Summary of the political and economic news in the Turkish press this
morning
[01] EUROPEAN COUNCIL SUMMIT
The European Council second summit in Strasbourg on October 10-11 will
discuss the improvements to the protection of human rights, the
struggle against torture, the abolishment of the death penalty, the
assurance of equality between men and women and an increase in the
power of municipal administrations. Turkish Prime Minister Mesut
Yilmaz will give a speech on Friday and is expected to speak about the
problems of foreign workers in Europe, racism and the struggle against
terrorism. During the summit, Yilmaz will meet with his Irish
counterpart Bertie Ahern, Italian counterpart Romano Prodi, Portugal's
Antonio Gutteres, Belgium's Jean Lud Dehene and Austrian President
Thomas Kletil. Foreign Minister Ismail Cem, Motherland Party (ANAP)
deputy Lale Aytaman and Democratic Left Party (DSP) deputy Ahmet Tan
will accompany Prime Minister Yilmaz. /All papers/
[02] FOREIGN CAPITAL PERMISSIONS REACH $1 BILLION
The Treasury gave permission for companies to invest $74 million of
foreign capital in September, bringing the total amount of permission
given for the year so far to $1.077 billion, the Anatolia news agency
reported. According to Treasury figures, $643.12 million-worth of the
permissions has been given to the manufacturing sector, $407.93
million to the services sector, $23.87 million in the mining sector
and $2.2 million in the agriculture sectors. There are a total of
3,927 foreign companies which have made investments in Turkey to date.
[03] CSFB, DEUTSCHE TO LEAD TURKEY MARK BOND
Turkey is expected to launch a 1.0 billion mark 10-year bond via
Credit Suisse First Boston and Deutsche Morgan Grenfelle this week.
It is estimated that the deal will be launched today. Bankers said
that the launch spread over Bunds had not yet been decided and would
depend on whether Turkey opted to pay an 8.0 percent or 8.125 percent
coupon. "It is still unclear what they are doing" a syndicate manager
in Frankfurt said. "The coupon has not yet been decided. We think
the launch spread could be anywhere between 260 and 275 basis points
over Bunds". /Sabah/
[04] PRESS CONFERENCE ABOUT A TUNNEL PROJECT IN ISTANBUL
Turkish Transport Minister Necdet Menzir talked about a tunnel project
planned to be established in Istanbul during a briefing at the Council
of Ministers yesterday. During a press conference to be held tomorrow
by Menzir and ministry bureaucrats, detailed information regarding the
project will be given to press members. /Hurriyet/
[05] IRANIAN DELEGATION IN VAN
Governors of Hoy and Salmas from the Iranian Islamic Republic arrived
in Van to attend a Sub-Commission Meeting for Border Security
yesterday. Governor Abdulkadir Sari, who welcomed the delegation
coming from the Kapikoy Border Gate to Van, said that they were very
pleased over the visits of Hoy Governor Ismail Kerimzade and Salmas
Governor Ahmet Delili and added he believed that the meeting would be
in an atmosphere of mutual understanding. /Hurriyet/
[06] IMF SUPPORT FOR TURKISH ECONOMY
Chairman of the International Monetary Fund (IMF), Martin Hardy said
that Turkey's 1998 budget was very encouraging and that they would
support Turkey's struggle against inflation. After a meeting with
Treasury Undersecretary Mahfi Egilmez, Hardy said: "IMF will support
the coalition government's economic decisions and measures to be taken
against inflation. The government should apply the economic decisions
with determination."
Meanwhile, it is announced that IMF Executive Director, Willy Kiekens
will come to Ankara before the IMF delegation leaves the capital.
Mahfi Egilmez said that Kiekens would meet with Prime Minister Mesut

[07] ATHENS-PKK RELATION ON THE AGENDA OF NATO
Foreign Minister Ismail Cem said in a press conference on Wednesday
that Greece and PKK relation had been taken into the agenda of NATO.
Recalling that the Greek support for the separatist terror
organization, PKK, had been issued in the European press with
evidences, Cem said Turkish Foreign Ministry decided to voice Athens
and PKK relation at NATO circles and that Turkey's permanent
representative to NATO extended Turkey's written statement to the
General Secretary of NATO.
Cem noted that at the statement it was stressed that NATO had the
responsibility to protect the stability and territorial integrity of

[08] PKK ON BLACK LIST
The U.S. Administration announced 30 organisations in the world as
"terrorist" and decided to accept every kind of support and relation
with these organisations as "out-lawed". The list comprises PKK and
Dev-Sol organisations which are active in Turkey. After announcing
the list, Secretary of State Madeleine Albright said that the U.S.
administration would not give visa to the members or related people to

[09] OIL AGREMENT
Turkish Petroleum Corporation (TPAO) and American Amoco Partnership
signed a $750 million oil agreement with Kazakhstan. Kazakhstan
Deputy Prime Minister, Ahmetcan Yesimov and General Director of TPAO,
Sitki Sancar signed the agreement which envisages the evaluation of
oil beds in two regions near the Caspian Sea. /Milliyet/
[10] DENKTAS: WE ARE IN DANGER
President of the Turkish Republic of Northern Cyprus (TRNC), Rauf
Denktas stressed that they were in a "dangerous situation" on Cyprus
issue. He added that the Cyprus problem was driven towards the
direction as Greek Cyprus wanted. /Cumhuriyet/
[11] TURKISH IDENTITY IN RUSSIA
A Turkish delegation, under the chairmanship of Deputy Undersecretary
of Ministry of Culture, Huner Tuncer, presented Turkey succesfully at
the "First International Turkish Peoples Festival" between 18
September and 1 October in the Russian Federation. During the
festival Turkish peoples' folk dances were exhibited to Russian
people.
In his speech at the end of the festival, Tuncer said that cultural
relations between Russia and Turkey would be developed. /Cumhuriyet/
