Summary of the political and economic news in the Turkish press this
morning
[01] DEMIREL REPRESENTS TURKEY AT OIC SUMMIT
President Demirel will arrive at the Iranian capital of Tehran on
December 8 to attend the eighth summit meeting of the Organization of
Islamic Conference (OIC) scheduled for December 9-11, the Anatolia news
agency reported. In a meeting prior to the summit, specialists from OIC
countries will work out the details of an Action Plan that will be
discussed by heads of state of organization member countries.
[02] LUXEMBOURG PRIME MINISTER AND FOREIGN MINISTER IN TURKEY
Turkish Prime Minister Mesut Yilmaz and Luxembourg Prime Minister
Jean-Claude Juncker held a meeting in Turkey yesterday. "We consider
Turkey a European country and we want to make this very visible" Juncker
told reporters during a break in nearly three hours of talks with Turkish
leaders. Turkey is seeking assurance from the EU that it will not be left
behind by eastern European nations in the race for EU membership, due to
be decided at a union summit in mid-December. "We expressed in a very
concrete way our minimum expectations from this summit" Prime Minister
Yilmaz said. The EU's term-presidency which will pass to Britain in
January is presently held by Luxembourg, also presented at the talks by
Foreign Minister Jacques Poos.
"I hope a formula that will meet our minimum expectations and achieve
a consensus within the EU can be formulated before the summit in December"
Yilmaz told reporters. He added that they had clearly conveyed Turkey's
uncompromising stand to the holders of the term presidency. "We will
continue to have close contacts with Turkey until the summit meeting"
Luxembourg's Prime Minister Juncker told reporters. Meanwhile, British
Foreign Secretary Robin Cook said on Wednesday that the European
Conference, planned by Britain soon after it takes over the EU presidency
in January, must include Turkey. Cook said that of the other EU members,
Germany had withdrawn its opposition to Turkey's attendance to the
conference, planned for February, and only Greece remained opposed to the

[03] TURKISH-AUSTRIAN SCIENTIFIC COOPERATION
A protocol envisaging cooperation in all scientific fields between
the Turkish Sciences Academy (TUBA) and Austrian Sciences Academy (ABA)
was signed in Ankara yesterday by TUBA Chairman Prof.Ayhan O.Cavdar and
Head of the Austrian delegation Prof.Werner Welzig. Delivering speeches
during the signing ceremony, Cavdar and Welzig expressed their pleasure
over the protocol according to which exchanges of scientists will be made
in all scientific fields between Turkey and Austria and joint research
projects will be conducted. /Cumhuriyet/
[04] TURKEY WILL NOT PAY COMPENSATION
Following a decision taken by the European Court of Human Rights in
January which foresees the payment of material compensation by Turkey to
Greek Cypriot citizen Titina Loizidou, a session was held at the Court of
Human Rights yesterday during which it was noted that it could not accept
responsibility regarding an incident which occured out of its territories
and therefore the payment of compensation was impossible. /Cumhuriyet/
[05] EREZ: TURKEY HAS CARRIED OUT ALL HER EU RESPONSIBILITIES
Turkish Industry and Trade Minister Yalim Erez noted that Turkey had
carried out all her responsibilities in Turkish-EU relations and said:
"We expect the same from the EU". Minister Erez and his accompanying
delegation including some deputies, businessmen from the Turkish Union of
Chambers and Commodity Exchanges (TOBB) and journalists yesterday returned
from Austria to Turkey. Replying to journalists' questions at Istanbul's
Ataturk Airport, Erez stated that during his visit issues taken up during
the Joint Economic Council meetings between the two countries were
reviewed and useful meetings were held with Austrian businessmen with
mutual investments in mind. /Hurriyet/
[06] CENTRAL BANK OFFICIALS FROM 27 COUNTRIES IN ISTANBUL
Central Bank officials from 27 countries including Germany, France,
Italy, Greece, Belgium and Luxembourg will come together in Istanbul today
for the establishment of a Union of European-Mediterranean Central Banks
as proposed by the Turkish Central Bank. An opening speech will be made
by Head of the Turkish Central Bank, Gazi Ercel. /Hurriyet/
[07] TURKISH AMBASSADOR ARRIVES IN ATHENS
Ambassador Ali Tuygan, newly appointed as Turkey's new ambassador to
Greece arrived yesterday in Athens. Former Turkish Ambassador in Athens
Umit Pamir has been appointed Deputy Undersecretary at the Foreign
Ministry. Ambassador Tuygan is expected to present his credentials to
Greek President Stefanopulos next month. /Milliyet/
[08] BROEK MEDIATES IN CYPRUS ISSUE
EU Commissioner Hans Van Den Droek will meet the two Cypriot leaders
on Monday, the Anatolia news agency reports. Broek is expected to meet
Turkish Republic of Northern Cyprus President Rauf Denktas on Tuesday and
he will hold a press conference after the meeting.
