded $22 billion. Foreign exchange reserves, which increased by $39 million between August 28 and September 4, reached $22.004 billion on September 4. /Milliyet/[05] TALABANI ANNOYS ANKARARemarks made by Celal Talabani, Chairman of the Patriotic Union of Kurdistan (PUK), have been evaluated as "shooting himself in the foot". Just before sending a delegation to make peace with Ankara, Talabani made statements in Tehran that the Turkish Foreign Ministry was "up in arms" yesterday before meeting with the PUK delegation. Talabani not only demanded "support for the human rights, freedoms asnd special personality of the Kurdish people" in his meeting with Greek Foreign Minister Theodoros Pangalos in Tehran, but also accused Turkey of basing its troops permanently in northern Iraq.While the Foreign Ministry was trying to depicher the meaning of Talabani's remarks, a PUK mission was being welcomed in Ankara for mending ties betwen the PUK and Ankara. The delegation, led by Dr.Fouad Masoum and including Adnan Moufti, Muhammed Tevfik Rahim and the PUK's Ankara representative, Shazad Saib, was received by senior Foreign Ministry officials in the morning, with talks continuing during an official lunch. /All papers/ [06] FOREST FIRES IN ISTANBULDuring forest firests in four separate places of Istanbul, nearly 60 hectares of forest have been ruined. The fire in the Beykoz district yesterday afternoon has been extinguished with the support of helicopters coming from Canakkale and Izmit. While two children in the forest have been saved by the teams from the Regional Directorate of Forest Administration, two people have been taken into custody regarding the incident. It is reported that forest fires in Kavacik, Sariyer, Kartal/Gulsuyu and Catalca could be sabotage. /Cumhuriyet_[07] RIOTS IN PRISON ENDRiots launched by prisoners in the Ankara Central Closed Prison ended yesterday. It is reported that meetings between the officials of the prison and the prisoners ended with a reconciliation. /Cumhuriyet/[08] CEM SENDS A LETTER TO AZIZTurkish Foreign Minister Ismail Cem has sent a letter to Pakistani Foreign Minister Sartaj Aziz and has given detailed information regarding the proposal made by President of the Turkish Republic of Northern Cyprus (TRNC) Rauf Denktas for the establishment of a "Cyprus Condeferation" and Turkey's policy concerning Cyprus. /Cumhuriyet/[09] INTENSIVE PROGRAMME WITH IRANTurkish Foreign Minister Ismail cem, who will visit Iran for an official visit, will discuss regional problems especially Afghanistan and the PKK terrorist organization. Cem will go to Tehran today. Turkey wants Iran to accelerate diplomatic initiatives to avoid the conflicts in Afghanistan spreading towards other regional countries. During his visit to Iran, Cem will also take up the issues of economic relations and natural gas agreements between Turkey and Iran. /Cumhuriyet/[10] ALLIANCE AGAINST TURKEYIt is reported that an alliance should be established against the Turkish-Israeli cooperation. According to an editorial in the Iran Daily newspaper published by the Iranian official news agency (IRNA), military training agreement further developed following the recent visit of Turkish Prime Minister Mesut Yilmaz will be more dangerous with the participation of Jordan in the alliance.The editorial noted that Iran should establish a regional defense alliance with the participation of Greece and Armenia. It added that Syria and Iraq could also participate in the alliance. /Cumhuriyet/ [11] TURKISH AND ISRAELI INTELLECTUALS MEETIsraeli and Turkish intellectuals and scientists will attend a panel-discussion which will last for two days next week. Prof.Mithat Melen and Prof.Hasan Koni will head the meetings organized with the initiatives of Israeli Consular and Israeli Culture Attache. The meetings will be held in Istanbul on September 15-16. /Cumhuriyet/[12] TRNC TO HOLD GENERAL ELECTIONS IN DECEMBERThe Turkish Republic of Northern Cyprus (TRNC) will hold general elections on December 6, a parliamentary committee announced yesterday. The Legal and Political Affairs Committee of the TRNC Parliament decided unanimously on the election date, the Anatolia news agency reported.[13] MILLER IN ATHENSUS State Department Special Coordinator for Cyprus Thomas Miller was scheduled to arrive in Athens late on Thursday evening for talks with Greek Prime Minister Theodoros Pangalos on Cyprus. The Greek Foreign Ministry said that no statement would be made following the meeting, the Anatolia news agency reported yesterday.[14] TURKISH TEXTILES FAIR IN BUDAPESTThe "Turkish Textiles, Leather and Fashion Days" Fair will open in Budapest between November 5 and 8. The Foreign Trade Undersecretariat will provide subsidies to participating Turkish companies, the Anatolia news agency reported.[15] NEW MEASURES FOR JUDICIAL SYSTEMThe Ministry of Justice is planning to propose to Parliament a package of solutions for the problems in the judicial system when the parliamentary recess is over in October, the Anatolia news agency reported. The announcement was made late on Wednesday by Justice Minister Hasan Denizkurdu at a reception marking the beginning of the new judicial year.Among the proposals are a new regulation preventing an overabundance of case files in the Council of State and letting smaller cases be dealt in local administrative courts. Another proposal is to speed up the process in the solution of disputes concerning bank check fraud. [16] BARZANI: POSITIVE FIRST DAY OF WASHINGTON VISITMesut Barzani, Chairman of the Kurdistan Democratic Party (KDP) in Iraq, said that although it was only the first day of his official visit to Washington and too early to comment, he thought all of the meetings on Wednesday had been "positive". Barzani is visiting Washington at the official invitation of the State Department. In related event, the Department next week will host Patriotic Union of Kurdistan (PUK) Celal Talabani for a visit on September 14-16. /All papers/[17] SECOND RAMSTORE IN MOSCOWEconomic crisis in Russia has not hindered the the business volume of Ramstore hypermarket opened with the partnership of Migros and Enka, but instead increased it. The second Ramstore hypermarket, larger than the first, will be opened in November and the foundations of a third store will be laid down. This development is expected to be source of prestige for the Moscow Mayor Yuri Lujkov, as there is great anxiety due to the crisis in Russia where there are rumorus there would be a shortage of consumer goods during the winter. /Hurriyet/[18] TURKEY AN EXAMPLE FOR EUROPAYAt the Fourth Banking Conference organized in Cannes, France by Europay International, one of the largest payment systems along with Mastercard and Maestro, Turkey was shown as the best example in rapid development. At the conference, attended by 900 bankers representing seven thousand European banks, it was stressed that with the high performance Turkey has shown during the second half of 1997, and the first half of 1998, the country became the seventh largest market of Europay. /Hurriyet/[19] TURKEY HAS AN IMPORTANT ROLE IN CERAMICSAn annual meeting of "European Producers of Ceramics and Health Equipment" was held in Istanbul yesterday. Speaking at the conference attended by the representatives of 63 producer companies, Chairman of the Federation Riuou Yudn, said that Turkey was one of the important countries in the ceramics sector. Yudn also added that the Federation had benefitted from the works of Turkish companies as a federation. /Hurriyet/[20] DEMIREL'S REPLY TO IRANIAN MINISTERPresident Demirel who received Iranian Minister of Communications, Mahmut Hoccedi, stated that every regime is valid for its country and no one should interfere in other's affairs. Non-interference is one of the pre-requisites of peace. He also added that Turkish-Israeli relations are not against Iran. The Iranian Minister expressed his pleasure over the signing of a treaty on communications with Turkey and presented a letter by Iranian President Khatemi to President Demirel. /Hurriyet/[21] TURKEY HANDS NOTE TO LIBYAMembers of the PKK terrorist organization, wearing uniforms and carrying PKK banners and posters of Abdullah Ocalan, head of the PKK, marched during an official ceremony in the Libyan capital of Tripoli on September 1, marking the anniversary of the military cope bringing Libyan Head of State Muammar al-Qaddafi to power. The Foreign Ministry handed a protest note to Libya after Turkish Ambassador to Tripoli, Mufit Ozdes who attended the ceremony in which Qaddafi, high-level Libyan officials and foreign diplomats were present, immediately informed the ministry of the event.The Turkish Ambassador returned home on September 4, at the order of his ministry. The event was also deliberated during a foreign policy summit in the Presidential Palace the previous day, chaired by President Suleyman Demirel and attended by Prime Minister Mesut Yilmaz, Deputy Prime Minister Bulent Ecevit, Foreign Minister Ismail Cem, State Minister Sukru Sina Gurel, Chief of the General Staff Gen.Huseyin Kivrikoglu and high level Foreign Ministry officials.
