[01] ARMY PLANE CRASHES, TWO PILOTS DIE
Two pilots died on Tuesday in the crash of a Turkish Land Forces plane
near Pulumur, a statement of the office of the Chief of the General
Staff said. The plane which took off from Erzincan for Elazig air
base yesterday morning failed to land at Elazig because of bad weather
condition and disappeared form the radar screen. Capt. Mustafa
Akcakaya and Second Lt. Serdar Genc were killed in the accident.

[02] CEM IN UKRAINE FOR BSEC MEETING
Turkish Foreign Minister Ismail Cem went to Kiev, Ukraine on Tuesday
in order to attend a meeting of the Black Sea Economic Cooperation
(BSEC). Cem will continue mediation efforts in Azerbaijan-Armenia
disagreements. He is also expected to meet Greek Deputy Foreign
Minister Yanos Kranidiotis. /All papers/
[03] MEASURES TO COMBAT TERRORISM IN BLACK SEA REGION
At a meeting on Tuesday the Council of Ministers took in hand measures
to enhance the security in the Black Sea region. The terrorist PKK
organization has intensified attacks in Black Sea provinces in a move
to set up itself there. Prime Minister Mesut Yilmaz demanded the
replacement of local governors and security chiefs with officials
experienced in the struggle against terrorism. Two new provinces will
be set up to facilitate security measures in the region. /Milliyet/
[04] KOC LOBBYING FOR TURKEY'S INTEGRATION WITH EUROPE
In a meeting with ambassadors of EU countries, noted Turkish
businessmen Rahmi Koc directed fierce criticism to Europe for its
restictive and obstructive attitudes towards Turkey. He said that
what Turkey needs was not mere promises, and urged Europe to set a
schedule for Turkey's integration with Europe. /All papers/
[05] SOAREZ VOICES SUPPORT FOR TURKEY
Former Potugues President Mario Soarez voiced support for Turkey's
integration with Europe at a panel held in the Portuguese capital of
Lisbon, also attended by Turkish State Minister Sukru Sina Gurel.
Soarez stressed that the European Union was not a religious club, and
said that the Union brought together Catholics, Protestants and
Orthodox Christians. "One day Turkey will also take its place within
this integrated structure," the politician said. /Hurriyet/
[06] GREECE SUGGESTS COOPERATION IN TOURISM
Chairman of the Greek National Tourism Organization, Ioannis
Stefanidis, who is in Istanbul attending the 12th General Assembly of
the World Tourism meeting, said that it would be more beneficial both
for Turkey and Greece to cooperate in tourism instead of competing.
He added that tourism would help solving problems between the two
countries. Stefanidis noted that Turkish and Greek tourism sectors
had the good will to cooperate and that meetings between the tourism
representatives from Greece and Turkey should be organised frequently.
He also invited Turkish Tourism Minister Ibrahim Gurdal to Greece.

[07] ERIS: "TURKEY TAKES IMPORTANT STEPS TOWARDS THE EU"
Head of the Economic Development Foundation, Meral Gezgin Eris visited
Luxembourg, term chairman of European Union (EU) and Brussels.
Evaluating Prime Minister Mesut Yilmaz's Germany visit very succesful
Eris said: "The positive effects of the visit has already been felt
in Turco-EU relations." She added that Yilmaz and Kohl would meet
second time in November and later Luxembourg Prime Minister and Deputy
Prime Minister would come to Ankara.
Eris pointed out that it was expected that the EU would put a clear
full membership picture in front of Turkey in December. She added:
"Turkey should not be put on the same spot with other candidates for
full membership to the EU." /Sabah/
[08] TURKEY LOBBIES TO SELL EUROPE F-16S, OTHER DEFENSE INDUSTRY PRODUCTS
Deputy Prime Minister and Defense Minister Ismet Sezgin and the
delegation accompanied him are continuing their contacts in the Czech
Republic. Yesterday, Sezgin and his delegation held negotiations with
Czech defense industry officials headed by Czech Defense Minister
Miroslav Vyboizny. The two countries are scheduled to sign defense
industry cooperation agreements today. /All paper/
[09] IRAQ RAISES WATER ISSUES AGAIN
Iraq has again claimed that Turkey is using the waters of the
Euphrates and the Tigris only for its interests and ignoring the needs
of Iraq and Syria, the Anatolia news agency reported. Sending a
letter to the Arab League, Iraq's Foreign Ministry said, by
controlling the waters of the two rivers, Turkey aimed to prevent Iraq
and Syria from irrigating their agricultural fields.
[10] FORESTRY CONGRESS SEES MAJOR CD-ROM LAUNCH
The 11th World Forestry Congress, which draws to a close in Antalya
today, was chosen as the setting for the launch of a major new CD-ROM
study by the World Conservation Monitoring Centre (WCMC). Information
on forest extend and distribution is essential in order to ensure its
sustainable use and protection, and WCMC was set up by three other
international organisations, the World Conservation Union (IUCN), the
World Wildlife Fund for Nature (WWF) and the United Nations
Environment Program (UNEP), for this amongst a variety of other
purpose. These information on the CD-ROM, presented to the Congress
by WCMC Senior Forest Officer Dr. Susan Iremonger, is culled from
maps and satellite images of forests in most areas of the world and
presented via computer mapping techniques.
As well as the CD-ROM version, information concerning the study can be

[11] CELEBI: "OUR MAIN STRATEGY IS TO INCREASE EXPORTS
State Minister Isin Celebi says that the 55th government's basic
strategy is to improve the economy is to increase exports. He added
that inflation would be lowered to 50 percent in 1998. Speaking at
the signing ceremony of the Turkish-Slovak Free Trade Agreement on
Monday, Celebi said that international companies were willing to
invest in Turkey.
State Minister Celebi also pointed out that the IMF has considered the
government's economy program to be consistent. /All papers/
