    Summary of the political and economic news in the Turkish press this morning.

    [01] AZERBAIJANI REITERATES ITS BAKU-CEYHAN COMMITMENT

    Azerbaijani President Haydar Aliyev declared on Monday that the Turkish-proposed Baku-Ceyhan oil pipeline is the main export route for the transportation of Caspian oil to the world market.

    Receiving Turkish Foreign Minister Ismail Cem and State Minister Ahad Andican in Baku, Aliyev said that priority was being given to the oil and natural gas issues involved in the economic partnership between Turkey and Azerbaijan.

    Cem and Andican, who were welcomed to Baku on Sunday by Hasan Hasanov, the Azerbaijani Foreign Minister, started their official talks on Monday. Cem and Hasanov signed a cooperation agreement on behalf of TUrkey and Azerbaijan. During his talks with Cem, Hasanov said that Turkey had to be more active in the OSCE's Minsk process.

    Murtuz Aleskerov, President of the Azerbaijani Parliament, stated during the meetings that they expected the Turkish Parliament to take a stand against the renewed cooperation between the Russian Federation and Armenia. "Turkey should provide support for Baku by using its influence in the international arena," he added. /All papers/

    [02] MILLER: SOLUTION TO CYPRUS NEEDS A PROCESS

    Resolution of the Cyprus problem needs a "process", a top American official said. Thomas Miller, the U.S. State Department's new Cyprus coordinator, said he believed that the most important issue with regard to Cyprus was an understanding that the resolution of the problem required a process.

    Miller, who arrived in Ankara on Monday for talks with Turkish officials, stressed that his visit was a kind of 'familiarization' tour. He said he was visiting Ankara to see the current situation and to understand how a Cyprus settlement could be achieved. Stressing that this was his first visit to Ankara, Miller said he would make further trips to Turkey, Greece and the two communities on the island and exert all possible effort to aid in the resolution of the Cyprus problem.

    In Ankara, Miller will be meeting today with outgoing Foreign Ministry Undersecretary Onur Oymen and Deputy Undersecretary Inal Batu. /Cumhuriyet/

    [03] TURKEY SEARCHES FOR GAP FUNDING

    State Minister Mehmet Salih Yildirim set out the financial alternatives facing the government in its quest to complete the Southeastern Anatolia Project (GAP) and improve the political and economic circumstances of the region, the Anatolia news agency reported. "GAP is the future of all Turkey, not only the Southeast. The project will be completed in 2005, at a cost of $ 32 billion, and it will create a job opportunities for 3.5 million people. We need $ 1.8 billion every year for the project. To accumulate this amount we need external sources," Yidirim said.

    The United Nations, the European Union (EU), the World Bank and the European countries changed their attitude toward the project once they grasped its potential. "If we can obtain credit, under conditions favorable to Turkey, we can complete the project earlier," Yildirim said.

    [04] DEMIREL INAUGURATES NEW JUDICIAL YEAR

    The new judicial year was inaugurated at a ceremony held in Ankara on Monday amidst calls for the government to safeguard the judiciary's independence. President Suleyman Demirel issued a written message on the occasion, in which he asserted that the courts operate free from outside intervention and stressed that Turkey was administered on the principle of the separation of powers. In addition, Prime Minister Mesut Yilmaz praised the independent legal system which was assured by the principle of separation of powers and said the state was expected to provide its people with a modern and democratic legal system. /Cumhuriyet/Cumhuriyet_

    [05] YILMAZ TO VISIT ALMATI

    As a follow-up to the new governmental policy towards the oil rich Caucasian and Central Asian states, Prime Minister Mesut Yilmaz is paying an official visit to Kazakhstan today. Accompanied by State Minister Ahad Andican and a large group of Turkish businessmen, Yilmaz will be received by President Nursultan Nazarbayev. Prime Minister Yilmaz will also have talks on the Turkish oil drilling project in Kazakhstan, as well as on other areas of cooperation. /Milliyet/Sabah_

    [06] JAPANESE FOREIGN TRADE DELEGATION TO VISIT GAP

    A delegation from the Japanese Foreign Trade Organization (JETRO) is visiting the GAP Southeastern project region today in order to hold contacts and make inquires regarding JETRO plans to invest in GAP.

    GAP Regional Development Administration Director Erkan Alemdaroglu told the Anatolia news agency that the Japanese delegation would hold contacts with GAP and make inquires in irrigation areas and in Ataturk Dam. It will also meet Turkish businessmen in Trade and Industry Chambers and then visit officials from the munacipality. The Japanese delegation will leave from Sanliurfa tomorrow.

    [07] STATE MINISTER GUREL MEETS US SPECIAL REPRESENTATIVE TO CYPRUS

    State Minister Sukru Sina Gurel met US President Bill Clinton's Special Representative to Cyprus Richard Holbrook, and exchanged views with him regarding solutions to the Cyprus question. Addressing a statement to the press, Gurel said that the approach of Holbrooke to the issue was realistic and added that 'Turkey welcomes the initiatives of the US regarding the Cyprus issue.' Noting that Turkey was not moving to change the Montreux Treaty to futher control the movement of ships passing through the Bosphorus Striats especially in connection with the S-300 missiles, Gurel stressed that Turkey would nevertheless take all the necessary measures to protect its own security. /All papers/

    [08] TENSIONS IN THE AEGEAN MOUNT

    Tensions in the Aegean mount as a result of more provocative moves by the Greeks. Greek politicians persists in making harsh comments on various issues and at the same time, the Greeks and the Greek Cypriots have announced that they will stage joint military maneuvres in Southern Cyprus, thus demonstrating that they will exert no efforts at all to avert a crisis.

    NATO Allied Forces Commander for Southeastern Europe, General Hilmi Ozkok, said that these provocative Greek moves may raise the dangerous prospects of the widespread deployment of medium and long-range missiles and of weapons for mass-destruction. Turkey is watching closely and is undertaking measures to enhance its security. The US has voiced support for Turkey and is exerting pressure on Greece and the Greek Cypriots, urging them to initiate moves designed to ease deepening tensions in the region. /All papers/

    [09] AMMUNITIONS FACTORY IN ELAZIG

    Sarsilmaz Arms Industries, Dogu Holding and the Italian Baretta company are planning to set-up a weapons factory in Elazig. Suat Ozturk, Chairman of the Elazig Trade and Industry Chamber, said that Elazig had rich ferro-chrome reserves, vital in the defence industry. He added that Elazig was at the same time the marble centre of eastern Turkey, noting that marble produced in Elazig was used in the decoration of the White House in Washington. /Sabah/

    [10] ATTACK AGAINST TURKS IN WESTERN THRACE

    As tensions in the Aegean escalate, Western Thrace witnessed new attacks against the Turkish minority living there. Turks living in Xanti were attacked on Sunday and threatened by Greek assailants. Although nobody was killed in the attack, two shops owned by a Turkish entrepreneur were destroyed. The police did not intervene or stop the attackers who urged the Turks "to go back to Turkey". /Sabah/

    [11] GENERAL COYANNIS STEPS BACK

    Greek Chief of the General Staff General Athanasios Coyannis, announced yesterday that he will attend a reception to be given by the Turkish Embassy in Athens on the occasion of the 29 October holiday celebrating the founding of the Turkish republic. Coyannis previously turned down an invitation to attend a reception at the Turkish Embassy in Athens held to mark the 30 August Victory Day, and in this way incurred the harsh criticism of Turkish and Greek observers. In a statement to the Greek Eksusia daily newspaper, General Coyannis said that he, as the head of the Greek Armed Forces, could not have attended the 30 August reception because the celebration was related to a battle in 1922 when the Greek army suffered a heavy defeat. /Sabah/

    [12] KALEMLI IN US

    Turkish Parliament Speaker Mustafa Kalemli, who went to the US at the invitation of Speaker of the US House of Representatives, Newt Gingrich, started his contacts yesterday. Gingrich, who previously sent a letter to Kalemli, said that Kalemli's visit to the US would further develop bilateral relations and give new momentum to Turco-US relations.

    Kalemli met with members of the Foreign Relations Committee of the House of Representatives yesterday. Kalemli will meet with Gingrich and other senators including Richard Byrd. /Hurriyet/

    [13] 75TH ANNIVERSARY OF LIBERATION OF IZMIR

    The 75th anniversary of the liberation of Izmir from Greek occupation is being celebrated with ceremonies. In addition to ceremonies organized by the Governor of Izmir, municipalities and various institutions are also participating in celebrations with various activities. During the ceremonies in Izmir, which will be attended by Chairman of the Democrat Turkey Party (DTP) Husamettin Cindoruk, the Turkish Stars Acrobatics Squadron will give demonstrations. /Cumhuriyet/

    [14] INDONESIAN AIRPLANE CRASHES

    An ultralight-type airplane being flown by an Indonesian pilot over the Aydin Cildir Airport crashed on a test flight for the First World Air Games starting on 13 September. Pilot Sumarto Soemitro died in the accident. Flying competitions will be held on 13-22 September in Istanbul, Eskisehir-Inonu, Ephesus, Izmir, Aydin, Denizli, Ankara-Golbasi, Antalya and Urgup. /Cumhuriyet-Hurriyet/

    [15] APPROVAL FROM DEMIREL

    President Suleyman Demirel has approved an agreement which was signed between Turkey and Bulgaria that aims to prevent double taxation. According to a written statement made by the Presidential Press Centre, the agreement, signed in Ankara on 7 July, 1994, has been ratified by President Demirel. /Cumhuriyet/

    [16] TWO GERMAN GAP PROJECTS

    The German Technical Cooperation Institution, GTZ, will carry out two projects for the improvement of economic and social conditions of people living in the southeast region of Turkey. Director of the Regional Development Administration of the Southeastern Anatolia Project (GAP) Erkan Alemdaroglu said that Dr.Helge Neutatz, who came to Turkey last month to discuss this project, made contacts in Ankara, Diyarbakir and Sanliurfa. Alemdaroglu stated that the GTZ was giving importance to the struggle against poverty, the protection of natural resources and advancing education. /Cumhuriyet/

    [17] MEDA FUND BIDDING FROM EU

    The European Union (EU) has started a "MEDA team" project in all Mediterranean countries to accelerate the financial aid process by evaluating applications to the MEDA Fund established for the Mediterranean countries. In the first stage of the bidding opened in August in Turkey to this end, 10 firms entered the list. Ten firms will repeat their proposals until 23 September and deliver them to the EU Commission. The firm to be selected will begin its studies in Ankara in November. /Cumhuriyet/

    [18] YILMAZ-SIMITIS SUMMIT

    On the Greek island of Crete in November, leaders of the Balkan countries will come together. According to a decision taken at a meeting of Balkan foreign ministers held in Thessalonica last May, Greece will host the first Balkan leaders' summit. The next summit will be held in Turkey in 1998. /Milliyet/

    [19] KINKEL'S STATEMENT IN BONN

    German Foreign Minister Kinkel made a statement yesterday in Bonn and said that Turkish Cypriots could not be included in official talks on the full membership of Cyprus in the EU. He added however that he was exerting great efforts for the inclusion of northern Cyprus in the talks. He stated that other EU foreign ministers were also of the same opinion.

    Noting that the "Turkish train" would continue to go in the direction of Europe, Kinkel said that they whould do their best to keep Turkey in the European-Ataturk option. Kinkel added: "Turkey, an important bridge to the Central Asian Republics and a NATO ally, is also an important partner of Germany. Deterioration of Turco-German relations is out of the question". /Milliyet/
