    Summary of the political and economic news in the Turkish press this morning

    [01] CRITICAL SUMMIT HOLDS OUT LITTLE HOPE

    Overshadowed by provocative naval and military exercises, the big meeting of leaders from the Balkan countries holds out small promise of concrete results. The Balkan summit is very important to both Greece and Turkey because Turkish Prime Minister Mesut Yilmaz, and his Greek counterpart Kostas Simitis will be meeting face to face to reach some sort of agreement to reduce current tensions between the two countries.

    The two leaders met on Sunday evening during an evening dinner for those attending the meeting. Although the two prime ministers were warm in their approaches to each other, the serious talks will begin today. There are very deep and seemingly uncrossable differences in the viewpoints of Turkey and Greece, especially in connection with the Aegean Sea regions and Cyprus.

    Prime Minister Yilmaz will also broach the subject of more cooperation between Greece and Turkey against PKK terrorism, another issue which is very sensitive where Turkey is concerned. Whatever the sides may feel about certain issues, however, both countries are under massive pressure from the US to resolve- at least in some measure- their differences. Although there is little hope of a big breakthrough, there are expectations that relations can be brought back to the level of the Madrid meeting. /All papers/

    [02] MORE WORDS OF WAR

    Despite hopes that the Greek and Turkish prime ministers will be able to ease the growing antagonism between their two countries, there is more talk on both sides that there could be a possible confrontation between the two countries.

    Both sides are persisting in carrying out their own naval exercises in the international waters around Cyprus, and commenting on the potentially explosive situation, Prime Minister Yilmaz said on Sunday that "there could be an accident."

    Reporting that this week will be one of high tension, some Turkish papers declare that war looms over the Aegean. Stressing the gravity of the situation, Yilmaz declared over the weekend that one of the main aims of his talks with Simitis was preventing an armed clash in the Aegean.

    Today the Turkish Armed Forces Toros-97 exercises begin in Northern Cyprus and sites representing Greek Cypriot missile bases will be blasted by Turkish Air Force jets. /All papers/

    [03] AMOCO SUPPORTS BAKU-CEYHAN PIPE-LINE

    One of the biggest international oil companies, Amoco has asked the U.S. administration to support the Baku-Ceyhan oil pipeline. Putting their proposal to the American Congress, Chairman of Amoco Eurosia, Charles Pitman, said that America should be more active in the region. /Milliyet/Hurriyet/Sabah/

    [04] ARNOULD: "EU-TURCO UNION SHOULD BE ESTABLISHED"

    General Director of EUROTEX, an umbrella group over the European ready-to-wear and textile industry, Guy Arnould, said that in order to solve problems in the textile sector between Turkey and the European Union (EU), trade barried should be lifted, Competition Regulations should be applied and customs regulations should be revised.

    Regarding the Texpo and Intexpo '97 textile fairs opened in Istanbul, Arnould said that such fairs showed the place of Turkey in the textile industry. He added that Turkish textile investors should try harder to promote Turkish textile industry to the world. /Milliyet/

    [05] CELEBI BACK TO TURKEY

    State Minister Isin Celebi has returned to Turkey after completing his contacts in America. Celebi, after holding high-level contacts in Washington and New York, said that the visit had very positive results. Isin Celebi pointed out that the aim of the visit had been to resolve trade quota problems and to sign a new trade agreement between Turkey and America in order to increase exports between the two countries.

    Celebi noted that there would be a joint economic commission meeting on 8-9 December in Washington. /Milliyet/

    [06] DEMIREL, TURKEY AIMS AT FULL EU MEMBERSHIP

    President Suleyman Demirel yesterday attended the 1997 General Council of European Students (AGORA '97) at the Middle East Technical University. In his speech Demirel said that the new European structure should be formed in a way that will ensure peace and welfare from the Balkans to the Caucasus and from the Black Sea to the Mediterranean. Demirel added that Turkey will have a leader role and a strategic importance in the region. Demirel also noted that Turkey had had close relations with Europe since 1963 and that Turkey should take her fair place in the European Union. /Milliyet/Sabah_

    [07] VILLAGERS ROUT TERRORISTS

    Last night, terrorists tried to attack Diler village near Giresun but were scattered by the villagers. Officials later said that operations in the region to seize the terrorists had begun.

    A soldier was killed in Gevas, Van as a result of clashes between security forces and separatist terrorists. /Milliyet/Sabah_

    [08] WORLD BANK SUPPORT FOR EDUCATION AND SOCIAL REFORMS

    World Bank Director for Turkey, Ajay Chhibber, said that they would meet the financial needs of the Turkish education sector. Chhibber noted that education reform was one the most important projects in Turkey and that it should be applied in all its aspects. He added that they had met with officials from the Education Ministry, and told them that the World Bank would finance the whole cost of the project.

    Regarding the economy, Ajay Chhibber said that the Turkish private sector was the most dynamic among all the developing markets. Since 1980, Turkey had been applying free market economy principles and had been rapidly developing, said Chhibber. However, he added, social security deficits were a crucial economic problem. He stressed that social security reform should be realised as soon as possible. /Hurriyet/Sabah_

    [09] MOTORCYCLISTS PROTEST ATTACK AGAINST TURKISH BUSINESSMEN

    Yesterday Istanbul witnessed a demonstration by 50-60 motorcyclists who voiced support for friendship in the Aegean. The demonstration was staged to protest the vicious attack on October 29 by Greek fanatics against Turkish businessmen in Thessaloniki for a joint meeting with Greek entrepreneurs on the occasion of the 74th anniversary of the establishment of the Turkish republic. The motorcyclists said that they wanted to see the Aegean become a "lake of friendship" and encouraged Turkish and Greek politicians to exert more efforts for resolving disagreements between the two countries. /Cumhuriyet/

    [10] BALKAN PROJECT BY FM CEM

    Foreign Minister Ismail Cem has gone to Crete to attend the Southeastern European Summit of Heads of State and Government there. In a statement to journalists prior to his departure, Cem said that he was planning to propose a project for the establishment of a Balkan organization during the summit. /Cumhuriyet/

    [11] GREEK WARSHIPS IN CYPRUS

    As Turkish Armed Forces military maneuvres go on in Northern Cyprus, Greek warships have arrived in the region. According to a Greek Cypriot radio report, Greek warships were seen in international waters close to Northern Cyprus to follow the maneuvres. /Cumhuriyet/

    [12] DENKTAS DIRECTS HARSH CRITICISM AGAINST EU

    Northern Cypriot President Rauf Denktas interviewed in the "World Report" programme broadcast live by the CNN TV news channel, blamed the European Union for having upset the balance on the island. Denktas said that opening the way for Southern Cyprus's integration with Europe at a time when a bi-zonal, bi-federal solution to persisting problems on the lsland was being discussed, has effected negatively the process of resolving the Cyprus issue. The Northern Cypriot president stressed that the Turkish Republic of Northern Cyprus would set up a special relationship with Turkey if Southern Cyprus was accepted into the EU as a full member. /Hurriyet/
