Summary of the political and economic news in the Turkish press this
morning.
[01] FM CEM: TURKEY WILL STICK TO CUSTOMS UNION AGREEMENT
Foreign Minister Ismail Cem said that Turkey was not planning to
withdraw from the customs union, and added that while some of the
provisions of the agreement may need to be reviewed, this would not be
an easy task. Deputy Prime Minister Bulent Ecevit noted that his
statement that Turkey was suffering losses from the customs union had
been misinterpreted and stressed that Turkey had no intention of
stepping back from the agreement. /Cumhuriyet/
[02] SECOND STEP IN TRNC
Concrete steps are being taken to translate into life the declaration
issued on July 20 by Turkey and the Turkish Republic of Northern
Cyprus. State Minister responsible for EU and Cyprus affairs Sukru
Sina Gurel will fly to Cyprus today to begin deliberations regarding
the measures called for by the declaration. This is construed as a
message to both the TRNC and the world that Turkey is fulfilling her
pledges. According to Gurel, the details of the articles included in
the declaration will be taken up with President Rauf Denktas and work
will be initiated to take concrete measures. /Milliyet/
[03] EU OPPOSES GREEK VETO
The European Union Commission wants to lift the embargo imposed on
financial aid to be given to Turkey within the framework of the
customs union agreement.
European Union (EU) sources pointed out that the customs union
agreement had contributed to increasing competition and the
restructuring of the Turkish economy. Same sources confirm that the
Commission supported lifting the embargo on financial aid to Turkey.

[04] YILMAZ MEETS TOBB, IKV AND DEIK EXECUTIVES
Prime Minister Mesut Yilmaz met yesterday chairmen and executive board
members of the Turkish Union of Chambers and Commodity Exchanges
(TOBB), the Economic Development Foundation (IKV) and the Foreign
Economic Relations Board (DEIK). Yilmaz noted that the government's
main aim was to preserve stability in the country. He added that the
Economic and Social Council set up last year would become a
consultative body meeting periodically, and that representatives of
the government along with representatives of various trade unions and
businessmen organizations would be brought together in the Council.

[05] KUTLU AKTAS APPOINTED ISTANBUL GOVERNOR
Kutlu Aktas has officially taken over the position of governor of
Istanbul following a ceremony held yesterday. He replaces Ridvan
Yenisen who has been assigned to duties in Ankara. /All papers/
[06] TURCO-FRENCH EDUCATION PARTNERSHIP
Bursa Uludag University Development Foundation and French state
education institution L'association Mission Laique Francaise are to
establish a company to open a 12-year education insitute that will
commence at kindergarten level. Within this framework, a protocol for
a "Turco-French education partnership" has been signed. /All papers/
[07] WORLD BANK PRAISES TURKEY
World Bank officials visiting Turkey said that the Turkish economy has
made remarkable progress during the last 15 years. They also urged
the government to complete the economic reforms initiated in the

[08] WELFARE PARTY SPLITS UP
Members of the Democratic Party led by Aydin Menderes who entered
Parliament on the Welfare Party's card, are resigning from the Welfare
Party (RP) one by one. Following the resignations of Saban Karatas
and Gurcan Dagdas, yesterday the RP deputy for Istanbul Metin Isık
also left the party. Dagdas and Isık are expected to join the DTP.

[09] KARADAYI RETURNS TO TURKEY
Chief of General Staff Gen.Ismail Hakki Karadayi, who paid a two-day
official visit to Ukraine as the guest of his Ukrainian counterpart
Lieutenant General Oleksandr Ivanovic, returned to Turkey yesterday.
In a written statement, Gen.Karadayi said that during meetings with
Ukrainian officials, they had an exchange of views and information
regarding security issues including cooperation in the struggle

[10] SADIK AHMET COMMEMORATED
Prime Minister Mesut Yilmaz sent a message to Chairwoman of the
Friendship, Equality and Peace Party, Isik Ahmet, on the occassion of
the second anniversary ceremony held in Komotini to commemorate
Dr.Sadik Ahmet. Yilmaz said that Dr.Sadik Ahmet had exerted great
efforts for the protection and promotion of the rights of the Turkish

[11] EU WARNS MACEDONIA
The European Union has criticized Macedonian police officials, who
exceeded the authority delegated to them during conflicts when
Albanian and Turkish flags were lowered, three people died and many
were injured in the Gostivar district of Macedonia, where Albanian and
Turkish people are in the majority. The EU has handed a note to the
Macedonian government which says that mechanisms to control the police
should be increased and that Albanian political parties should abide
by the decisions taken by the Macedonian Assembly and the Constitution

[12] SULTANAHMET FOLKLORE FESTIVAL
The third International Sultanahmet Folklore Festival is continuing in
Istanbul. Folklore teams from Albania, Brazil, Bulgaria, Spain,
Taiwan, Hungary, Macedonia, Mexico, Poland, Russia and Turkey are

[13] PRIVATIZATION TO BE COMPLETED BY 2000
Treasury Undersecretary, Mahfi Egilmez said yesterday that Turkey
would complete privatization and restructuralization of the state, and
start a reform process in health and education by 2000.
Discussing a report, "The State in a Changing World", prepared within
the framework of the 1997 Development Report of the World Bank,
Egilmez said that report foresaw the limitations in the duties of
states.
European Representative of the the World Bank, Johannes Linn, for his
part, said that Turkey had maintained massive development for the last
15 years. He added that the Turkish economy had achieved a new
structure, changing to an internationally oriented liberal economy.

[14] 89th ANNIVERSARY OF NO CENSORSHIP
The 89th anniversary of freedom from censorship was celebrated at a
Press Festival at the Dolmahace Palace, Istanbul, last night.
President Suleyman Demirel presented the Press Freedom Award to
journalist Isik Yurtcu, who is still in prison. The award was
accepted by Yurtcu's mother. Also, editor of the Cumhuriyet daily,
newspaper Orhan Erinc, was given the Press Special Award by the
